This article sets out a theoretical framework for the study of organisational change within political alliances. To achieve this objective it uses as a starting point a series of premises, the most notable of which include the definition of organisational change as a discrete, complex and focussed phenomenon of changes in power within the party. In accordance with these premises, it analyses the synthetic model of organisational change proposed by Panebianco (1988). After examining its limitations, a number of amendments are proposed to adapt it to the way political alliances operate. The above has resulted in the design of four new models. In order to test its validity and explanatory power in a preliminary manner, the second part looks at the organisational change of the UDC within the CiU alliance between 1978 and 2001. The discussion and conclusions reached demonstrate the problems of determinism of the Panebianco model and suggest, tentatively, the importance of the power balance within the alliance as a key factor.

The objective of this study is the empirical identification of the monetary policy rules pursued in individual countries of EU before and after the launch of European Monetary Union. In particular, we have employed an estimation of the augmented version of the Taylor rule (TR) for 25 countries of the EU in two periods (1992-1998, 1999-2006). While uniequational estimation methods have been used to identify the policy rules of individual central banks, for the rule of the European Central Bank has been employed a dynamic panel setting. We have found that most central banks really followed some interest rate rule but its form was usually different from the original TR (proposing that domestic interest rate responds only to domestic inflation rate and output gap). Crucial features of policy rules in many countries have been the presence of interest rate smoothing as well as response to foreign interest rate. Any response to domestic macroeconomic variables have been missing in the rules of countries with inflexible exchange rate regimes and the rules consisted in mimicking of the foreign interest rates. While we have found response to long-term interest rates and exchange rate in rules of some countries, the importance of monetary growth and asset prices has been generally negligible. The Taylor principle (the response of interest rates to domestic inflation rate must be more than unity as a necessary condition for achieving the price stability) has been confirmed only in large economies and economies troubled with unsustainable inflation rates. Finally, the deviation of the actual interest rate from the rule-implied target rate can be interpreted as policy shocks (these deviation often coincided with actual turbulent periods).

This paper has three objectives. First, it aims at revealing the logic of interest rate setting pursued by monetary authorities of 12 new EU members. Using estimation of an augmented Taylor rule, we find that this setting was not always consistent with the official monetary policy. Second, we seek to shed light on the inflation process of these countries. To this end, we carry out an estimation of an open economy Philips curve (PC). Our main finding is that inflation rates were not only driven by backward persistency but also held a forward-looking component. Finally, we assess the viability of existing monetary arrangements for price stability. The analysis of the conditional inflation variance obtained from GARCH estimation of PC is used for this purpose. We conclude that inflation targeting is preferable to an exchange rate peg because it allowed decreasing the inflation rate and anchored its volatility.

El propósito principal de este trabajo es contribuir a mostrar la evolución de dos de las principales dimensiones del cambio en los partidos políticos: su legitimidad y su fuerza organizativa. Para ello se analiza el caso de los partidos catalanes (PSC, CDC, UDC, ERC, ICV, PP) en un periodo de tiempo relativamente corto (1995-2007), pero caracterizado por un intenso cambio político e institucional. Para mostrar mejor su evolución en términos comparados estas transformaciones se analizan en dos niveles distintos: a nivel de cada partido y a nivel de sistema de partidos. Los resultados sugieren una progresiva erosión del apoyo social de los partidos desde finales de los años noventa que no se ha traducido, por el momento, en una merma de su fuerza organizativa.

El objetivo de este artículo es desarrollar un marco analítico que permita examinar y, eventualmente, clasificar qué son y cómo han evolucionado las relaciones especiales entre Partidos de Ámbito Estatal (PAEs) y Partidos de Ámbito No Estatal (PANEs) que acuerdan un marco estable de cooperación no sólo en el ámbito electoral sino también organizativo. Este marco analítico, basado en los conceptos de integración vertical y de autonomía, se aplicará al caso español para analizar las relaciones del Partido Socialista Obrero Español (PSOE) con el Partit dels Socialistes de Catalunya (PSC); el Partido Popular (PP) con Unión del Pueblo Navarro (UPN); e Izquierda Unida (IU) con Iniciativa per Catalunya Verds (ICV).

Within only two decades olive oil developed from a niche product which could hardly be found in food stores outside the producing regions towards an integrated component in the diets of industrial countries. This paper discusses the impacts of the promotion of the “healthy Mediterranean diet” on land use and agro-ecosystems in the producing countries. It examines the dynamics of olive oil production, trade and consumption in the EU15 in the period 1972 to 2003 and the links between dietary patterns, trade and land use. It analyses the underlying socio-economic driving forces behind the increasing spatial disconnect between production and consumption of olive oil in the EU15 and in particular in Spain, the world largest producer during the last three decades. In the observed period olive oil consumption increased 16 fold in the non-producing EU15 countries. In the geographically limited producing regions like Spain, the 5 fold increase in export production was associated with the rapid industrialization of olive production, the conversion of vast Mediterranean landscapes to olive monocultures and a range of environmental pressures. High amounts of subsidies of the European Common Agricultural Policy and feedback loops within production and consumption systems were driving the transformation of the olive oil system. Our analysis indicates the process of change was not immediately driven by increases in demand for olive oil in non-producing countries, but rather by the institutional setting of the European Union and by concerted political interventions.

