O trabalho parte da hipótese de que os movimentos sociais potencializam sua capacidade de pautar agendas e normatizar suas demandas quando conseguem convergir para uma agenda única. Busca-se exemplificar essa tese por meio de uma análise do Movimento Sanitário e a subsequente Reforma Sanitária. A partir da atuação deste movimento foi possível incluir uma nova forma de entender a saúde na Constituição de 1988 e sua regulamentação via Lei Orgânica da Saúde LOS , responsável pela criação do Sistema Único de Saúde SUS. O objetivo norteador do trabalho é a compreensão do motivo pelo qual algumas políticas públicas de saúde foram implementadas com sucesso enquanto outras permaneceram no papel. Argumenta-se que o fato de muitas das premissas instituídas na Lei Orgânica ainda não terem sido efetivadas tem relação, entre outros fatores, com a crescente fragmentação e institucionalização dos movimentos pela saúde, ocorrida ao longo da década de 1990. Hoje o que se observa é uma grande heterogeneidade dos atores ligados ao setor, com os novos movimentos sociais pela saúde apresentando-se de forma cada vez mais difusa. No ano em que o Sistema Único completa 25 anos, é necessário repensar suas estratégias, falhas e sucessos. Destarte, o trabalho leva à reflexão de que ao se buscar a efetivação do SUS legal é premente que doravante se retomem os princípios fundantes da Reforma Sanitária.

É urgente a necessidade da maior inclusão social dos estudantes que articulam a rotina de trabalho diurno e a educação formal noturna, objetivando melhorar as condições de vida através de aumentar oportunidades no mercado de trabalho. Por ser tema de extrema relevância social, a presente pesquisa busca compreender os desafios de alunos matriculados em cursos de Ensino Superior noturno no Instituto Multidisciplinar da Universidade Federal Rural do Rio de Janeiro, destacando o processo de democratização do acesso e a permanência de jovens de camadas populares em quatro cursos de graduação. Descrevemos políticas públicas de acesso e de permanência dos estudantes nos cursos superiores noturnos de Pedagogia, História, Matemática e Administração, tendo em vista contribuir com a discussão da real efetividade destes cursos para a democratização da educação superior. O procedimento metodológico é a investigação qualitativa em estudo de caso. Nesta pesquisa, foram contatadas pessoas chave da universidade, aplicados 361 questionários e entrevistados 39 alunos de quatro cursos escolhidos. Os resultados relacionados aos fatores sociais que impõem o caráter compulsório do trabalho ao estudante universitário confirmaram que o jovem, dos cursos noturnos estudados deste Instituto Multidisciplinar, em geral, tem dificuldades de gerenciar sua vida para contemplar as diversas demandas, isto é, as sociais, familiares, educacionais e laborais. O jovem estudado costuma ter um perfil de vulnerabilidade socioeconômica. Os resultados também mostram em alguns discursos dos entrevistados alguns desafios de conciliar o curso noturno com a vida de trabalho. Assim, os resultados também revelam a necessidade de que mais recursos sejam destinados a programas com alunos com o perfil de vulnerabilidade socioeconômica. Apesar do perfil heterogêneo dos alunos desta pesquisa, os resultados apontam também que muitos aproveitam a oportunidade de continuidade de escolarização conciliando o trabalho diurno com a educação noturna. A opção destes por cursos de licenciaturas, como os de Matemática, História e Pedagogia, é atrativa pela maior facilidade de acesso devido a serem carreiras menos disputadas no ingresso à universidade pública. Embora a profissão docente em nossa sociedade não ofereça elevado prestígio social, ter a formação e o diploma de Ensino Superior ainda é para muitos jovens, uma possível trajetória que pode levar a mobilidade social. Assim, as políticas públicas precisam melhor atender os jovens deste segmento populacional que deseja estudar e trabalhar com educação.

