La reestructuración del modelo económico en Chile a mediados de los setenta impactó a todos los sectores productivos y el sector agropecuario no fue una excepción. Se iniciaba así el comienzo de la "Era agroexportadora", que fomentaba aquellas orientaciones productivas con claras ventajas competitivas en los mercados internacionales. El paradigma agrícola chileno se ha caracterizado por funcionar sobre la base de salarios bajos, disponibilidad de mano de obra y tipo de cambio favorable. En 2006, y en este escenario, se ha implementado la política pública denominada "Chile Potencia Alimentaria 2020", que buscar reforzar la fórmula anterior. Esta iniciativa considera estrategias de crecimiento que invisibilizan la estructura bimodal agraria presente en el país. A lo anterior se suma el agravante de que territorios (como la Región de Los Lagos en el sur de Chile) con orientaciones productivas tradicionales (ganaderas específicamente) presentan posiciones manifiestamente vulnerables, especialmente de aquellos grupos de productores que se caracterizan por funcionar con racionalidades distintas de la empresarial.

Recent empirical studies challenge the traditional theory of optimum currency areas by arguing that a monetary union enhances trade and business cycle co-movements among its member countries sufficiently as to obviate the need for national monetary policy. This paper examines the empirical relationship between trade and business cycle correlations among thirteen Asia-Pacific countries, paying particular attention to the structural characteristics of their economies and other issues not explored fully in the literature. According to our result, although trade is relevant to the business cycles of individual countries, the main determinant of their international correlations is not the geographical structure of their trade but what they produce and export --more specifically the extent to which their output and exports are concentrated on electronic products.

Infrastructure development means for the making of living environment, transport and communications, disaster prevention and national land conservation, agriculture, forestry and fisheries, and energy production and supply. Transport infrastructure development in Cambodia involved with (1) road, (2) railway, (3) port, inland-water way and (4) aviation. All model of transport infrastructure have special different kinds of importance. Railway is different from other base important of railways are transport passengers and traffic freight especially transport for heavy goods in huge capacity and in long distance by safer and faster. Transport in Cambodia for traffic freight export import base from Thailand and other via Sisophon and Shihanoukvill port. Traffic is increasing rapidly during nowadays railway condition in adequate of demand required. This is why Railway is selected as the topic of this paper to prevent monopoly of road transport. This paper, does review about infrastructure development plan for Railway in Cambodia as a long term strategy by review and analysis forecast on the previous performance of Royal Railways of Cambodia (RRC) transport traffic involved with condition of infrastructure development of railway in Cambodia. And also review the plan of development RRC but just only detail a plan of rehabilitation that is immediately needed. Suggest some recommendation at the last part. As Cambodia is a member country of ASEAN and also Mekong sub-region. For make sure that transport networks work effectively with a progress of economic integration, we make clear what is important for infrastructure development of railway in Cambodia from the standpoint of the development plan of Mekong sub-region. This paper is organized by 4 sections. After that remain infrastructure development needs huge fund and long time for restoration, reconstruction, rehabilitation and development into new technology as most of world practice.

