Resumo:
Este artigo apresenta estudo exploratório realizado acerca do Programa Município VerdeAzul, estabelecido em 2007 pelo Governo do Estado de São Paulo para incentivar os municípios a atuar a favor da melhoria das condições ambientais. A pesquisa teve como recorte os sete municípios do Grande ABC no estado de São Paulo. A análise priorizou três diretivas do programa: Esgoto Tratado, Resíduos Sólidos e Educação Ambiental, por possuírem o maior peso atribuído. Ribeirão Pires e São Caetano do Sul obtiveram as melhores notas, seguidas por Santo André. Os resultados evidenciam que, na diretiva Esgoto Tratado, São Caetano do Sul tem melhor posição; na diretiva Resíduos Sólidos, o destaque é para Santo André, que agora possui aterro sanitário; e, no quesito Educação Ambiental, todos descrevem e comprovam ações de educação ambiental.

Government efforts have found some obstacles in achieving a better infrastructure regarding environmental preservation requirements. There is a need to develop new techniques that leave the big exploitation of environmental resources. This study measures the evaluation of the behavior of a composite formed by lateritic soil mix and tire buffings. In this way, a road embankment model was developed to assess the bearing capacity of the composite. This study measured the load capacity of the composites with 0%, 10%, 20% and 40% rubber mixed with the soil, by weight, iron plate loading tests on a simulated embankment in a metal box of 1.40 x 1.40 x 0.80 m. After four compaction layers of the composite, a plate test was performed, and then stress-settlement curves were obtained for the material. The embankments with 20% and 40% rubber content was difficult to compact. There was a significant reduction in the load capacity of the soil-plate system with increasing rubber content. The composite with the lowest loss of bearing capacity in relation to the reference soil was the one with a χ = 10%. In the load capacity tests, another aspect noted was the bearing capacity in terms of CBR. The results also show a gradual decrease in bearing capacity in the composites as with the rubber incorporation content increases. As in the plate load tests, the composite that had the lower bearing capacity loss was also that with 10% content.

The problem of solid waste that involves the management, the management and the allocation of these is an issue that permeates all spheres of society, which denotes environmental implications that contribute to the discussion of the environmental crisis in progress. From this perspective, this study aims to investigate and understand the role that consortia, especially the Regional Public Waste Consortium Solid Seridó/RN have waste management, in order to observe their strengths and weaknesses in order to conclude whether they are an appropriate solution to the problem of solid waste. In studying a region that is undergoing a process of institutional organization guided in the solid waste, the focus turned into an interesting academic research point. Since this is a qualitative research, readings were taken of relevant authors to the object and the following legal frameworks, namely: the National Basic Sanitation Policy (Law nº 11.445/2007), the National Policy on Solid Waste (Law nº 12.305/2010 ) and the Law on Public Consortia (Law nº 11.107/2005). The consortium region has about 290.000 inhabitants, generated 40.000 tons of waste a year. As for the final disposal of waste, all municipalities in the region deposit their waste in the open, or in garbage dumps. In the analysis of the Consortium Seridó, a list of issues that are hindering their implementation has been identified. The demands come mainly from the political sphere, but also financial, technical and logistical. It is expected that with the realization of the Consortium by building its supporting structures (overfill Station and Landfill), a new model of solid waste management is implemented.

Brazil is a country in development, rich in natural resources. In order to grow sustainably, it is necessary to Brazil to preserve its environment, which is an expressive challenge, especially to industries, such as those producing ceramic materials. This study was developed using Porcelain Tile Polishing Residue (RPP) in blends with soil to build compacted fills. This residue is a slurry generated during the polishing process of porcelain tiles and contains powdery material from the polished tile, the abrasives used during the process and cooling water. The RPP was collected from a private company located in Conde/PB and it was mixed with a sandy-clayey soil, to build the fills. Laboratorial tests were conducted with pure soil, pure RPP and blends in proportions of 5%, 10%, 15% and 20% of RPP in addition to the dry mass of pure soil. The Chemical and Physical Characterization tests performed were: specific solid weight, grain size distribution, laser analysis of grain size distribution, Atterberg limits, X ray fluorescence, X ray diffraction, scanning electron microscopy and soil compaction,. The materials and blends were also compacted and direct shear tests and plate load tests were performed. Plate load tests were conducted using a circular plate with 30 cm diameter, on specimens of pure soil and 5% blend, compacted in a metallic box inside the Soil Mechanics Laboratory of the Federal University of Rio Grande do Norte, Brazil. Both mechanical tests performed were conducted under inundated conditions, willing to reduce the influence of soil suction. An evaluation of the results of the tests performed shows that RPP is a fine material, with grain size distribution smaller than 0,015mm, composed mainly of silica and alumina, and particles in angular shape. The soil was characterized as a clayey sand, geologically known as a lateritic soil, with high percentages of alumina and iron oxide, and particles with rounded shape. Both the Soil and the blends presented low plasticity, while the residue showed a medium plasticity. Direct shear tests showed that the addition of RPP did not cause major changes into blends’ friction angle data, however, it was possible to note that, for the proportions studied, that is a tendency of obtain lower shear stresses for higher percentages of RPP in the blends. Both pure soil and 5% mixture showed a punching disruption for the Plate load test. For this same test, the allowable stress for 5% mixture was 44% higher than the pure soil, and smaller vertical settlement results for all stresses.