The tectogene, or crustal downbuckle, was proposed in the early 1930s by F.A. Vening Meinesz to explain the unexpected belts of negative gravity anomalies in island arcs. He attributed the isostatic imbalance to a deep sialic root resulting from the action of subcrustal convection currents. Vening Meinesz's model was initially corroborated experimentally by P.H. Kuenen, but additional experiments by D.T. Griggs and geological analysis by H.H. Hess in the late 1930s led to substantial revision in detail. As modified, the tectogene provided a plausible model for the evolution of island arcs into alpine mountain belts for another two decades. Additional revisions became necessary in the early 1950s to accommodate the unexpected absence of sialic crust in the Caribbean and the marginal seas of the western Pacific. By 1960 the cherished analogy between island arcs and alpine mountain belts had collapsed under the weight of the detailed field investigations by Hess and his students in the Caribbean region. Hess then incorporated a highly modified form of the tectogene into his sea-floor spreading hypothesis. Ironically, this final incarnation of the concept preserved some of the weaker aspects of the 1930s original, such as the ad hoc explanation for the regular geometry of island arcs.

Two large hydrologic issues face the Kings Basin, severe and chronic overdraft of about 0.16M ac-ft annually, and flood risks along the Kings River and the downstream San Joaquin River. Since 1983, these floods have caused over $1B in damage in today’s dollars. Capturing flood flows of sufficient volume could help address these two pressing issues which are relevant to many regions of the Central Valley and will only be exacerbated with climate change. However, the Kings River has high variability associated with flow magnitudes which suggests that standard engineering approaches and acquisition of sufficient acreage through purchase and easements to capture and recharge flood waters would not be cost effective. An alternative approach investigated in this study, termed On-Farm Flood Flow Capture, involved leveraging large areas of private farmland to capture flood flows for both direct and in lieu recharge. This study investigated the technical and logistical feasibility of best management practices (BMPs) associated with On-Farm Flood Flow Capture. The investigation was conducted near Helm, CA, about 20 miles west of Fresno, CA. The experimental design identified a coordinated plan to determine infiltration rates for different soil series and different crops; develop a water budget for water applied throughout the program and estimate direct and in lieu recharge; provide a preliminary assessment of potential water quality impacts; assess logistical issues associated with implementation; and provide an economic summary of the program. At check locations, we measured average infiltration rates of 4.2 in/d for all fields and noted that infiltration rates decreased asymptotically over time to about 2 – 2.5 in/d. Rates did not differ significantly between the different crops and soils tested, but were found to be about an order of magnitude higher in one field. At a 2.5 in/d infiltration rate, 100 acres are required to infiltrate 10 CFS of captured flood flows. Water quality of applied flood flows from the Kings River had concentrations of COC (constituents of concern; i.e. nitrate, electrical conductivity or EC, phosphate, ammonium, total dissolved solids or TDS) one order of magnitude or more lower than for pumped groundwater at Terranova Ranch and similarly for a broader survey of regional groundwater. Applied flood flows flushed the root zone and upper vadose zone of nitrate and salts, leading to much lower EC and nitrate concentrations to a depth of 8 feet when compared to fields in which more limited flood flows were applied or for which drip irrigation with groundwater was the sole water source. In demonstrating this technology on the farm, approximately 3,100 ac-ft was diverted, primarily from April through mid-July, with about 70% towards in lieu and 30% towards direct recharge. Substantial flood flow volumes were applied to alfalfa, wine grapes and pistachio fields. A subset of those fields, primarily wine grapes and pistachios, were used primarily to demonstrate direct recharge. For those fields about 50 – 75% of water applied was calculated going to direct recharge. Data from the check studies suggests more flood flows could have been applied and infiltrated, effectively driving up the amount of water towards direct recharge. Costs to capture flood flows for in lieu and direct recharge for this project were low compared to recharge costs for other nearby systems and in comparison to irrigating with groundwater. Moreover, the potentially high flood capture capacity of this project suggests significant flood avoidance costs savings to downstream communities along the Kings and San Joaquin Rivers. Our analyses for Terranova Ranch suggest that allocating 25% or more flood flow water towards in lieu recharge and the rest toward direct recharge will result in an economically sustainable recharge approach paid through savings from reduced groundwater pumping. Two important issues need further consideration. First, these practices are likely to leach legacy salts and nitrates from the unsaturated zone into groundwater. We develop a conceptual model of EC movement through the unsaturated zone and estimated through mass balance calculations that approximately 10 kilograms per square meter of salts will be flushed into the groundwater through displacing 12 cubic meters per square meter of unsaturated zone pore water. This flux would increase groundwater salinity but an equivalent amount of water added subsequently is predicted as needed to return to current groundwater salinity levels. All subsequent flood flow capture and recharge is expected to further decrease groundwater salinity levels. Second, the project identified important farm-scale logistical issues including irrigator training; developing cropping plans to integrate farming and recharge activities; upgrading conveyance; and quantifying results. Regional logistical issues also exist related to conveyance, integration with agricultural management, economics, required acreage and Operation and Maintenance (O&M).

