This issue of the Bulletin is based on the material presented at the seminar Information Technology for Development of Small and Medium-sized Exporters in East Asia and Latin America, which was held on 23 and 24 November 2004 at the headquarters of ECLAC in Santiago, Chile. The seminar was part of the project entitled Comparative Study on East Asian and Latin American IT Industry, financed by the thematic fund for information and communication technologies (ICT) for development of the United Nations Development Programme (UNDP) and has been carried out in close collaboration with the Institute of Developing Economies (IDE), an organization that belongs to the Japanese External Trade Organization (JETRO). This article contains a discussion of the concepts, definitions and standards associated with electronic commerce, as well as the opportunities to be seized and the challenges to be met so that MSMEs can expand their electronic business.

On 15 and 16 December 1998, in New Orleans, United States, the third Western Hemisphere Transportation Ministerial Meeting will take place. This is part of a work programme which has been incorporated into the Plan of Action of the Americas. The Summit of the Americas held in Santiago, Chile, in April 1998, and the adoption of negotiations mechanisms for the Free Trade Area of the Americas constitute two major landmarks of the continental integration processes this year. The current issue of the FAL Bulletin focuses on the relationship between trade and transport in the Americas, and includes a discussion of transport systems and the supporting integration progress in the continent.

On 12 September 2006, on the occasion of the launching of the report Latin America and the Caribbean in the World Economy, 2005-2006, the Executive Secretary of ECLAC, José Luis Machinea, presented a new version of the software program Module for the Analysis of Growth of International Commerce (MAGIC).  The first version of MAGIC was created by ECLAC Subregional Headquarters in Mexico , to conduct ex post analysis of the competitiveness of countries' exports to the United States market. The new application architecture was made possible thanks to financial support from the Canadian International Development Agency (CIDA) and the Division of Production, Productivity and Management of ECLAC headquarters in Santiago , Chile .  This issue of the FAL Bulletin reviews the progress of MAGIC in the ten years it has been functioning, and the evolution which has made it one of ECLAC's most popular, versatile, and technologically advanced applications.

El cambio climático tendrá importantes consecuencias sobre el desarrollo urbano de los países de América Latina durante el presente siglo, y las necesidades de limitar las emisiones de Gases de Efecto Invernadero (GEI) y de adaptarse a las nuevas condiciones climáticas impondrán desafíos que incidirán significativamente en las formas de desarrollo urbano y territorial en la región. En este contexto, resulta fundamental para las ciudades construir sendas de desarrollo urbano bajo en carbono, para transitar hacia economías que sean verdes y, a la vez, resilientes. El presente estudio mira los avances que han realizados los gobiernos nacionales y locales de la región para transitar hacia un desarrollo urbano bajo en carbono. Tiene como principal objetivo identificar y proponer medidas sectoriales específicas adicionales que contribuyan a la construcción de una senda de desarrollo baja en carbono en ciudades de América Latina; para ello se seleccionan las ciudades de Santiago-Chile, Sao Paulo-Brasil y Ciudad de México-México. Asimismo, se realiza una evaluación econométrica de las medidas propuestas para cada una de las ciudades, donde se analiza su contribución respecto de los niveles de emisiones de GEI y su costo.

Schizotetranychus tegophallos sp. nov., from papyrus sedge (Cyperus involucratus Rottb., Cyperaceae) from Santiago, Chile, is described and figured. The genital stylets of the male, palpal tarsus tactile setae and chaetotaxy of leg IV trochanter in deutonymphs are discussed.

