Causing civilian casualties during military operations has become a much politicised topic in international relations since the Second World War. Since the last decade of the 20th century, different scholars and political analysts have claimed that human life is valued more and more among the general international community. This argument has led many researchers to assume that democratic culture and traditions, modern ethical and moral issues have created a desire for a world without war or, at least, a demand that contemporary armed conflicts, if unavoidable, at least have to be far less lethal forcing the military to seek new technologies that can minimise civilian casualties and collateral damage. Non-Lethal Weapons (NLW) – weapons that are intended to minimise civilian casualties and collateral damage – are based on the technology that, during the 1990s, was expected to revolutionise the conduct of warfare making it significantly less deadly. The rapid rise of interest in NLW, ignited by the American military twenty five years ago, sparked off an entirely new military, as well as an academic, discourse concerning their potential contribution to military success on the 21st century battlefields. It seems, however, that except for this debate, very little has been done within the military forces themselves. This research suggests that the roots of this situation are much deeper than the simple professional misconduct of the military establishment, or the poor political behaviour of political leaders, who had sent them to fight. Following the story of NLW in the U.S., Russia and Israel this research focuses on the political and cultural aspects that have been supposed to force the military organisations of these countries to adopt new technologies and operational and organisational concepts regarding NLW in an attempt to minimise enemy civilian casualties during their military operations. This research finds that while American, Russian and Israeli national characters are, undoubtedly, products of the unique historical experience of each one of these nations, all of three pay very little regard to foreigners’ lives. Moreover, while it is generally argued that the international political pressure is a crucial factor that leads to the significant reduction of harmed civilians and destroyed civilian infrastructure, the findings of this research suggest that the American, Russian and Israeli governments are well prepared and politically equipped to fend off international criticism. As the analyses of the American, Russian and Israeli cases reveal, the political-military leaderships of these countries have very little external or domestic reasons to minimise enemy civilian casualties through fundamental-revolutionary change in their conduct of war. In other words, this research finds that employment of NLW have failed because the political leadership asks the militaries to reduce the enemy civilian casualties to a politically acceptable level, rather than to the technologically possible minimum; as in the socio-cultural-political context of each country, support for the former appears to be significantly higher than for the latter.

Många hushåll och individer har i dagens samhälle tvingats börja pendla till sina arbeten bl.a. på grund av en förändrad arbetsmarknad. Syftet med föreliggande studie var att se om individer som pendlar regelbundet har ett lägre KASAM. Utgångspunkten var att individer med en mer extern kontrollokus ofta har lägre KASAM och att pendling hypotetiskt sett bör påverka individen lokus i en extern riktning. Sammanlagt 27 försökspersoner i åldrarna 22 – 50 år undersöktes med hjälp av KASAM test och I-E test. Deltagarna togs med bekvämlighetsurval från ett nordiskt flygbolag i Sverige, där 13 personer pendlande till arbetet och 14 var bosatta på arbetsorten, vilket visade att KASAM var signifikant lägre på 5 % nivå för de pendlande individerna, samt att kontrollokus var signifikant mer externt, också på 5 % nivå. Vidare forskning bör fokusera på individer från andra branscher för att se om resultaten är allmänna.

Syftet var att undersöka om personers Locus of Control påverkar deras konflikthanteringsstrategier i kärleksrelationer. Hypoteserna var: H1: Det finns skillnader mellan personer med extern och intern Locus of Control när det gäller vilka typer av strategier de använder för att hantera kärleksrelationsproblem. H2: Personer med intern Locus of Control har större benägenhet att använda sig av relationskonflikthanteringsstrategin Kompromiss i sina kärleksrelationer. H3: Kvinnor påverkas mer än män av Locus of Control när det gäller vilka typer av strategier de använder för att hantera kärleksrelationsproblem. Deltagarna var 172 studenter. Data insamlades med en webbenkät innehållande svenska versioner av Rotters I-E skala och RPCS. Resultatet visade en signifikant skillnad mellan personer med intern och extern Locus of Control i tre konflikthanteringsstrategier: Kompromiss, Underkastelse och Undvikande. Vidare använde personer med intern Locus of Control Kompromiss mer. Personer med extern Locus of Control använde Underkastelse och Undvikande mer. Skillnaderna fanns bara bland kvinnorna. Samtliga hypoteser kunde därmed godtas. Undersökningen visade att Locus of Control är en möjlig anledning till varför personer använder sig av vissa typer av konflikthanteringsstrategier i kärleksrelationer.