A produção de combustível derivado de resíduos (CDR) resultou de uma decisão política que permitiu a instalação em Portugal de um significativo conjunto de processos, cuja avaliação técnico-económica e ambiental pode já ser feita. Este trabalho faz uma avaliação técnica e ambiental da linha de produção de CDR da Recivalongo. A avaliação técnica consistiu na análise dos caudais de material que entraram na linha de produção, na quantidade de CDR produzido, contabilizando também os gastos de recursos da linha (energia e materiais auxiliares). A avaliação da qualidade de CDR produzido a partir do ensaio laboratorial representou também uma parte muito significativa do trabalho produzido. A avaliação ambiental foi efetuada com base na metodologia da Avaliação de Ciclo de Vida (ACV). Os resultados obtidos permitiram concluir que o processo da Recivalongo transforma 69% do material de entrada, recuperando 2% em metais ferrosos e rejeitando para aterro a restante fração de 29%. As análises efetuadas ao CDR mostraram que apresenta um PCI compreendido entre 17 e 20 MJ/kg; o teor em cloro está compreendido entre 0,2 e 0,8% Conclui-se que neste processo o parâmetro mais difícil de controlar é o teor em cloro no CDR, pois existe uma grande diversidade de resíduos com grandes quantidades de cloro na sua constituição e que por muitas vezes são difíceis de identificar e/ou separar na primeira fase do tratamento dos resíduos. Da análise ciclo de vida efetuada à produção de CDR pode-se afirmar que esta operação de gestão de resíduos apresenta uma mais-valia quando comparada com a deposição dos resíduos em aterro, não sendo a diferença entre destinos tão significativa quanto o esperado. Desta avaliação pode concluir-se que a instalação operou muito abaixo da sua capacidade, sendo esta considerada uma das melhores linhas de produção de CDR a nível nacional.

With the disorganized decentralization occurred in Brazil after the 1988 Constitution, municipalities have risen to the level of federal entities. This phenomenon became known as "municipalism" also brought some negative effects such as low capacity financial, economic and political of these entities. In the face of this reality , the municipalities sought in models of collaborative features to address public policy issues ultrarregionais, one of these models are the Public Consortia. Characterized as the organization of all federal entities that aim to solve public policy implementation alone that they could not, or spend great resources for such. This reality of the municipalities have an aggravating factor when looking at the situation in Metropolitan Regions (MRs). This is because the RMs has a historical process of formation that does not encourage cooperation, since that were created top-down during the military regime. Furthermore, the metropolitan municipalities have significant power asymmetries, localist vision, rigidity earmarked revenues, different scenarios conurbation, difficulty standardization of concepts and others that contribute to the vision of low cooperation of these metropolitan areas. Thus, the problem of this work is in the presence of collaborative arrangements, such as the Public Consortia in metropolitan areas, which are seen as areas of low cooperation. To elucidate this research was used for analysis the cases of CONDIAM/PB and Consórcio Grande Recife/PE, because they are apparently antagonistic, but with some points of similarity. The cases has as foundation the Theory of Common Resources, which provides the possibility of collective action through the initiative of individuals. This theory has as its methodology for analyzing the picture IAD Framework, which proposes its analysis based on three axes: external variables, the arena of action and results. The nature of the method of this research was classified as exploratory and descriptive. For the stage of date analysis, was used the method of document analysis and content, Further than of separation of the cases according to theur especificities. At the end of the study, noted that the CONDIAM/PB was a strategy of municipal government of Joao Pessoa to attract funds from the Federal Government for the purpose of to build a landfill, and over the years the ideology of cooperation was left aside, the prevailing view localist municipalities. In the case of Consórcio Grande Recife/PE, members act with some degree of cooperation, especially the collaborative aspect of the region, however, still prevails with greater strength the power of the state of Pernambuco in the decisions and paths of the consortium. Thus, was conclude that the Public Consortia analyzed are an experience of collaborative arrangement, from the initiative of members, as the theory of common resources says, but has not actually signed as a practice of collective action to overcome the dilemmas faced by metropolitan areas

