In this paper, a real time sliding mode control scheme for a variable speed wind turbine that incorporates a doubly feed induction generator is described. In this design, the so-called vector control theory is applied, in order to simplify the system electrical equations. The proposed control scheme involves a low computational cost and therefore can be implemented in real-time applications using a low cost Digital Signal Processor (DSP). The stability analysis of the proposed sliding mode controller under disturbances and parameter uncertainties is provided using the Lyapunov stability theory. A new experimental platform has been designed and constructed in order to analyze the real-time performance of the proposed controller in a real system. Finally, the experimental validation carried out in the experimental platform shows; on the one hand that the proposed controller provides high-performance dynamic characteristics, and on the other hand that this scheme is robust with respect to the uncertainties that usually appear in the real systems.

O presente trabalho tem por objetivo problematizar a concepção de Ensino Médio Integrado que fundamentou a revogação do Decreto n. 2.208/07 do governo Fernando Henrique Cardoso pelo de n. 5.154/04, promulgado durante a gestão presidencial de Luis Inácio Lula da Silva. Para isto, situa o tema no contexto das reformas educacionais dos anos de 1990 e 2000 à luz das transformações que marcam o capitalismo contemporâneo. Em seguida, considerando que a concepção de Ensino Médio Integrado afirma estar fundamentada sobre os conceitos de educação politécnica, escola unitária e formação omnilateral, busca resgatar os autores originais dessas ideias, quais sejam, Karl Marx, Antonio Gramsci e, no Brasil, principalmente Dermeval Saviani. Além disso, com base em Karl Marx e György Lukács, propõe uma breve discussão das premissas filosóficas sobre as quais o pensamento educacional desses autores se sustenta, a saber, a concepção de homem como ser social que se produz pela mediação do trabalho; e a concepção de ciência e/ou conhecimento como teleologias secundárias que se constituem na história como condição sine qua non para o contínuo desenvolvimento do gênero humano e da sociedade. Por fim, com base em textos oficiais do Ministério da Educação e em alguns textos acadêmicos de autores que estiveram diretamente envolvidos com este ministério, problematiza a concepção de Ensino Médio Integrado que atravessou o debate político sobre a revogação do Decreto n. 2.208/97. À guisa de conclusão, propõe algumas reflexões a respeito dos limites e possibilidades do Ensino Médio Integrado enquanto proposta de travessia para uma sociedade que tenha superado a divisão de classes, bem como suas virtudes e tensões frente à proposta de educação politécnica.

O ideal de efetivação da Constituição Federal nos tempos atuais é a concretização dos direitos sociais nela estampados. No entanto, garantir direitos sociais, essenciais para a consolidação de uma igualdade material, capaz de diminuir as discrepâncias sociais, pode corroborar para uma política de troca de favores e aprofundar as raízes clientelistas do voto, dependendo da forma como as políticas públicas são colocadas em prática. O presente estudo visa a analisar a relação entre a implementação de direitos sociais e o exercício de direitos políticos, considerando as políticas de redistribuição de renda desenvolvidas nos últimos governos, principalmente o Programa Bolsa Família. O objetivo é verificar se há algum clientelismo por parte dos governantes ao estabelecer tais políticas, uma vez que podem eles se valer da desigualdade econômica, da vulnerabilidade cívica e da fragilidade das instituições democráticas do país como instrumentos para forjar sua imagem à semelhança de um pai, protetor de uma sociedade carecedora de direitos básicos. E isso pode acabar por institucionalizar um modelo sutil de clientelismo que descaracteriza os indivíduos como atores capazes de escolher as políticas que melhor implementam seus interesses, impedindo o livre exercício do direito ao voto. Por isso, mesmo a concretização de direitos sociais também deve levar em conta que um modelo de democracia inclui ainda a viabilização de um autogoverno dos cidadãos, razão pela qual parece fundamental que, ao gozar de direitos sociais, os sujeitos percebam a sua participação e ingerência na escolha das políticas públicas. O desafio proposto é utilizar o referencial teórico-metodológico do continuum para, ao longo do espectro formado entre o clientelismo e a cidadania, tentar propor alguns parâmetros para aproximar ao máximo as políticas públicas de concretização de direitos sociais de um ideal de cidadania.

