Taking as an example three study cases in the Costa Brava area, this paper examines through surveys and interviews the perception of floods among residents living in hazardous areas. perception is then related to vulnerability, flood management, and citizens preferences regarding alternatives to curb flood losses in the future. The study concludes that flood awareness and the willingness to take actions regarding this hazard is clearly related to the degree of social involvement with the affairs of the local community

The Watershed Improvement Fund and the Iowa Watershed Improvement Review Board (WIRB) were created in 2005. This statute is now codified in Iowa Code Chapter 466A. The fifteen-member Board conducted seven meetings throughout the year in-person or via teleconference. Meetings were held January 23, February 27, April 17, June 18, July 24, September 25 and December 17. Attachment 1 lists the board members and their organization affiliation. The Board completed one Request For Applications (RFA) for the Watershed Improvement Fund. The RFA was announced November 6, 2014 and closed December 29, 2014. December 29, 2014 Closing Date Request For Applications: The Board received 16 applications in response to this RFA. These applications requested $2.8 million in Watershed Improvement Funds and leveraged an additional $9.1 million for a total of $11.9 million of watershed project activity proposed. After reviewing and ranking the applications individually from this RFA, the Board met and selected eight applications for funding. The eight applications were approved for $1,249,861 of Watershed Improvement Funds. Data on the eight selected projects in this RFA include the following: • These projects included portions of 12 counties. • The $1.2 million requested of Watershed Improvement Funds leveraged an additional $4.2 million for a total of $5.4 million in watershed improvements. • Approved projects ranged in funding from $41,980 to $250,000. Attachment 2 lists the approved projects’ name, applicant name, project length, county or counties where located, and funding amount for the RFA. Attachment 3 is a map showing the status of all projects funded since inception of the program. At the end of 2015 there are 111 completed projects and 39 active projects. In cooperation with the Treasurer of State, the WIRB submitted the 2015 year-end report for the Rebuild Iowa Infrastructure Fund to the Legislative Services Agency and the Department of Management. Attachment 4 contains the 2015 annual progress reports submitted from active projects or projects finished in 2015.

Diplomityö on tehty Lappeenrannan teknillisessä korkeakoulussa Konepajatekniikan laitoksella. Työ on osa Konepajatekniikan laitoksen toteuttamaa ”LELA” levytuotteiden laadunvalvontaprojektia. Projektiosapuolet olivat: Abloy Oy (Joensuu), Flextronics Enclosures (Oulu), Hihra Oy (Turku), Lillbacka Oy (Alahärmä), Nokia Networks (Oulu), Segerström & Svensson (Uusikaupunki) ja Scanfil Oy (Sievi). Lisäksi projektin pääasiallisena rahoittavana osapuolena toimi Teknologian kehittämiskeskus, Tekes. Työ perustui ohutlevykomponentteja valmistavissa kohdeyrityksissä suoritettuun laadunarviointitutkimukseen, joka sisälsi tuotantoon kohdistetun virhekartoituksen sekä laadunarviointikyselyn. Tutkimuksessa suoritetun tuotannon virhekartoituksen mukaan tyypillisessä ohutlevykomponentteja valmistavassa yrityksessä virheidenesiintymistodennäköisyys on n. 5 – 12 % / tuote. Eniten virheitä syntyi epäkeskopuristintöissä. Tutkimus osoittaa, että virhekartoituksen avulla yrityksen on mahdollista kartoittaa tuotannossa syntyvät virheet ja edelleen kohdistaa laadun kehitystoimenpiteet oikeisiin tuotannon osa-alueisiin.

