Com a crise financeira que se tem vindo a agudizar, com o agravamento da pobreza e exclusão social, associados a problemas de saúde e à emergência de problemas sociais (como o desemprego e a pobreza) tem assomado uma vaga de iniciativas de movimentos da sociedade civil. São novas formas de organização e resposta a situações específicas de grupos de indivíduos na luta por políticas públicas e direitos sociais tais como o da saúde, da habitação, da educação, do trabalho, entre outras. Nos finais da década de 70, em Portugal, a criação do Serviço Nacional de Saúde intenta o acesso à saúde garantido a todos os cidadãos. Nos anos 80 o Estado limita este direito baseado no princípio da justiça social protegendo os grupos mais desfavorecidos. Institui as taxas moderadoras e define as isenções para alguns doentes crónicos. Perante a desigualdade de direitos que daí advém, no Hospital Pediátrico de Coimbra, a partir dos anos 90, surgem movimentos associativos em prol dos direitos de saúde, criados e dinamizados por Assistentes Sociais, nomeadamente as Associações Acreditar em 1993, a Coração Feliz em 1994, a Associação Nacional de Fibrose Quística em 1996 e já no século XXI a Diabéticos Todo o Terreno em 2004 e a Hepaturix em 2006. A Hepaturix – Associação de Crianças e Jovens Transplantados ou com Doenças Hepáticas – fundada já no século XXI e cuja actividade será descrita neste trabalho, tem vindo a lutar pelos direitos sociais desta população, com a colaboração da Assistente Social que, no Hospital Pediátrico de Coimbra, apoia a Unidade de Transplantação Hepática Pediátrica. Entre outros, a isenção das taxas moderadoras para os doentes transplantados e para os dadores vivos assim como o direito aos transportes nas deslocações para o hospital após o transplante, são direitos sociais alcançados pela Hepaturix através da sensibilização do poder político. A Assistente Social tem sido um pilar neste percurso, sendo mediadora entre a instituição e a associação, em prol do direito destas crianças e jovens. / With the financial crisis that has been worsening, with increased poverty and social exclusion associated with health problems and the emergency of social problems (such as unemployment and poverty) there has been a loomed wave of initiatives for movements from the civil society. These are new ways of organization and response to specific situations of groups of individuals in the strike for public policies and social rights such as health, habitation, education, work, among others. In the late 70s, in Portugal, the creation of the National Health Service intents the access to health care guaranteed to all citizens. In the 80s the government limits this right based on the principle of social justice, protecting the most disadvantaged groups. Establishes user fees and defines the exemptions for some chronically ill. Before the inequality of rights resulted from this, there has been a rising of associative movements for health rights, created and dynamized by Social Workers at the Pediatric Hospital of Coimbra, from the 90s on: "Acreditar" in 1993, "Coração Feliz" in 1994, Associação Nacional da Fibrose Quistica" in 1996 and now, in the XXI century: "Diabéticos Todo o Terreno"in 2004 and "Hepaturix" in 2006. The “Hepaturix” - Association of Transplanted Children and Youth or with Hepatic Diseases - founded in the twenty-first century, whose will be discussed in this work, has been fighting for social rights of this population, with the cooperation of the Social Work who, at the Children’s Hospital of Coimbra, supports the Pediatric Hepatic Transplantation Unit. Among others, the exemption of user fees for transplanted patients and living donors as well as the right to transport at dislocations to the hospital after transplant, are social rights accomplished by Hepaturix, through the awareness of political power. The Social Worker has been a pillar in this journey, being a mediator between the institution and the association on behalf of the rights of these children and youth.