A survey of Scottish Community Councils found that only 22% have up-to-date online public presences. Only 4% of Community Councils have easily accessible online planning content. Most Community Councils websites communicate from Community Councils to citizen – only 10% use social media to host online discussion and opinion-gathering. Local Authority-hosted presences guarantee that Community Councils have presence but not that they are up to date. Such presences are also not content-rich. Community Councils’ own volition makes the difference between having no presence at all, mediocre presences and informative, content-rich presences that may serve citizens well. Suggestions to improve matters include broadening the scope of Local Authority-hosted presences and CCs mentoring each other.

Investment treaties, and possibly the EU Treaty itself, are being used by multinational companies Penta and Eureko to try and force the Slovak government to pay compensation for reversing health privatisation and liberalisation policies. Similar action has been used against the Polish government by Eureko to win compensation worth nearly 2 billion Euros and a policy commitment to further privatisation.

Attention deficit hyperactivity disorder (ADHD) and autism are two neurodevelopmental disorders associated with prominent executive dysfunction, which may be underpinned by disruption within fronto-striatal and fronto-parietal circuits. We probed executive function in these disorders using a sustained attention task with a validated brain-behaviour basis. Twenty-three children with ADHD, 21 children with high-functioning autism (HFA) and 18 control children were tested on the Sustained Attention to Response Task (SART). In a fixed sequence version of the task, children were required to withhold their response to a predictably occurring no-go target (3) in a 1-9 digit sequence; in the random version the sequence was unpredictable. The ADHD group showed clear deficits in response inhibition and sustained attention, through higher errors of commission and omission on both SART versions. The HFA group showed no sustained attention deficits, through a normal number of omission errors on both SART versions. The HFA group showed dissociation in response inhibition performance, as indexed by commission errors. On the Fixed SART, a normal number of errors was made, however when the stimuli were randomised, the HFA group made as many commission errors as the ADHD group. Greater slow-frequency variability in response time and a slowing in mean response time by the ADHD group suggested impaired arousal processes. The ADHD group showed greater fast-frequency variability in response time, indicative of impaired top-down control, relative to the HFA and control groups. These data imply involvement of fronto-parietal attentional networks and sub-cortical arousal systems in the pathology of ADHD and prefromal cortex dysfunction in children with HFA. A sensitive and specific monoclonal ELISA for the determination of tissue bound furazolidone metabolite 3-amino-2-oxazolidinone (AOZ) is described. The procedure enables the detection of AOZ in matrix supernatant after homogenisation, protease treatment, acid hydrolysis and derivatisation of AOZ released from the tissue by o-nitrobenzaldehyde. The formed p-nitrophenyl 3-amino-2-oxazolidinone (NPAOZ) is determined by ELISA calibrated with matrix-matched standards in the concentration range of 0.05-5.0 mu g l(-1). The assay was validated according to criteria set down by Commission Decision 2002/657/EC for the performance and validation of analytical methods for chemical residues. Detection capability, set on the basis of acceptance of no false negative results, was 0.4 mu g kg(-1) for shrimp, poultry, beef and pork muscle. This sensitivity approaches the established confirmatory LC-MS/MS able to quantify tissue-bound AOZ at levels as low as 0.3 mu g kg(-1). An excellent correlation of results obtained by ELISA and LC/MS-MS within the concentration range 0-32.1 mu g kg(-1) was found in the naturally contaminated shrimp samples (r = 0.999, n = 8). A similar con-elation was found for the incurred poultry samples within the concentration range of 0-10.5 mu g kg(-1) (r = 0.99, n = 8). (c) 2005 Elsevier B.V All rights reserved.