Kalajoen pääuomassa on tehty suuria vesistöjärjestelyjä 1900-luvun alusta aina 2000-luvulle asti. Jokiuomaa ja sen virtaamia on muutettu mm. tulvasuojelun, voimatalouden ja uiton edistämiseksi. Merkittävimmät vesistöjärjestelyt ovat olleet Kalajoen säännöttäminen vuosina 1903–1910, Niemelänkylän pengerrys vuosina 1955–1960, Kalajoen vesistötaloussuunnitelma 1960–1970-luvulla, Kalajoen keskiosan järjestely vuosina 1967–1988, Alavieskan tulvasuojelu vuosina 1990–1992 ja Juurikosken kunnostus vuosina 2004–2005. 1970-luvunlopulta lähtien vesistöjärjestelyiden lupamääräyksiin alettiin sisällyttää velvoitteita tarkkailla hankkeiden vaikutuksia veden laatuun, kalastoon ja kalastukseen. Lisäksi aiheutetun haitan kompensoimiseksi alettiin määrätä toimenpiteitä, kuten kalaistutuksia ja kunnostustoimenpiteitä. Lupamääräykset ovat sisältäneet myös velvoitteita tarkkailla kompensaatiotoimenpiteiden tuloksellisuutta. Kalajoella valtio on ollut selvästi merkittävin toimija vesistöjärjestelyissä ja on ollut luvanhaltijana pääosassa hankkeista. Lisäksi valtio on kaikkien Kalajoen vesistön säännöstelyjen luvanhaltija. Näin ollen valtio on vastannut myös hankkeisiin liittyvistä velvoitetarkkailuista ja kompensaatiotoimenpiteistä. Merkittävimmät kompensaatiotoimenpiteet ovat olleet 4,7 miljoonan yksikesäisen vaellussiian istuttaminen vuosina 1981–2010, Kalajoen kunnostaminen mm. ravun ja nahkiaisen lisääntymisedellytysten parantamiseksi vuosina 1999–2004 ja 30 000 sukukypsän ravun istuttaminen vuosina 2003–2006. Tässä raportissa on tehty yhteenveto Kalajoen tarkkailututkimuksista vuosilta 1978–2010. Niiden perusteella on arvioitu, kuinka vesistörakentamishankkeet ja säännöstely sekä niihin liittyvät kompensaatiotoimenpiteet ovat vaikuttaneet rapu-, nahkiais- ja kalakantoihin sekä Kalajokeen niiden elinympäristönä. Lisäksi käytettävissä olevan aineiston puitteissa on arvioitu muiden tekijöiden vaikutusta rapu-, nahkiais- ja kalakantoihin.

Tämän Pro Gadu –tutkielman keskeisimpänä tavoitteena oli tutkia millaisista osa-alueista projektiliiketoiminnan taloudellisen ohjauksen kokonaisuus muodostuu ja miten näitä voidaan kehittää. Tutkimus on toteutettu tapaustutkimuksena, jossa hyödynnetään kvalitatiivisia tutkimusmenetelmiä, kuten haastatteluita, joista saatuja vastauksia käytetään kohdeyrityksen taloudellisen ohjauksen kehittämisen pohdinnassa. Haastatteluvastausten perusteella pyrittiin löytämään poikkeavuuksia olemassa olevan tutkimukseen sekä kirjallisuuteen linkittäen. Haastateltavina toimi konsernin eri tahojen edustajia, jonka seurauksena tutkimukselle saatiin lievän vastakkain asettelun seurauksena huomattavaa lisäarvoa. Tutkimustulokset osoittavat, että taloudellisen ohjauksen kehittämisen osa-alueet ovat hyvin monimuotoisia ja yksittäisen yrityksen kohdalla yleistyksiä on vaikeaa tehdä. Kohdeyrityksen tapauksessa myyntivaiheen suunnitteluvaiheen prosessien, hankintojen hallinnan sekä jälkilaskelmien kehittämisen nähtiin olevan taloudellisen ohjauksen kannalta tärkeimmät elementit.

Poor adaptation to climate change is a major threat to sustainable rice production in Nigeria. Determinants of appropriate climate-change adaptation strategies used by rice farmers in Southwestern Nigeria have not been fully investigated. In this study, the determinants of climate change adaptation strategies used by rice farmers in Southwestern Nigeria were investigated. Data were obtained through Focus Group Discussions (FGDs) and field survey conducted in the study areas. Data obtained were analyzed using descriptive and inferential statistical tools such as percentage and regression analysis. The major climate change adaptation strategies used by the respondents included; planting improved rice variety such as Federal Agricultural Research Oryza (FARO) (80.5 %), seeking early warning information (80.9 %), shifting planting date until the weather condition was favourable (99.1 %), and using chemical fertilizer on their farms in order to maintain soil fertility (20.5 %). The determinants of climate change adaptation strategies used by the farmers, included access to early warning information (β=43.04), access to fertilizer (β=5.78), farm plot size (β=–12.04) and access to regular water supply (β=–24.79). Climate change adaptation required provision of incentives to farmers, training on drought and flood control, and the use of improved technology to obtain higher yield.