本稿の目的は、コイサン向け土地政策の立案・協議過程に関する考察を通じて、1990年代後半に南アフリカのカラード・コミュニティの間で生じたコイサン復興運動が主張する土地要求の内容とそれに対する政府の政策的対応について明らかにすることである。つい最近まで、コイサンの土地要求が重要な政策課題として取り上げられることはなかったが、2013年2月のズマ大統領による施政方針演説をきっかけにこの状況は大きく変化した。農村開発・土地改革省(DRDLR)とコイサンの代表者との間で「1913年を期限とする土地返還の例外」について協議をするための場が新設され、2014年4月にはDRDLRが具体的な政策提案を行うことになった。本稿では、この提案が果たしてコイサン復興運動の要求を満たすものなのかどうか、この提案の実行にはどのような課題が存在するのかについて論じる。

La tesis analiza la realidad residencial construida en los municipios del Área Metropolitana de Madrid durante la democracia, en términos de localización, cantidad y calidad/cualidad, y su relación con el desarrollo de las políticas de planeamiento y de vivienda. La pregunta central que ha guiado la investigación es la siguiente: ¿cómo han incidido los instrumentos de política de vivienda y de planeamiento urbanístico en el crecimiento residencial de los municipios del Área Metropolitana de Madrid? Se trata de poner en relación dos políticas públicas orientadas por la Administración en sus distintos niveles de actuación: una de carácter territorial, el planeamiento urbanístico -cuya ejecución es de competencia municipal-, y otra de carácter sectorial, las políticas de vivienda -definidas por la Administración Central y Autonómica-. Al considerar la política de vivienda como el resultado de la política financiera, la política fiscal y la política de suelo, se ha observado cómo en España las dos primeras suponen más del 70% de la intervención presupuestaria en vivienda. Esta investigación se ha centrado particularmente en la tercera, la política de suelo, por su vinculación directa con el planeamiento urbanístico, pero sin dejar de tener en cuenta las dos primeras, no sólo por su implicación en el gasto público, sino porque han tenido tanto efecto, o más, en la conformación de la ciudad como ha podido tenerlo el planeamiento. La primera parte de la tesis se centra en el estudio de las políticas, sus objetivos e instrumentos (normativos y de planificación), mientras que en la segunda parte se analiza la realidad construida, por medio de una serie de variables e indicadores relacionados con la producción residencial (suelo y viviendas); en la tercera se presenta la parte de análisis y las conclusiones generales. Al cruzar los objetivos y los instrumentos de ambas políticas se ha podido concluir con una propuesta de periodización evidenciando las ontinuidades, cambios o transformaciones: después de una etapa de transición –de 1975 a 1978, coincide con los años de la transición democrática, en el que se definen las bases de las nuevas políticas-, se han podido diferenciar tres períodos: 1979-1989, 1990-1997 y 1998-2007. El primer período corresponde a los años en los que se fue construyendo todo el aparato institucional regulador con las nuevas administraciones que surgieron de la democracia. El segundo período, aunque comenzó con la aprobación de la Ley del Suelo de 1990 como instrumento clave del planeamiento regulador, se caracterizó por el cuestionamiento del modelo intervencionista y por los primeros planteamientos de liberalización. Finalmente, en el tercer período se pusieron las bases normativas de la liberalización del suelo en España, con la reforma de la Ley del Suelo de 1998 y otras medidas “remediales”. Finalmente, se presenta el análisis de los resultados sobre la realidad construida, teniendo como clave de interpretación la periodización propuesta a partir de las políticas, con el propósito de conocer cómo han podido incidir en el crecimiento residencial del AMM. Por tanto, la tesis aborda la inquietud de cuándo, cómo y dónde las políticas públicas han construido ciudad y han generado barrios, pues también trata de analizar los espacios urbanos que han sido el resultado físico de dichas políticas (aspectos de los conjuntos residenciales, el entorno inmediato y su relación con el tejido urbano existente), y no sólo de mostrar cantidades de viviendas construidas. Posteriormente, el estudio se centra en el análisis de las actuaciones públicas sobre suelos destinados a uno de los llamados “usos débiles”, las viviendas protegidas. Éstas se han beneficiado, de una u otra manera, de las ayudas económicas que se incluyen en los planes de vivienda y, por ello, están sujetas a unos parámetros definidos por la normativa vigente en cada caso. Ha interesado realizar una valoración de las mismas a partir de criterios de integración social y funcional, y de equilibrio territorial. ABSTRACT The PhD thesis analyses the residential areas built in the Metropolitan Area of Madrid, in terms of location, quality and quantity, and the relationship to the resulting built environment planning and housing policies. Its cover a period of tree decades since the onset of democracy in Spain in 1975 up to the beginning of the great recession starting 2007. The central question that has guided the research is the following: how the instruments of housing policy and urban planning have influenced the residential growth of the