O ‘Projeto Democracia Digital’ investiga iniciativas governamentais e da sociedade civil de eDemocracia a partir das ações que se relacionam com a transparência pública, a participação digital e a disponibilização de dados abertos. Busca-se criar um ambiente de reflexão, interação, compartilhamento e debates sobre o fomento à participação popular, capaz de aprimorar o espaço político-democrático, auxiliando na compreensão do complexo modelo jurídico que organiza os canais de participação democrática e dos desafios da gestão pública brasileira ao implementá-los. O projeto tem duas vertentes. A equipe de pesquisadores da FGV Direito SP investiga o uso das Tecnologias de Informação e Comunicação (TICs) pela sociedade civil e a equipe de pesquisadores da FGV-EAESP foca o uso das TICs pelos governo municipais, estaduais e federal. Este relatório apresenta os resultados da equipe FGV-EAESP na etapa empírica, cujo objetivo é prospectar, analisar e mapear iniciativas governamentais de dados abertos, de transparência e de participação digital. Com isso, busca-se entender como os governos brasileiros estão se apropriando da tecnologia da informação na disponibilização de dados abertos e na execução de iniciativas de transparência e de participação digital, apontando os desafios enfrentados por governos e gestores públicos no país. A metodologia empregada consistiu em um conjunto de métodos quantitativos e qualitativos, e as fonte principais foram dados primários coletados a partir da observação de sites dos governos federal, estaduais e municipais. O procedimento de busca das iniciativas foi diferente para cada uma das três dimensões: Transparência, eParticipação e Dados Abertos, e será detalhado no relatório de cada tema. Ao todo foram visitados: 125 websites governamentais, 18 portais de dados abertos (ou de transparência que indicam a existência de arquivos em formato aberto) e 18 portais de iniciativas de eParticipação. A coleta de dados permitiu uma análise comparada entre as diferentes esferas de governo. A metodologia compreendeu também workshops com especialistas para validação dos instrumentos de pesquisa, antes do campo, e discussão dos resultados, após o campo. Encontrou-se um cenário de avanços em relação à prática dos anos recentes, porém com muitos desafios. Em suma, para transparência os resultados indicam que os dados disponibilizados são voltados principalmente para o atendimento das exigências legais e que há desigualdade entre a transparência dos governos observados. Para dados abertos, ainda é incipiente no Brasil a criação de portais de dados abertos e os dados financeiros são os mais disponibilizados. Já para eParticipação, percebeu-se que as iniciativas se preocupam mais em informar os governos sobre a vontade pública do que em permitir a tomada de decisões pelos participantes envolvidos. O relatório está dividido em três volumes: volume 1 - Panorama da transparência governamental no Brasil; volume 2 - Experiências governamentais brasileiras de eParticipação e volume 3 - Dados abertos nos municípios, estados e governo federal brasileiro. Este volume 2 apresenta o panorama das iniciativas governamentais de eParticipação.

