The primary purpose of this brief is to provide various statistical and institutional details on the development and current status of the public agricultural research system in Cape Verde. This information has been collected and presented in a systematic way in order to inform and thereby improve research policy formulation with regard to the Cape Verdean NARS. Most importantly, these data are assembled and reported in a way that makes them directly comparable with the data presented in the other country briefs in this series. And because institutions take time to develop and there are often considerable lags in the agricultural research process, it is necessary for many analytical and policy purposes to have access to longer-run series of data. NARSs vary markedly in their institutional structure and these institutional aspects can have a substantial and direct effect on their research performance. To provide a basis for analysis and cross-country, over-time comparisons, the various research agencies in a country have been grouped into five general categories; government, semi-public, private, academic, and supranational. A description of these categories is provided in table 1.

The Iowa Human Resource Recruitment Consortium (HRRC) is a public-private partnership implementing a comprehensive marketing program to identify and develop a pool of skilled workers and attract them to Iowa businesses. Created in 1998, the Consortium today includes businesses, communities, educational institutions and professional associations, plus the Iowa Department of Economic Development and Iowa Workforce Development. The Consortium’s marketing efforts are targeted at professional and skilled workers as well as new graduates.

This article investigates the allocation of demand risk within an incomplete contract framework. We consider an incomplete contractual relationship between a public authority and a private provider (i.e. a public-private partnership), in which the latter invests in non-verifiable cost-reducing efforts and the former invests in non-verifiable adaptation efforts to respond to changing consumer demand over time. We show that the party that bears the demand risk has fewer hold-up opportunities and that this leads the other contracting party to make more effort. Thus, in our model, bearing less risk can lead to more effort, which we describe as a new example of âeuro~counter-incentivesâeuro?. We further show that when the benefits of adaptation are important, it is socially preferable to design a contract in which the demand risk remains with the private provider, whereas when the benefits of cost-reducing efforts are important, it is socially preferable to place the demand risk on the public authority. We then apply these results to explain two well-known case studies.

As part of the nonpartisan Legislative Services Agency (LSA), the Legislature’s legal, fiscal, and computer services agency, the LIO has access to the most current information on the actions and procedures of the Iowa Legislature. The LIO responds to inquiries from the general public, private and public agencies, and business interests with nonpartisan information about the Iowa General Assembly. This thesis examines the interplay between state regulation and the way organisations define performance. Performance is generally understood to be a multidimensional concept, but the extent to which its different facets are shaped by regulation remains an understudied question. This thesis aims to address this question and provide at least a partial answer to it. To do so, it examines whether the level of regulation amplifies or abates the multidimensionality of regulated entities' performance definition, i.e. the way they define the concept of performance. The leading question is whether an organisation's performance definition can be associated with the regulatory intensity its environment confronts it with. Moreover, the study explores whether the type of ownership-public or private-plays a role in regard to how a regulated entity defines performance. In order to undertake this investigation, the thesis focuses on the performance definitions of organisations in six different sport betting and lottery regulations. Qualitative data is gathered from primary and secondary documents as well as through semi-structured interviews with chief executive officers (CEO), members of executive management and gambling experts in each of these countries. The thesis concludes that the performance definitions of the organisations under study are indeed multidimensional, as well as clearly influenced by their respective regulatory environments. However, not all performance dimensions identified in the literature are present, nor can they all be estimated to be part of the performance definition. In addition, the public-private difference in defining performance-as conceptualised in the literature- seems to be abated in a regulated environment. The central role played by regulation in regard to the multidimensionality of the performance definition partially outweighs the effect of the nature of ownership.

Tässä tutkimuksessa tarkastellaan, mitä sidosryhmät odottivat voittoa tavoittelemattomalta case-yritykseltä Lappeenranta Innovation Oy:ltä sen perustamisen yhteydessä ja reilun vuoden toiminnan jälkeen. Tutkimuksessa selvitetään myös niitä kehittämisehdotuksia, joita sidosryhmillä on yritykselle. Tutkimus on laadullinen tapaustutkimus jasen aineisto koostuu dokumenteista, mediateksteistä ja haastatteluista. Menetelminä on käytetty teemoittelua ja diskurssianalyysiä. Tutkimuksen tuloksena löytyi kuusi alkuvaiheen odotuskokonaisuutta: 1) yrittäjien auttaminen; 2) tutkimuksen ja liiketoiminnan yhdistäminen; 3) rahoituksen hakeminen; 4) public-private -yhteistyön kehittäminen; 5) Venäjä-yhteistyön kehittäminen ja6) verkostojen luominen. Reilun vuoden toiminnan jälkeen odotukset ovat muuttuneet jonkin verran: public-private-yhteistyön odotuksen merkitys on kasvanut ja uutena odotuksena on tullut IP-oikeuksien suojaaminen. Kehittämisehdotuksia tutkimuksessa löytyi 10 eri toiminta-alueelta: yritys-kehitys; rahoitus; Venäjä-yhteistyö; verkostot; maakunnallisuus; toiminnan laajuus; yhteistyö sidosryhmien kanssa; tiedottaminen, asioista kertominen, selkeys; fokusointi ja priorisointi; sisäisen toiminnan kehittäminen ja hallituksen rakenne.