Os perfis tubulares sem costura são utilizados em diversos países, principalmente devido às vantagens associadas à estética a sua elevada resistência à torção, cargas axiais e efeitos combinados. Canadá, Inglaterra, Alemanha e Holanda utilizam de forma veemente estas estruturas e possuem produção contínua e industrializada com alto nível de desenvolvimento tecnológico. O Brasil, porém, se limitava praticamente ao uso destes perfis nas coberturas espaciais. Devido ao aumento da utilização desses tipos de estruturas, fez-se necessário o aprofundamento dos estudos com métodos de análise coerentes para utilização de perfis tubulares, principalmente em relação às ligações, pois são consideradas regiões vulneráveis neste tipo de estrutura. Para atender a necessidade de normatização deste procedimento desenvolveu-se uma norma brasileira específica para o dimensionamento de estruturas em perfis tubulares. Considerando esta perspectiva, este trabalho apresenta uma análise de ligações tipo T com reforço tipo chapa com perfis tubulares circulares (CHS) para o banzo e para o montante efetuada com base na norma europeia, Eurocode 3, no CIDECT, na NBR 16239:2013 e ISO 14346. Desenvolveu-se no programa Ansys um modelo de elementos finitos para cada tipo de ligação analisada, calibrado e validado com resultados experimentais e numéricos existentes na literatura. Verificou-se a influência da compressão atuante no montante no comportamento global das ligações. As não-linearidades físicas e geométricas foram incorporadas aos modelos a fim de se mobilizar totalmente a capacidade resistente desta ligação. A nãolinearidade do material foi considerada através do critério de plastificação de von Mises através da lei constitutiva tensão versus deformação bilinear de forma a exibir um comportamento elasto-plástico com encruamento. A não-linearidade geométrica foi introduzida no modelo através da Formulação de Lagrange Atualizada. A análise dos esforços resistentes obtidos em comparação com os resultados do modelo numérico, apresentaram valores a favor da segurança no cálculo utilizando as equações de dimensionamento. Por fim um estudo para fatores de correção das equações de dimensionamento foi também proposto.

EXTRACT (SEE PDF FOR FULL ABSTRACT): Examining secular changes in relative sea level along the U.S. west coast, we have identified strong tectonic signals. Tectonism exists not only on a coherent plate-wide scale (assuming a rigid plate approximation), but also on a sub-plate scale. In fact, differential tectonism between exotic or suspect geological terrain explains much of the spatial patterns of west coast tide-gauge data. Peltier's isostatic model appears not to explain the spatial pattern, implying glacio-isostatic adjustment is not the dominant contribution to the low-frequency signals. Eustatic effects cannot be identified unambiguously. These studies suggest several major questions/observations with regard to relative sea-level studies ...

