This is an exploratory study that aims, on the one hand, to examine in more detail how children between 12 and 16 years of age use different audiovisual technologies, what they feel and think when using them, and whom they like to speak to about such experiences. On the other hand, we look more deeply into the interactions between adults and children, particularly between parents and their children, in relation to these technologies when children use them at home or in other places. We analysed responses to questionnaires with several common items, administered separately to parents and children. Children’s responses reflect an important level of dissatisfaction when talking with different adults about media activities. Our findings support the thesis that more and more children socialise through new information and communication technologies with little or no recourse to adult criteria, giving rise to the emergence of specific children’s cultures. Crossing of the responses of parents and those of their own children shows us which aspects of media reality adults overestimate or underestimate in comparison to children, and to what degree certain judgements coincide and differ between generations. The results can be applied to the improvement of relations between adults and adolescents, taking advantage of adolescents’ strong motivation to engage in activities using audiovisual media

The purpose of this study is to increase understanding of how the managers build their early career in information and communication technology industry (ICT business sector) and pulp- and paper industry (paper business sector). The focus of the study is to explore the importance differing a business sectors have in influencing managerial careers. Business sectors can affect careers in several ways.Sectors have different history and traditions. Also the age structure of ICT personnel differs from the age structure of personnel in the paper industry. Managers in the ICT and paper sector are technically educated but in different disciplines. Differences exist also in ways of recruiting and developing commitment inpersonnel. The target group of this research, middle management engineering personnel, work in Finnish ICT and paper companies. Research data were gathered in April-December 2002 in South-Karelia by interviewing 30 managers and six directors working in three Finnish ICT companies and in three paper companies. The research issue is approached on two levels: the individual level and the organizational level. The managers related their career stories in focused interviews. Directors, representing the organizations, described the generalities of the business sector and gave background information on company policies, human relationshippractices, as well as career and human resource development. Results of the study contribute to research discussions of career, life-span reasoning, socialization and commitment. Career is conceived as a series of positions including everykind of hierarchical mobility and all kinds of positions in work. A manager's career develops in interaction with the organization and it can be seen as involving a socializing process in an organization as a consequence of experiences andchanges in positions. This research contributes to the understanding of the nature of career in the context of two business sectors. Universal career theories,for the most part, do not perceive the importance of business sector in determining career experience. This study concentrates on describing and understanding early careers in two different business areas, elements committing managers to particular business sectors and the actions of companies in that particular sector. While career research began in the middle of 1950s, the theoretical basis of career research seems to be quite fragmented still. However, a dichotomy is consistently presented between traditional, hierarchical career research and boundaryless career thinking. In this research we examine how these old and new career concepts are evidence in the ICT and paper sectors. Careers are changing from formal, hierarchy-based structures to more fluid arrangements. The new boundaryless career concept captures territory from old career thinking. Mobility between employers, networks, and changing hierarchical structures in organizations, as well as personal and family reasons are theorized to bring changes to careers patterns in the future. However, the pace of this change in careers will vary between the ICT and paper business sectors. Findings of this research indicate that business sector has an effect on how managerial careers develop. The environment where career is developed differs between ICT and paper sectors. Careers begin differently in the two environments and the speed of career progression is distinct. ICT careers are built within the business sector whereas paper careers are made inside one company. Also recruiting and socialization practices differ from one sector to the other.

The use of information and communication technologies (ICT) for transforming the way publicservices are delivered, has been an area of investment and focus in many countries in recentyears. The UK government envisioned moving from e-Government to transformationalgovernment by 2008, and initiatives such as the National Programme for IT (NPfIT) wereunderway towards this end. NPfIT was the largest civil IT programme worldwide at an initialestimated cost of £12.4bn over a ten-year period. It was launched in 2002 by the UKgovernment as part of its policy to transform the English NHS and to implement standardised ITsolutions at a national level. However, this top down, government led approach came underincreasing scrutiny, and is now being reconfigured towards a more decentralised mode of operations. This paper looks into the implementation of NPfIT and analyses the reasons behindits failure, and what effect the new NHS reforms are likely to have on the health sector. In this paper we present a framework to be used for evaluation of Information and Communication Technology for Development (ICT4D) projects. The framework is based on Sen´s notion of development as freedom where human capabilities and functionings are seen as key aspects to development. Sen´s capability approach presents an alternative way of seeing and evaluating development (alternative to more traditional ways of measuring development). The approach is based on expanding freedoms, or eliminating unfreedoms, for people so that they can live a life that they have reason to value. Even though Sen is referenced a lot in ICT4D literature the analysis rarely goes further then stating that Sen presents an alternative to traditional ways of development. Reasons can be that the capability approach does not specifically mention technology, in addition to the lack of guidelines presented by Sen on how to use the framework. The aim of this paper is to operationalize the evaluation process and to include a clear role for technology in Sen´s capability framework. The framework is validated with a case on distance education from Bangladesh.