La diffusion internationale des paiements pour services environnementaux (PSE) a été interprétée en 2010 par le gouvernement bolivien d'Evo Morales comme une réponse strictement néolibérale à la nécessité d'assurer une gestion durable des ressources naturelles. Supposée amener à terme à l'éviction de toute régulation autre que marchande - qu'elle s'applique à la nature ou aux rapports entre personnes -, la mise en place de PSE n'a pas été encouragée par les autorités nationales boliviennes. Des projets de PSE ont toutefois été lancés, dont les Acuerdos Reciprocos por el Agua (ARA), issus d'un partenariat public-privé dans le département de Santa Cruz. En analysant leur conception et leur fonctionnement au prisme du référentiel polanyien, nous montrons que, contrairement aux craintes gouvernementales, ces PSE ne font pas abstraction des logiques organisationnelles réciprocitaires et redistributives, ajustant au contexte local un objet global. The international dissemination of payments for ecosystem services (PES) has been interpreted in 2010 by the Bolivian government of Evo Morales as a strictly neo-liberal response to the need to ensure a sustainable management of natural resources. Supposed to contribute to the crowding-out of any other regulation than market - applied to the nature or the relationship between people - the implementation of PES was not encouraged by the Bolivian national authorities. However some PES projects stemming from a public-private partnership have been initiated at local level, as the Acuerdos Reciprocos por el Agua (ARA), in the department of Santa Cruz. Analysing their design and operating through the Polanyian framework, we show that, contrary to the government fears, these PES do not ignore the reciprocal and redistributive organisational logics, adjusting a global object to the local context.

Diplomityön tavoitteena oli tutkia yksityisrahoitusmallin soveltuvuutta julkisen sektorin palvelutuotantoon sekä kuvata yksityisrahoitteisen aluerakentamishankkeen sisältö ja liiketoimintaprosessin eteneminen hankkeen ideasta konsessiosopimuksen päättymiseen asti.Huoltosuhteen muuttumisen lisäksi muuttoliike kasvukeskuksiin lisää julkisen sektorin paineita tuottaa skandinaavisen hyvinvointiyhteiskuntamme vaatimusten mukaisia palveluita. Julkinen sektori onkin ajautunut tilanteeseen, jossa vaihtoehtoina ovat sen tuottamien palveluiden supistaminen ja maksullistaminen tai tuotantomuotojen kehittäminen.Työssä esitetty yksityisrahoitteinen aluerakentamismalli mahdollistaa laadukkaiden julkisten palveluiden tuottamisen oikea-aikaisesti ja kustannustehokkaasti. Tässä uudessa aluerakentamisen mallissa yksityinen sektori rahoittaisi, rakentaisi sekä operoisi ja ylläpitäisi määräajan perinteisesti kunnalle kuuluneita infrastruktuuri- ja palveluhankkeita.Tutkimuksen keskeinen tulos on yksityisrahoitteisen aluerakentamisen liiketoimintaprosessikaavio. Liiketoimintaprosessin kuvaus edesauttaa monimutkaisen prosessin ymmärtämistä ja mahdollistaa yksityisrahoitteisen aluerakentamismallin edelleen kehittämisen sekä sen markkinoinnin julkiselle ja yksityiselle sektorille. Liiketoimintaprosessikaaviossa kuvataan prosessin osapuolet ja prosessin eteneminen julkisen ja yksityisen sektorin tarpeesta ja YIT:n liikeideasta aina alueen rakentamiseen, operointiin, ylläpitoon ja palvelutuotannon siirtoon julkiselle ja yksityiselle sektorille

Diplomityössä on tarkasteltu moottoritien rakentajan ja kunnossapitäjän ympäristöriskejä ja -vastuita moottoritien elinkaarihankkeessa. Työssä esitellään malli ympäristöriskien analysoimiseksi. Mallin avulla tuotetun tiedon pohjalta yrityksessä on mahdollista päättää ympäristöriskien hallintastrategiasta. Työssä on tutustuttu keskeiseen ympäristölainsäädäntöön ja sen yrityksen ympäristövastuulle asettamiin vaatimuksiin. Imagotekijöitä on käsitelty osana ympäristövastuuseen liittyvää yrityskohtaista päätöksentekoa. Hankekohtainen ympäristöriskien tunnistaminen ja arviointi on tehty E18 Muurla – Lohja moottoritiehankkeen tarjouslaskentavaiheessa. Tarjousvaiheessa tehty riskianalyysi palvelee päätöksentekoa yrityksessä valittaessa ympäristöriskien hallintastrategiaa. Analyysillä tuotetun tiedon avulla voidaan ohjata suunnittelua, tarjouksen hinnoittelua ja tarjouksen liitteeksi tuotettavan ympäristömateriaalin sisältöä. Tien rakentamisen ja kunnossapidon aikana materiaalia voidaan edelleen hyödyntää ympäristöasioiden hallinnassa.