The organizations are characterized as dynamic spaces, they are being revisited and redefined, because they constitute structural human spaces and new vain outlines won expression. As it begins, of the non consensus in its conception, it is explicit the complexity degree that is identified in the plurality and diversity, brought by the people that compose them, characterizing it as accomplishment space, of happiness and also of conflict, of relationships of power and organizational limits and from birth and burial of faiths, values, norms, symbols, knowledge and rituals, therefore, deeply human. In that way, to know the administration of the organization is preponderant condition for the format of the human relationships to be delineated in its living. Like this the work makes an option in knowing the social administration, this work tries to know and analyze the values and beginnings of the social administration; revealling characteristics and specificities of the organizational performance of UNIPOP that contribute to the formation of the conception of Social Administration, it tends as source of the information the managers of the institution; to identify the formative values of UNIPOP that contribute to the youths' partner-political action in the community, tends for reference the current students of the organization and last to evaluate values structurates and supporting that interconnection between the organizational Administration, formation youth's program, participation and autonomy and attendance, starting from the existences gained by the exits, of that program. The Pedagogy of Alternation (PA), it is a type of education designed to rural people, whose perspective on the idea of combining theory and practice, alternating different times and spaces. On the Brazil, this education modality act from the perspective of two movements: Italian and French. Because it is a distinct mode of traditional, recommends that educators who work in this context also have a different outline. In this sense, it is relevant that there is a training for the educators that meets their needs. It is in these by understand how is the training of these professionals that the study proposes to analyze the educators training processes of PA on Brazil in movements Italian and French, presenting differences and similarities between them. For this, part it of a bibliographic and documental research, which were make initially theoretical surveys about expansion context of method, as well as theirtheoreticalandmethodologicalfoundationsandthePublicPolicybyeducators training. Then, were analyzed educational documents of both movements, laws, ordinances, statutes and field diaries, in order to verify how occurs the educators training process, and from that were stablished differences and similarities between both. The results point that in both movements there were advances in training processes, and despite of there were many similarities in trajectory of the movement, a multitude of issues boosted significant differences. On the Italian movement notes a greater harmony with the original principles of the PA, more engagement and organization by the movement. Because keeps collaborate ships with public authorities and institutions, without, however, losing its autonomy in decision-making and referrals to preserve the principles and foundations of this educational modality. This has encouraged and strengthened the educator’s formation and consequently the quality of education. On the other hand, the French movement it is shown weakened, especially in the state of Paraná, in which the movement is weakened. The small number of students, among other factors, pushed the closure of classes and consequently schools, this has interfered with the continuity of the movement. Many are the limitations by which the French movement has passed, especially with regard to training of their teachers, however, the search for new partner ships, as well as the community and the redemption of the original principles and foundations can be a way to paralyze this retraction and strengthens it.

El siguiente trabajo es el resultado una revisión sobre los Nuevos movimientos sociales y el uso de las nuevas tecnologías, vistos a la luz de la filosofía política. Esta reflexión parte de los resultados obtenidos en la tesis doctoral sobre “Nuevos movimientos sociales y uso de las TIC. Estudio de casos” presentada en la Universidad Complutense de Madrid en el doctorado de Comunicación, Cambio Social y Desarrollo. Si bien estos movimientos han existido desde hace mucho tiempo, las nuevas tecnologías digitales permiten la visualización, expansión y divulgación mayor de sus agendas y propuestas. El “saber hacer” de estos nuevos movimientos y su capacidad de transformación social, son expresión de un marco de estrategias diferentes a las propuestas por los grupos tradicionales enmarcados en los partidos políticos. Las metodologías de acción civil requieren de un flujo natural de la información, que los partidos políticos no pueden reproducir. Los recursos simbólicos y las expresiones de sentimientos y emociones, saltan a la palestra del juego social configurando un nuevo lenguaje, una manera distinta de ser. Más allá de la implicaciones mediáticas y políticas, hay un trasfondo en términos de cambio social profundo.

The Landless Rural Workers Movement (MST) from its educational process and the path taken in education, started in the year 2013, with an experimental curricular proposal by Complexes of study the School Base and the Itinerant Schools, the MST, in Paraná state. For the construction of this proposed curriculum, the movement takes the historical background and the experience of the original foundations of the single school of labor started by the working class in revolutionary Soviet period as a training proposal and school organization that comes close to the creation of collective subjects, fighters and builders of a new society and sociopolitical objectives to this social movement. The Soviet experiment reference required a work of a critical appropriation for the Brazilian context. The curriculum prescription, called Study Plan, in its introduction, includes elements of design fundamentals like: the Education Eesign and Training Matrix; Matrix detailing: School and Life, School and Labor Formative Matrix, School and Social Struggle Formative Matrix, School and Collective Organization Formative Matrix, School and Culture Formative Matrix and School and History Formative Matrix; general school guidelines: a pedagogical function of the environment, the school's political organization, school times, specific methodological aspects, sequencing and duration of Complexes of Study and the evaluation process. The Study Plan contemplates the complexes, the disciplines, the portions of reality / practice categories present in complexes, organized by semester and year, i. e., from 6th to 9th grade in elementary school. Given the the presented context, this research aims to analyze the process of testing the proposed curriculum for the Complexes of Study in Primary School of Iraci Salette Strozak State School, located in the Marcos Freire Settlement, in Rio Bonito do Iguaçu in Paraná state. As a methodological approach, we chose the qualitative approach and analysis were conducted under the Marxism perspective. Library research and field research, semi-structured interviews and analysis of documents generated in the process of construction of the proposal were made.Initially, in this paper, we discus about the path followed by the MST in the fight for schools and public education; highlighting elements of the process which led to the understanding, by the Movement, of which only the struggle for land is not enough for the realization of Agrarian Reform. Then discuss whether some elements of Pedagogy of the Movement, the concept of education and the goals for education that Social Movement, the training matrices and the potential to transform the school from a pedagogical proposal that has these elements as guiding. They present also the original foundations of Complexes Study in its historical origin and design. Is discussed about the changes and curriculum innovations, curriculum as schooling as social reproduction and presents the structure of Curriculum Proposal by Complex of Study. Forth, it is shown how the experiment occurred in basis School Iraci Salette Strozak. At this point, we propose a dialogue on the transformations in the organization of pedagogical work, discussing the elements of the proposal that are being experienced and the changes already perceived. Still, we address the issue of formation of educators and also elements relating to the challenges andadvancements encountered by the school in this area, and possible implications for the experiment.