Leachates are effluent produced by decomposition of solid waste, they have complex composition and can be highly toxic. Therefore such percolated liquid should be collected and treated properly to avoid environmental contamination of soil and of water bodies. The objective of this study was to evaluate the toxicity through ecotoxicological tests with Ceriodaphnia dubia (Cladocera - Crustacea) of percolated liquids generated in two different systems of municipal solid waste (MSW) disposal in the city of Natal/ RN: A Sanitary Landfill in the Metropolitan Region of Natal/ RN, and in a dump off area. Furthermore, it was evaluated the possible contamination of the underground water of the dump off area. Two monthly samples were taken at four points between the months of May/2009 and January/2010. The Point "A" corresponds to the end of the pond leachate treatment in ASRMN; The Point "B" corresponds to a containment pond at the dump. The Point "C" is an area near one of the cells of the dump off area where the leachate outcrops; The Point "D" stands for an underground water well at the area. The last point, called "E" was sampled only once and corresponds to the slurry produced by temporary accumulation of solid waste in the open area of the dump. The ecotoxicological tests, acute and chronic, followed the ABNT 13373/2005 rules, with some modifications. The samples were characterized by measuring the pH number, the dissolved oxygen (DO), the salinity, BOD5, COD, Cd, Cu, Pb, Cr, Fe, Mg, Ni, and Zn. At Point A, the average number of EC50-48h ranged between 1.0% and 2.77% (v/v), showing a high toxicity of the leachate to C.dubia in all months. To this point, positive correlations were found between the EC50- 48 with precipitation. Negative correlations were found between the EC50- 48h with salinity. At point B there was no response of the acute exposure of organisms to the test samples. At point C the EC50-48h ranged from 17.68% to 35.36% in just two months of the five ones analyzed, not correlated meaning. Point D, the EC50-48h level ranged between 12.31% and 71.27%, showed a negative correlation with, only, precipitation. Although it was observed toxicity of underground water in the Landfill Area, there was no evidence of water contamination by leachate, however, due to the toxic character of this water, additional tests should be conducted to confirm the quality of water that is used for human supply. At point E there was no acute toxicity. These results support the dangers of inappropriate disposal of MSW to water bodies due to the high toxicity of the leachate produced highlighting the necessity of places of safe confinement and a treatment system more effective to it

Descrevem-se os vestígios das barragens do distrito de Castelo Branco atribuídas ao período romano e procura-se reconstituir as suas características iniciais. Caracteriza-se ainda a barragem de Alferrarede, pós-romana, em bom estado de conservação, de duplo muro e aterro intermédio, e apresentam-se dados retirados da bibliografia relativos à "Presa de Penamacor", que sofreu um rombo no primeiro quartel do sécu lo XVI e da qual não há vestígios. Das oito barragens atribuídas ao período romano, duas são de alvenaria e seis de terra. Estas últimas parecem não ter sido dotadas de descarregadores de superfície (nem de órgãos fixos para assegurar a utilização da água). A conservação de vestígios dos aterros poderá dever-se à existência de brechas que asseguram a passagem da água sem galgamento. Algumas das barragens de terra eram estruturas importantes, que envolveram grandes movimentos de terra e a utilização de boas técnicas de compactação como atesta a caracterização geotécnica. As maiores barragens são a da Egitânia e da Lameira com alturas de 11 e 9m e volumes de aterro de 12000 e 16000 m3, respectivamente.