Este artículo tiene por finalidad analizar las medidas de adaptación al riesgo de inundación que se han realizado en el ámbito de la Costa Brava, con especial incidencia en el papel que han tenido las obras de infraestructura hidráulica en la prevención de avenidas. Se intenta comprobar hasta que punto la percepción local dominante sobre las obras hidráulicas como una de las formas más eficientes pera la prevención de inundaciones se contradice con las nuevas tendencias tanto en relación a los costes ecológicos de la construcción de estos dispositivos hidráulicos como al planeamiento urbanístico y fluvial, en general

Durante os meses de julho e agosto de 2005, o Programa de Prevenção e Controle de Enchentes, da Prefeitura da Cidade do Rio de Janeiro, foi objeto de um procedimento de auditoria operacional realizado por uma equipe de técnicos do Tribunal de Contas do Município do Rio de Janeiro - TCMRJ. Esta auditoria teve como objetivo principal a avaliação do processo de implementação e gestão relativo ao programa, durante o quadriênio 2002-2005, segundo critérios de economia, eficiência, eficácia e efetividade na aplicação dos recursos. Os auditores apontaram a existência de falhas no processo de planejamento e implementação, caracterizadas basicamente por problemas relacionados à execução dos contratos e ao cumprimento das metas de aplicação definidas no planejamento do programa. Apesar dos problemas evidenciados e o registro de várias recomendações sobre oportunidades de melhoria de gestão, a conclusão geral trazida pelo relatório foi a de que não foi possível avaliar consistentemente a eficiência e a eficácia do programa. Entretanto, os resultados colhidos pela presente análise revelaram que os problemas apontados pelo tmbalho do TCMRJ disseram respeito a causas mais profundas, relacionadas à dinâmica do processo de formulação e implementação de políticas públicas, a qual, nem sempre apresenta elementos alinhados com as características e os requisitos estruturais exigidos para o correto funcionamento do modelo de gestão de desempenho. Nesta linha de desenvolvimento, este trabalho procurou organizar as evidências coletadas pela auditoria do TCMRJ em meio a uma estrutura de análise capaz de relacionar os problemas apontados aos seus fatores causativos. Não se trata aqui de questionar a validade metodológica do trabalho conduzido pelo TCMRJ, mas sim, de colocá-lo frente a uma perspectiva de análise mais estruturada e em face a seu real objeto de análise: o modelo de gestão orientada para resultados - suas camcterísticas, requisitos e limitações.

This study objective was to evaluate the effective revegetation in a Mogi Guaçu River degraded floodplain area, located at Luiz Antonio municipality (21° 31' S e 47° 55' W), São Paulo State, Brazil. Two native riparian forest remnants (RIP1 and RIP2) and three 10-year-old reforested areas, planted of native species (R1, R2 and R3), were analyzed by using phytosociological describers of the arboreal stratum (trees with DBH ≥ 5 cm) as indicators. The arboreal stratum inventory was accomplished by 180 plots (10 × 10 m each), 60 representing every native forest and 20 for every reforested area. A total of 60 arboreal species was recorded, only six species (Cecropia hololeuca, Crotón urucurana, Genipa americana, Inga striata, Nectandra megapotamica e Peltophorum dubium) occurring in all the five studied areas. Seventeen species were common to both native forests, and nine species were recorded in all the reforested areas. Sebastlania commersonlana and Guarea macrophyllawere recorded in the native forests (RlP1 and RIP2), and Cecropia hololeuca, Croton urucurana and Inga striata occurring in all the reforested areas, were the species that best characterize the physiognomy of local diversity and were the most important among the studied species. The results showed that the rehabilitation of the areas made by the reforestation created conditions to implant forests with similar structures of the adjacent natural remainders. The reforestation with native species performed in the degraded floodplain of Mogi Guaçu River, initially with the predomination of invasive grasses, has been effective at the first stage of the ecological restoration process. The reforestation is making possible the natural regeneration of species from the adjacent remnants, what indicates that the similarity between planted forests and the native ones are rising through the time. The phytosociology, accomplished ten years after the planting date, is adequate to evaluate the effectiveness of the reforestation during the restoration process of degradated areas in the Mogi Guaçu floodplain.