This issue of the Bulletin is based on the material presented at the seminar Information Technology for Development of Small and Medium-sized Exporters in East Asia and Latin America, which was held on 23 and 24 November 2004 at the headquarters of ECLAC in Santiago, Chile. The seminar was part of the project entitled Comparative Study on East Asian and Latin American IT Industry, financed by the thematic fund for information and communication technologies (ICT) for development of the United Nations Development Programme (UNDP) and has been carried out in close collaboration with the Institute of Developing Economies (IDE), an organization that belongs to the Japanese External Trade Organization (JETRO). This article contains a discussion of the concepts, definitions and standards associated with electronic commerce, as well as the opportunities to be seized and the challenges to be met so that MSMEs can expand their electronic business.

A szerzők ebben a tanulmányukban az információs és kommunikációs technológiai (továbbiakban IKT) eszközök közül az asztali számítógépekkel (desktopok), laptopokkal (notebookok és netbookok), táblagépekkel és okostelefonokkal foglalkoznak. Az IKT-eszközök elterjedtségének vizsgálatánál meghatározó szerepet játszik a technológia jelenléte mellett a társadalom befogadóképessége. A technológia és társadalom kapcsolatát különböző módszerekkel és modellekkel mutatják be, melyek indokolják ezen eszközök növekvő használatának szükségességét. Ebben a tanulmányban a modellekből és a felmérésekből összeállított tényezők beépítésével és az általuk feldolgozott kérdőívek elemzése által kirajzolódnak minták és olyan összefüggések, amelyek magyarázatot adhatnak a különböző eszközhasználat okainak megértésére. _____ In their study the authors deal with the desktop computers (Desktop), laptops (notebooks and netbooks), smartphones and tablet machines among of information and communication technology (hereinafter referred to as ICT) tools. The capacity of society is one of the key elements in the examination of spread of ICT. The relationship between technology and society is presented with different methods and models that are justified by the need for increasing the use of these devices. In this paper such samples and correlations are emerged of the models and surveys, which may explain the reasons for understanding of the different tool use.

The project was commissioned to investigate and analyse the issue of effective support for distance education students in the early years of school to maximise literacy and numeracy outcomes. The scope of this project was limited to students living in rural and remote areas who are undertaking education at home and who are in their early years of schooling. For the purpose of this project, the early years are conceptualised as the first three years of formal compulsory schooling in each of the States and Territories. There were a number of key tasks for the project which included: 1. Examining of the role of home tutors/supervisors This included interviewing personnel from the State and Territory distance education providers as well as the principals, teachers, home tutors and children. 2. Describing literacy and numeracy teaching and learning, and the use of information and communication technologies (ICT) in distance education This aspect of the project involved a critical review and analysis of relevant literature and reports in the last five years, and a consideration of the new initiatives that had been implemented in the States and Territories in the last two years. 3. The development of resources Through examination of the role of home tutors/supervisors, and an examination of literacy and numeracy and the use of technology in distance education, three resources were developed: ● A guide for home tutors/supervisors and schools of distance education about effective intervention and assessment strategies to support students’ learning and to assist the home tutors/supervisors in implementing ICT to support the development of literacy and numeracy in the early years. ● A calendar of activities for literacy and numeracy that would act as a stimulus for integrated and authentic activity for young children. ● An embryonic website of resources for the stakeholders in rural and distance education that might act as a catalyst for future resource building and sharing. In this way the final key task of the project, which was to create a context for a strategic dissemination plan, was realised when a strategy to address effective dissemination of the findings of the project so as to maximise their usefulness for the relevant groups was achieved.

This paper uses a unique new data set on manufacturing firms in Brazil and India to estimate production functions, augmented by information and communications technology (ICT). We find a strong positive association between ICT capital and productivity in both countries that is robust to several different specification tests. The paper also breaks new ground when using the Indian data to investigate the effect of the institutional and policy environment on ICT capital investment and productivity. We find that poorer infrastructure quality and labor market policy are associated with lower levels of ICT adoption, while poorer infrastructure is also associated with lower returns to investment.

