O objetivo desta pesquisa foi analisar o desenho institucional do controle externo sobre os contratos de gestão no âmbito do Tribunal de Contas do estado de Pernambuco quanto a sua aderência aos conteúdos da lei estadual que disciplina as Organizações Sociais e quanto a sua observância por parte dos atores envolvidos: Administração Pública, técnicos do tribunal de contas e membros do seu corpo julgador. Foram assumidas as seguintes premissas: que os novos arranjos de prestação de serviços públicos, por meio de parcerias com as Organizações Sociais, demandam por parte dos Tribunais de Contas desenhos institucionais de fiscalização específicos, que a pesar de variáveis devem primar por sua capacidade de revelar informações; que o processo de formatação destes desenhos institucionais deve ser dinâmico, permitindo-se que as contigências experimentadas na sua implementação possam contribuir no seu aperfeiçoamento; e que esses desenhos institucionais geram impacto no comportamento dos atores envolvidos. O estudo foi realizado por meio de pesquisa documental. A metodologia qualitativa de análise de conteúdo foi escolhida para análise dos dados. Os resultados da pesquisa permitiram concluir que o desenho institucional de controle dos contratos de gestão no âmbito do TCE-PE caracteriza-se por sua fragilidade como mecanismo de revelação de informação e, consequentemente, não contribui para a redução da assimetria de informação que se estabelece com a implementação dos contratos de gestão. Adicionalmente, compromete e limita o desempenho do Tribunal de Contas no controle destes ajustes. Verificou-se, também, uma a baixa observância do desenho institucional identificado, em que pese sua fragilidade, por parte dos atores envolvidos no controle dos contratos de gestão, implicando em uma baixa institucionalização deste desenho. Os resultados devem proporcionar uma rediscussão acerca dos mecanismos de controle dos contratos de gestão por parte do TCE-PE, que poderá resultar em um novo desenho institucional com vistas a conferir maior transparência às parcerias com as Organizações Sociais.

Parafraseando Robert Ezra Park, os jornaleiros têm uma história; mas os jornaleiros têm, ainda, uma história natural. A evolução do modelo de distribuição e comercialização de publicações impressas, que culmina nas modernas bancas de jornais, aponta para o tratamento de licenças e concessões para a operacionalização de uma atividade comercial em espaço público urbano. As bancas se constituem, portanto, em um espaço regulado pelo poder público e operacionalizado por iniciativa privada, a título precário. Por que se chegou a este modelo e quais as suas implicações é uma das principais questões abordadas por este trabalho. Entre outros pontos, esta tese tem como objetivo compreender (1) em que medida políticos e homens públicos são capazes de atuar na regulação da liberdade de imprensa através do controle e fiscalização sobre as bancas de jornais; (2) como se dão as articulações dos profissionais vendedores e distribuidores de jornais e revistas diante destas regulações, quais são suas reivindicações comuns e como é construída sua memória em torno destas ações; (3) em que circunstâncias se desenvolvem as negociações entre jornaleiros e homens de imprensa e como estas relações são capazes de ampliar a penetração de determinados impressos junto ao público, atuando de maneira decisiva na conformação da opinião pública; e, finalmente, (4) qual a importância dos jornaleiros e das bancas de jornais e revistas no processo histórico de construção política da opinião sobre a notícia e na apreensão social da informação nas grandes cidades. Nesse sentido, embora evidenciado pelo modelo atual de distribuição adotado pelas principais cidades do país, o papel dos jornaleiros como agentes de fundamental relevância cultural e política na cadeia produtiva dos periódicos impressos tem sido subjugado ante a análises que se concentram nas técnicas ou no discurso jornalístico, quando muito nas cercanias dos estudos de recepção e na apropriação da cultura popular – jamais na investigação sobre esta instituição que silenciosamente tem ocupado nosso imaginário por todos esses anos: as bancas de jornais e revistas.

Este estudo objetiva analisar, do ponto de vista da empresa concessionária, as possíveis mudanças na regulamentação das concessões ferroviárias, ao mesmo tempo tenta entender a relação entre a empresa, o governo e a população, e quais seriam beneficiados com as essas alterações. Há uma necessidade real do país de expandir suas linhas para regiões mais afastadas do interior, para promover a integração e gerar um ambiente mais propício para o investimento, assim foram feitas propostas de mudanças na regulação do modelo atual de concessões com o objetivo de proporcionar as bases para que esse cenário possa ser concretizado. Muito se tem discutido sobre a eficácia dessas mudanças, se seriam realmente benéficas para a empresa, e até que ponto o aumento do volume e diminuição de preços consegue gerar valor para ela. Foi utilizado um modelo de fluxo de caixa descontado de uma das malhas da empresa ALL Logística para tentar encontrar o valor dessa malha em três cenários: a situação atual, utilizando as novas regras propostas, e uma situação com concorrência. Os resultados mostraram que a nova proposta de regulamentação, utilizando premissas julgadas como mais plausíveis, diminui o valor da empresa, e pode vir a ser muito custosa para o governo.