Efforts to reform the public sector reflect the social, political and economic environment within which government must function. The recent demands by the public for more consensual decision-making, as well as more efficient, effective and responsive public service, have resulted in a number of reform initiatives, including an emphasis on partnership development. The purpose of this thesis is to examine partnership arrangements within the public sector. Specifically, the thesis will assess the value of partnerships and their impact on government by examining six partnership arrangements involving the Ontario Ministry of Natural Resources (OMNR). The OMNR, having recently been awarded the 1992 Institute of Public Administration of Canada Award for Innovative Management, on the theme of partnership development, is being lauded as an example for other government agencies considering similar alliances. The thesis begins by introducing the concept and practice of partnership within the public sector in general and the OMNR specifically. Descriptive analysis of six OMNR partnerships is provided and a number of criteria are used to determine the success of each of these arrangements. Special attention is paid to the political implications of partnerships and to those attributes which appear to contribute to the successful establishment and iii maintenance of partnership arrangements. The conclusion is drawn that partnerships provide the government with an opportunity to address public demands for greater involvement in decision-making while accommodating government's limited financial resources. However, few truly collaborative partnerships exist within the public sector. There are also significant political implications associated with partnerships which must be dealt with both at the political and bureaucratic levels of government. Lastly, it is argued that while partnerships within the OMNR are experiencing some difficulties, they constitute a genuine attempt to broaden the base of decision-making and to incorporate the concerns of stakeholders into resource management.

Estelle Cuffe Hawley (1894-1995) was an educator, businesswoman and politician, who became the first woman alderman on the St. Catharines City Council. She began her career as a teacher in Peterborough in 1913, and later taught in St. Catharines at Connaught School and St. Paul’s Ward School, where she served as Principal for six years. In 1928-29, she worked as an exchange teacher in Edmonton, Alberta. This would be Estelle’s last year in the teaching profession. She moved back to St. Catharines in 1930 and began a career in business, as an employee of Sun Life Assurance Co. She remained in this profession until around 1952. It was during this period that she became very active in the community and local politics. In 1934 she was elected to the St. Catharines Board of Education, where she advocated for the improvement of teachers’ salaries, the introduction of nursing services in schools, and the inclusion of music in the curriculum. She served as a member of the school board until 1937. The following year, she became the first woman elected to the St. Catharines City Council. As an alderman, she worked to improve the community's social welfare services, serving consecutively as chairman of all committees. She established comprehensive health services (including medical, dental and nursing), in the public, separate and secondary schools of St. Catharines, the first program of its kind in Canada. She was also instrumental in establishing minimum housing standards and engaging the public in local government by arranging a series of lectures by city officials. She remained a member of City Council until 1943. The following year she campaigned unsuccessfully for the mayoralty. In 1953 she married Hubert Hawley and moved to Orillia. She continued to remain active in the community, serving as President of the Ontario Recreation Association from 1950-1953, and editor of their Bulletin from 1955-1961. During the 1960s, she worked with various groups, including the Voice of Women, the Mental Health Association and the Freedom from Hunger Campaign. In addition to this work, Estelle wrote poetry and short stories, some of which were published in the Peterborough Review, the Globe and Mail and the Canadian Churchman. Some of her short stories (often about her childhood experiences) were broadcast on the CBC, as well as her experiences as a Town Councillor (under the pseudonym Rebecca Johnson in 1961). She also broadcast a segment that was part of a series called “Winning the Peace” in April 1944. Estelle was a sought-after public speaker, speaking on topics such as peace, democracy, citizenship, education, and women’s rights. In 1976, Brock University conferred an honorary Doctor of Law degree to Estelle for her leadership as an educator, businesswoman and a stateswoman. Her husband Hubert died that same year, and Estelle subsequently moved to Mississauga. With the assistance of an Ontario Heritage Foundation grant, she began work on her memoir. She later moved back to Orillia and died there in 1995, at the age of 101.