O presente trabalho de investigação, que resulta de um estudo de caso realizado numa escola pública do 1º Ciclo na RAM, numa área suburbana do Funchal, pretende contribuir para uma análise/reflexão sobre a importância da influência do líder escolar no quotidiano específico do estabelecimento de ensino, bem como aferir da sua capacidade de influenciar e promover a participação dos pais num contexto escolar mais específico, isto é, numa sala do Pré-Escolar. Este trabalho procura questionar o sentido da influência da liderança na participação dos pais, encarando a escola e a família como actores educativos dotados de legitimidades distintas. Assim, torna-se pertinente questionar qual o sentido dessa influência quando se consagra a participação dos pais no contexto escolar. Simultaneamente, este trabalho assume-se como um olhar sobre uma realidade escolar e social, realizando uma reflexão em torno de uma experiência empírica conduzida no terreno e a sua correspondente análise. Os objectivos a atingir com o presente trabalho de investigação são: identificar a influência da liderança no envolvimento dos pais; identificar e analisar factores que favorecem ou não a participação dos pais no envolvimento escolar; definir algumas estratégias de intervenção no envolvimento dos pais na vida escolar. Deste modo, procuraremos ter em consideração, na interpretação dos dados: - verificar a opinião dos pais sobre o (s) modo (s) de participação dos mesmos nas organizações escolares; - aferir as diferenças significativas entre os pais, equipa disciplinar e líder escolar em relação à satisfação geral da participação dos encarregados de educação na organização escolar em estudo; - analisar o grau de satisfação dos encarregados de educação relativamente à facilidade de participação no contexto escolar dos seus educandos; - identificar os indicadores de maior satisfação dos pais em relação ao líder escolar; - verificar se existem diferenças significativas entre pais, equipa da sala e líder escolar, no que respeita aos motivos ou razões que justificam a participação activa ou passiva dos encarregados de educação na organização escolar; - apurar e comparar as opiniões sobre a participação de um grupo de pais na educação pré-escolar.A metodologia aplicada englobou inicialmente, pela sua natureza, algumas concepções fundamentais da literatura sobre a família e a escola e, simultaneamente, conceitos teóricos acerca do que significa líder e liderança (análise documental). Conscientes da importância deste cenário e tendo em conta os objectivos pretendidos, optámos pela elaboração e distribuição de questionários à equipa disciplinar (2), aos docentes das actividades de enriquecimento curricular (4), ao líder escolar (1) e aos encarregados de educação (23). Equacionando no total 3 questionários distintos, distribuídos pelo universo de 30 indivíduos, este instrumento revelou-se valioso, dado que a sua concepção contribuiu para o cruzamento da informação recebida. Registe-se que todos os questionários foram devolvidos. A avaliação dos dados sugere o grau de interacção dos pais e do líder escolar e a cumplicidade existente entre estes dois intervenientes em prol do sucesso educativo dos educandos, num ambiente que deverá ser harmonioso no seio da instituição, perspectivando igualmente a valorização de cada membro no meio escolar e no seio familiar. Sabemos que o sucesso de qualquer organização depende da equipa que a integra e como realça Katzenbach & Smith (1993), citado por Carapeto & Fonseca (2006), “pessoas com competências complementares que estão unidas por uma tarefa em comum, partilham dos mesmos objectivos…e são solidariamente responsáveis”. É sublime a importância da participação dos pais, reconhecendo-a como um direito e, sobretudo, como um dever na promoção do sucesso educativo dos seus educandos. Segundo a Lei de Bases do Sistema Educativo, é reconhecido aos pais o legítimo direito de participar nas escolas, no entanto, verifica-se que, por vezes, esta operacionalização tem sido centrada exclusivamente nos líderes e gestores escolares. Torna-se pertinente que haja uma reflexão sobre a temática da democracia e a cultura de participação dos pais nas instituições escolares, exigindo cada vez mais o desenvolvimento de novas práticas de intervenção, para que, efectivamente, este assunto possa ser posto em prática, de uma forma mais eficiente, num clima de cumplicidade e harmonia. A realização deste estudo resulta fundamentalmente da necessidade de identificar os vários modos de participação dos pais, apontando directrizes no sentido de identificar o grau de satisfação, de envolvimento e motivação dos pais no meio escolar e, sobretudo, a influência do líder escolar face à incrementação efectiva de um modelo consistente de participação. Denota-se que, embora haja tendências participativas positivas, há ainda muito por fazer. Deparamo-nos com um cenário que evidencia o consenso na necessidade de promover a participação entre a escola/família. A escola nunca poderá ignorar...terá de inovar!

