Yksityisrahoitteinen aluerakentaminen

Diplomityön tavoitteena oli tutkia yksityisrahoitusmallin soveltuvuutta julkisen sektorin palvelutuotantoon sekä kuvata yksityisrahoitteisen aluerakentamishankkeen sisältö ja liiketoimintaprosessin eteneminen hankkeen ideasta konsessiosopimuksen päättymiseen asti.Huoltosuhteen muuttumisen lisäksi muuttoliike kasvukeskuksiin lisää julkisen sektorin paineita tuottaa skandinaavisen hyvinvointiyhteiskuntamme vaatimusten mukaisia palveluita. Julkinen sektori onkin ajautunut tilanteeseen, jossa vaihtoehtoina ovat sen tuottamien palveluiden supistaminen ja maksullistaminen tai tuotantomuotojen kehittäminen.Työssä esitetty yksityisrahoitteinen aluerakentamismalli mahdollistaa laadukkaiden julkisten palveluiden tuottamisen oikea-aikaisesti ja kustannustehokkaasti. Tässä uudessa aluerakentamisen mallissa yksityinen sektori rahoittaisi, rakentaisi sekä operoisi ja ylläpitäisi määräajan perinteisesti kunnalle kuuluneita infrastruktuuri- ja palveluhankkeita.Tutkimuksen keskeinen tulos on yksityisrahoitteisen aluerakentamisen liiketoimintaprosessikaavio. Liiketoimintaprosessin kuvaus edesauttaa monimutkaisen prosessin ymmärtämistä ja mahdollistaa yksityisrahoitteisen aluerakentamismallin edelleen kehittämisen sekä sen markkinoinnin julkiselle ja yksityiselle sektorille. Liiketoimintaprosessikaaviossa kuvataan prosessin osapuolet ja prosessin eteneminen julkisen ja yksityisen sektorin tarpeesta ja YIT:n liikeideasta aina alueen rakentamiseen, operointiin, ylläpitoon ja palvelutuotannon siirtoon julkiselle ja yksityiselle sektorille

The aim of this thesis is to study how private financing system applies to productionof public services and to describe the content of a privately financed regional building project and the progress of a business activity process from the initial project idea upto the end of concession period.In addition to the changes in dependency ratio, the migration of people to developing regions increases pressure on the public sector to produce services that satisfy the demands of the Scandinavian affluent society. Hence, the public sector has beendriven to a situation in which the alternatives are either to decrease the services and to charge them, or to develop production varieties.The privately financed regional building system that has been described in the thesis, makes it possible to produce services of high quality in time and with reasonable expenses. In this new regional building system the private sector would finance, build, and operate for a given time such infrastructure and service projects, which traditionally belonged to the public sector.The central outcome of the thesis is a business activity process scheme of a privately financed regional building project. Description of a business activity process makes it more easy to understand a complex process and enables further development of a privately financed regional building system. What is more, it facilitates the marketing of the system both to the public and private sectors. The business activity process scheme describes the participants of the process and its progress from the needs in the public and private sector and YIT's business idea up to the building of the area, it's operation and maintenance, and the transfer of the services production to the public andprivate sectors.