Part of which was returned to the office of the Honourable, the Commissior of Crown Lands, on the 31st Oct. 1831, and now rendered more complete by a continuation of the survey under the same order in 1832, and by information obtained from private practice not connected with my official instructions all of which is most respectfully submitted to the inspection and for the information of His Majesty’s Government by Lewis Burwell, Surveyor”. Le développement axé sur le transport en commun (transit-oriented development ou TOD) est un concept urbanistique souvent proposé comme solution aux problèmes associés à l’étalement urbain. La majorité des recherches sur ce concept sont descriptives ; rares sont les études qui examinent l’impact des projets de TOD sur les comportements en transport. Certains chercheurs proposent d’étudier les raisons qui expliquent la rareté de véritables TOD en Amérique du Nord. Cette approche s’appuie sur l’hypothèse que ce manque d’exemples est le résultat d’une faible demande, ou d’une multiplicité de barrières, quelles soient financière, réglementaire, politique, organisationnelle ou structurelle. Notre étude s’inscrit dans ce courant, afin d’examiner le développement de TOD dans la région métropolitaine de Montréal. L’étude empirique se concentre sur la perspective des promoteurs immobiliers quant à l’ampleur de la demande et des barrières à l’offre de TOD. La méthodologie de notre étude consiste en des entrevues avec les promoteurs immobiliers travaillant dans la banlieue montréalaise. Les résultats montrent que la demande est en croissance pour les produits ayant certaines caractéristiques de TOD, mais que la demande pour des TOD reste faible. Deux barrières principales ressortent de cette étude, soit le manque de terrains et l’offre insuffisante de service de transport en commun. On peut identifier d’autres obstacles majeurs dont le manque d’une définition commune du TOD et une structure de l’industrie de l’industrie mal adaptée à ces formes de développement. L’étude conclue que la réalisation de TOD dans le contexte montréalais requiert que les acteurs gouvernementaux assument un rôle plus proactif et visionnaire.

Bouleversements démographiques, pressions assimilatrices, défaites militaires et rivalités territoriales : ce mémoire étudie les transformations que connaît la société Cherokee sous l’impulsion de ces forces au cours du «long XVIIIe siècle» qui débute avec l’intensification des contacts avec les colons anglais vers 1700 et qui se termine avec la déportation des Cherokees vers l’Indian Territory, dans l’actuel Oklahoma, à la fin des années 1830. Son regard porte principalement la centralisation des institutions politiques, la transformation des règles qui définissent l’appartenance à la nation, et l’évolution des rôles des genres dans la famille et dans l’économie pendant la période entre la signature du traité de paix de 1794 et l’adoption par les Cherokees d’une Constitution fortement inspirée de celle des États-Unis, en 1827.

