Resumo:
This book reflects on the public policies, programmes and regulatory frameworks that are taking a rights-based approach to expanding social protection coverage and benefits in Latin America, with a view to achieving universal coverage. The book’s discussion of the policy tools and programmes pursued in the region aims to provide the reader with technical and programmatic insights for assembling and coordinating public policies within consistent and sustainable social protection systems. The combination of normative orientations and stock of technical knowledge, together with advances regarding the rights-based approach to social protection within a life cycle framework, afford the reader not only a tool box of specific social protection instruments, but also an in-depth examination of related political economy aspects.

Este trabalho avalia os efeitos dos desastres naturais ao desempenho orçamentário do Governo do Estado do Pará no período de 2000 a 2012, através da análise de correlação do número de decretos de Situação de Emergência ou Estado de Calamidade Pública com: a) a eficiência orçamentária de áreas prioritárias à Gestão de Riscos Naturais; e b) o risco fiscal, calculado pela redução das receitas e realocação do total de verbas previstas. Os resultados indicam que, no Estado do Pará, a vulnerabilidade fiscal aos desastres naturais é alta, principalmente nas áreas de Prevenção (Ciência e Tecnologia e Meio Ambiente). As principais alternativas para a redução dos impactos são o fortalecimento das ações de curto-prazo, o estabelecimento de fundos monetários e a melhoria das atividades de Prevenção.

This work discourse on Civil Defense’ strategic planning and severe events in the city of Rio Claro – SP. In order to realize spatial analysis about its damages, registered by Civil Defense Department, it is being propose a methodological procedure by the use of Geographical Information System – Arc Gis 9.3.1. and another with SPRING 5.1.8.. The mapping of target areas and their impacts, during a period, have a great importance to the identification of possible risk areas as well as their use for logistic support to corps which is somehow involved to severe events and their victims, and to create a robust alert system

In the last few decades, Brazil has experienced an accelerated urbanization process in which many cities have grown in a disorderly way occupying environmentally fragile areas unsuitable for habitation. Anthropogenic actions such as high levels of impermeable soil, structural changes in watercourses, lack of riparian vegetation, illegal presence of trash and rubbish along the river banks added to irregular settlements in floodplains result in the rise of high risk areas. When accompanied by intense and prolonged rainfall phenomena, those areas have been the scenery of serious accidents such as floods. This study aims to classify the level of the risk of floods in the neighborhood of Jardim Inocoop, in the town of Rio Claro, São Paulo countryside, Brazil. One of the main technical support to tackle this issue is the identification and classification of the risks. In order to classify the risk level of flood in this case study, the methodology adopted was developed by the Ministry of Cities and Technology Research Institute, and take into account the arrangement of the hydrological scenario, vulnerability of households and dangerous process according to the distance of the houses from the axis of drainage. Therefore, the risk levels adopted to classify are listed below: very high (MA), high risk (A), moderate (M) and low risk (B). In conclusion, it is imperative to develop prevention plans in order to avoid or to minimize the damages caused by natural disasters. Therefore, the zoning of the risk sceneries remains as an important issue once it helps to identify the areas with high level risk of flood. Consequently, the occupation must be regulated where there is low or absent risk and it must be often forbidden where the high risk of flood is detected. The disaster natural disaster stand as one of the greatest challenges of urban man. Cities are built and modeled as a function of economic and political issues, without respecting environmental characteristics. So it is possible to see through the data of the National Civil Defence large number of disasters occurring in Brazilian cities in the years 2009 to 2011, and in all were reported over 5000 occurrences of natural disasters over the years. The Brazilian public policy failures show up in issues of urban planning where to admit the allocation of people in inappropriate areas. Another issue to be considered is the non-response of the population to civil defense warnings, people often prefer to risk staying in high-risk areas for fear of being robbed while they are away, and end up not serving the notices given by the Civil Defense, increase thus the number of victims when in fact the weather event triggers natural disasters one

This final assignment aimed to promote a critical analysis of methods of preparation mappings danger of landslide and presentation of proposed development from the use of participative method, as an instrument to facilitate the identification of adverse geological processes. There search was executed from literature review about concept associated with geological dangers theme and the typology and characteristics of gravitational mass movements. We analyzed particularly the so-called methods of mapping danger tradicional/classic and alternative. It is believed, that integrating the work of specialists with the participation of involvedagents (local community and stake holders). This literature review and proposed work do noted in itself. You need the continuing advance in the discussion, debates and research on this topic as well as public policies that act on problems identified more concretely

This research work aims to analyze and understand the teaching of geography in the perspective of historical and critical pedagogy, with the object of analysis, the Center for Integrated Natural Disaster Alerts (CIADEN) for students in Cycle I of the Elementary School, located in Etec “Astor de Mattos Carvalho”, in Cabrália Paulista-SP. Deepening the knowledge of geography teaching in a critical and controversial about the bad weather and the use of new technologies to transform the social order and its relationship with the environment. Contributing to the students and the community have a new proposal for action from the content learned, capable of solving the present and future with respect to weather, climate and natural disasters. For a long time, humankind has lived together with flooding, and lately, those events have grown enormously, in particular, in the urban areas from lots of Brazilian cities. The flooding has been causing uncountable disadvantages to population and to the cities. The present paper aimed to study, through a bibliographic review, the risks and natural disasters caused by those events. Trying to approach their causes and effects under a systemic view it emphasized the landscape point.

This article presents considerations concerning the interaction between communication and digital platforms and applications developed to perform computerized climate monitoring and issue alerts about natural disasters. From work in the Center for Integrated Natural Disaster Alert (CIADEN), which processes meteorological data provided by Platform Monitoring, Analysis and Warning TerraMA2 designed by the National Institute for Space Research (INPE) to conduct monitoring and fi ring warning about climate risk environment, we propose the expansion of interactivity with the various possibilities of digital communication available today for signifi cant portion of society. On another front, the CIADEN has articulated teaching and research on climate monitoring and warning of natural disasters, weather, and geoprocessing environment, involving teachers and students both in school and in higher and technical.
