This thesis examines the influence of non-state actors on Polish-German relations by considering foreign policy-making towards Poland in Germany and vice versa. The approach chosen for this thesis is interdisciplinary and takes into consideration literature from domestic politics (Area Studies), Foreign Policy Analysis and International Relations (IR). The thesis argues that IR, by purely looking into the quality of inter-state relations, too often treats these relations as a result of policies emanating from the relevant governments, without considering the policies’ background. Therefore, the thesis argues that it is necessary to engage with the domestic factors which might explain where foreign policies come from. It points out that non-state actors influence governments’ choices by supplying resources, and by cooperating or competing with the government on an issue at stake. In order to determine the degree of influence that non-state actors can have on foreign policymaking two variables are examined: the institutionalisation of the state relations in question; and the domestic structures of the relevant states. Specifically, the thesis examines the institutionalisation of Polish-German relations, and examines Germany’s and Poland’s domestic structures and their effect on the two states’ foreign policy-making in general. Thereafter, the thesis uses case studies in order to unravel the influence of non-state actors on specific foreign policies. Three case studies are examined in detail: (i) Poland’s EU accession negotiations with regard to the free movement of capital chapter of the acquis communautaire; (ii) Germany’s EU 2004 Eastern Enlargement negotiations with regard to the free movement of workers chapter of the acquis communautaire; and (iii) Germany’s decision to establsh a permanent exhibition in Berlin that will depict the expulsions of millions of Germans from the East following WWII.

Der 1795-1798 verfasste Text "De re scholastica Anglica cum Germanica comparata" (Über das englische Schulwesen im Vergleich zum deutschen) des sächsischen Rektors Friedrich August Hecht ist die erste bekannte Schrift zur Vergleichenden Erziehungswissenschaft. Ihre zentrale Materialgrundlage bilden englische und deutsche Schulbücher für Latein- und Gelehrtenschulen. Aus deutschsprachiger Sekundärliteratur übernimmt Hecht darüber hinaus Informationen über schulorganisatorische, curriculare und didaktische Besonderheiten der englischen Public Schools Westminster und Eton, und setzt sie zu den ihm aus eigener Praxis bekannten deutschen (sächsischen) Schulverhältnissen in Beziehung. Der Gedanke der Transnationalität im Bildungsbereich, der sich aktuell etwa im Begriff von transnationalen Bildungsräumen ausdrückt, hat bei Hecht der Sache nach drei Anknüpfungspunkte: die bildungspolitische Wirksamkeit transnationaler Herrscherfamilien, die gemeineuropäische Bedeutung der Gebildeten- und Gelehrtensprache Latein und die nationübergreifende Dimension des humanistischen Bildungskanons. Das alte Europa kannte Nationen und Staaten, aber es kannte noch keine Nationalstaaten. Die Deutschen sind für Hecht noch eine alteuropäische Nation, die Engländer dagegen auf dem Wege zur oder sind schon Staatsnation. Die Vergleichende Erziehungswissenschaft entsteht mit Hechts Schrift in einer Situation, da die alte transnationale Ordnung der Nationen und Staaten in die neue internationale Ordnung der Nationalstaaten übergeht. In the 20th century, German education repeatedly transformed as the occupying Americans, Soviets, and western-dominated reunification governments used their control of the German secondary education system to create new definitions of what it meant to be German. In each case, the dominant political force established the paradigm for a new generation of Germans. The victors altered the German education system to ensure that their versions of history would be the prevailing narrative. In the American Occupation Zones from 1945-1949, this meant democratic initiatives; for the Soviet Zone in those same years, Marxist-Leninist pedagogy; and for the Bundesrepublik after reunification, integrated East and West German narratives. In practice, this meant succeeding generations of German students learned very different versions of history depending on the temporal and geographic space they inhabited, as each new prevailing regime supplanted the previous version of “Germanness” with its own.

This paper aims to discuss the role of foreign merchants, operating from Portugal, in the Portuguese overseas trade, during the first ten years of Iberian Union. The focus is not in products or routes, but in the mechanisms of association of such merchants. Iberian Union created a legal framework which prohibited the interference and trade of Portuguese agents in the Spanish Empire and vice-versa. Due to the imperialist wars of the Habsburgs, the Portuguese Empire also suffered from Dutch and English rivalry both in the Indic and in the Atlantic and also from the embargos of Dutch and English products and ships in Iberian ports. In such conjuncture, how did merchants related with each other? What was the impact of the political union of the Portuguese and Spanish crowns in trading associations? The used data sources are the notarial contracts of Lisbon for the same period. The paper highlights the role of Castilian merchants in the Portuguese trade, but it also stresses that Iberian partnerships have prevailed before 1580. The role of other merchants, such as Flemish/Dutch, Germans, Italians and French, is also considered. The paper discusses how and why did these merchants join in trans-national partnerships and what was their role in the Portuguese trade network at the time.

The study of beliefs and attitudes has been increasingly valued in the field of modern Sociolinguistics, as, by means of such data, it is possible to clarify phenomena that cannot be explained only by the linguistic context. In relation to that, another factor is extremely important for the analysis of facts connected with language: the appraising attitudes that each speaker attributes to his/her speech and to the other varieties present in the area. This is the reason why the object of study in this work is the beliefs and attitudes of the speakers from the town of Pranchita-PR. Therefore, this work aims at (i) verifying its inhabitants’ opinions concerning the varieties present in the area; (ii) describing and analyzing the speakers’ feelings and opinions in relation to the language of the neighboring country, Argentina. With approximately six thousand inhabitants, Pranchita is ethnically constituted by descendants from several nationalities: Italians, Germans, Polish, Spanish, besides the fact it is on the border with Argentina. The corpus of this work consists of oral records collected within the scope of the interinstitutional Project Linguistic Beliefs and Attitudes: a study of the relationship between Portuguese and other contact languages, whose informants were divided according to sex, age and school level. Overall, 17 interviews were analyzed by using, as theoretical basis, the works by Labov (1972), López Morales (1993), Moreno Fernández (1998) among others.
