This study analyses the use by the European Union of the novel concept of ‘targeted sanctions’ in the framework of its Common Foreign and Security Policy. It examines two sets of sanctions regimes featuring different degrees of efficacy: in Myanmar and Zimbabwe, the EU wielded measures in support of human rights and democracy objectives in the absence of a United Nations mandate, while it supplemented UN sanctions to stop nuclear proliferation in Iran and North Korea. The study highlights a number of facilitators of, or hindrances to, the efficacy of sanctions, such as the degree of support by regional powers or the presence of UN legitimation. It concludes that the EU sanctions regimes could be optimised by using more robust measures, designing them on the basis of ex ante assessments, enabling faster upgrades, monitoring their impact and adjusting them regularly and improving outreach efforts.

Given their limited involvement in EU affairs, the Belgian parliaments at the different levels of the Belgian federation barely contribute to the legitimation process of the EU’s actions. In order to strengthen their role, not only should governmental communication towards parliaments be improved but parliamentary activities should also adapt to the confederal features of Belgium. The latter poses a unique challenge in Europe.

Tras una revisión diacrónica del tratamiento del tema de la guerra civil en la narrativa gallega, el artículo analiza la función performativa que en ese contexto han desempeñado una serie de obras narrativas de Manuel Rivas y su eficacia como factores de legitimación y dinamización del proceso de recuperación de la memoria histórica. Como conclusión se propone considerar a Rivas como un emprendedor de la memoria (Jelin) y sus obras como 'lieux de memoire' (Nora) por su condición de artefactos culturales de integración social.

This research seeks to generate and foster new descriptions and understandings of processes underlying the internationalisation experienced by small- and medium-sized, knowledge-intensive enterprises. The longitudinal study centres on the growth and internationalisation of a cluster of small- and medium-sized enterprises (SMEs) in the most southern state of Australia, of which a number were 'bom global.' It draws on both retrospective data such as corporate archives, as well as observations and interviews as events unfolded over a period of eighteen months to garner insights into processes underlying the SMEs' internationalisation. The approach to inquiry is influenced by an epistemology of social constructionism, interpretive narrative, sensemaking and dramaturgical theoretical perspectives, and elements of cultural anthropology. Exploratory in the early stages, a funnel approach characteristic of ethnographic enquiry was used whereby the study became progressively focused over time. The extended period of fieldwork led to observations and interpretations that cast the retrospective data in new light, and the use of the construct 'legitimacy' as a lens through which to view activities and events infusing the firms' internationalisation. A generic narrative scheme that offers a temporal ordering of actions, context and meaning attributions in relation to legitimation behaviours and internationalisation processes is developed. This narrative scheme is then used to garner a deeper understanding of three activities that were central to the firms' internationalisation over time: the choice of geographic export markets, strategic participation in international standard-setting committees, and portfolio entrepreneurship. In addition, the study offers a rich story of the growth and internationalisation of the cluster of knowledge-intensive SMEs. The tale of growth and internationalisation pursued by the cluster of knowledgeintensive SMEs spans the period from 1975 to mid 1997, and may prove a useful resource for the theorising of others.

As análises desta tese, baseadas numa hermenêutica feminista libertadora, têm como centro a figura de Inana, a deusa mais importante e mais popular da Suméria, que predominou, sob o nome de I tar, também nos panteões mesopotâmicos posteriores. O Capítulo 1 oferece uma reconstrução da vida na Suméria, desde os tempos neolíticos até os inícios do Período Babilônico Antigo (aproximadamente de 5000 a 2000 aEC), com especial atenção para dados sobre mulheres e para aspectos de gênero. O Capítulo 2 apresenta documentos pré-sargônicos, iconográficos e filológicos, relacionados com a figura e o culto de Inana, oferecendo as primeiras reflexões sobre aspectos particulares e conflitos que mostram sua posição especial na religião na Suméria e na sua crescente patriarcalização. No Capítulo 3, esses aspectos e conflitos são discutidos enfocando tradições de Inana como Senhora da Eana, dos Me e de Kur, com especial atenção para os mitos Inana e a Eana , Inana e os Me e Inana e o Inframundo (ETCSL 1.3.5; 1.3.1; 1.4.1). É mostrado que o mito Inana e a Eana é o resultado de manipulações para legitimar o culto de An nesse templo de Inana, que Inana e os Me reflete atitudes de resistência contra tentativas de seu desapoderamento, e que Inana e o Inframundo é composto de mitos diferentes que evidenciam vários conflitos relacionados com funções e poderes de Inana. Desse modo mostra-se que os conflitos em torno de Inana refletem repressões e resistências humanas no âmbito de uma sociedade quiriarcal e da crescente patriarcalização de sua religião. Embora a atuação política e religiosa de mulheres em sociedades de hoje não necessite de legitimações a partir de exemplos provenientes de religiões antigas, a reconstrução e memória feministas de tais exemplos podem servir de estímulo para tal atuação quando busca construir uma outra imagem do divino e quando luta por um mundo de igualdade em direitos e dignidade para todas as pessoas.(AU)

