This paper investigates relationships between cooperation, R&D, innovation and productivity in Spanish firms. It uses a large sample of firm-level micro-data and applies an extended structural model that aims to explain the effects of cooperation on R&D investment, of R&D investment on output innovation, and of innovation on firms’ productivity levels. It also analyses the determinants of R&D cooperation. Firms’ technology level is taken into account in order to analyse the differences between high-tech and low-tech firms, both in the industrial and service sectors. The database used was the Technological Innovation Panel (PITEC) for the period 2004-2010. Empirical results show that firms which cooperate in innovative activities are more likely to invest in R&D in subsequent years. As expected, R&D investment has a positive impact on the probability of generating an innovation, in terms of both product and process, for manufacturing firms. Finally, innovation output has a positive impact on firms’ productivity, being greater in process innovations. Keywords: innovation sources; productivity; R&D Cooperation

This study assesses whether severity of physical partner aggression is associated with alcohol consumption at the time of the incident, and whether the relationship between drinking and aggression severity is the same for men and women and across different countries. National or large regional general population surveys were conducted in 13 countries as part of the GENACIS collaboration. Respondents described the most physically aggressive act done to them by a partner in the past 2 years, rated the severity of aggression on a scale of 1 to 10, and reported whether either partner had been drinking when the incident occurred. Severity ratings were significantly higher for incidents in which one or both partners had been drinking compared to incidents in which neither partner had been drinking. The relationship did not differ significantly for men and women or by country. We conclude that alcohol consumption may serve to potentiate violence when it occurs, and this pattern holds across a diverse set of cultures. Further research is needed that focuses explicitly on the nature of alcohol's contribution to intimate partner aggression. Prevention needs to address the possibility of enhanced dangers of intimate partner violence when the partners have been drinking and eliminate any systemic factors that permit alcohol to be used as an excuse. Clinical services for perpetrators and victims of partner violence need to address the role of drinking practices, including the dynamics and process of aggressive incidents that occur when one or both partners have been drinking.

Cette thèse explore le rôle de la normalisation technique dans les délocalisations de services en Inde et au Maroc. La recherche appréhende le phénomène en opposant explicitement ou implicitement deux modèles. Un modèle serviciel dans lequel les activités de services sont difficilement délocalisables parce que non-mesurables ; un modèle industriel qui articule des activités de services mesurables par les normes techniques et susceptibles d'être délocalisés dans les pays du Sud à bas salaires. Notre thèse s'interroge sur la manière dont les relations Nord-Sud peuvent s'appréhender au sein de cette dichotomie et propose une réflexion épistémologique sur les représentations culturelles induites au sein de ce cadrage. A partir d'une perspective qui combine les apports de l'économie politique culturelle, la sociologie économique et les études postcoloniales au sein de l'économie politique internationale, elle mobilise trois catégories (la normalisation technique, l'imaginaire économique, la qualité). Ces catégories nous permettent de suggérer la centralité des enjeux de pouvoirs dans la définition de ce que sont les activités de services. L'analyse empirique suggère que les délocalisations de services au Maroc et en Inde expriment des réalités plus poreuses et plus dynamiques que la dichotomie entre modèle serviciel et modèle industriel laisse entendre. Elle met en évidence la capacité d'agir des acteurs des pays du Sud et suggère que les normes techniques ont une fonction politique à travers leurs fonctions de mesure. Abstract This thesis explores the role of technical standards in offshore outsourcing in India and Morocco. Current research captures the phenomenon while opposing explicitly or implicitly two models of production. A service-based model in which service activities are difficult to relocate because they are non-measurable; an industrial model that articulates service activities measured with technical standards and that may be outsourced to developing countries with low wages. Our thesis questions how North-South relations can be grasped within this dichotomy and offers an epistemologica! reflection on cultural representations induced within this framework. From a perspective that combines the contributions of cultural political economy, economic sociology and postcolonial studies in international political economy, it mobilizes three categories (technical standardization, the economic imaginary and quality). These categories allow us to suggest the centrality of power issues in the definition of service activities. The empirical analysis suggests that offshoring of services in Morocco and India express more porous and dynamic realities than the dichotomy suggested between a service model and an industrial model. It highlights the ability of the actors to act in the South and suggests that technical standards have a political function through their measurement functions.

