In numerical weather prediction, parameterisations are used to simulate missing physics in the model. These can be due to a lack of scientific understanding or a lack of computing power available to address all the known physical processes. Parameterisations are sources of large uncertainty in a model as parameter values used in these parameterisations cannot be measured directly and hence are often not well known; and the parameterisations themselves are also approximations of the processes present in the true atmosphere. Whilst there are many efficient and effective methods for combined state/parameter estimation in data assimilation (DA), such as state augmentation, these are not effective at estimating the structure of parameterisations. A new method of parameterisation estimation is proposed that uses sequential DA methods to estimate errors in the numerical models at each space-time point for each model equation. These errors are then fitted to pre-determined functional forms of missing physics or parameterisations that are based upon prior information. We applied the method to a one-dimensional advection model with additive model error, and it is shown that the method can accurately estimate parameterisations, with consistent error estimates. Furthermore, it is shown how the method depends on the quality of the DA results. The results indicate that this new method is a powerful tool in systematic model improvement.

A key issue in UK railway history is whether the railway system was an efficient response to the traffic requirements of the economy. The UK railway system was constructed entirely by private enterprise with minimal state subsidies. This chapter considers whether the railway system was 'over-built' because the government ignored the advice of the Railway Committee of the Board of Trade. The chapter suggests that the system was over-built by about 35 per cent. The causes of this over-building are investigated and are found to be mainly social and political failures arising from distrust between MPs and civil servants and public pressure on local MPs to ensure that their constituencies were well served by railways.

Purpose: This paper aims to extend and contribute to prior research on the association between company characteristics and choice of capital budgeting methods (CBMs). Design/methodology/approach: A multivariate regression analysis on questionnaire data from 2005 and 2008 is used to study which factors determine the choice of CBMs in Swedish listed companies. Findings: Our results supported hypotheses that Swedish listed companies have become more sophisticated over the years (or at least less unsophisticated) which indicates a closing of the theory-practice gap; that companies with greater leverage used payback more often; and that companies with stricter debt targets and less management ownership employed accounting rate of return more frequent. Moreover, larger companies used CBMs more often. Originality/value: The paper contributes to prior research within this field by being the first Swedish study to examine the association between use of CBMs and as many as twelve independent variables, including changes over time, by using multivariate regression analysis. The results are compared to a US and a continental European study.

Lucas (1987) has shown the surprising result that the welfare cost of business cycles is quite small. Using standard assumptions on preferences and a fully-áedged econometric model we computed the welfare costs of macroeconomic uncertainty for the post-WWII era using the multivariate Beveridge-Nelson decomposition for trends and cycles, which considers not only business-cycle uncertainty but also uncertainty from the stochastic trend in consumption. The post-WWII period is relatively quiet, with the welfare costs of uncertainty being about 0:9% of per-capita consumption. Although changing the decomposition method changed substantially initial results, the welfare cost of uncertainty is qualitatively small in the post-WWII era - about $175.00 a year per-capita in the U.S. We also computed the marginal welfare cost of macroeconomic uncertainty using this same technique. It is about twice as large as the welfare cost ñ$350.00 a year per-capita.

This paper builds on Lucas (2000) and on Cysne (2003) to derive and order six alternative measures of the welfare costs of inflation (five of which already existing in the literature) for any vector of opportunity costs. The ordering of the functions is carried out for economies with or without interestbearing deposits. We provide examples and closed-form solutions for the log-log money demand both in the unidimensional and in the multidimensional setting (when interest-bearing monies are present). An estimate of the maximum relative error a researcher can incur when using any particular measure is also provided.

This paper studies the Bankruptcy Law in Latin America, focusing on the Brazilian reform. We start with a review of the international literature and its evolution on this subject. Next, we examine the economic incentives associated with several aspects of bankruptcy laws and insolvency procedures in general, as well as the trade-offs involved. After this theoretical discussion, we evaluate empirically the current stage of the quality of insolvency procedures in Latin America using data from Doing Business and World Development Indicators, both from World Bank and International Financial Statistics from IMF. We find that the region is governed by an inefficient law, even when compared with regions of lower per capita income. As theoretical and econometric models predict, this inefficiency has severe consequences for credit markets and the cost of capital. Next, we focus on the recent Brazilian bankruptcy reform, analyzing its main changes and possible effects over the economic environment. The appendix describes difficulties of this process of reform in Brazil, and what other Latin American countries can possibly learn from it.

Welfare costs are about 0.9% per-capita consumption ($175.00) and marginal welfare costs are about twice as large.