The fluctuacion force has been increasingly used in studies with elderly as a good predictor of performance and functionality of the motor. However, most analyzes the fluctuation of force in one session. Thus, identifying the minimum amount of sessions needed for familiarization with the fluctuation strength in isometric exercise become relevant. Furthermore, to investigate the effects of applying transcranial direct current stimulation (tDCS) associated with regular exercise on rates fluctuation task force is extremely important. In the first experiment, volunteers were subjected to a protocol marked by a familiarization session to establish the parameters of VCM and eight sessions with intensity of 30% MVC in office. It was observed that two familiarization sessions are required so there is a fluctuation stabilizing force. In experiment II, subjects performed an isometric contraction before and after applying tDCS (cathode, anode and sham) applied to M1. ETCC anodic effectively contributed to reducing the fluctuation of force during isometric exercise in the elderly, while the cathodic caused the increased levels of strength fluctuation. It was concluded that there is a need to implement a familiarization protocol with at least two sessions to avoid possible misunderstandings of measurements in tests of fluctuacion force. Besides that tDCS interfered with the behavior of the oscillations of force, with cathodic promoting increased fluctuation strength and anodic contributed to greater stability, demonstrating the potential of this technique neuromodulation associated with exercise as rehabilitation tools

Introduction: The sport practiced by people with disabilities has been growing in recent years. Consequently, advances in assessment and training methods have emerged. However, the paralympic sport keeps in tow these advances, with few specific studies that consider disability as intervening factor. The transcranial direct current stimulation (tDCS) is a technique that has proven to be capable of modulating brain function. Studies show beneficial effects of tDCS on muscle strength, power and fatigue during exercise. Objective: Investigate de the effect of tDCS on movement control in para-powerlifters. Methods: Eight subjects underwent two sessions of motion capture, which previously applied the anodic tDCS or sham sessions in the cerebellum. Three movements were performed with increasing load between 90-95% of 1MR. The movements were recorded by an 10 infrared cameras system which reconstructed the 3D trajectory of markers placed on the bar. Results: There have been changes between the anodic and sham conditions over bar level (initial, final, maximum during the eccentric and concentric phase) and in the difference between the final and initial bar level. Moreover, there was difference in bar level (final and during the eccentric phase) comparing athletes amputees and les autres. Conclusion: The findings of this study suggest that tDCS applied prior to the exercise over the cerebellum in para-powerlifters acts differently according to disability

The use of sewage sludge as a raw material falls within the waste recycling key in the current process model environmental sustainability .Waste recycling has been consolidated as a sustainable environmentally sound technical solution, and. Despite showing very variable composition and characteristics, sewage sludge, can be considered as a residue with a high recycling potential in the building sector. In this paper the feasibility of using sewage sludge ash was studied in addition to Portland cement mortar in 1:3 mass considered the standard dash. This gray additions were studied in proportions of 5%, 10 %, 15 %, 20 %, 25% and 30% by mass of cement. The methodology was focused on the characterization of materials by physical, chemical , mechanical , environmental and morphological followed by the production of mortar tests ,and finalized by the characterization tests of mortar in the fresh state, through the consistency index, content of entrained air, bulk density and water retention, and in the hardened state by bulk density, water absorption by capillarity capillarity coefficient, compressive strength, tensile strength in bending ,tensile bond strength and microstructural analysis for percentages of 0 to 20%. After comparing with the standard mortar mortars with addition of ash, it is concluded that the ash of sewage sludge did not impair the integrity and properties of mortars with addition, including increasing resistance to compression and tension, being 20% more indicated percentage. Thus, it becomes feasible the addition of sewage sludge ash in Portland cement mortar for the trait studied

The fuel cell is an emerging cogeneration technology that has been applied successfully in Japan, the USA and some countries in the European Union. This system performs direct conversion of the chemical energy of the oxidation of hydrogen from fuel with atmospheric oxygen into direct current electricity and waste heat via an electrochemical process relying on the use of different electrolytes (phosphoric acid, molten carbonate and solid oxide, depending on operating temperature). This technology permits the recovery of waste heat, available from 200 degreesC up to 1000 degreesC depending on the electrolyte technology, which can be used in the production of steam, hot or cold water, or hot or cold air, depending on the associated recuperation equipment. In this paper, an energy, exergy and economic analysis of a fuel cell cogeneration system (FCCS) is presented. The FCCS is applied in a segment of the tertiary sector to show that it is a feasible alternative for rational decentralized energy production under Brazilian conditions. The technoeconomic analysis shows a global efficiency or fuel utilization efficiency of 86%. Analysis shows that the exergy losses in the fuel cell unit and the absorption refrigeration system are significant. Furthermore, the payback period estimated is about 3 and 5 years for investments in fuel cells of 1000 and 1500 US$/kW, respectively. (C) 2001 Elsevier B.V. Ltd. All rights reserved.