With the evolution of the P2P research eld, new problems, such as those related with information security, have arisen. It is important to provide security mechanisms to P2P systems, since it has already become one of the key issues when evaluating them. However, even though many P2P systems have been adapted to provide a security baseline to their underlying applications, more advanced capabilities are becoming necessary. Speci cally, privacy preservation and anonymity are deemed essential to make the information society sustainable. Unfortunately, sometimes, it may be di cult to attain anonymity unless it is included into the system's initial design. The JXTA open protocols speci cation is a good example of this kind of scenario. This work studies how to provide anonymity to JXTA's architecture in a feasible manner and proposes an extension which allows deployed services to process two-way messaging without disclosing the endpoints'identities to third parties.

Web-palvelut muodostavat keskeisen osan semanttista web:iä. Ne mahdollistavat nykyaikaisen ja tehokkaan välineistön hajautettuun laskentaan ja luovat perustan palveluperustaisille arkkitehtuureille. Verkottunut automatisoitu liiketoiminta edellyttää jatkuvaa aktiivisuutta kaikilta osapuolilta. Lisäksi sitä tukevan järjestelmäntulee olla joustava ja sen tulee tukea monipuolista toiminnallisuutta. Nämä tavoitteet voidaan saavuttamaan yhdistämällä web-palveluita. Yhdistämisprosessi muodostuu joukosta tehtäviä kuten esim. palveluiden mallintaminen, palveluiden koostaminen, palveluiden suorittaminen ja tarkistaminen. Työssä on toteutettu yksinkertainen liiketoimintaprosessi. Toteutuksen osalta tarkasteltiin vaihtoehtoisia standardeja ja toteutustekniikoita. Myös suorituksen optimointiin liittyvät näkökulmat pyrittiin ottamaan huomioon.

Tämä diplomityö on tehty ohjeeksi väyläsuunnittelijoille, tiehankkeiden suunnittelussa tehtävään ympäristön tilan selvittämiseen sekä ympäristövaikutusten arviointiin.Työn toimeksiantajana on Tieliikelaitoksen Konsultoinnin Suunnittelupalvelut. Tutkimusongelmaa lähestyttiin selvittämällä aikaisemmin suunnittelussa käytettyjätyöskentelytapoja ja -menetelmiä sekä tarkastelemalla aiemmin tehtyjä tiensuunnittelun asiakirjoja. Selvitys keskittyi Tieliikelaitoksen ja sitä edeltäneen Tielaitoksen toimintaan, mutta työssä tarkasteltiin myös muiden asiantuntijoiden laatimia suunnitelmia. Työn lähtökohtana oli laatia ohje, jonkaavulla suunnittelijat voivat tehdä suunnitelmaan kuuluvan ympäristötiedon käsittelyn itsenäisesti. Hankkeissa, joissa näin toimitaan, oletetaan ympäristövaikutusten jäävän melko vähäisiksi eikä niissä vaadita YVA-lain mukaista menettelyä. Laaditun ohjeen myötä eri suunnittelijoiden laatimat tiehankkeiden suunnitelmat yhtenäistyvät ympäristötiedon käsittelyn osalta, sillä aiemmin yhtenäistä käytäntöä ei ole ollut. Suunnitelmien laatu paranee ja ympäristövaikutusten arviointi helpottuu samaan ohjeeseen kootun tiedon avulla. Ohjeen aikaansaaman suunnittelutoiminnan kehittyminen näkyy vasta, kun ohjetta on sovellettukäytännössä hankkeiden suunnitteluun.