The aim of this paper is to verify, for the Spanish case, whether between 1977 and 2008 has increased the internal democracy of the major political parties (PSOE, AP / PP, PCE / IU, PNV and CDC). To do this, we will focus on their leadership selection processes, one of the key elements associated with intra-party democracy. The paper is going to introduce data on four different dimensions of leadership selection: the certification process, the voting procedure, the inclusiveness of the selectorate and, finally, the degree of competitiveness. The results will show that have been few changes in the leadership selection processes of the Spanish political parties since 1977. However, the results of the Spanish case will also be used to suggest some preliminary links between the four dimensions.

En réussissant à s’ancrer dans les Länder d’Allemagne occidentale, et en devenant de ce fait une formation politique “relevant” à l’échelle de l’ensemble de la République fédérale –et non de sa seule partie orientale–, le parti de la gauche antilibérale Die Linke (La Gauche) a mis fin au système quadripartite qui avait perduré outre-Rhin malgré la présence du Parti du socialisme démocratique au Bundestag depuis 1990. Interrogeant les succès électoraux de Die Linke, qui tiennent non seulement à des facteurs endogènes propres à l’Allemagne (plus grande sensibilité aux inégalités sociales depuis la réunification, désaffection touchant un SPD “désidéologisé” mis en difficulté par les réformes de l’Agenda 2010), mais aussi à des facteurs exogènes dont les effets se font sentir dans de nombreux autres pays européens (paupérisation des classes moyennes et inférieures, réaction anti-libérale à l’encontre des politiques de dérégulation prônées par l’Union Européenne, etc.), le présent article tente de cerner la menace électorale que ce nouvel acteur politique fait peser sur le SPD, ainsi que les réponses que ce dernier y apporte. Il montre également que la percée de Die Linke entraînera à court terme une redéfinition des jeux d’alliances partisanes affectant la constitution et la stabilité des exécutifs gouvernementaux aussi bien régionaux que fédéraux, et augmentant corollairement les risques de “cohabitation à l’allemande”.

Este trabajo se propone contribuir a la discusión conceptual entorno a los PANE para, elaborar una doble clasificación a partir del caso español, basada en los criterios de su presencia territorial y electoral. En conjunto, esta clasificación muestra la creciente relevancia que los PANE han jugado, desde sus inicios, en la gobernabilidad estatal y autonómica Española. Las precisiones conceptuales entorno a los PANE también han permitido mostrar un panorma de la gobernabilidad más complejo de los que hasta el momento tendían a subrayar los estudios electorales. En particular, se llama la atención sobre las peculiares características de la alianza entre PSOE y PSC, cuyas consecuencias tanto para la teoría sobre coaliciones como para la comprensión del funcionamiento del gobierno en España aún no han sido adecuadamente analizadas.

Whilst scholars have long recognised that processes of decentralisation create new regional arenas where distinct patterns of party competition are likely to emerge, there has been little systematic analysis of the dynamics of such competition. This working paper thus proposes a framework for analysing party competition between regional branches of state-wide parties, and autonomist parties, in regional arenas. Firstly, the different strategies political parties may adopt in response to their perceptions of voter preferences and to the strategies pursued by their competitors are identified. Secondly, different factors that impact on parties' strategic choices, and which may constrain a party's ability to select electorally optimal strategies in a given political context, are proposed.

In this study, we analyse the degree of polarisation-a concept fundamentally different from that of inequality-in the international distribution of CO2 emissions per capita in the European Union. It is analytically relevant to examine the degree of instability inherent to a distribution and, in the analysed case, the likelihood that the distribution and its evolution will increase or decrease the chances of reaching an agreement. Two approaches were used to measure polarisation: the endogenous approach, in which countries are grouped according to their similarity in terms of emissions, and the exogenous approach, in which countries are grouped geographically. Our findings indicate a clear decrease in polarisation since the mid-1990s, which can essentially be explained by the fact that the different groups of countries have converged (i.e. antagonism among the CO2 emitters has decreased) as the contribution of energy intensity to between-group differences has decreased. This lower degree of polarisation in CO2 distribution suggests a situation more conducive to the possibility of reaching EU-wide agreements on the mitigation of CO2 emissions.