municipalities of the Metropolitan Area of Madrid? It is about putting together two different public policies that are also carried out at different levels of government: spacial and urban planning –whose execution is under municipal jurisdiction under principles and guidelines defined at a regional scale; and the sectorial housing policies which are mostly defined by the Nacional and Regional governments and are very interlinked with the wider economic policies of the country. When considering housing policy as the result of financial, fiscal and land policy, it has been noted in Spain that instruments under the first two types of measures (financial and fiscal) account for over 70% of the housing budget intervention. This research has particularly focused on the third, Land Policy, because of its direct link to urban planning. Nevertheless, the research also considers f inancial and f iscal pol icies, not only because of thei r signi f icant level of publ ic spending, but al so because of thei r great impacto n shaping the way the ci ty is bui l t . The first part of the thesis focuses on the study of the policies, objectives and instruments (housing and planning), while the second part analyses the built reality by means of a number of variables and indicators related to the housing production (land and housing). In the third part the analysis and general conclusions are presented. After relating the objectives and instruments of both policies, the thesis concludes with a proposal for periodization showing continuities, changes and transformations: after a transition period – from 1975 to 1978 coinciding with the years of the democratic transition, in which the basis of the new policies were defined- tree periods (1979-1989, 1990- 1997 and 1998-2007) have been d i s t i n g u i s h e d . The first period covers the years in which a new institutional apparatus wa s b u i l t wi t h t h e n e w a r r a n g eme n t s t h a t eme r g e d from democracy. The second period, even though it began with the approval of the Land Act 1990 as key element of the regulatory planning, was characterized by the questioning of public intervention and early approaches to liberalization. Finally, in the third period, the normative basis of liberalization was set up in Spain, with the reform of the Land Act 1998 and other “corrective” measures. At a final point, the analisys of the results on the reality constructed is presented having as a key of interpretation the periodization proposed. This provides tools for interpreting how policies did affect residential growth in the Metropolitan Area of Madrid. Therefore, the thesis addresses the issues of when, how and where public policies have inf luenced and guided the development of resident ial áreas in the región dur ing this t ime f rame. I t is also concerned with analysing those urban spaces that have been the physical result of such policies (aspects of residential complexes, the immediate environment and its relationship with the existing urban infraestructure), going beyond the analisys of statistical data. Subsequently, the study focuses on the analysis of public actions on land for the so-called "weak uses" particularly social housing. These have benefited in one way or another, of financial assistance included in housing plans and, therefore, are subject to some parameters defined by the regulations in force in each case.

El agua de riego en España se ha reducido del 80 % al 70% tras la rehabilitación de los sistemas tradicionales de riego y el incremento de riegos a presión. La política española ha favorecido la creación de nuevos regadíos con fines sociales, para asentar a la población rural en zonas con disponibilidad de recursos hídricos. Este contexto es aplicable a la Comunidad de Regantes “Rio Adaja” (CCRR), que comenzó a funcionar en 2010 por lo que se la ha elegido para evaluar el uso y productividad del agua y manejo del riego en CCRR modernizadas de la cuenca del Duero. El estudio del manejo del riego se realizó con evaluaciones de campo, el primer año de funcionamiento, en una muestra de sistemas de riego (pivotes centrales, ramales de avance frontal, cobertura total) representativa de los sistemas predominantes en la CCRR. Además, se analizó la carta de riego propuesta por el fabricante de los pivotes centrales, considerando una distribución de caudal continua a lo largo del ramal, y se propuso una nueva carta con emisores de riego que mejoraban la uniformidad de aplicación del agua. El uso del agua en la CCRR se evaluó considerando tanto los indicadores de eficiencia del riego: suministro relativo de riego (anual relative irrigation supply, ARIS), suministro relativo del agua (anual relativewater supply, ARWS), suministro relativo de precipitación (rainfall relative supply, RRS) como los de productividad: productividad del agua (water productivity, WP) productividad del agua de riego (irrigation water productivity, IWP) y