Background. Respiratory syncytial virus (RSV) has been implicated in the etiology of adult community-acquired pneumonia (CAP). We investigated RSV infection in Chilean adults with CAP using direct viral detection, real-time reverse-transcription polymerase chain reaction (rtRT-PCR), and serology (microneutralization assay). Methods. RSV, other respiratory viruses, and bacteria were studied by conventional and molecular techniques in adults aged >= 18 years presenting with CAP to the healthcare facilities in Santiago, Chile from February 2005 through December 2007. Results. All 356 adults with CAP enrolled had an acute blood sample collected at enrollment, and 184 had a convalescent blood sample. RSV was detected in 48 cases (13.4%). Immunofluorescence assay and viral isolation each detected only 1 infection (0.2%), whereas rtRT-PCR was positive in 32 (8.9%) cases and serology was positive in 20 (10.8%) cases. CAP clinical characteristics were similar in RSV-infected and non-RSV-infected cases. RSV-specific geometric mean serum-neutralizing antibody titer (GMST) was significantly lower at admission in the 48 RSV-infected cases compared with 308 non-RSV-infected adults (GMST in log(2): RSV/A 8.1 vs 8.9, and RSV/B 9.3 vs 10.4; P < .02). Conclusions. RSV infection is frequent in Chilean adults with CAP. Microneutralization assay was as sensitive as rtRT-PCR in detecting RSV infection and is a good adjunct assay for diagnostic research. High RSV-specific serum-neutralizing antibody levels were associated with protection against common and severe infection. The development of a vaccine could prevent RSV-related CAP in adults.

Há anos vem-se questionando o papel da representação gráfica na arquitetura, diante das novas tecnologias gráficas computacionais e novos processos projetivos delas decorrentes. Entretanto, o desenho à mão livre ainda se mostra atuante no processo projetivo, marcado por um olhar atento, uma percepção individual e um tempo de execução que permite imersão, entrega e reflexão. Este artigo apresenta uma análise a partir de um olhar mais atento ao desenho de projetos do arquiteto Paulo Mendes da Rocha, como contribuição para a discussão sobre o papel do desenho analógico no processo projetivo. Foram selecionados alguns projetos do arquiteto: Projeto para o Concurso de remodelação do centro urbano de Santiago (Chile); Estádio Serra Dourada; Edifício Jaraguá, Caetano de Campos; Ginásio do Clube Atlético Paulistano (1958); Residência no Butantã (1964); residência Fernando Millan (1970) e Museu Brasileiro da Escultura (1986). Este artigo apresenta estudos de leitura sobre os desenhos originais do arquiteto com o objetivo de detectar as intenções projetuais, conceitos e características do projeto. Foram feitas marcações gráficas sobre os desenhos originais, evidenciando uma leitura particular do pesquisador que permitiu uma melhor compreensão dos projetos.

Myocardial dysfunction appears in 25% of patients with severe sepsis and in 50% of patients with septic shock, even in the presence of hyper dynamic states. It is characterized by a reduction in left ventricle ejection fraction, that reverts at the seventh to tenth day of evolution. Right ventricular dysfunction and diastolic left ventricular dysfunction can also appear. There is no consensus if an increase in end diastolic volume is part of the syndrome. High troponin or brain natriuretic peptide levels are associated with myocardial dysfunction and a higher mortality. The pathogenesis of myocardial dysfunction is related to micro and macro circulatory changes, inflammatory response, oxidative stress, intracellular calcium management disturbances, metabolic changes, autonomic dysfunction, activation of apoptosis, mitochondrial abnormalities and a derangement in catecholaminergic stimulation. Since there is no specific treatment for myocardial dysfunction, its management requires an adequate multi systemic support to maintain perfusion pressures and systemic flows sufficient for the regional and global demands.

Maintaining an adequate tissue oxygen delivery (DO(2)) and consumption (VO(2)) is crucial in the treatment of septic patients. A fall in V0(2) is associated with a higher mortality. The early recognition of shock or tissue hypo perfusion impacts on patient prognosis. In occasions, hypovolemia or important regional oxygen debts are not recognized, since macro homodynamic variables have been compensated. In this situation, the use of metabolic hypo perfusion markers such as lactate, central venous oxygen saturation and gastric goniometry, can be helpful. However, interpretation of these markers should be cautious and always considering the overall clinical status of the patient. In the initial stages of sepsis, the dependency of V0(2) on DO(2) predominates as histopathological mechanism of multiple organic failure. In late stages, other factors predominate as determinants of multiple organic failure and mortality, such as hyper or hypo immune response, microcirculatory alterations and cytopathic hypoxia.
