One of the primary accomplishments of Governor Forrest Anderson in 1969-71 was the reorganization of the Executive Branch of Montana government, something that had been attempted six different times between 1919 and 1962 as state government had grown from twenty agencies to almost 200 uncontrolled boards, bureaus and commissions. The chaotic structure of the executive branch disempowered governors of both parties and empowered the private corporations and organizations that were the power structure of Montana. With remarkable political acumen, Governor Anderson figured out how to get that near impossible job done. Central to his efforts was the creation of an Executive Reorganization Commission, including eight legislators and the Governor, the adoption of a Constitutional Amendment that limited the executive branch to no more than twenty departments under the Governor, and the timely completion of a massive research effort to delineate the actual structure of the twenty departments. That story is told in this episode by three major players in the effort, all involved directly with the Executive Reorganization Commission: Tom Harrison, Diana Dowling and Sheena Wilson. Their recollections reflect an insider’s perspective of this significant accomplishment that helped change Montana “In the Crucible of Change.” Tom Harrison is a former Republican State Representative and State Senator from Helena, who was a member of the Executive Reorganization Commission. As Majority Leader in the Montana House of Representatives in 1971, he was the primary sponsor of the House’s executive reorganization bill and helped shepherd the Senate’s version to passage. Harrison was the Republican candidate for Attorney General in 1976 after which he practiced private law for 3 more decades. He served in the Montana Army National Guard for almost 34 years, rising to the rank of Colonel in the position of Judge Advocate General. He was a founding Director of Federal Defenders of Montana (legal representation for indigents accused within the Federal Judicial System); appointed Chairman of the original Montana State Fund (workers' compensation insurance) by Gov. Stephens; served as President of the Montana Trial Lawyers Association, Helena Kiwanis Club and St. Peter's Community Hospital Foundation, as well as Chairman and Director of AAA MountainWest; and was a founder, first Chairman and Director of the Valley Bank of Helena for over 25 years. Diana Dowling was an attorney for the Executive Reorganization Commission and helped draft the legislation that was passed. She also worked for Governor Forrest Anderson and for the 1972 Constitutional Convention where she prepared and directed publication of official explanation of the new Constitution that was mailed to all Montana voters. Diana was Executive Director of the Montana Bar Association and for 20 years held various legal positions with the Montana Legislative Council. For 12 years she was a commissioner on the National Conference of Commissioners on Uniform State Laws and for 7 years was a member of Montana State Board of Bar Examiners. Diana was the first director of the Montana Lottery, an adjunct professor at both Carroll College and the UM Law School, and an administrative officer for Falcon Press Publishing Co. Diana is currently - and intends to continue being - a perpetual college student. Sheena Wilson came fresh out of the University of Montana to become a Research Assistant for the Executive Reorganization Commission. Later she worked for seven years as a field representative in Idaho and Montana for the Mountain Plains Family Education Program, for thirteen years with Congressman Pat Williams as Executive Assistant in Washington and Field Assistant here in Montana, owned and managed a Helena restaurant for seven years, worked as Executive Assistant for State Auditor John Morrison and was Deputy Chief of Staff for Governor Brian Schweitzer his full 8 years in the Governorship. Though currently “retired”, Sheena serves on the Montana Board of Investments, the Public Employees Retirement Board and the Capitol Complex Advisory Council and is a partner in a dry-land wheat farm in Teton County that was homesteaded by her great uncle.

La interrelación entre el municipio y la participación ciudadana en Nicaragua cobró especial relevancia con la restauración de la autonomía municipal en la Constitución de 1987 y con la promulgación de la Ley de Municipios en 1988. La dictadura somocista había suspendido la autonomía municipal durante 50 años, un período que incluyó la cancelación de la elección libre y directa de las autoridades locales, y aunque se reconoció de forma declarativa la autonomía financiera y administrativa, las competencias y funciones de las municipalidades fueron subordinadas a la aprobación final del Gobierno Central. Con las elecciones de 1990 el régimen autonómico municipal entró en vigor de manera expresa por primera vez en la historia de Nicaragua. Además, a partir de entonces se vio ampliado y reforzado con una larga lista de leyes como parte del proceso de descentralización del Estado y de reforma de la administración pública, coincidiendo con la salida del conflicto armado. Al mismo tiempo se generalizaron experiencias participativas en los tres niveles de la administración pública, municipal, autonómica y nacional, que a su vez dieron origen a un marco normativo innovador en Nicaragua y Centroamérica, que conoció su punto más importante con la Ley de Participación Ciudadana en 2003, claramente inspirada en el ámbito municipal. Sin embargo, tras el regreso del FSLN al poder, el presidente Ortega dentro de sus planes de refundar el Estado tomó un conjunto de medidas para limitar la autonomía municipal. Estudios de la época mostraron que la esfera política la autonomía municipal era unos de los obstáculos para implantar el modelo del Poder Ciudadano, que se asentaba en los Consejos del Poder Ciudadano (CPC), organizados de manera jerárquica desde el nivel nacional hasta las comunidades rurales y barrios...

