Childhood and adolescence care has frequently caused theoretical and methodological discussions. At national level, the way of dealing with this public has always been on the agenda, either by maintaining a paternalistic treatment, or by coercive and repressive expression with which this public is treated. Given the above, this research presents a thorough study of social policies focused on children and adolescents in Brazil, with the overall purpose of investigating how this process of implementation of public policies for poor children and adolescents in the state of Rio Grande do Norte was. In previous studies, it was identified that there are no official records regarding the policy implementation process for this population in the state of Rio Grande do Norte. A retrospective study about the care towards children and adolescents in Brazil was held. It ranged from the XXVIII century, through the period of assistance, until the historical period in which the child started to be considered from the perspective of a policy. Thus, a certain period was framed, so that, through the historical research method, this study could focus on gathering data about the attention focused on childhood and adolescence in the state of Rio Grande do Norte, between the years 1964 and 1988. Data was listed from newspaper files that circulated in the state during period mentioned above. This time framing corresponds to the regency of the National Policy of Child Welfare. In the state of Rio Grande do Norte, the implementation of institutions such as FUNBERN and then FEBEM did not differ from the national standard, since many projects and care programs for poor children and teenagers were executed in this period. The implementation of these institutions revealed the concern of the state in solving the problem of “minors” regarding to situations of abandonment or "delinquency" which they were involved with. However, the kind of protection provided by the state toward this population was based on the current ideology that supported the political system at the time: the military dictatorship. Thus, the main way to provide care to this population was through its institutionalization, through taking children to daycare centres and adolescents to “reeducational” institutes for “minors”.

OBJETIVE: To evaluate the perception of Medical and Nursing students of Medicine and Nursing graduation courses at the Federal University of Rio Grande do Norte (UFRN), on obstetrics teaching and labor assistance in the context of the maternal care provided by the Maternity Hospital Januário Cicco (MEJC) and contribute to curricular updating planning of teaching obstetrics, in accordance with the principles of humanization. METHODS: It was conducted a study of cross-cutting approach and qualitative and quantitative descriptive method, with students in medicine and nursing of UFRN, who were attending or had been attended the midwifery disciplines medicine; and women's health in nursing. The data were collected through a questionnaire with objective and subjective questions, and stored in a database, spreadsheet software Excel / Office 2010 with all the variables. RESULTS: We interviewed 169 students, 118 of medical school and 51 from the nursing program, of which 46.75% were male and 53.25% female. The largest number of medical respondents is the 11th period (40.67%), and nursing, on 10, (43.15%). These students witnessed 1,073 births, and (61.8%) vaginal deliveries. The obstetricians were the most performed vaginal deliveries (40%). Nurses performed only (8.13%). The assistance provided to women during the process of labor and delivery, was configured as suitable for 87.58% of respondents and these glimpsed humane conduct. Students who performed deliveries, 76.27% were medical and 11.76% were nursing. All had guidance while doing them. A total of 19.50% medical students reported that there is a prejudice against vaginal delivery, particularly for the humanized birth, unlike all nursing students (100%) who reported that there is this prejudice. Most students (73%) showed preference for vaginal delivery, especially nursing students. On the knowledge of myths in relation to vaginal delivery, 60.35% answered that they know some. CONCLUSION: This study presents itself as a highly relevant, since the results may contribute to curricular changing and updating related to obstetrics teaching, but also serve as a resource for analysis of humanization practices that should be developed in educational institutions and which are recommended by the Ministry of Health.

The objective of this thesis is to understand how a certain social condition becomes relevant enough to be regarded as an issue worthy of government action and how certain proposed initiatives prevail while others are discarded. More specifically, the goal is to discuss public policy for education and check whether the analytical models employed are significant enough to explain how the literacy issue became part of the policy agenda of the government of the State of Ceará in Brazil, and how the Literacy Program at the Right Age (PAIC) developed over time. From the empirical perspective about public policy for education in Brazil, this is a relevant case when one takes into account that, historically, the literacy policies are focused on teenagers and adults, implying a lack of specific initiatives towards children at the proper age of learning to read and write. In order to understand what drove this issue to the top of the state government agenda, this thesis is primarily based on the literature about public policy analysis, with focus on the agenda setting process and development of proposals. A hybrid approach is used, combining analytical tools from Kingdon’s Multiple Streams Model (1995), the Advocacy Coalition Framework by Sabatier and Jenkins Smith (1993) and the historical new institutionalism lens. The research method is qualitative and based on the single case study method. The data set was assembled from institutional PAIC-related documents, tachygraphy notes from sessions at Ceará’s State House of Representatives, press clippings, academic studies and interviews with key participants from several organizations. The conclusion of this thesis is that, given the complexity of the case in point, the combination of the three analytical methods is adequate and necessary to understanding the multiple drivers for this issue to have entered Ceará’s state government agenda and the design of the PAIC itself. Particularly relevant are the ideas and the policy entrepreneurs, the processes of problem recognition for the composition of a wide coalition and for the specification of alternatives, and the path dependence of the education policy in Ceará. This study adds, as a result, to a better understanding of the stages that make up the agenda setting in public policy, in particular in the field of education.