Neste estudo, que tem por base Gênesis 14,18-20, se discute a respeito de Melquisedec, o rei de Salém e seu deus el elyon , de quem é sacerdote (v.18). O texto é pós-exílico, sendo uma inserção ao capítulo 14, e reflete a história de Judá no período de sua restauração (séculos 6º a 4º a.C.), numa época em que o sacerdócio de Jerusalém assumiu gradativamente um poder sem precedentes em sua história, de maneira que o sumo-sacerdote acabou por se tornar uma autoridade civil. Melquisedec, que recebe o dízimo de Abrão, é uma imagem que evoca o poder do culto hierosolimitano na sociedade judaíta e seu alegado direito aos dízimos e ofertas oriundos do povo. Mas Melquisedec, usado num texto tardio, pertence a tradições anteriores ao exílio de Judá, segundo as quais o rei também desempenhava papel sacerdotal, como chefe religioso e intendente de Iahweh (Salmo 110). Essa dupla função foi um meio de legitimar as estruturas de poder caracterizadas por uma organização sóciopolítico- econômica que, em aspectos gerais, se ajusta ao conceito de modo de produção tributário. Assim, todo um discurso construído sobre a pessoa do rei e sobre outros aspectos ideológicos, tais quais a teologia de Sião (Salém), serviam de suporte para a manutenção do status quo. E em tal discurso coube o uso do universo simbólico da religião. Neste estudo, aventa-se a hipótese de que el elyon seja um nome composto, no qual subjazem el, que corresponde ao deus supremo do panteão cananeu (o ugarítico ilu), que tem como um de seus atributos o fato de haver gerado céus e terra (o que situa a tradição em concepções cosmogônicas médio-orientais arcaicas); e elyon, o qual parece esconder as características de outro deus, Ba al (Salmo 18, 7-17). Nota-se dessa maneira que o nome do deus de Melquisedec é a combinação sincrética de características de duas grandes divindades do panteão cananeu

Desde o surgimento do Movimento Pentecostal, mulheres tiveram participação ativa e fundamental para a consolidação do Movimento. Entretanto, com sua institucionalização, o Movimento Pentecostal passou a segregar as mulheres, restringindo sua atuação a funções eclesiais subalternas. Mulheres foram relegadas ao esquecimento. Contudo, a hegemonia do poder masculino não impediu que as mulheres criassem suas redes de sentido nas igrejas pentecostais, através de sociedades de mulheres que funcionam como espaços de socialização e humanização, geralmente em contextos de alta vulnerabilidade social. A presente pesquisa procura visibilizar e problematizar estas redes de socialização e de produção de sentido. O objeto de pesquisa são essas micro-redes sociais constituídas e lideradas por mulheres pentecostais. O método de pesquisa utilizado foi o da História Oral, o qual foi muito útil para compreender, através de depoimentos, como se formam as teias, tramas, interações e redes por onde flui a solidariedade entre as mulheres e a legitimação do poder que as próprias mulheres pentecostais alcançam e usufruem nessas micros-redes. Procurou-se deixar as mulheres falarem por si mesmas. Com a vez e a voz, as mulheres pentecostais!

This paper explores the regulatory process of UK privatised utilities as manifest in the periodic review of prices. Two separate review processes are identified, operating concurrently - a covert dialogue between the regulator and the regulated and an overt dialogue taking place in the public arena. Using a semiotic analysis of the review the authors argue that the overt event is the real review. Furthermore they argue that the unfolding of each review is so similar that it can be likened to a film script which is constantly re-enacted. The purpose of the review as a legitimating vehicle for the regulator and regulated, who exist in a symbiotic relationship, is explored in terms of the semiotics involved and the myth creation role of legitimation in order to explain the significance of the regulatory process.