Rosén G, Hedlund A, Andersson I, Antonsson A, Bornberger-Dankvardt S, Klusell L, Pontén P. Samverkan. Förutsättningar och möjligheter till stärkt arbetsmiljöarbete genom regional eller lokal samverkan. Inom ramen för Tema SMARTA vid Arbetslivsinstitutet har ett delprojekt utgående från forskningsfrågan ”Hur bör en regional samverkan utformas för att stödja arbetsmiljöarbete i en region?” genomförts. Projektet har varit uppdelat i två etapper där den första delen givit förslag till en modell som beskriver hur enregional samverkan kring arbetsmiljöfrågor kan utvecklas från det att ett initiativ tas till avslut. Syftet med den andra etappen i projektet som redovisas i denna rapport har varit att ge stöd till aktörer, såväl drivande som medverkande, som avser att genom regional samverkan i projekt förbättra arbetsmiljö och arbetsmiljöarbete. Detta syfte nås genom att skapa underlag för utformning av stödmaterial.Den under första etappen beskrivna modellen för samverkan har använts som utgångspunkt för ett antal intervjuer av möjliga aktörer i en samverkan på en lokal nivå inom kommunen Borlänge och regionalt inom träbranschen i Bergslagen.Intervjuer har också gjorts på motsvarande sätt med centrala aktörer inom träbranschen och med personer som ingått i en referensgrupp. Förutom detta har också arbetsmöten genomförts tillsammans med centrala och regionala aktörer.Analysen av de samlade resultaten har genomförts i form av tre koncensusmöten där författarna deltagit.Den framtagna processmodellen ansågs av de intervjuade aktörerna ge en bra beskrivning av olika stadier i en samverkan.Intervjuerna av potentiella regionala och lokala aktörer visar på ett tydligt behov av och intresse för samverkan inom det aktuella området. Resultaten av dessa intervjuer tillsammans med övriga intervjuer och arbetsmöten visar vidare på vikten av att någon extern resurs kopplas in som drivande genom hela samverkan.De viktigaste förutsättningarna för en framgångsrik samverkan kansammanfattas i åtta punkter: Förtroende och tillit; Gemensam värdegrund och tydliga mål; Egen nytta; Tydlighet; Interaktivitet; Tid; Resurser; Eldsjäl.Med utgångspunkt i resultaten bör ett fortsatt arbete inriktas mot att utveckla stödmaterial för intresserade aktörer samt att sprida kunskap genom kurser,seminarier etc.

Uppsatsens syfte är att studera hur estetiska lärprocesser används för att stimulera lärandet och utveckla eleverna på gymnasial nivå i ämnet religionskunskap. För att få svar har under-sökningen fokuserat på hur estetiska lärprocesser iscensätts i praktiken, kopplat till teori om hur dessa lärprocesser kan påverka och stimulera elevens utveckling och lärande. Studien grundar sig på kvalitativa intervjuer gjorda på två olika skolor, en privat skola och en kom-munal med gymnasielärare i ämnet religion. Intervjutexterna har tolkats hermeneutiskt för att inte bara synliggöra samtalet mellan informanter och forskare, utan även belysa den tolkade texten som på så sätt även den kan ses som ett samtal mellan tolkare, läsare och text. Studien har använt ett teoretiskt ramverk där tre teoretiska perspektiv belyst estetiska lärprocesser samt kringliggande problematik i ämnet. Studien är av komparativ art och analysverktygen har selekterats utifrån tanken att med olika teoretikers perspektiv bemöta och besvara studiens frågeställningar.Resultatet påvisar att det råder en tveksamhet om vad som kan betraktas som estetiska lärpro-cesser och vad som ska inkluderas i begreppet bland informanterna. Dock råder en samstäm-mighet i att det rör sig om praktiskt, kreativt engagemang i grupp som kännetecknar estetiken i verksamheten. Värderingsfrågan visade sig ha två dimensioner. Den ena aspekten var att in-formanterna värderade de estetiska lärprocesserna högt som ur motivations-, engagemangs- och personlighetsutvecklande perspektiv. Däremot värderades de estetiska lärprocesserna lågt ur ett betygsgrundande perspektiv.De estetiska lärprocesserna iscensätts främst genom film, möten och miljöbyten. Film an-vänds främst som visuell och känslomässig förstärkning av undervisningens valda innehåll. Möten med personer aktiva inom det aktuella undervisningstemat används i lika stor utsträck-ning för att öka elevernas minnesförnimmelse och engagemang samt verklighetsrelatering, det vill säga koppling till extern kunskap. Möten kunde även i mer abstrakt betydelse innefatta möten med andra, redan befintliga kulturer i dess omgivning som synliggjorts genom den estetiska lärprocessen.Fördelarna med att använda sig av de estetiska lärprocesserna i undervisningen visade sig i huvudsak vara att de skapade utrymme för känslor och att de bidrar till en större studiemoti-vation samt ett ökat engagemang bland eleverna. Respekt för andra människor ur ett sociokul-turellt perspektiv var vad informanterna anser att de estetiska lärprocesserna genererar i ett vidgat lärande perspektiv, det vill säga ett externt lärande. Nackdelarna kan sammanfattas med de bristande resurser som stod till pedagogernas förfogande i form av tid och utbildning i ämnet, vilket i hög grad kom att belysa bedömningsproblematiken.