In der vorliegenden Arbeit werden die Erfolge und Misserfolge der Freiraumpolitik im Ruhrgebiet untersucht. Ausgangspunkte sind der Freiraumschwund, der über einen Zeitraum von fast 200 Jahren dokumentiert wird, sowie die Gegenbewegungen, die sich für den Freiraumschutz einsetzen. Nach der Vorstellung einer Freiraumtypologie werden diese Entwicklungen in detaillierten historischen Abrissen für jeden Freiraumtyp dargestellt, woraus sich eine eigene Ruhrgebietsgeschichte - aus der Perspektive der Freiflächen und ihrer Nutzer - ergibt. Folgerichtig beginnt die vorliegende Arbeit nicht mit Kohle und Eisen, sondern mit der Land- und Forstwirtschaft. Anhand historischer Quellen wird die gängige Am-Anfang-war-die-Heide-These widerlegt, denn das Ruhrgebiet war waldreich und ein produktiver Agrarraum. Landwirtschaftliche Flächen- und Waldverluste sind die Basis der Siedlungstätigkeit. Ohne die Gemeinheitsteilungen im 19. Jahrhundert wären die Stadterweiterungen und Industrieansiedlungen im Ruhrgebiet nicht möglich gewesen. Die - in Grundzügen im Ersten Weltkrieg entwickelte - Agrarpolitik mit der Förderung von Produktivitätssteigerungen und Hofaufgaben erleichterte den weiteren Entzug von Agrarflächen, und genauso wirkt heute die Liberalisierung der Agrarmärkte. Alternative Ansätze (z.B. Direktvermarktung) konnten diesen Trend noch nicht aufhalten. Auch das Baumschutzgesetz von 1922 konnte die nationalsozialistischen Kahlschläge, die Waldverluste im Zweiten Weltkrieg und durch den Wiederaufbau nicht verhindern. Erst seit der Deindustrialisierung, der Aufforstung von Halden und der Umweltbewegung nehmen Wälder wieder zu. Demgegenüber treten Ende des 19. Jahrhunderts völlig neue Freiraumtypen auf. Die bürgerschaftliche Kleingartenbewegung wurde dank ihrer Bedeutung für die Ernährung in den Städten seit dem Ersten Weltkrieg vom Staat stark unterstützt, von den Nationalsozialisten gleichgeschaltet, konnte aber in den 1950er Jahren ihren bürgerschaftlichen Charakter und ihre Stärke wieder zurückgewinnen. Auch wenn Kleingärten als bauliche Reserveflächen missbraucht werden, geschieht dies nicht mehr ohne Ersatzland. Im Unterschied hierzu wurde die Stadtparkbewegung kommunalisiert. Sodann entstanden Volksparks mit Sportanlagen, ästhetisch ausgerichtete Gartenschauen, die breit gefächerten Revierparks der 1970er Jahre und neue Parktypen im Emscher Landschaftspark. 1920 wird der Siedlungsverband Ruhrkohlenbezirk gegründet, der mit den Verbandsgrünflächen ein eigenes Instrument zum Freiraumschutz und die Kompetenz zur Fluchtlinien- bzw. Bebauungsplanung erhielt. Inzwischen darf der Verband, vor einigen Jahren in den Regionalverband Ruhr umgewandelt, zu kommunalen Planungen nur noch Stellungnahmen abgeben. Schon früh versuchte der Verband, industrielles Ödland zu begrünen. Nach den Bahndammbegrünungen vor dem Zweiten Weltkrieg hat er seit den 1950er Jahren Halden aufgeforstet, bis in den 1990er Jahren der Aufbau des Emscher Landschaftsparks begann. Zechen- und Industriebrachen werden in neue Parks, Halden und Mülldeponien in Landmarken und Freizeitlandschaften verwandelt. Zu fragen ist, was aus diesen Geschichten für die Freiraumpolitik folgt. Zwei gegensätzliche Thesen werden diskutiert: die Tragedy of the Commons, die im Gemeineigentum die Ursache ökologischer Probleme sieht, während der Common-Property-Ansatz gerade in gemeinschaftlichen Nutzungen einen Ansatz für Problemlösungen sieht. Dabei liegt eine Besonderheit von Freiräumen in ihrem hohen Öffentlichkeitsgrad, d.h. dass sie von vielen Menschen genutzt werden und gleichzeitig mehrere, z.B. produktive, ökologische, politische oder berufliche Funktionen erfüllen. Untersucht wird, inwieweit erfolgreich gesicherte Freiflächen Merkmale von stabilen Common-Property-Institutionen tragen, d.h. welche Funktionen die Freiräume erfüllen, wie ihre Nutzung geregelt ist und vor allem welchen Einfluss die Nutzer auf Entscheidungen haben. Thesenhaft lässt sich zusammenfassen, dass ein Teil der Freiräume sein Wachstum einer derzeit unverzichtbaren Funktion verdankt, nämlich der Camouflage von Müll und Altlasten, die eine bauliche Nutzung ausschließen. Andere Freiräume verdanken ihren Bestand ihren vielfältigen Nutzungen, zur Erholung, durch Denkmäler, für Veranstaltungen, aber auch der Wertsteigerung für umliegende Wohngebiete. Ein kleiner Teil der Freiräume hat tatsächlich einen Common-Property-Charakter: Kleingartenanlagen, die von bürgerschaftlichen Gruppen gegründeten Parks sowie die Flächen, die durch Bürgerinitiativen o.ä. gegen eine bauliche Umnutzung verteidigt werden. Grund genug, um die Idee eines Netzwerks von Parkvereinen aufzugreifen, die sich von bürgerschaftlicher Seite aus für Freiräume einsetzen können.