A gestão de risco de crédito, associada à missão do Banco Central do Brasil (BACEN) de garantir a estabilidade do Sistema Financeiro Nacional (SFN), vem provocando mudanças na regulação bancária, principalmente depois do colapso da bolha financeira/imobiliária americana de 2008-2009. Desde então, as instituições financeiras, com o apoio das Tecnologias de Informação e Comunicação (TIC) vêm adaptando às demandas do BACEN na disponibilização das informações de crédito. Em 2008, a regulação foi marcada pela resolução 3.658 que criou o novo Sistema de Informações de Crédito (SCR) que determinou a criação do documento legal 3040 (doc 3040). Desde então, as instituições financeiras enviam ao BACEN os dados no leiaute do 3040, o que permitiu ao BACEN a publicização de dados, também em concordância ao direito do cidadão `a transparência, conforme a Lei de Acesso a Informação (LAI) de 2011. Diante disso, essa pesquisa objetiva analisar os tipos de dados solicitados no 3040 para identificar a correlação com a publicização dos mesmos pelo BACEN. Com a realização da pesquisa documental para levantamento dos dados e informações, foi possível analisar os critérios da política de informação e governança do BACEN, como meio de avanço da transparência dos dados de crédito. Esta pesquisa exploratória explica, além de outros fatores, como os conceitos de política de informação, transparência, governança e regulação se relacionam com o BACEN e contribuem para gestão de risco de crédito. O resultado da análise dos dados demonstrou que o BACEN não reconhece a política de informação, apesar da influência da governança e transparência na gestão de risco de crédito. Identificou-se que o doc 3040 é responsável pelo maior volume de informação e consolidação de dados que são publicizados no site do BACEN e através do mesmo as instituições financeiras evoluíram no controle e gestão da carteira de crédito. Porém, a publicização dos dados ainda é pouco explorada quando relacionada com a capacidade dos dados do doc 3040.

O crescimento vertiginoso no número de solicitações de refúgio, que de 2010 a 2015 aumentou em mais de 8 vezes, assim como o boom no número de imigrações registradas a partir de 2000 no Ceará por parte de estudantes africanos têm reforçado à população local os efeitos tanto da globalização como da crise humanitária atual. Poder público, organizações do terceiro setor e entes empresariais passam a se envolver na agenda pertinente à imigração em um contexto socioeconômico e legislativo delicados; e intenções de trabalhos e iniciativas de assistência aos imigrantes e refugiados começam a permear a sociedade, mesmo não havendo dados estatísticos da diversidade dos imigrantes, processo de acolhimento formal definido ou avaliação das capacidades absolutas que a cidade de Fortaleza no Ceará possui para agregar a essa agenda. Dessa forma, iremos identificar o perfil dos imigrantes que são provenientes de países africanos de língua portuguesa e refugiados sob a ótica da diversidade de modo a traçar um mapa que traga percepções e insumos para as atividades de assistência desejadas. Adicionalmente, será analisado o processo de acolhimento sob a ótica da avaliação da estrutura (instituições, equipamentos, procedimentos e responsabilidades) com o objetivo de se entender o nível de maturidade do processo de acolhida dos imigrantes e refugiados, assim como suas oportunidades de melhoria. A temática, além de atual, se faz indispensável para a construção de um pensamento crítico acerca da própria capacidade de contribuição ao tema da imigração e da crise dos refugiados. A metodologia utilizada para a construção da parte teórica e para respaldo das hipóteses levantadas foi a consulta bibliográfica, enquanto a parte estatística foi fruto de intenso trabalho de investigação por insumos de ordem qualitativa e quantitativa com diferentes agentes intervenientes no processo de acolhimento no Estado, inclusive pela busca do aspecto subjetivo por parte de gestores públicos acerca do tema. Por fim, foi realizado diagnóstico de qualidade organizacional junto à Pastoral do Migrante em Fortaleza, tida como referência do terceiro setor na agenda dos imigrantes e refugiados, com objetivo de avaliar e contribuir com suas capacidades de gestão e com seu processo de acolhimento. Verificou-se com o trabalho que, diferente do tema dos refugiados, árduo tem sido o caminho percorrido para o desenvolvimento de assistência aos imigrantes como política pública. Contudo, pretende-se demonstrar que conhecer as necessidades deste último grupo, assim como sanar suas dificuldades, pode influenciar positivamente futuros trabalhos até mesmo para o próprio tema dos refugiados. Portanto, conhecer a real situação de ambos os grupos na região é indispensável para se elaborar planos do poder público, além de possibilitar a melhoria nos dispositivos de assistência como um todo e avançar os mecanismos da legislação pertinente.