Market-level information diffused by print media may contribute to the legitimation of an emerging technology and thus influence the diffusion of competing technological standards. After analyzing more than 10,000 trade media abstracts from the Local Area Networks (LAN) industry published between 1981 and 2000, we found the presence of differential effects on the adoption of competing standards by two market-level information types: technology and product availability. The significance of these effects depends on the technology's order of entry and suggests that high-tech product managers should make strategic use of market-level information by appropriately focusing the content of their communications. © 2007 Elsevier B.V. It is widely accepted that the Thatcher years and their immediate aftermath were associated with substantive social and organizational change. The privatisation programme, 'the rolling back of the State', prosecuted by the successive Conservative Governments from 1979-1997 was a central pillar of Governmental policy. This thesis seeks to engage with privatization through the of CoastElectric, a newly privatised Regional Electricity Company. This thesis contributes to the extant understanding of the dynamics of organizational change in four major ways. Firstly, the study into CoastElectric addresses the senior management decision making within the organization: in particular, it will attempt to make sense of 'why' particular decisions were made. The theoretical backdrop to this concern will draw on the concepts of normalization, cultural capital and corporate fashion. The argument presented in this thesis is that the decision-making broadly corresponded with that which could be considered to be at the vanguard of mangerialist thought. However, a detailed analysis suggested that at different junctures in CoastElectric's history there were differences in the approach to decision making that warranted further analysis. The most notable finding was that the relative levels of new managerialist cultural capital possessed by the decision-making elite had an important bearing upon whether the decision was formulated either endogenously or exogenously, with the assistance of cultural intermediaries such as management consultants. The thesis demonstrates the importance of the broader discourse of new managerialism in terms of shaping what is considered to be a 'commonsensical, rational' strategy. The second concern of this thesis is that of the process of organizational change. The study of CoastElectric attempts to provide a rich account of the dynamics of organizational change. This is realized through, first, examining the pre-existing context of the organization; second, through analyzing the power politics of change interventions. The master concepts utilised in this endeavour are that of: dividing practices, the establishment of violent hierarchies between competing discourses; symbolic violence; critical turning points; recursiveness; creative destruction; legitimation strategies and the reconstitution of subjects in the workplace.

Consultation between the police and the community was a recommendation of Lord Scarman in his report into the Brixton riots in 1981. By 1982 the West Midlands Police Authority had established local consultative committees on each police sub-division. This thesis is a study of four Police Consultative Committees in Birmingham, using qualitative methods of attendance at committee meetings and interviews with committee members. The research was carried out between 1990 and 1992 - ten years after formal consultation was established, and aimed to examine the relationship between the micro social processes of the committees and key sociological theoretical concepts. The analysis of the four committees contextualises them within the social and political parameters of urban policing in the late 1980s. Each committee is taken as a case study to highlight the following aspects of consultation:- relations between the police and black communities; membership, representation and accountability; responding to community conflict; crime prevention agencies and networks of social control. The findings are then generalised to the sociological theoretical concepts of hegemony, legitimation, community conflict and social control. The central proposition of this thesis is that, whilst these committees are not fulfilling the role Lord Scarman envisaged for them (of involving local community representatives in policing strategies and policies), they do have important policing and political roles. It is argued that they offer a platform from which senior police officers can engage local people into supporting policing objectives without actually involving them in determining those objectives. Furthermore, such committees have political symbolism in that they enable the government to be seen to be responding to the issues of accountability and relations between the police and black communities following the urban disorders, without actually devolving any statutory powers to the community.

This article considers two contrasting approaches to reforming public services in order to meet the needs of people living in poverty. The first approach is top-down, involves categorising individuals (as 'hard to help', 'at risk', etc) and invokes scientific backing for justification. The second approach is bottom-up, emancipatory, relates to people as individuals and treats people who have experience of poverty and social exclusion as experts. The article examines each approach through providing brief examples in the fields of unemployment and parenting policy - two fields that have been central to theories of 'cycles of deprivation'. It is suggested here that the two approaches differ in terms of their scale, type of user involvement and type of evidence that is used for their legitimation. While the article suggests that direct comparison between the two approaches is difficult, it highlights the prevalence of top-down approaches towards services for people living in poverty, despite increasing support for bottom-up approaches in other policy areas.

This thesis follows the argument that, to fully understand the current position of national research laboratories in Great Britain one needs to study the historical development of the government research establishment as a specific social institution. A particular model is outlined in which it is argued that institutional characteristics evolve through the continual interplay between internal development and environmental factors within a changing political and economic context, and that the continuous development of an institution depends on its ability to adapt to changes in its operational environment. Within this framework important historical precedents for formal government institutional support for applied research are identified. and the transition from private to public patronage documented. The emergence and consolidation of government research laboratories in Britain is described in detail. The subsequent relative decline of public laboratories is interpreted in terms of the undermining of a traditional role resulting in legitimation crisis. It is concluded that it is no longer feasible to consider the public research laboratory as a coherent institutional form, and that the future of each individual laboratory can only be considered in relation to the institutional needs of its own sphere of operation. Nevertheless the laboratories have been forced into decline in an essentially unplanned way which may have serious consequences for the maintenance of the scientific and technical infrastructures, necessary for material progress in the national context.

The present study explores strategies used to legitimize the transfer of organizational practices in a situation of institutional upheaval. We apply the logic of social action (Risse, 2000) to analyze the effectiveness of consequence-based action and communication-based action, in terms of higher coordination, lower conflict, and overall higher economic performance. Consequence-based legitimation is obtained by using a system of distributor incentives tied to performance of specific tasks, while communicative legitimation can be achieved by recommendations and warnings. Our setting is an export channel to European emerging economies. Our results indicate that in the absence of legitimacy, as manifested in discretionary legal enforcement, consequence-based legitimation is more effective than communicative legitimation in reducing conflict, increasing coordination, and ultimately in improving the performance of the export dyad. © 2014 Elsevier Inc.