productividad de la evapotranspiración (evapotranspiration water productivity, ETWP). Primero, se determinaron: las necesidades hídricas de los cultivos para mantener un contenido de humedad óptimo en su zona radical, el coeficiente dual del cultivo, el agua disponible total (ADP) y agua fácilmente aprovechable (AFA). Después, se estimaron las necesidades hídricas de los cultivos considerando tres años tipo: húmedo, normal y seco correspondientes a la probabilidad de disponibilidad de la precipitación del 20, 50 y 80%, respectivamente. Así mismo, se realizó una encuesta a los regantes de la CCRR para conocer la dosis de riego y rendimiento anual de los cultivos principales durante sus tres años de funcionamiento: 2010-2011, 2011-2012 y 2012-2013.Finalmente, se simuló el efecto del riego y su manejo en la producción de los cultivos y en la productividad del agua. Además, el modelo de simulación AQUACROP (Geerts et al., 2010) se ha utilizado para estudiar la mejora del uso del agua de los cultivos de la CCRR. Dado que este modelo requiere de calibración específica para cada cultivo y cada zona y dado que, de todos los cultivos de la CCRR, sólo el girasol cumplía el requisito, este cultivo fue elegido para estudiar si la estrategia de riego deficitario mejoraría el uso del agua. Los resultados obtenidos indican que el 90% de los sistemas de riego evaluados distribuye el agua con una uniformidad adecuada (CUC≥75%). La simulación de la distribución del agua con las cartas de riego propuestas por el fabricante en pivotes centrales resultó en coeficientes CUC< 75% y sus valores mejoraban al eliminar el aspersor distal. La uniformidad del riego mejoraría si se trabajase con la carta de riego propuesta y que se compone por emisores de riego seleccionados en este estudio. En la mayoría de los cultivos, se aplicó riegos deficitarios (ARIS < 1 en los dos primeros años de funcionamiento de la CCRR y riegos excedentarios (ARIS > 1) el tercer año siendo significativas las diferencias observadas. El manejo del riego fue bueno (0,9 ≤ ARWS ≤1,2) en la mayoría de los cultivos. Así mismo, los indicadores de productividad del agua (WP e IWP (€.m-3)) varió entre cultivos y años estudiados y, destacan los valores observados en: cebolla, patata, zanahoria y cebada. En general, la productividad del agua en los riegos deficitarios fue mayor observándose además, que los índices de productividad mayores correspondieron al año con precipitación mayor aunque, las diferencias entre sus valores medios no fueron significativas en las tres campañas de riego estudiadas. Los resultados apuntan a que la metodología del balance hídrico y las herramientas presentadas en este trabajo (uniformidad de distribución de agua, indicadores de eficiencia del uso de agua y de su productividad) son adecuadas para estudiar el manejo del agua en CCRR. En concreto, la uniformidad en la aplicación del agua de la CCRR mejoraría seleccionando emisores de riego que proporcionen una mayor uniformidad de distribución del agua, lo que conllevaría a cambiar el diámetro de la boquilla de los emisores y/o eliminar el aspersor distal. Así mismo, puede ser de interés adoptar estrategias de riego deficitario para incrementar la productividad en el uso del agua, y las rentas de los regantes, para lo cual se propone utilizar un patrón de cultivos de referencia. Finalmente, el riego deficitario puede ser una estrategia para mejorar la eficiencia y productividad en el uso del agua de la CCRR siempre que lleve asociado un manejo del riego adecuado que resulta, relativamente, más fácil cuando se dispone de sistemas de riego con una uniformidad de aplicación alta. Sin embargo su aplicación no sería aconsejable en los cultivos de remolacha azucarera, regado con sistemas de riego con un coeficiente de uniformidad de Christiansen CUC < 75%, y maíz, regado con sistemas de riego con un coeficiente de uniformidad de Christiansen CUC < 65%. ABSTRACT The irrigation scheme modernization and the increase of sprinkler irrigation area have reduced the irrigation water use from 80 to 70%. The national irrigation policy favored the creation of new irrigation schemes with the purpose to settle the rural population in areas with availability in water resources. Within this context, the irrigation district “Río Adaja” (CCRR) started in 2010 so, it has been chosen as a case study to evaluate the water use and the irrigation management in a modernized CCRR. Several field evaluations were carried out during the first operation year, in a sample of irrigation systems (center pivot, moving lateral and solid set) selected among all the systems in the CCRR. Likewise, the manufacturer irrigation chart for the center pivot systems has been considered and the pressure and discharge distribution along the pivot have been estimated, assuming a continuous flow along the pipe. Then; the sprinkler nozzles were selected order to increase the uniformity on water