This work aims to understand the phenomenon of corruption in the Brazilian public sphere and its implications for society. It has brought concepts of corruption, and has referred to its highest incidence in the public sphere in the three levels of government (despite its infiltration also in the privative sector) and has called attention to two subjects which intertwine public administration (as a means of ordering social life) and corruption (as a form of denial to the collective welfare). Through literature search whose analysis shows that the phenomenon contains the entire country history, from discovery to present day it was found to be common several dictatorial and democratic political regimes. Finally, it has emphasized the importance and necessity of citizen participation in process, as well as the organization of civil society and media, in addition to highlighting the relevance of autonomy and independence of Powers set for its effective confrontation and fighting

The State and Public Administration have gone through several reforms in search of a quick operation and the provision of services with quality. With the democratization of the country and the issue of the Constitution in 1988, further reform of the State and Public Administration, joined the government agenda in 1995 and included among its objectives, the principles of participation and social control. In view of this, it raises the Public Ombudsman in order to be a channel for the participation of users in the management of public affairs, social control, transparency of administrative actions, improving the quality of service and meeting the needs of the community. The aim of this study is to assess whether the Ombudsman of the State Department of Public Health to contribute to the period 2006-2008, for the improvement of specialized consulting services. The research is characterized as descriptive, qualitative approach. The collection technique used was the interview, conducted with 37 service users and two servants of the Ombudsman. The analysis was developed based on the perception of users and servers in the opinion of the Ombudsman. The most relevant results of the research showed that 41% of users search the Ombudsman because they believed that solve the problem presented. However, even with this level of public acceptance, the Ombudsman reached average index of resolvability of 53% in the period. In his role has not developed mechanisms for quality control of services, which is mentioned by 67% of users. It turned out the same fact in relation to popular participation, which is confirmed by 84% of users. For 24% of users, the problems raised were resolved, and of these, 56% believe that the Ombudsman has contributed to the positive outcome. As a result of the search results, it appears that the Ombudsman's SESPA / PA, is not fulfilling its role to ensuring the democratization of articipation in management, social control and has limited contribution to solving the problems of users and to improve the quality of services

This thesis aims to identify how civil servants perceive changes made inthe carrying out of their work after their taking part in the Course forTechnicians in Public Management of the Government of Rio Grande do NorteState. As for the methodological procedures, an exploratory-descriptivequantitative research has been carried out through structured questionnaires appliedto 118 civil servants from the first groups of the Course for Technicians, thusshowing a margin of error of 4.18% to 95% of confidence, according to theprocedures of finite sampling. The table processing and analysis rested uponthe Statistical Package for the Social Sciences SPSS and was carried outthrough univariate, bivariate and multivariate techniques with emphasis on thetechnique called Factor Analysis. It was possible to identify that the level ofsatisfaction of the students was high and there was a clear perception by themthat the course assisted to changes in their work. Through Factor Analysis itwas verified that the factors that may be related to changes in the work of thecivil servants are "Contribution to Society", "Efficiency andEfficacy in the Work Environment", "Applicability of Contents"and "Capacitating for Leadership". The conclusion of the studyindicates that the factors obtained are directly related to the basis of thenew public management by means of guidance toward efficiency and efficacy in aperspective of leadership, the contents of the course being thus made into newattitudes toward work which end up yielding better results for society

New technologies appear each moment and its use can result in countless benefits for that they directly use and for all the society as well. In this direction, the State also can use the technologies of the information and communication to improve the level of rendering of services to the citizens, to give more quality of life to the society and to optimize the public expense, centering it in the main necessities. For this, it has many research on politics of Electronic Government (e-Gov) and its main effect for the citizen and the society as a whole. This research studies the concept of Electronic Government and wishes to understand the process of implementation of Free Softwares in the agencies of the Direct Administration in the Rio Grande do Norte. Moreover, it deepens the analysis to identify if its implantation results in reduction of cost for the state treasury and intends to identify the Free Software participation in the Administration and the bases of the politics of Electronic Government in this State. Through qualitative interviews with technologies coordinators and managers in 3 State Secretaries it could be raised the ways that come being trod for the Government in order to endow the State with technological capacity. It was perceived that the Rio Grande do Norte still is an immature State in relation to practical of electronic government (e-Gov) and with Free Softwares, where few agencies have factual and viable initiatives in this area. It still lacks of a strategical definition of the paper of Technology and more investments in infrastructure of staff and equipment. One also observed advances as the creation of the normative agency, the CETIC (State Advice of Technology of the Information and Communication), the Managing Plan of Technology that provide a necessary diagnosis with the situation how much Technology in the State and considered diverse goals for the area, the accomplishment of a course of after-graduation for managers of Technology and the training in BrOffice (OppenOffice) for 1120 public servers