O tema "controle social" nunca esteve tão em voga quanto atualmente. Trata-se de mais uma inovação produzida pelo estado democrático de direito, e que consiste, entre outros objetivos, na busca da legitimidade e da eficiência dos atos da administração pública, na redução das distâncias entre esta e a sociedade, na vinculação das demandas sociais às políticas públicas, e, é claro, no fortalecimento dos controles e da fiscalização. A premissa básica deste trabalho é a suposição de que há sinergia entre o controle social e o controle externo exercido pelos tribunais de contas, valendo-se para tal afirmação da avaliação das práticas do Tribunal de Contas do Estado do Tocantins no estímulo à participação cidadã. Assim, o objetivo deste trabalho de pesquisa é mostrar como o exercício do controle social, exercido pelo cidadão mediante mecanismos adequados criados pelos tribunais de contas, pode interagir com o controle externo de sua responsabilidade, com ganhos significativos para os controles da administração pública. Entre esses mecanismos, as ouvidorias dessas instituições estão entre as ações mais fortes que promovem o controle social. As ouvidorias nos tribunais de contas representam canais de controle da sociedade sobre a gestão pública, e abrem importante espaço para o debate e o consenso em tomo do objetivo comum dos tribunais e da sociedade: a correta aplicação dos recursos públicos que garanta eficiência, eficácia e efetividade. Para atingir seus objetivos, os tribunais de contas necessitam identificar e coibir as práticas contrárias ao interesse público presentes na formação social brasileira, tais como: a má gestão, a corrupção e a ineficiência. Assim, com vistas a identificá-Ias e coibi-Ias, é fundamental a participação da sociedade, que pode, deve e precisa contribuir neste sentido. Desta forma, apresentamos as práticas dos TCs do Brasil quanto ao tema, e, ainda, em detalhe, a ouvidoria do TCE-TO, e destacamos outras ações de estímulo ao controle social e à participação cidadã executadas por aquela Corte de Contas.

Since the international financial and food crisis that started in 2008, strong emphasis has been made on the importance of Genetically Modified Organisms (GMOs) (or “transgenics”) under the claim that they could contribute to increase food productivity at a global level, as the world population is predicted to reach 9.1 billion in the year 2050 and food demand is predicted to increase by as much as 50% by 2030. GMOs are now at the forefront of the debates and struggles of different actors. Within civil society actors, it is possible to observe multiple, and sometime, conflicting roles. The role of international social movements and international NGOs in the GMO field of struggle is increasingly relevant. However, while many of these international civil society actors oppose this type of technological developments (alleging, for instance, environmental, health and even social harms), others have been reportedly cooperating with multinational corporations, retailers, and the biotechnology industry to promote GMOs. In this thesis research, I focus on analysing the role of “international civil society” in the GMO field of struggle by asking: “what are the organizing strategies of international civil society actors, such as NGOs and social movements, in GMO governance as a field of struggle?” To do so, I adopt a neo-Gramscian discourse approach based on the studies of Laclau and Mouffe. This theoretical approach affirms that in a particular hegemonic regime there are contingent alliances and forces that overpass the spheres of the state and the economy, while civil society actors can be seen as a “glue” to the way hegemony functions. Civil society is then the site where hegemony is consented, reproduced, sustained, channelled, but also where counter-hegemonic and emancipatory forces can emerge. Considering the importance of civil society actors in the construction of hegemony, I also discuss some important theories around them. The research combines, on the one hand, 36 in-depth interviews with a range of key civil society actors and scientists representing the GMO field of struggle in Brazil (19) and the UK (17), and, on the other hand, direct observations of two events: Rio+20 in Rio de Janeiro in 2012, and the first March Against Monsanto in London in 2013. A brief overview of the GMO field of struggle, from its beginning and especially focusing in the 1990s when the process of hegemonic formation became clearer, serves as the basis to map who are the main actors in this field, how resource mobilization works, how political opportunities (“historical contingencies”) are discovered and exploited, which are the main discourses (“science” and “sustainability” - articulated by “biodiversity preservation”, “food security” and “ecological agriculture”) articulated among the actors to construct a collective identity in order to attract new potential allies around “GMOs” (“nodal point”), and which are the institutions and international regulations within these processes that enable hegemony to emerge in meaningful and durable hegemonic links. This mapping indicates that that the main strategies applied by the international civil society actors are influenced by two central historical contingencies in the GMO field of struggle: 1) First Multi-stakeholder Historical Contingency; and 2) “Supposed” Hegemony Stability. These two types of historical contingency in the GMO field of struggle encompass deeper hegemonic articulations and, because of that, they induce international civil society actors to rethink the way they articulate and position themselves within the field. Therefore, depending on one of those moments, they will apply one specific strategy of discourse articulation, such as: introducing a new discourse in hegemony articulation to capture the attention of the public and of institutions; endorsing new plural demands; increasing collective visibility; facilitating material articulations; sharing a common enemy identity; or spreading new ideological elements among the actors in the field of struggle.