EFEITO RESIDUAL DA APLICAÇÃO DE BIOSÓLIDO NA CULTURA DO MILHO. MA039 Fernanda Ardilha dos Santos1; Fernanda Gonçalves Serrenho1; Germana Breves Rona1; Sarai de Alcantara1; Daniel Vidal Perez2; Wagner Bettiol3 ; Waldemore Moriconi3, fernanda.ardilha@oi.com.br (1) Instituto de Química, UFRJ, (2) Embrapa Solos, RJ, (3) Embrapa Meio Ambiente (INTRODUÇÃO) A operação de uma Estação de Tratamento de Esgoto visa diminuir a carga poluente que seria lançada nos corpos receptores. Porém um novo problema é gerado: a disposição do lodo de esgoto, ou biossólido. Uma opção seria a disposição em aterro sanitário, que agrava ainda mais o problema de manejo do lixo urbano. Uma alternativa razoável seria a sua utilização como condicionador de solo e/ou fertilizantes, já que o biossólido promove a reciclagem de matéria orgânica e nutrientes. Entretanto, metais pesados são facilmente encontrados na composição de um biossólido. A utilização desse material para fins agrícolas pode causar alterações nos teores desses metais e na sua dispersão, tanto na fase sólida quanto na líquida do solo, com conseqüências ainda pouco conhecidas para nossas condições. O objetivo deste trabalho é estudar o impacto causado pelo uso agrícola do biossólido, de origem doméstica/industrial, nos teores e na evolução dos elementos Mn, Zn, Cu, Ni, Cd e Cr. (METODOLOGIA) A área experimental situou-se em Jaguariúna (SP), em Latossolo Vermelho Distroférrico (textura argilosa). O delineamento experimental escolhido foi o de fatorial (2 x 6) em blocos ao acaso, com 3 repetições, em que um tratamento correspondeu a uma dose aplicada, antes do plantio de milho, do lodo de esgoto. Os tratamentos estudados constaram de uma Testemunha Absoluta, Testemunha convencional (NPK), 1, 2, 4 e 8 vezes a dose de lodo de esgoto, calculada com base na adubação de N, requerida pela cultura do milho. O outro tratamento se refere ao tipo de lodo de esgoto utilizado, que foi fornecido pela SABESP, a saber: Barueri (Industrial) e de Franca (Doméstico), em SP. A amostragem ocorreu em novembro de 2004,2005,2006 e 2007 sendo a profundidade de coleta de 0-20cm. A técnica de extração seqüencial utilizada foi a descrita por Wasserman et al. (2005). As determinações analíticas dos metais estudados foram realizadas por ICP-OES(PE OPTIMA 3000). (RESULTADOS) Para o Zn, com o aumento da dose aplicada, observa-se um aumento significativo na concentração das fases 1e 2 e em menor grau na fase 5. Para o Cu observa-se um aumento na concentração de todas as frações em função do aumento da dose aplicada de lodo sendo a fase 5 desprezível. Nota-se que, apesar da tendência do Cu formar complexos com a matéria orgânica, é a fase 2 a mais representativa, sendo que a fase 1 apresenta alguma importância nas doses mais elevadas. O Cr sofreu um aumento na concentração total com o aumento da dose de lodo aplicada, apresentando um incremento nas concentrações de todas as fases exceto a fase 5. Todas as concentrações totais dos elementos estudados aumentaram em função do aumento das doses de lodo aplicadas. Vale ressaltar que o ano de 2003 foi o último onde houve aplicação do biossólido. Portanto, a amostragem feita em 2006 já se refere a um estudo de atenuação natural. Ademais, os resultados são relativos a aplicação do lodo de Barueri já que este apresenta concentrações metálicas mais elevadas e o comportamento dos elementos são semelhantes para distintoas fontes de lodo. (CONCLUSÃO) As concentrações nas fases aumentaram em função do aumento da concentração de lodo utilizada. As fases 1 e 2 apresentam importância neste sentido sendo este um motivo de grande preocupação, por serem frações biodisponíveis, podendo agravar seriamente, os riscos de contaminação pelos metais em questão. No entanto, as concentrações encontradas são bem menores que aquelas recomendadas pela CONAMA no375/2006 . Isto indica que a utilização do lodo oriundo das ETES na agricultura é uma solução bastante viável para sua disposição final, sendo uma prática já adotada em vários países (Ludivice et al, 2000). Começa-se por se fazer uma resenha histórica sobre barragens e a sua classificação, apresentam-se os critérios gerais a usar na escolha dos locais para implantação de barragens e o tipo de barragens a construir em função das características desses locais e dos materiais disponíveis e apresenta-se uma pequena nota sobre barragens portuguesas e um resumo geral da legislação nacional aplicável. Segue-se uma parte sobre os tipos usuais de barragens. Apresentam-se as características gerais das barragens de aterro, os seus perfis-tipo, os mecanismos de protecção do coroamento e dos paramentos e as diferentes soluções de controlo da percolação através das barragens e das respectivas fundações. Em seguida, apresentam-se as barragens de betão do tipo gravidade. Definem-se as forças actuantes, avaliam-se as tensões e os deslocamentos provocados por essas forças e apresentam-se as vias a usar na verificação da estabilidade em relação ao derrubamento e ao escorregamento. Apresentam-se também as barragens de contrafortes e do tipo abóbada, os seus perfis-tipo e os mecanismos de análise da sua estabilidade. Em seguida, estudam-se os evacuadores de cheias de barragens. Começa-se por definir os diferentes tipos de evacuadores, apresentando-se os critérios a usar na sua escolha. Em seguida, faz-se uma análise aprofundada sobre os mais importantes, incluindo as suas leis de vazão e os respectivos critérios de dimensionamento. Os dissipadores de energia usuais em barragens são também objeto de estudo particular. Depois de uma revisão sobre ressaltos hidráulicos em canais rectangulares, faz-se a apresentação geral das bacias de dissipação por ressalto hidráulico, bacias normalizadas USBR tipos II, III e IV, e dos respectivos critérios de dimensionamento. Faz-se também um estudo sobre tomadas de água em albufeiras e descargas de fundo. Por último e em Anexo, apresentam-se os textos completos da legislação portuguesa referente a barragens.