There is a pressing need to integrate biophysical and human dimensions science to better inform holistic ecosystem management supporting the transition from single species or single-sector management to multi-sector ecosystem-based management. Ecosystem-based management should focus upon ecosystem services, since they reflect societal goals, values, desires, and benefits. The inclusion of ecosystem services into holistic management strategies improves management by better capturing the diversity of positive and negative human-natural interactions and making explicit the benefits to society. To facilitate this inclusion, we propose a conceptual model that merges the broadly applied Driver, Pressure, State, Impact, and Response (DPSIR) conceptual model with ecosystem services yielding a Driver, Pressure, State, Ecosystem service, and Response (EBM-DPSER) conceptual model. The impact module in traditional DPSIR models focuses attention upon negative anthropomorphic impacts on the ecosystem; by replacing impacts with ecosystem services the EBM-DPSER model incorporates not only negative, but also positive changes in the ecosystem. Responses occur as a result of changes in ecosystem services and include inter alia management actions directed at proactively altering human population or individual behavior and infrastructure to meet societal goals. The EBM-DPSER conceptual model was applied to the Florida Keys and Dry Tortugas marine ecosystem as a case study to illustrate how it can inform management decisions. This case study captures our system-level understanding and results in a more holistic representation of ecosystem and human society interactions, thus improving our ability to identify trade-offs. The EBM-DPSER model should be a useful operational tool for implementing EBM, in that it fully integrates our knowledge of all ecosystem components while focusing management attention upon those aspects of the ecosystem most important to human society and does so within a framework already familiar to resource managers.

In appreciation of the pressing need for coordinated research in various aspects of fishery technology and for the overall development of fisheries industries in India, the Ministry of Food and Agriculture had decided to set up the Central Institute of Fisheries Technology. The Institute was established in 1957 at Cochin (Ernakulam). The research work at the Institute including its sub-stations and units is carried out in two wings: Craft and Gear Wing and Processing Wing. The third unit, the Extension Information and Statistics Wing, renders a service by functioning as a liaison between the research laboratories and the industry.

Following the global stringent legislations regulating the wastes generated from the drilling process of oil exploration and production activities, the management of hazardous drill cuttings has become one of the pressing needs confronting the petroleum industry. Most of the prevalent treatment techniques adopted by oil companies are extremely expensive and/or the treated product has to be landfilled without any potential end-use; thereby rendering these solutions unsustainable. The technique of stabilisation/solidification is being investigated in this research to treat drill cuttings prior to landfilling or for potential re-use in construction products. Two case studies were explored namely North Sea and Red Sea. Given the known difficulties with stabilising/solidifying oils and chlorides, this research made use of model drill cutting mixes based on typical drill cutting from the two case studies, which contained 4.2% and 10.95% average concentrations of hydrocarbons; and 2.03% and 2.13% of chlorides, by weight respectively. A number of different binders, including a range of conventional viz. Portland cement (PC) as well as less-conventional viz. zeolite, or waste binders viz. cement kiln dust (CKD), fly ash and compost were tested to assess their ability to treat the North Sea and Red Sea model drill cuttings. The dry binder content by weight was 10%, 20% and 30%. In addition, raw drill cuttings from one of the North Sea offshore rigs were stabilised/solidified using 30% PC. The characteristics of the final stabilised/solidified product were finally compared to those of thermally treated cuttings. The effectiveness of the treatment using the different binder systems was compared in the light of the aforementioned two contaminants only. A set of physical tests (unconfined compressive strength (UCS)), chemical tests (NRA leachability) and micro-structural examinations (using scanning electron microscopy (SEM), and X-ray diffraction (XRD)) were used to evaluate the relative performance of the different binder mixes in treating the drill cuttings. The results showed that the observed UCS covered a wide range of values indicating various feasible end-use scenarios for the treated cuttings within the construction industry. The teachability results showed the reduction of the model drill cuttings to a stable non-reactive hazardous waste, compliant with the UK acceptance criteria for non-hazardous landfills: (a) by most of the 30% and 20% binders for chloride concentrations, and (b) by the 20% and 30% of compost-PC and CKD-PC binders for the Red Sea cuttings. The 20% and 30% compost-PC and CKD-PC binders successfully reduced the leached oil concentration of the North Sea cuttings to inert levels. Copyright 2007, Society of Petroleum Engineers.

A simple method of leaching the minced muscle with water repeatedly followed by cooking, pressing, drying the cake and powdering has been described for the preparation of fish protein concentrate (FPC) from shark without the use of solvents. The FPC thus prepared had high protein content and was completely free of urea. It contained all the essential amino acids in a balanced proportion with high lysine content and had a storage life up to 12 months. This product can be used for the fortification of bread, biscuits and chappathis respectively at 10, 5 and 2% levels.