application. The water use in the CCRR has been assessed by considering the water use efficiency indicators: annual relative irrigation supply (ARIS), annual relative water supply (ARWS), relative rainfall supply (RRS) and also the productivity indicators: water productivity (WP), irrigation water productivity (IWP) and evapotranspiration water productivity (ETWP). On the one hand, it has been determined the crop water requirement (to maintain the optimal soil water content in the rooting zone), the dual crop coefficient, the total available water and the readily available water. The crop water requirement was estimated by considering the typical wet, normal and dry years which correspond to the probability of effective precipitation exceedance of 20, 50 and 80%, respectively. On the other hand, the irrigation depth and crop yield by irrigation campaign have been considered for the main crops in the area. This information was obtained from a farmer’s survey in 2010-2011, 2011-2012 and 2012-2013. For sunflower, the irrigation effect and its management on the crop yield and water productivity have been simulated. Also a deficit irrigation strategy, which improves the water resources, has been determined by means of AQUACROP (FAO). The results showed that 90% of the evaluated irrigation systems have adequate irrigation water application uniformity (CUC ≥ 75%). The CUC values in center pivots, which were calculated using the manufacturer irrigation chart, are below < 75% . However, these values would increase with the change of emitter nozzle to the proposed nozzles selection. The results on water use showed a deficit irrigation management (ARIS < 1), in most of crops during the first two operation years, and an excess in irrigation for the third year (ARIS > 1) although non-significant difference was observed. In most cases, the management of irrigation is adequate (0,9≤ ARWS≤ 1,2) although there are differences among crops. Likewise, the productivity indicators (WP and IWP (€.m-3)) varied among crops and with irrigation events. The highest values corresponded to onion, potato, carrot and barley. The values for deficit irrigation were the highest and the productivity indicators increased the year with the highest effective precipitation. Nevertheless, the differences between the average values of these indicators by irrigation campaign were non-significant. This study highlights that the soil water balance methodology and other tools used in the methodology are adequate to study the use and productivity of water in the irrigation district. In fact, the water use in this CCRR can be improved if the irrigation systems were designed with higher water distribution uniformity what would require the change of sprinkler nozzles and/or eliminate the end gun. Likewise, it is advisable to set up deficit irrigation strategies to increase the water productivity taking into account certain limits on water application uniformities. In this respect, a reference cropping pattern has been proposed and the limits for water uniformity have been calculated for several crops.

The preservation of tangible cultural heritage does not guarantee effective revitalisation of urban historic areas as a whole. The legacy of our history consists not only of paintings, sculptures, architectural monuments and public spaces, but also the safeguarding of immaterial aspects of social life, such as oral traditions, rituals, practices, knowledge and craft skills. From 1999 to 2013, 26 Brazilian cities benefited from the Monumenta Programme - a national cultural policy that involved institutions, the private sector and the local community. The purpose of the programme was to stimulate economic growth and increase cultural and social development of the historic centres. Moreover, it sought to increase the number of residents in the benefited areas as defined in its agenda (IDB, 1999; MinC & Programa Monumenta, 2006). Using the Historic Centre of Porto Alegre as a case study, this paper examines how this cultural programme enables demographic change through the promotion of intangible cultural heritage, e.g. by supporting educational projects. The demographic flow was analysed using the microdata of the Populations Censuses (years 2000 and 2010) available from the Brazilian Institute of Geography and Statistics. The results showed an increase in low-income residents the areas that participated in the programme. This increase may have been motivated by a set of cultural-educational projects under the auspices of the Monumenta Programme. The retraining of artisans of Alfândega Square, the training of low-income youth for restoration work and the implementation of the "Black Route Museum in Porto Alegre" (Bicca, 2010) are just some examples of what was done to improve the local community's economy, to encourage social cohesion and to enhance the awareness of cultural diversity as a positive and essential value in society.