In a Europe increasingly aging, it is now recognized the importance and potential of the service industry for ageing well based on information and communication technologies (ICT), as exemplified by the electronic market of social services and health care, the GuiMarket, proposed by the authors. However, this new range of services requires that individuals have advanced digital skills to fully participate in society. Based on the results of a survey made on a sample of 315 individuals, this paper discusses the importance granted GuiMarket and the intended frequency of use, concluding there is a close relationship between ICT access and use that respondents anticipate making of GuiMarket and alike services.

One of the strategies of Universitat Pompeu Fabra to support Quality Learning has been the creation of Units for the Support of Teaching Quality and Innovation within each faculty. In the seminar we will present the role and activities of the Polytechnic School Unit in charge or coordinating the efforts towards quality learning in the Information and Communication Technologies (ICT) Engineering Studies. We will also discuss how these activities are informed to relevant academic stakeholders.

Tämän tutkimuksen aiheena on tarkastella ICT-alan pörssiyritysten henkilöstöraportoinnin nykykäytäntöä. Tutkimuksen tarkoituksena on selvittää vapaaehtoisen henkilöstöraportoinnin laatua, laajuutta ja eroavaisuuksia yritysten vuoden 2004 vuosikertomuksissa ja muissa julkaistuissa henkilöstöinformaatiota sisältävissä raporteissa. Tutkimus jakaantuu kahteen päätavoitteeseen. Tutkimuksen ensimmäisenä tavoitteena on esitellä, mitä erilaisia lähestymistapoja ja malleja yrityksen henkilöstöinformaation mittaamiseen ja raportointiin on kirjallisuudessa esitetty. Toisena tavoitteena on selvittää ja kuvata sitä, millaista tutkimuksen kohdeyritysten henkilöstöraportointi tällä hetkellä on. Tutkimus kuuluu laadullisen tutkimuksen piiriin ja on luonteeltaan deskriptiivistä ja ymmärtämään pyrkivää. Lisäksi tutkimuksen voidaan todeta olevan empiirinen - tutkimusmenetelmänä käytetään valmiita aineistoja. Tutkimuksessa tarkastelun kohteeksi valittiin 25 ICT-alan yritystä, jotka on noteerattu vuoden 2004 lopussa Helsingin pörssin päälistalla. Tässä tutkimuksessa henkilöstöraportointia tarkasteltiin henkilöstövoimavarojen laskentatoimen ja osaamispääoman lähestymistapojen kautta. Tutkimuksen perusteella voidaan todeta, että kirjallisuudesta löytyy paljon erilaisia malleja henkilöstöinformaation tuottamiseen, kuten henkilöstötilinpäätös ja erilaiset osaamispääomaraportit. Henkilöstötilinpäätös on organisaation henkilöstöpääoman julkiseen raportointiin tarkoitettu asiakirja. Osaamispääomaraporteissa ei keskitytä pelkästään henkilöstölukuihin, vaan henkilöstön rinnalle haetaan tietoa taloudellisista ja aineettomista prosesseista, asiakkaista ja toimintaympäristöstä. Mallit eivät ole toisiaan poissulkevia, vaan täydentäviä. Osaamispääoma voidaan jakaa inhimilliseen pääomaan sekä sisäisiin ja ulkoisiin rakenteisiin. Henkilöstölaskentatoimi tukee inhimillisen pääoman mittausta ja hallintaa sopivin muutoksin. Tutkimuksen perusteellavoidaan todeta, että ICT-alan pörssiyritysten henkilöstöraportoinnin yleinen taso on kohtuullisen hyvä, mutta henkilöstöraportoinnin laatu ja laajuus vaihtelevat suuresti yritysten välillä. Osa yrityksistä käytti enemmän kvantitatiivista tunnuslukupohjaista raportointia ja osa panosti laadulliseen selostuspohjaiseen informointiin. Ensisijaisena henkilöstöraportointimuotona aineiston yritykset käyttivät vuosikertomusta. Yrityskoko selitti henkilöstöraportoinnin laajuutta. Tutkimustulokset osoittivat, että mitä suurempi sekä liikevaihdolla että henkilöstömäärällä mitattuna yritys on, sitä kattavampaa sen henkilöstöraportointi on.