This work supports the formalist education s improvement of the Brazilian architect and urban designer through a better application and systematization of the computer science s teaching potentialities. The research analyzes the discipline introduction in the Brazilian courses: Computer Science Applied to Architecture and Urbanism (InfoAU) in the Architecture and Urbanism Courses of Brazil (CAUs). It goes since the discipline was obligated by the MEC s Regulation nr. 1.770 from 1994 until the CNE/CES Resolution nr. 6 from 2006; it comprehends the discipline implantation, development and current context, in order to get more detailed, the research analyses three federal universities from the Northeast of the country: UFRN, UFPB and UFPE. Once identified the historical educational needs in the CAUs, the study focus on the computer science s increasing potential as an agent of integration, communication, development and knowledge/data management. It points out new social perspectives for a better use of this tool/mechanism, which adequately structuralized and integrated, creates propitious educational and professional performance/recycling conditions and a propeller instrument of research and extension activities. Among this work, it is suggested the aggregation of elements, which are complementary to the InfoAU discipline s reorganization, throughout a computerization s plan for the CAUs, extensive to the professional formation, generating a virtuous cycle in several activities of the academic, administrative and, research and extension s departments. Therefore, the InfoAU in the Brazilian CAUs context was analyzed; the main solutions and problems found were systemized; the possibilities of computer science s uses inside AU ware structuralized, InfoAU discipline s improvement plan was also defined, as well as strategies for the implementation of the computerization s plan for the CAUs, which would guarantee its maintenance in a continuity perspective

Tendo em vista a necessidade de conhecer os aspectos históricos, sociais e epistemológicos que envolvem os cursos de Biblioteconomia da região Sul do Brasil, bem como entender como se dá o ensino de determinadas disciplinas no âmbito biblioteconômico, a presente pesquisa visa compreender a percepção dos docentes quanto à conceituação de Organização da Informação e Organização do Conhecimento comparando-a com a literatura publicada a fim de identificar tendências teórico-conceituais em torno do ensino desses domínios. Este estudo baseia-se nas considerações de Bräscher e Café (2008) acerca dos termos Organização da Informação e Organização do Conhecimento. Esta pesquisa tem caráter descritivo e exploratório de cunho qualitativo. A população alvo compreende os docentes dos cursos de Biblioteconomia das IES da região Sul do Brasil que ministram disciplinas relacionadas à Organização da Informação, Organização do Conhecimento, Representação da Informação e Representação do Conhecimento. A análise dos dados procedeu-se através da Categorização, etapa do método de Análise de Conteúdo de Bardin (2011). Podemos inferir que os docentes questionados percebem os termos Organização da Informação e Organização do Conhecimento através de suas diferenças e delimitações conceituais

Considering the need of communication between public management and society and its citizens, in a way which is more effective and transparent, the aim of this research was to analyze the transparency of public information presented by the managers of the portals of southern Brazil’s Federal Institutes. It is a qualitative and quantitative research, applied as its purpose, and exploratory as its aim. In order to explain the issue from the theoretical frameworks published, it will be used as a procedure the bibliographic research and the further study field research in the six southern Brazil’s Federal Institutes. Therefore, the theoretical framework approaches aspects about public transparency, concepts of information and communication in the public sector, and it presents measurement indexes of public transparency. The data collection with the Institutes sought to measure – in the portals – the level of transparency of the information presented by the managers, applying a search tool which provided the transparency index of eleven categories of the researched items, besides verifying the presence of the required items by Access to Information Law. In the sequence, it sought to verify the Institutes managers’ perception of the aspects which composes the proposed theme, for the purpose of observing how the process of communication between public agencies and the citizen is happening. The main results obtained emphasize, in a general way, a low level of public information propagation, with a lower average of propagation to the information about social, environmental and economic responsibility, and a greater average to the information related to the institution’s general data – from its management structure to its ordinance. It was also observed that no institution which was researched fully comply with the demands of the Access of Information Law. The results about the manager perceptio demonstrate a tendency in publishing the produced information, however, elements such disorganization of information in the portals, lack of standardization of the virtual structure and type of language to use, and lack of procedures of popular participation and interaction in the portals are determiners to bring problems in the access and in the communication with the public. Besides, the short time of institutions’ creation and the short time of the managers assuming their functions must be considered as a reflex of the found results. Therewith, the present study highlighted the importance of Public Transparency theme and it reached a positive result to a scientific and social contribution.

Analisa aspectos que influenciam a evasão discente nas graduações de instituições federais de ensino superior (Ifes) brasileiras – mas sem excluir menções pontuais a outras instituições de ensino superior (IES) públicas, quando julgado pertinente –, compreendendo essa temática no âmbito da expansão da rede federal de ensino superior no País e da adoção de programas como o Reuni e a implementação do Sistema de Seleção Unificada (SiSU).