Through the geotechnology's use, the aim of this study was to characterize the urban occupation interference and occurrence of floods in the upstream area of watershed from the stream Wenzel (Rio Claro-SP/Brazil). Urbanized watersheds are composed of a variety of features and the development of cartographic material allowed the analysis of the evolution of land used for 1958 and 2006 scenarios. The thematic maps were generated using software Spring 4.3.3, wherein it got the separation of matters from vegetation cover and other intra urban features. Procedures of digital processes and classification of surface cover allowed quantifying the occupied area by each coverage type: woody vegetation, grass, grass with bare soil, bare soil, building, asphaltic sheets and exposed soil. Quantification of the different covers' occupied areas allowed relating the parameter Curve Number (Soil Conservation Service) as efficient methodology for runoff values estimative. The results indicate vegetation cover's reduction, intensive surface's sealing and suppression of water bodies. These factors imply changes of hydrological dynamics of the source, increasing flow and transfer of larger volumes of water and flood peaks to downstream sectors. The use of geotechnology allowed analyzing the evolution of urbanization and it permits also to infer about trends for future or inadequate occupancy to hydrological and environmental point of view. © 2013 IEEE.

In Brazil , the construction industry is on an upward trend, mainly by the housing shortage , and yet there are few builders that take a Quality Management System ( QMS ) to improve the quality of its services and processes . The ISO 9001 standards are guidelines for an effective QMS and this certificate is recognized worldwide as a seal of quality standard. This paper will describe and analyze the implementation of a QMS in a small construction company of Guaratinguetá - SP, identifying best practices and major difficulties , besides proposing preparatory recommendations for other companies that seek the ISO 9000 certification. Access to company’s data made the nonconformities and the customer satisfaction research analysis possible, and a questionnaire and unstructured interviews allowed a deeper understanding of the situation. Despite this ISO 9000 QMS not being fully implemented, the company has already conquered some improvements in document control, project planning, process traceability and established focus on customer

The aim of this paper was to evaluate the effect of retention and detention reservoirs along with the regulation in channel flow upgrade on flood for an urban watershed located at Rio Claro, SP. For this purpose, modeling and simulation techniques were applied for runoff determination and its propagation in channel. The Soil Conservation Service – SCS hydrologic model as well as Pulz and non-linear Muskingum-Cunge model were used. The software IPHS1 was applied on simulations. The results pointed out that the combination of retention increasing and detention reservoir implementation (120,000 m3, corresponding to 1.5% of the watershed area) with the streamflow upgrade (n decreasing from 0,04 to 0,02) can minimize the flood on the investigated Servidão watershed. Further, after the proposed intervention, the flood was eliminated for the investigated times of recurrence: 5, 20, 50 and 100 years. The prognostic indicated that the available area occupation had a minor effect on flow increasing due to the observed high urbanization.

Overabundance of white-tailed deer (Odocoileus virginianus) continues to challenge wildlife professionals nationwide, especially in urban settings. Moreover, wildlife managers often lack general site-specific information on deer movements, survival, and reproduction that are critical for management planning. We conducted radio-telemetry research concurrent with deer culling in forest preserves in northeastern Illinois and used empirical data to construct predictive population models. We culled 2,826 deer from 16 forest preserves in DuPage County (1992-1999) including 1,736 from the 10 km2 Waterfall Glen Forest Preserve. We also radio-marked 129 deer from 8 preserves in DuPage and adjacent Cook County (1994-1998). Recruitment was inversely associated with deer density suggesting a classic density-dependent response. Female deer were philopatric and 20% of adult males dispersed. Survival was high for all sex and age classes, and deer-vehicle collisions accounted for >55% of known mortalities. Based upon data from other areas, early attempts to apply population models to deer at Waterfall Glen Forest Preserve were not useful. The subsequent quantification of the density-dependent recruitment response and use of other empirical data strengthened the predictive capability of models. Our experience illustrates the importance of understanding demographics of overabundant deer in order to set realistic objectives and make sound management decisions.