The present dissertation analyzes the performance and acting of the Rio Grande do Norte Public Ministery, in the strategic perspective, while responsible Institution for the defense of the collective rights. The comprehension of this theme inserts in a context of modernization of the public administration, in which is inserted, as well as their functional and structural changes, in a reality of innovations there is passing the organizations, looking to rescue the legitimacy of the government organizations, aligning them to the democratic values of the society. It detaches the strategic administration and the public administration and it exposes the strategic performance about the central point of the study, focusing in the development of the organization in the last four years, and other relative subjects to the acting. It is a unic case study, framed in the characteristics of the qualitative approaches - descriptive and exploratory. The analysis showed, through the method of content analysis, by the criterion of thematic categorization, that MP / RN come developing in an intense way,and it detaches that the changes already happened reflect a good strategic acting of the Institution, especially in the structural and functional areas, showing the strategic conscience of this, although that is not still enough to consider it as a strategic organization, and it concludes that there is still a lot for doing, and that the occurrence of an administration typically strategic in the extent of MP/RN is possible, with the conscience and participation of all, members and servants

This dissertation work studies the Board of Director , created in 1995, in the public schools of the Rio Grande do Norte. It aims to analyze if the creation of this collegiate at Berilo Wanderley State School contributes to accomplish the participation of school segments, democratizing the decision-making in the interior of the institution. This research configures itself as a study of case with information collected together to the representatives of Board through of semi-structuralized interviews. Also they had been essential in the investigation , the informal talks and the registered direct comments in a field diary. For the data analysis we contemplate the following dimensions of the object: the institutionalization process of the Board at Berilo Wanderley State School; the insertion form of the representatives in the collegiate one; the participation of the members in the Board decisions ; the Board s role in the school management and the Board as democratization space. Based in the theoretical and empirical information that we made use, we look for to identify the limits and possibilities of the Board performance in a state public school. The research results indicate that the institutionalization of the Board of Director at the Berilo Wanderley State School presents limits to materialize an effective participation of school community in the essential decisions to the functioning of the school. Also it was possible to underline the fragility of an understanding on the part of school community, the potentialities that the Board in the process of democratization of the school has, translated in the discrepancy between the saying and making of the council members. It can be highlighted that the Board in the school only exists to correspond to a educational policy guideline, with a little significant role , without corresponding to the democratizing possibilities of the collegiate participation. In spite of all the evidenced debilities in the Board of Director experience of the Wanderley Berilo State School , it is worth clarifying that the actor participation, for more limited than either, it represents new something in the setting of the school. In this direction we detach the importance to invest in the improvement of the Board s role, because it can form itself in an educative space for the building of democratic practices in the scope of the school

The present research to explorer the configurations that come being given to the autonomy of the school, since the decade of 1990. We investigate the implementation of the principle of the autonomy in the public system of education of the State of Pernambuco and, specifically, in four school units and this schools its in the quarters of Stubborn Brasilia Teimosa and Casa Amarela, both located in Recife. We try to know if the implementation of the autonomy of the school is circumscribed in the process of productive reorganization, it was evidenced that the inclusion of this principle in the educational politics - in the scopes national and state - obeyed the dynamics of retraction that, in the neoliberal context, the performance of the State in relation to the public education and the school characterizes, with consequence impact in the investigated schools. From the empirical inquiry it was identified to the occurrence of a movement realized for the social actors of the schools research in direction to the construction of the pertaining to school autonomy; this movement presenting some limits and fragilities. It was evidenced despite this movement varied of intensity in the measure where the social actors of the schools had developed levels of dinamics processes (in greater or minor degree) related with the diverse expressions of democratic management that can occur into the school, such as: elaboration of the Politician-Pedagogical Project, institution and functioning of the Pertaining to school Advice, etc. The set of the carried through analyses made possible that it concluded that, in the context neoliberal and delimited to the investigated time and space, the implementation of the autonomy of the school comes if giving in way to a complex movement of construction

