A ONU tem autoridade? Um exercício de contabilidade política (1945-2006)

Buscaremos analisar o estatuto da autoridade política da ONU, recorrendo a referenciais quantitativos e qualitativos, por meio da proposição de uma relação positiva entre a "autoridade onusiana" e um conjunto de variáveis. Após avaliação dos resultados, pretende-se gerar discussão a respeito dos limites institucionais e da natureza da autoridade da ONU na política internacional contemporânea, corroborando-se a hipótese de que o quantum de autoridade de que está investida a ONU é crescente no curso das últimas seis décadas.

Este artigo busca investigar como surgiu e se desenvolveu a hipótese de que o Brasil se tornasse um dos membros permanentes do Conselho de Segurança das Nações Unidas quando a organização foi criada em 1945. As motivações do presidente Roosevelt ao fazer essa proposta em 1944, durante a Conferência de Dumbarton Oaks, as resistências encontradas, assim como a posição que adotou o governo brasileiro na Conferência de São Francisco, são analisadas com base em fontes de arquivo e documentos do período em estudo.

These two crucial, interrelated elements are central in Francis Bacon’s biographical account of Henry VII. The literal road leading Richmond from exile to victory in Bosworth Field, in 1485, is eventually transformed into a metaphoric path that prefigures the long, deep process of learning undertaken during his 24-year reign. This fundamental process carried out by the king will be approached mainly through the passages focused on the Lambert Simnell/Perkin Warbeck affairs, the most difficult probelms the monarch had to face in a time and in a kingdom of many uncertainties. The Simnell/Warbeck menaces embodied Henry Tudor’s greatest dilemmas, continually emphasised in Bacon’s work – the essence of legitimacy and the essence of royalty.

Europa nach 1945 – zur situation nach dem zweiten weltkrieg

Bevor man „Europa― als politisches Konzept in zahlreichen theoretischen Texten erörterte, ist in der deutschen Literatur der Gedanke eines vereinten Europas schon seit dem 16. Jahrhundert thematisiert worden. Im folgenden Aufsatz sollen Texte der Essayisten Ernst Jünger, Frank Thiess, Werner Bergengruen und Klaus Mann (20. Jahrhundert), in denen ihr Standpunkt bezüglich des Europa-Gedanken, d.h. ein vereintes Europa zur Zeit nach dem Zweiten Weltkrieg zum Ausdruck gebracht wird. Dabei sind hauptsächlich Gemeinsamkeiten und Differenzen zwischen den Autoren unter geistigen und historischen Gesichtspunkten zu ziehen.

NiII, CuII and ZnII complexes with a sterically hindered scorpionate ligand (TpmsPh) and catalytic application in the diasteroselective nitroaldol (Henry) reaction

The Ni-II and Zn-II complexes [MCl(Tpms(Ph))] (Tpms(Ph) = SO3C(pz(Ph))(3), pz = pyrazolyl; M = Ni 2 or Zn 3) and the Cu-II complex [CuCl(Tpms(Ph))(H2O)] (4) have been prepared by treatment of the lithium salt of the sterically demanding and coordination flexible tris(3-phenyl-1-pyrazolyl)methanesulfonate (Tpms(Ph))(-) (1) with the respective metal chlorides. The (Tpms(Ph))(-) ligand shows the N-3 or N2O coordination modes in 2 and 3 or in 4, respectively. Upon reaction of 2 and 3 with Ag(CF3SO3) in acetonitrile the complexes [M(Tpms(Ph))-(MeCN)](CF3SO3) (M = Ni 5 or Zn 6, respectively) were formed. The compounds were obtained in good yields and characterized by analytic and spectral (IR, H-1 and C-13{H-1} NMR, ESI-MS) data, density functional theory (DFT) methods and {for 4 and [(Bu4N)-Bu-n](Tpms(Ph)) (7), the tatter obtained upon Li+ replacement by [(Bu4N)-Bu-n](+) in Li(Tpms(Ph))} by single crystal X-ray diffraction analysis. The Zn-II and Cu-II complexes (3 and 4, respectively) act as efficient catalyst precursors for the diastereoselective nitroaldol reaction of benzaldehydes and nitroethane to the corresponding beta-nitroalkanols (up to 99% yield, at room temperature) with diastereoselectivity towards the formation of the anti isomer, whereas the Ni-II complex 2 only shows a modest catalytic activity.