This work analyses the waveshapes of continuing currents and parameters of M-components in positive cloud-to-ground (CG) flashes through high-speed GPS synchronized videos. The dataset is composed of only long continuing currents (with duration longer than 40 ms) and was selected from more than 800 flashes recorded in Sao Jose dos Campos (45.864 degrees W, 23.215 degrees S) and Uruguaiana (29.806 degrees W, 57.005 degrees S) in Southeast and South of Brazil, respectively, during 2003 to 2007 summers. The videos are compared with data obtained by the Brazilian Lightning Location System (BrasilDAT) in order to determine the polarity of each flash and select only positive cases. There are only two studies of waveshapes of continuing currents in the literature. One is based on direct current measurements of triggered lightning, in which four different types of waveshapes were observed; and the other is based on measurements of luminosity variations in high-speed videos of CG negative lightning, in which besides the four types above mentioned two additional types were observed. The present work is an extension of the latter, using the same method but now applied to obtain the waveshapes of positive CG lightning. As far as the authors know, this is the first report on M-components in positive continuing currents. We also have used the luminosity-versus-time graphs to observe their occurrence and measure some parameters (duration, elapsed time and time between two successive M-components), whose statistics are presented and compared in detail to the data for negative flashes. We have plotted a histogram of the M-components elapsed time over the total duration of the continuing current for positive flashes, which presented an exponential decay (correlation coefficient: 0.83), similar to what has been observed for negative flashes. Harmonic analysis of excitation currents for different de saturation levels is performed.

A combinatorial mathematical model in tandem with a metaheuristic technique for solving transmission network expansion planning (TNEP) using an AC model associated with reactive power planning (RPP) is presented in this paper. AC-TNEP is handled through a prior DC model while additional lines as well as VAr-plants are used as reinforcements to cope with real network requirements. The solution of the reinforcement stage can be obtained by assuming all reactive demands are supplied locally to achieve a solution for AC-TNEP and by neglecting the local reactive sources, a reactive power planning (RPP) will be managed to find the minimum required reactive power sources. Binary GA as well as a real genetic algorithm (RCA) are employed as metaheuristic optimization techniques for solving this combinatorial TNEP as well as the RPP problem. High quality results related with lower investment costs through case studies on test systems show the usefulness of the proposal when working directly with the AC model in transmission network expansion planning, instead of relaxed models. The diversity of fish species from South America has been affected by various anthropogenic practices. Some studies have reported the influence that illegal transferring or introduction of exotic species have on the trophic webs of continental lakes. The loss of diversity on fish populations and consequent impacts on fishery are commonly evidenced in these cases. The Brazilian Northeast has ponds for which exotic Amazonian species were transferred as Extremoz Lake. These environments serve as study models for comparison and investigation about the possible impacts of these introductions. We tested the hypothesis that loss of species that this trend can be related with the insertion of the genus Cichla, commonly documented as top predator in its endemic environment. Possible structural causes that interfere in other processes such as migration were also investigated. Thus, the local ecological knowledge of fishermen and a current ecotrophic model were used. We took samples of phytoplankton, zooplankton and fishes during two annual cycles. Concurrently, we made interviews with the fishing community. In fact, there are relations between the loss of fish and the insertion of peacock bass in Extremoz Lake. However, Cichla kelberi was not indicated as primary factor to explain fish species decline. The construction of bridges located in the Rio Doce was main factor for respondents and what explains loss of species. The migration of saltwater fish and / or from the river to Extremoz Lake is hindered by the unsuitability of the crossing-streams that are under these structures. According to the ecotrophic model Hoplias malabaricus was considered key-species and Cichla kelberi top predator. This last trend was similarly noticed in the stomach and local ecological knowledge of fishermen analysis. Overfishing simulations to Cichla kelberi resulted that only raising its captures in 200%, other native species would increase their biomass values only 15 to 30% (in 6 years).The negative effects of the alien species introduction without prior studies and lack of investments in appropriating these constructions to the needs of the fish fauna structures seem to act simultaneously. Both are causing the decline of fish species richness and consequent local artisanal fishery collapse

A mathematical model and a methodology to solve the transmission network expansion planning problem with security constraints are presented. The methodology allows one to find an optimal and reliable transmission network expansion plan using a DC model to represent the electrical network. The security (n-1) criterion is used. The model presented is solved using a genetic algorithm designed to solve the reliable expansion planning in an efficient way. The results obtained for several known systems from literature show the excellent performance of the proposed methodology. A comparative analysis of the results obtained with the proposed methodology is also presented.

A constructive heuristic algorithm to solve the transmission system expansion planning problem is proposed with the aim of circumventing some critical problems of classical heuristic algorithms that employ relaxed mathematical models to calculate a sensitivity index that guides the circuit additions. The proposed heuristic algorithm is in a branch-and-bound algorithm structure, which can be used with any planning model, such as Transportation model, DC model, AC model or Hybrid models. Tests of the proposed algorithm are presented on real Brazilian systems.

The data of four networks that can be used in carrying out comparative studies with methods for transmission network expansion planning are given. These networks are of various types and different levels of complexity. The main mathematical formulations used in transmission expansion studies-transportation models, hybrid models, DC power flow models, and disjunctive models are also summarised and compared. The main algorithm families are reviewed-both analytical, combinatorial and heuristic approaches. Optimal solutions are not yet known for some of the four networks when more accurate models (e.g. The DC model) are used to represent the power flow equations-the state of the art with regard to this is also summarised. This should serve as a challenge to authors searching for new, more efficient methods.