To investigate the relationship that exists among the educational participation of the school board and the teacher's professional development, starting from the analysis teachers of a public institution who teaches daily in the city of Natal. We focused the possible relationships between the teacher's action and their professional development, which includes the participation of the School board, considered by us as a collective space. To accomplish this research we used Interviews (KAUFMANN, 1996; SILVA, 2002) to analyze the nine participants, who are teachers' of the school board, and their oral speeches, considered as main references of our study. While trying to understand the reasons that led the teachers to choose her/his educational profession, we noticed the difficulty of recognition of the job of lecturing as a profession. This fact comes as an obstacle to the perspective of the teachers' professional development. In what he/she refers to the forms of the teachers' participation in the board and their meanings, we noticed in first place that the feeling of it belongs one of the decisive factors it can be considered actively for the teacher to announce of the actions colegiadas. This for them to want and they believe that that is the best road for if they develop better while professionals and consequently to improve the situation of the school. In second place we noticed that the school board represents, a place of articulation of the equality among all the ones that form the school community. So, we tried to understand how they happened to the collective actions in the school, how the teachers presented them in spite of what they know, how a collective action should be presented in the elements of fragility of that process that inhibit the development of the overall action. Finally, we questioned the elements that would contribute to the educational professional development; we noticed that the teachers present the competence, the ethics and professional valorization, as factors that contributed at the present time to their educational professional development

The question of participation has been debated in Brazil since the 1980 decade in search a better way to take care of poulation s demand. More specificaly after the democratic open (1985) begins to be thought ways to make population participates of decisions related to alocation of public resources. The characteristic of participates actualy doesn t exist, population to be carried through is, at top, consulted, and the fact population participates stays restrict to some technics interests at the projects, mainly of public politics of local development. Observe that this implementation happens through a process and that has its limits (pass) that could be surpassed through strategies made to that. This dissertation shows results of a research about participative practices in city of Serrinha between 1997 and 2004, showing through a study of the case of Serrinha what was the process used to carry through these pratices in a moment and local considered model of this application. The analyses were developed through a model of research elaborated by the author based on large literature respects the ideal process to implant a participative public politics. The present research had a qualitative boarding, being explorative and descritive nature. The researcher (author of this dissertation) carried through all the research phases, including the transcriptions of interviews that were recorded with a digital voice recorder. Before the analysis of these data was verified that despite the public manager (former-mayor) had had a real interest in implant a process of local development in city, he was not able to forsee the correct process to do it. Two high faults were made. The first was the intention to have as tool a development plan, what locked up to make this plan was the booster of supossed participative pratice and no the ideal model that would be a plan generate by popular initiative. The second one was absence of a critical education project for the population that should be the fisrt step to carry through a politc like that

This work discuss about the transformation of public space, based on the recent challenges imposed by communication practices that are renewed and recopying of the sociocultural contexts of everyday life. The study presents theoretical and empirical reports of regional political blogs. In this issue, it looks for understand the political participation in the Internet space, examining the reconfigurations that accompany social relations and new forms of interaction that are merged in the media scene. The ambience of the study limits comments of readers in two political blogs in Rio Grande do Norte, Território Livre, and Thaisa Galvão. The observation concerns about the democratic participation of citizens in matters of collective interest, during the 2010 election. The analysis update the debate on democratic discussion and conversation everyday, trying to grasp changes in social practices in virtual platforms. From this perspective, the work restores some conceptual notions that involve the public places, identifying the changes that appear in the virtual and traditional spheres, with the emergence of new places of conversations, from the Internet usage. Are also compared to similarities and differences between the two elements of the analysis. It is possible, therefore, the communication process of the two discursive spaces with ideas from the public sphere, trying to analyze the duality between public, private, and political participation in these virtual places
