Trata da discussão da cláusula de barreira instituída nos artigos 13 e 57 da Lei dos Partidos Políticos nº 9.096/95, que regulamenta o Inciso IV do Artigo 17 da Constituição Federal. Estuda a aplicação da cláusula e analisa o desempenho dos partidos políticos brasileiros nas eleições de 2002 e 2006. O estudo tenta provar que, com a aplicação dessa cláusula, ocorre uma diminuição, em termos de funcionamento parlamentar, da pulverização partidária existente atualmente no país. Analisa a cláusula de barreira sob os aspectos favoráveis e contrários, o funcionamento parlamentar, o período de transição e a necessidade desta para a organização e valorização dos partidos. Propõe a elaboração de nova lei ordinária para regulamentar a Constituição Federal no Artigo 17, Inciso IV, que diz respeito ao funcionamento parlamentar. Propõe que seja votado e aprovado o PL nº 2679/2003, ora tramitando na Câmara dos Deputados, que trata de algumas alterações no sistema eleitoral e político do Brasil.

This is a report to the California Department of Parks and Recreation. It describes water quality and aquatic invertebrate monitoring after the construction of the Carmel River Lagoon Enhancement Project. Included are data that have been collected for two years and preliminary assessment of the enhanced ecosystem. This report marks the completion of 3-years of monitoring water quality and aquatic habitat. The report adopts the same format and certain background text from previous years’ reporting by the same research group (e.g. Larson et al., 2005). (Document contains 100 pages)

The purpose of the workshop was to enable professionals and organizations working with fishing communities in response to HIV and AIDS in Africa to share experiences, appraise the efficacy of their approaches and identify actions in research and development that will further improve their impact. The workshop pursued and achieved the following objectives: 1)Review and compare research findings and approaches applied in response to HIV and AIDS in fishing communities and the wider fishery sector. 2)Identify good practice examples for wider application. 3)Identify next steps in development and research to scale up these examples. 4)Initiate a network of practitioners in Africa for capacity building, scaling-up and further development of approaches. The range of papers presented at the conference reveals the diversity of responses to HIV and AIDS in the fishery sector at all levels. The papers discussed a range of issues within this broad remit, from community level impacts of disease to policy implementation, from spatial mapping to theatre as a mode of communication. A Lei nº 11.340/2006 - Lei Maria da Penha é resultado recente das lutas históricas do movimento feminista no Brasil. Este estudo, preliminarmente, analisa as conquistas constitucionais femininas, as leis de gênero brasileiras e os tratados internacionais ratificados pelo Brasil. Relata a cronologia do nascimento da norma, desde os fatos precedentes à sua confecção, como também a iniciativa do projeto de lei, a principal discussão realizada pela Câmara dos Deputados, por meio do Seminário Violência contra a Mulher: Um Ponto Final, os aspectos concernentes à tramitação, aprovação e a discriminação das principais propostas de alteração em tramitação no Congresso Nacional. Em que pese grande repercussão da lei em nível nacional, muitos são os problemas detectados acerca de sua aplicabilidade, gerando desafios a serem vencidos.