El objetivo de este estudio de caso es describir y analizar los intereses nacionales desde la concepción de India y Noruega durante el contexto histórico del conflicto en Sri Lanka, además examinar cómo estos intereses influenciaron la consolidación de las estrategias y tácticas de negociación. La hipótesis aprobar es que las mediaciones de India y Noruega se desarrollan de forma distinta debido a sus intereses, sin embargo, ambas lograron formas de entendimiento entre el Gobierno de esrilanqués y el Grupo Insurgente Tigres de Liberación de la Tierra Tamil (LTTE). Para esto, se revisan los límites de las mediaciones conforme a los intereses. Siguiendo distintas perspectivas académicas del realismo, neorrealismo y cientificismo se utilizan distintos conceptos desarrollados por Hans Morgentau, Robert Osgood, Johan Galtung, Oliver Ramsbothan, Saddia Touval e Isak Svensson. Desde el método descriptivo histórico y análisis cuantitativo se describen los intereses nacionales y su influencia en las mediaciones que se llevaron a cabo en Sri Lanka.

O tabagismo é uma doença que corresponde a um importante fator de risco para outras doenças crônicas não transmissíveis de grande mortalidade; é, porém, sujeita a tratamento. Este trabalho discute o tabagismo e o papel do Programa de Saúde da Família no combate a esse mal que afeta parcela significativa da sociedade, sendo considerado por muitos estudiosos como uma pandemia. Justamente em função disso, busca propor um projeto de intervenção que ajude conscientizar a população atendida na UBS Totonha Tomé sobre os riscos do tabagismo, bem como estimular o abandono da dependência e prevenir a iniciação ao consumo entre os adolescentes. Em um primeiro momento, foi realizado um diagnóstico situacional, por meio dos dados dos arquivos da ESF Totonha Tomé, da Secretaria de Saúde do município de Piumhi, do Instituto Brasileiro de Geografia e Estatística (IBGE) e de observação da realidade. As principais fontes consultadas para a elaboração do Trabalho de conclusão de curso foram artigos alocados no Google Acadêmico e em periódicos científicos disponibilizados na biblioteca virtual, documentos disponíveis nos portais eletrônicos do INCA, da Política Nacional de Promoção da Saúde (PNPS), do Observatório da Política Nacional de Controle do Tabaco, da Organização Mundial da Saúde (OMS), como forma de conferir uma maior confiabilidade ao tema abordado. Foram pesquisados textos produzidos na última década do século XX (a partir de 1990) e aqueles que datam deste século. Além dessas fontes, também serão consultados livros e dissertações que abordem o tabagismo e o seu tratamento. Por se comportar como uma doença crônica, é necessário que seu tratamento seja valorizado e inserido nas rotinas de atendimento de unidades do Sistema Único de Saúde. Quando se fala em sucesso de processos de intervenção, também não se pode deixar de salientar a importância da família, dos amigos e da mídia, pois esses atuam como atores determinantes na conquista de uma nova identidade para o indivíduo que passou pela reabilitação

Brazilian scientific production on pharmaceutical care was identified based on articles indexed on the Medline, Embase, Lilacs, Web of Science and International Pharmaceutical Abstracts databases. Sixty-three articles published in both national and international journals were retrieved. With regard to authors, 72.3% were from the Southeast and South Regions, and 60.8% were affiliated to public universities. In relation to the type of studies, 85.7% were descriptive, and the most frequently researched fields were community pharmacies, hospitals and primary health care units. Articles were original in 65.1% of cases, updates in 20.6%, and reviews in 7.9%. An increase in publications commenced in 2006. In 31.7% of cases, authors had adopted a bibliographical study design, 28.6% qualitative study, 23.8% intervention, and 15.9% observational study design. The most researched subjects were elderly with chronic diseases. The importance of stimulating the conducting of experimental and qualitative studies, as well as amplifying authorship affiliated with the service area, foreign authors and with research in a wide variety of practice settings were highlighted. Despite the limited quantity of articles, an increase in their number as well as in their scope and quality is expected, so as to create further knowledge that contributes to the recognition of pharmacists' actions by patient healthcare teams.

Background: The cultivar Micro-Tom (MT) is regarded as a model system for tomato genetics due to its short life cycle and miniature size. However, efforts to improve tomato genetic transformation have led to protocols dependent on the costly hormone zeatin, combined with an excessive number of steps. Results: Here we report the development of a MT near-isogenic genotype harboring the allele Rg1 (MT-Rg1), which greatly improves tomato in vitro regeneration. Regeneration was further improved in MT by including a two-day incubation of cotyledonary explants onto medium containing 0.4 mu M 1-naphthaleneacetic acid (NAA) before cytokinin treatment. Both strategies allowed the use of 5 mu M 6-benzylaminopurine (BAP), a cytokinin 100 times less expensive than zeatin. The use of MT-Rg1 and NAA pre-incubation, followed by BAP regeneration, resulted in high transformation frequencies (near 40%), in a shorter protocol with fewer steps, spanning approximately 40 days from Agrobacterium infection to transgenic plant acclimatization. Conclusions: The genetic resource and the protocol presented here represent invaluable tools for routine gene expression manipulation and high throughput functional genomics by insertional mutagenesis in tomato.