O papel desempenhado pelo Poder Judiciário nos mais diversos Estados passa por sensível evolução ao longo do século XX, à medida que se desenvolveram os sistemas de controle de constitucionalidade. De um lado, os atores políticos assumem especial importância nesse processo. Os modelos de revisão judicial foram reforçados, no mais das vezes, em paralelo à positivação, em âmbito constitucional, de um amplo rol de direitos fundamentais e de princípios balizadores e limitadores do poder estatal. Com isso, os elementos cotejados no processo legislativo de tomada de decisões políticas são revestidos de status constitucional e transportados para o discurso argumentativo do Direito, o que leva a um processo de judicialização da Política que permite que a atividade legiferante seja passível de confronto perante instâncias judiciárias. Os instrumentos de controle de constitucionalidade assumem, assim, novos contornos, permitindo que o Judiciário interfira no conteúdo das escolhas políticas feitas pela maioria governante. De outro lado, o Poder Judiciário particularmente as Cortes Constitucionais passa a assumir a corresponsabilidade na efetivação das metas e compromissos estatais, com o que desenvolve uma política institucional mais proativa e comprometida com a concretização substancial de valores democráticos, interferindo, assim, de maneira mais incisiva e rígida no controle do processo político. A definição de políticas fundamentais e o processo legiferante passam a contar com constante participação do Judiciário. Na realidade brasileira, a Constituição de 1988 amplia as competência do Supremo Tribunal Federal em sede de controle de constitucionalidade, inserindo o órgão de maneira efetiva nesse contexto de intervenção judicial na Política. A última década, por sua vez, marcou uma perceptível mudança em sua atividade e em sua interferência no processo de tomada de decisões políticas pelos demais Poderes. Valendo-se dos diversos instrumentos de controle que lhe são disponibilizados, assumiu o compromisso de participar na efetivação dos preceitos constitucionais pátrios mediante a revisão do conteúdo normativo decorrente das escolhas políticas tomadas em outras instâncias. Desse modo, tornou-se verdadeiro copartícipe do processo de definição de políticas legislativas nacionais, seja rechaçando normas que repute inconstitucionais, seja proferindo decisões com claros efeitos normativos que buscam readequar e conformar as escolhas dos atores políticos. Nesse processo decisório, entra em jogo a intensidade com que a Corte busca impor sua visão e suas concepções no tocante à efetivação e concretização dos compromissos constitucionais. A sobreposição de ponderações judiciais e legislativas acarreta, a seu turno, importantes efeitos sistêmicos ao diálogo interinstitucional que se desenvolve entre os Poderes, em especial no que concerne à distribuição das funções estatais dentro das premissas democráticas e ao dimensionamento do papel que compete a cada um dos Poderes no processo de efetivação e proteção da Constituição.

The hard push for domestic oil and gas production suggests a developing divergence from environmentally sound practices. As states feel the pressure to match energy growth to national need, adequate consideration for the surrounding environment should continue to be a high priority. Through an analyses of twelve environmental assessment documents, recommendations for an oil and gas specific environmental assessment documentation guidance has been created. Guidance recommendations for the affected environment, mitigation options, alternatives, public comment process and the overall approach to an environmental assessment document is outlined within this capstone.

Regional approaches to EU energy policies have been termed the ‘Schengenisation’ of energy, making reference to the Schengen Convention eliminating intra-European border controls. They aim to hone the effectiveness of EU energy policy objectives through enhanced policy coordination at the regional scale. Typically, this includes energy market integration while accounting for member states’ continued deployment of national-level policy instruments regarding the appropriate energy mix and the security of energy supply, which is foreseen in the EU Treaty. This report explores the potential for such regional approaches. It assesses lessons from existing initiatives, regional energy arrangements such as the Danube Energy Forum, the Mediterranean Energy Forum, the Pentalateral Energy Forum, the North Seas Countries’ Offshore Grid Initiative and the Nordic Co-operation partnership, to determine whether regional energy initiatives are an efficient, effective and politically acceptable approach toward reaching three EU energy policy objectives: competitiveness, supply security and sustainability. Regional approaches could possibly play an important role for governing EU renewables policy, which the European Commission has identified in the 2030 climate and energy framework as an important element for governance.

Regional approaches to EU energy policies have been termed the ‘Schengenisation’ of energy, making reference to the Schengen Convention eliminating intra-European border controls. They aim to hone the effectiveness of EU energy policy objectives through enhanced policy coordination at the regional scale. The inter-sectoral migration of agricultural labour is a complex but fundamental process of economic development largely affected by the growth of agricultural productivity and the evolution of the agricultural relative income gap. Theory and some recent anecdotal evidence suggest that as an effect of large fixed and sunk costs of out-farm migration, the productivity gap between the agricultural and non-agricultural sectors should behave non-monotonically or following a U-shaped evolution during economic development. Whether or not this relationship holds true across a sample of 38 developing and developed countries and across more than 200 EU regions was empirically tested. Results strongly confirm this relationship, which also emphasises the role played by national agricultural policy.