In the present study, no visible differences between the sexes of C. chanos with reference to external features such as colouration, shape of head, snout and operculum, presence of tubercles or nasal pores, length, size and shape as well as any roughness in the various fins, could be found. However, the anal region of the mature milkfish (sabalo) exhibits discernible anatomical differences in the male and female. The male has two main openings visible externally: the anterior anus and the posterior urogenital opening at the tip of the urogenital papilla. The female has three main openings instead of two: the anteriormost anus, followed by the genital pore and the urinary pore located posterior to the genital pore at the tip of the urogenital papilla. Internal examinations were also made on both sexes. In ripe sabalo, it is easier to distinguish the sexes since milk oozes out of the urogenital pore by pressing the abdomen of the ripe male fish. Gravid females are identified by their distended abdomens.

This paper reflects on the motivation, method and effectiveness of teaching leadership and organisational change to graduate engineers. Delivering progress towards sustainable development requires engineers who are aware of pressing global issues (such as resource depletion, climate change, social inequity and an interdependent economy) since it is they who deliver the goods and services that underpin society within these constraints. In recognition of this fact the Cambridge University MPhil in Engineering for Sustainable Development has focussed on educating engineers to become effective change agents in their professional field with the confidence to challenge orthodoxy in adopting traditional engineering solutions. This paper reflects on ten years of delivering this course to review how teaching change management and leadership aspects of the programme have evolved and progressed over that time. As the students on this professional practice have often extensive experience as practising engineers and scientists, they have learned the limitations of their technical background when solving complex problems. Students often join the course recognising their need to broaden their knowledge of relevant cross-disciplinary skills. The course offers an opportunity for these early to mid-career engineers to explore an ethical and value-based approach to bringing about effective change in their particular sectors and organisations. This is achieved through action learning assignments in combination with reflections on the theory of change to enable students to equip themselves with tools that help them to be effective in making their professional and personal life choices. This paper draws on feedback gathered from students during their participation on the course and augments this with alumni reflections gathered some years after their graduation. These professionals are able to look back on their experience of the taught components and reflect on how they have been able to apply this key learning in their subsequent careers.

Dasher is an information-efficient text-entry interface, which can be driven by natural continuous pointing gestures or by pressing buttons. Dasher is a competitive text-entry system wherever a full-size keyboard cannot be used - for example, when operating a computer one-handed, by joystick, touchscreen, trackball, or mouse; when operating a computer with zero hands (i.e., by head-mouse or by eyetracker); on a palmtop computer; on a wearable computer. The gazetracking version of Dasher allows an experienced user to write text as fast as normal handwriting - 29 words per minute; using a mouse, experienced users can write at 39 words per minute. Dasher can be used to write efficiently in any language. Dasher is free software (distributed under the GPL) and is available for many computer platforms, including linux, windows, and android.

The technological advancements in digital imaging, the widespread popularity of digital cameras, and the increasing demand by owners and contractors for detailed and complete site photograph logs have triggered an ever-increasing growth in the rate of construction image data collection, with thousands of images being stored for each project. However, the sheer volume of images and the difficulties in accurately and manually indexing them have generated a pressing need for methods that can index and retrieve images with minimal or no user intervention. This paper reports recent developments from research efforts in the indexing and retrieval of construction site images in architecture, engineering, construction, and facilities management image database systems. The limitations and benefits of the existing methodologies will be presented, as well as an explanation of the reasons for the development of a novel image retrieval approach that not only can recognize construction materials within the image content in order to index images, but also can be compatible with existing retrieval methods, enabling enhanced results.

We study the role of connectivity on the linear and nonlinear elastic behavior of amorphous systems using a two-dimensional random network of harmonic springs as a model system. A natural characterization of these systems arises in terms of the network coordination relative to that of an isostatic network $\delta z$; a floppy network has $\delta z<0$, while a stiff network has $\delta z>0$. Under the influence of an externally applied load we observe that the response of both floppy and rigid network are controlled by the same critical point, corresponding to the onset of rigidity. We use numerical simulations to compute the exponents which characterize the shear modulus, the amplitude of non-affine displacements, and the network stiffening as a function of $\delta z$, derive these theoretically and make predictions for the mechanical response of glasses and fibrous networks.