Diversos estudos de Finanças Corporativas consideram os custos associados aos ajustes da estrutura de capital das empresas irrelevantes tanto na forma quanto em magnitude. Este estudo analisou empiricamente a influência dos custos de ajustamento na dinâmica dos ajustes da estrutura de capital de empresas brasileiras de capital aberto no período de 1999 a 2007. A alavancagem foi abordada sob três diferentes cenários, considerando a presença de custos fixos, custos proporcionais e por uma composição de custos fixos e proporcionais através de simulações utilizando um modelo reduzido da estrutura de capital. Em seguida a análise não paramétrica da amostra revelou que as empresas apresentam um comportamento dinâmico em suas decisões de financiamento para o ajuste da estruturas de capital, mas que não se revelou contínuo. A utilização de um modelo de duration mostrou-se adequado para mensurar o intervalo de tempo entre os ajustes da estrutura de capital das empresas. Os resultados são extremamente relevantes e suportam a teoria de um comportamento de rebalanceamento dinâmico pelas empresas de suas estruturas de capital em torno de um intervalo ótimo. Entretanto os ajustes não ocorrem de forma imediata e a persistência de choques à estrutura de capital deve-se em sua maior parte aos custos associados aos ajustes do que a uma possível indiferença à estrutura de capital. . Este trabalho constitui-se como pioneiro no mercado brasileiro acerca dos custos de ajustamento da estrutura de capital e abre espaço para a discussão do comportamento ótimo em torno da estrutura de capital de empresas nacionais.

O trabalho aborda a questão do custo de capital em um contexto de mercados globalizados. Analisa as principais metodologias para definição das variáveis que compõem o Custo Médio Ponderado de Capital (Weighted Average Cost of Capital) e o impacto exercido pela segmentação/integração dos mercados financeiros mundiais nesta definição. Discute as relações internacionais de paridade (Purchasing Power Parity, Efeito Fisher, lnterest Rate Parity, entre outras) e suas implicações para a definição de custo de capital. Discorre sobre diversificação internacional de portfólios e instrumentos para captação de recursos no exterior, como eurobonds e ADR's, e discute a questão do custo de capital ser global ou local/divisional.

A simple model incorporating rent-seeking into the standard neoclassical model of capital accumulation is presented. It embodies the idea that the performance of an economy depends on the efficiency of its institutions. It is shown that welfare is positively affected by the institutional efficiency, although output is not necessarily so. It is also shown that an economy with a monopolistic rent-seeker performs better than one with a competitive rent-seeking industry.

This paper presents three contributions to the literature on the welfare cost of ináation. First, it introduces a new sensible way of measuring this cost - that of a compensating variation in consumption or income, instead of the equivalent variation notion that has been extensively used in empirical and theoretical research during the past fiftt years. We Önd this new measure to be interestingly related to the proxy measure of the shopping-time welfare cost of ináation introduced by Simonsen and Cysne (2001). Secondly, it discusses for which money-demand functions this and the shopping-time measure can be evaluated in an economically meaningful way. And, last but not least, it completely orders a comprehensive set of measures of the welfare cost of ináation for these money-demand specification. All of our results are extended to an economy in which there are many types of monies present, and are illustrated with the log-log money-demand specification.

Assim como a literatura existente sobre o impacto do investimento social empresarial na performance financeira da empresa, esse estudo tem o objetivo de analisar o efeito da responsabilidade social empresarial no custo de capital próprio das empresas. Foi estimado o custo de capital próprio das empresas do Índice da Bolsa de Valores de São Paulo – Ibovespa, representativo do mercado e das empresas participantes da carteira do ISE, representativa da responsabilidade social corporativa, para o período de 2005 a 2009. Como resultado, notou-se que, na maioria dos anos estudados, não foi significativa a queda no custo de capital próprio das empresas que fazem parte do ISE, apontando para o fato de o investimento em responsabilidade social empresarial não afetar indicadores financeiros como o custo de capital próprio analisado.

Desenvolvemos modelos de ajuste parcial e de duration para testar a relevância de fatores específicos de países na determinação da estrutura de capital de empresas listadas nas bolsas de valores brasileira, chilena e mexicana. Utilizamos dados em painel, em um período que se estende do quarto trimestre de 1996 ao segundo trimestre de 2010, abrangendo 4403 observações relacionadas a 139 empresas diferentes. Os resultados obtidos sugerem que a dinâmica da estrutura de capital varia por país e que idiossincrasias locais são determinantes-chave dos níveis de alavancagem das empresas. Não detectamos comportamento explicado pela Teoria de Trade Off entre as empresas brasileiras, chilenas e mexicanas, o que indica que teorias alternativas possam comandar os processos de decisão de financiamento dos gestores latino americanos.