Tutkimuksen tavoitteena oli luoda Stora Enso Saimaa Services Oy:lle palveluhankintojen suorituskyvyn mittaristo Balanced Scorecardin avulla. Yrityksen palveluhankintakentän kirjavuuden vuoksi työ rajattiin koskemaan vain Etelä-Karjalan Yrityksiltä (= EKY) ostettavia kunnossapitopalveluja. Mittariston muodostamisen lähtökohtana oli hankintatoimen strateginen tavoite, kokonaiskustannusten alentaminen. Tämä tavoite konkretisoituu parhaiten hankintojen elinkaarikustannusten minimoimisena. Työssä käytettiin kvalitatiivista tutkimusmenetelmää. Tutkimuskohdetta analysoitiin tapaustutkimusmenetelmällä. Aineisto kerättiin sisäisille asiakkaille suunnatulla puolistrukturoidulla haastatteluilla, ostajien ajankäytönseurantakyselyllä sekä osallistuvalla havainnoinnilla. Haastatteluja tehtiin 10 ja kyselyjä 6. Palveluhankintojen elinkaarikustannusten ja mittaamisen osalta on tehty tutkimuksia hyvin vähän. EKY-palveluhankintoihin onnistuttiin kuitenkin luomaan tasapainotettu mittaristo palvelujen erityispiirteet huomioiden. EKY-elinkaarikustannusanalysoinnissa keskityttiin palveluhankintojen keskeisiin kustannuskomponentteihin kuten transaktiokustannusteoriaan, hintojen määräytymiseen ja huonon laadun kustannuksiin. Näiden pohjalta kriittisiksi palveluhankintojen menestystekijöiksi nousivat mm. ostajien ajankäytön suuntaaminen strategisiin työtehtäviin, hintojen hallinta sekä toimittajien laadun arviointi. Nämä tekijät muotoiltiin EKY-palveluhankintojen tuloskorttiin ja niihin valittiin hankintatoimen mittausmalleista sopivat suorituskyvyn mittarit. Mittarit jaettiin EKY-palveluhankintoihin määriteltyihin neljään näkökulmaan Balanced Scorecard -prosessin mukaisesti.

This paper analyzes repeated procurement of services as a four-stage game divided into two periods. In each period there is (1) a contest stage à la Tullock in which the principal selects an agent and (2) a service stage in which the selected agent provides a service. Since this service effort is non-verifiable, the principal faces a moral hazard problem at the service stages. This work considers how the principal should design the period-two contest to mitigate the moral hazard problem in the period-one service stage and to maximize total service and contest efforts. It is shown that the principal must take account of the agent's past service effort in the period-two contest success function. The results indicate that the optimal way to introduce this `bias' is to choose a certain degree of complementarity between past service and current contest efforts. This result shows that contests with `additive bias' (`multiplicative bias') are optimal in incentive problems when effort cost is low (high). Furthermore, it is shown that the severity of the moral hazard problem increases with the cost of service effort (compared to the cost of contest effort) and the number of agents. The major task of policy makers and practitioners when confronted with a resource management problem is to decide on the potential solution(s) to adopt from a range of available options. However, this process is unlikely to be successful and cost effective without access to an independently verified and comprehensive available list of options. There is currently burgeoning interest in ecosystem services and quantitative assessments of their importance and value. Recognition of the value of ecosystem services to human well-being represents an increasingly important argument for protecting and restoring the natural environment, alongside the moral and ethical justifications for conservation. As well as understanding the benefits of ecosystem services, it is also important to synthesize the practical interventions that are capable of maintaining and/or enhancing these services. Apart from pest regulation, pollination, and global climate regulation, this type of exercise has attracted relatively little attention. Through a systematic consultation exercise, we identify a candidate list of 296 possible interventions across the main regulating services of air quality regulation, climate regulation, water flow regulation, erosion regulation, water purification and waste treatment, disease regulation, pest regulation, pollination and natural hazard regulation. The range of interventions differs greatly between habitats and services depending upon the ease of manipulation and the level of research intensity. Some interventions have the potential to deliver benefits across a range of regulating services, especially those that reduce soil loss and maintain forest cover. Synthesis and applications: Solution scanning is important for questioning existing knowledge and identifying the range of options available to researchers and practitioners, as well as serving as the necessary basis for assessing cost effectiveness and guiding implementation strategies. We recommend that it become a routine part of decision making in all environmental policy areas.