The acquiring process of morals on a person is one of the most important aspects of his Social Identity. The basis for his ethics and moral choices are built when he interacts with the world. A child that interacts with participants of Movimento Sem Terra (MST) movement that fights for the Land Reform and the transformation of the society may have the opportunities to acquire the culture, morals and ethics of this movement. Based on this understanding, this work intends to comprehend how children think and incorporate the rules that are the base of the values and principles of MST, considering the diversity of the situations, the limits and the possibilities to experience these values in their everyday life in the Movement. To understand how the process of cognitive construction of the rules takes place in a child, it is important to consider the theories of Jean Piaget. According to him, morals development follows a sequence: the anomie (0 to 2 years old), marked by the absence of rules; the heteronomy (2 to 6/7 years old), where takes place the adoption of rules due to exterior obedience, such as a relative, an institution or a movement; and the autonomy (from 6/7 years old on), in which rules are considered legitimate. All the children in this research have relatives working at MST. The research has two parts. We have first observed the behavior of three groups of children (beyond six years old) while they were involved on their normal activities (kindergarten) activities. On the second moment, we have interviewed 20 children (between 3 and 10 years old). We used flashcards containing scenes; we also told stories and asked moral questions involving the character s behavior. We have noticed the unilateral respect and extern coercion are between the definers of the moral decisions of a child. The empathy and the reduction of the egocentrism help seeing the situation of the point of view of other, although it doesn t mean that one is going to accept others point of view. In the taking decision of the child other factors are also considered such as the space of socialization (family, school). Though the children don t work or take part at MST activities, they have already opinions about involved people behaviors. The interaction with relatives and teachers is one of the most important aspects to encourage them elaborate moral understandings according to the ethics of this movement

Understanding how and why insect numbers fluctuate through time and space has been a central theme in ecological research for more than a century. Life tables have been used to understand temporal and spatial patterns in insect numbers. In this study, we estimated cause-of-death probabilities for phytophagous insects using multiple decrement life tables and the irreplaceable mortality analytic technique. Multiple decrement life tables were created from 73 insect life tables published from 1954 to 2004. Irreplaceable mortality (the portion of mortality that cannot be replaced by another cause) from pathogens, predators, and parasitoids was 8.6 +/- 7.2, 7.8 +/- 4.9, and 6.2 +/- 1.6%, respectively. In contrast, the mean irreplaceable mortality from all non-natural enemy mortality factors (mortality from factors other than natural enemies) was 35.1 +/- 4.4%. Irreplaceable mortality from natural enemies was significantly lower compared with non-natural enemy factors. Our results may partially explain cases of unsuccessful efficacy in classical biological control, after successful establishment, by showing low irreplaceable mortality for natural enemies, including 5.2 +/- 1.6% for introduced natural enemies. We suggest that the environment (i.e., the degree of environmental stability) influences the magnitude of the irreplaceable mortality from natural enemies. Our results lead to several testable hypotheses and emphasize that it is not possible to estimate the effect of any mortality factor without considering its interaction with competing mortality factors, which has far-reaching consequences for population biology and applied ecology.