The unusual mixed public-private structure of the urban bus market in the metropolitan area of Barcelona provides an interesting context in which to analyze the management challenges and opportunities of the partial privatization of public services. Initiatives used by the public regulator to promote competition for contracts, such as short term concessions to private contractors and the removal of entry barriers, have considerable potential for improving efficiency and quality. The growth in the share of routes managed by private firms in recent years shows that privatization is a credible threat that may well stimulate improved performance among public managers. The type of reform implemented in Barcelona is of interest to all metropolitan areas large enough to operate under constant returns to scale regimes, and suitable for potential concessions of routes in segregated areas inside the metropolitan area, so as not to miss out on the benefits of economies of density.

The empirical literature about factors explaining local government delivery choices has traditionally focused the attention on the public or private production dilemma. However, hybrid organizational forms such as mixed public-private firms are increasingly used in several European countries. This paper makes use of survey data from Spanish municipalities to examine motivations of local governments for engaging in hybrid organizational forms. Data refer to two very relevant local services: water distribution and solid waste collection. The empirical analysis indicates that the use of mixed firms emerge as a type of pragmatically based ‘third way’ between pure public and pure private production. Indeed, local governments make use of mixed firms when cost considerations (scale economies, transaction costs and soon), financial constraints and private interests exert contradictory pressures. On the contrary, political and ideological factors do not play any significant role on the local government decision of engaging or not in joint ventures with private partners.

In an article recently published in Química Nova, entitled "Chemistry Without Borders" ("Química Sem Fronteiras") [Pinto, A. C.; Zucco, C.; Galembeck, F.; Andrade, J. B.; Vieira, P. C. Quim. Nova 2012, 35, 2092], the authors highlighted the important aspects of science and technology with special emphasis on the field of Chemistry and its contributions toward a more prosperous Brazil of future. As a second step in that direction, this article extends the discussion of a key issue for the country in the framework of the chemistry community through the so called position papers in strategic areas. This document is a part of the contribution of the Brazilian Chemical Society to the World Science Forum to be held in Rio de Janeiro in November 2013. In this context, the present paper provides a brief discussion on neglected tropical diseases (NTDs) with emphasis on the current challenges and opportunities towards the development and evolution of the field. NTDs leads to illness, long-term disability or death, and has severe social, economic and psychological consequences for millions of men, women, and children worldwide. In most cases, the available treatments are inadequate and extremely limited in terms of efficacy and safety, leading to an urgent demand for new drugs. In addition to the traditional challenges involved in any drug discovery process, it is widely recognized that there is an innovation gap and a lack of investment for research and development (R&D) in the area of NTDs. In the last few decades, methods toward combating, eradication, prevention, and treatment of NTDs have been repeatedly emphasized in the major international agendas. Developments in these strategies and alliances have continued to have an essential impact, particularly in the area of drug discovery, both in Brazil and globally and should be encouraged and supported. Several examples of international activities dedicated to the reduction of the devastating global impact of NTDs can be provided. Despite the beneficial developments in the past 30 years, NTDs continue to devastate poor communities in remote and vulnerable areas, in large part, due to market failures and public policies. Recent studies have shown that among 756 new drugs approved between 2000 and 2011, only four new chemical entities (NCEs) were identified for the treatment of malaria, while none were developed against NTDs or tuberculosis. Furthermore, only 1.4% of approximately 150,000 clinical trials were registered for neglected diseases, with a smaller number of trials for NCEs. Establishment and strengthening of global strategies involving the triad "government-academia-industry" is fundamental to the success in R&D of new drugs for NTDs. National and international public-private initiatives that aim to create, encourage, and invest in R&D projects have been implemented and therefore are of utmost importance to successfully integrate Brazil into this new paradigm. It is essential to lay the foundation for mechanisms that will intensify investments in infrastructure, training, and qualification of personnel with an ultimate strategic vision that foresees continuity. Our research group has made significant contributions to the development of this field with the goal of forging new frontiers while tackling both current and future challenges that include indispensable elements such as innovation and integration.

Terveydenhuollon toimiala on voimakkaiden muutospaineiden edessä. Huoltosuhteen heikkeneminen asettaa julkiselle terveydenhuollolle suuria haasteita. Uudenlaisten palveluratkaisujen ja teknologian avulla voidaan tuottavuutta sekä tehokkuutta nostaa. Työssä selvitetään julkinen - yksityinen kumppanuuden merkitystä asiakasarvon muodostumiseen terveydenhuollon toimialalla. Työssä on kahden case-esimerkin sekä kirjallisuuslähteiden avulla tutkittu asiakasarvon syntyyn vaikuttavia tekijöitä. Teoreettisina viitekehyksinä on käytetty resurssipohjaista näkemystä. Case-esimerkkeinä käytettiin MedOne Oy:n ja Lahden kaupungin välistä ulkoistussopimusta sekä Effica-potilastietojärjestelmän käyttöönottoa. Kummassakin tapauksessa voidaan katsoa asiakasarvoa syntyneen, muttei täysin ongelmitta.