The dominance of ''ecosystem services'' as a guiding concept for environmental management - where it appears as a neutral, obvious, taken-for-granted concept - hides the fact that there are choices implicit in its framing and in its application. In other words, it is a highly political concept, and its utility depends on the arena in which it is used and what it is used for. Following a political ecology framework, and based on a literature review, bibliometric analyses, and brief examples from two tropical rainforest countries, this review investigates four moments in the construction and application of the ecosystem services idea: socio-historical (the emergence of the discourse), ontological (what knowledge does the concept allow?), scientific (difficulties in its practical application), and political (who wins, who loses?). We show how the concept is a boundary object with widespread appeal, trace the discursive and institutional context within which it gained traction, and argue that choices of scale, definition, and method in measuring ecosystem services frustrate its straightforward application. As a result, it is used in diverse ways by dif- ferent interests to justify different kinds of interventions that at times might be totally opposed. In Madagascar, the ecosystem services idea is mainly used to justify forest conservation in ways open to cri- tique for its neoliberalization of nature or disempowerment of communities. In contrast, in the Brazilian Amazon, the discourse of ecosystem services has served the agendas of traditional populations and family farm lobbies. Ecosystem services, as an idea and tool, are mobilized by diverse actors in real-life situa- tions that lead to complex, regionally particular and fundamentally political outcomes.

The purpose of this study was to examine the current situation in substance abuse treatment units in Finland in taking non-Finnish speaking clients into consideration. The initiative for this research came from the Development of Alcohol and Drugs Intervention group at Stakes (National Research and Development Centre for Welfare and Health). Their aim was to gather information about the functioning and relevance of the quality assessment forms based on the quality recommendations for substance abuse work, filled in by substance abuse treatment units. The ethnic issue was chosen as the main approach in the study. The aim of this research was to answer the following questions: what is the readiness and competence in substance abuse treatment units in Finland to receive and encounter non-Finnish speaking clients, how is the quality of these services assessed and/or developed in the units, and what has been the role and functioning of the quality recommendations and quality assessment forms in working with non-Finnish speaking clients. The research methods used in the study were both quantitative and qualitative. The information concerning language services provided in the units was gathered from the quality assessment forms and basic information forms found in the database maintained by Stakes. The total amount of units found in the database was 267. In addition to that, semi-structured theme-interviews were carried out in four substance abuse treatment units in order to get a more deep understanding of how the services function in practice. The few number of non-Finnish speaking clients in the units may explain to a certain degree the results of the research. The results however showed that there is still space for improving the services. In the light of quality recommendations, the degree of language options provided in substance abuse treatment units in Finland today is low. Also the quantity of interpreter services provided in the units is scarce. There could also be unified guidelines specially tailored for substance abuse treatment units on how to work with ethnic minorities, as the knowledge is currently adopted from several different instances. The quality recommendations as well as quality assessment forms were valued and applied in the units appropriately and were also perceived to have an effect on the functioning, and quality, in the units.

Given the cost constraints of the European health-care systems, criteria are needed to decide which genetic services to fund from the public budgets, if not all can be covered. To ensure that high-priority services are available equitably within and across the European countries, a shared set of prioritization criteria would be desirable. A decision process following the accountability for reasonableness framework was undertaken, including a multidisciplinary EuroGentest/PPPC-ESHG workshop to develop shared prioritization criteria. Resources are currently too limited to fund all the beneficial genetic testing services available in the next decade. Ethically and economically reflected prioritization criteria are needed. Prioritization should be based on considerations of medical benefit, health need and costs. Medical benefit includes evidence of benefit in terms of clinical benefit, benefit of information for important life decisions, benefit for other people apart from the person tested and the patient-specific likelihood of being affected by the condition tested for. It may be subject to a finite time window. Health need includes the severity of the condition tested for and its progression at the time of testing. Further discussion and better evidence is needed before clearly defined recommendations can be made or a prioritization algorithm proposed. To our knowledge, this is the first time a clinical society has initiated a decision process about health-care prioritization on a European level, following the principles of accountability for reasonableness. We provide points to consider to stimulate this debate across the EU and to serve as a reference for improving patient management.