Este artigo trata da concepção/definição do Serviço Social em uma perspectiva histórica e teórica, levando em conta o contexto em que foi formulada e seus pressupostos. Tem como objetivo contrapor, de forma crítica, os enunciados discursivos sobre a profissão, sem nenhum propósito evolutivo ou exaustivo. O método foi de consulta bibliográfica a livros publicados de autores que tenham servido de referência e a definições de associações profissionais. En este artículo introductorio se desarrolla un breve resumen de la situación actual del campo de la Comunicación para el Desarrollo y el Cambio social en España, tanto en su vertiente práctica como académica. Este resumen sirve para contextualizar los diferentes artículos que componen el presente monográfico de Obets. En él recogemos una selección de 12 artículos, predominantemente dedicados a la descripción y análisis de los resultados de una serie de estudios de caso, cuyo objeto se sitúa con frecuencia tras la estela del 15M. Pero también se incluyen otros actores pertenecientes a la sociedad civil estructurada, como los que actúan en el ámbito educativo. Igualmente, se incluyen aportaciones desde escenarios latinoamericanos y estudios conceptuales y teóricos, como los que sirven de apertura y cierre del volumen.

Los movimientos sociales son uno de los motores del cambio social. Organizaciones como la Plataforma de Afectados por la Hipoteca (PAH) denuncian injusticias y cuestionan la construcción de significados sociales a través del discurso. Impulsan estrategias de automediación para, especialmente a través de las redes sociales, influir en la agenda mediática y el debate público. Mediante un análisis crítico del discurso cualitativo, nuestro objetivo es conocer si la PAH introduce sus temas y encuadres en la agenda mediática. Los resultados demuestran que este movimiento activista logra condicionar de qué se habla y también cómo se habla, obteniendo una cobertura favorable.

This article analyses the importance of the communication strategies applied by three significant social movements: Telemadrid workers’ mobilization (Madrid’s public television), the «Marea Blanca» («White Tide»), which grouped up the healthcare professionals, and the «Marea Verde» («Green Tide»), which was done by teachers. These movements are a practical application of the «indignados» («outraged») movement and, following the 15-M steps, they improved these strategies in what refers to communication and mobilization. For this purpose, we carried out two investigations: twelve in-depth interviews with leading members of these social movements; and an online questionnaire passed to strategic planners who are the experts in communication strategies from the advertising agencies.

Este estudio de caso se centra en la campaña #dereitos365, desarrollada entre diciembre de 2014 y enero de 2015 en Galicia para reclamar una implicación ciudadana durante todo el año y no solo en la época navideña. Partiendo del potencial de las redes sociales e Internet y tomando este caso como referencia, el objetivo de la investigación es profundizar en el papel de las ONG como agentes de transformación social y como promotoras de un diálogo interactivo y multidireccional que implique a los nuevos ciudadanos. Los resultados muestran una campaña marcadamente institucional que busca la movilización y concienciación ciudadana para la construcción de una sociedad más justa y solidaria, generando visibilidad y cierta interactividad a través de mensajes reivindicativos, sobre todo por parte de organizaciones locales, y de un alto contenido multimedia.

El objetivo de este trabajo es contribuir al estudio del campo de la comunicación en movimientos sociales de la era de la Web social. La investigación plantea como hipótesis que han aparecido nuevas estrategias comunicativas en los “cibermovimientos sociales” para influir en el cambio social. Propone una clasificación en la que se distinguen transformaciones en el ámbito de la comunicación interpersonal (las redes informales) y la comunicación pública (los repertorios de acción colectiva). Los resultados se apoyan en una exhaustiva revisión bibliográfica y en la observación directa virtual, especialmente de los movimientos sociales de indignación global de 2011.

Con el inicio del periodo Post-Guerra Fría el Sistema Internacional comienza a experimentar un incremento en el fortalecimiento de su componente social; la Sociedad de Estados alcanza un mayor nivel de homogenización, el estado, unidad predominante de esta, comienzan atravesar una serie de transformaciones que obedecerán a una serie de cambios y continuidades respecto al periodo anterior. Desde la perspectiva del Realismo Subalterno de las Relaciones Internacionales se destacan el proceso de construcción de estado e inserción al sistema como las variables que determinan el sentimiento de inseguridad experimentado por las elites estatales del Tercer Mundo; procesos que en el contexto de un nuevo y turbulento periodo en el sistema, tomara algunas características particulares que darán un sentido especifico al sentimiento de inseguridad y las acciones a través de las cuales las elites buscan disminuirlo. La dimensión externa del sentimiento de inseguridad, el nuevo papel que toma la resistencia popular como factor determinante del sentimiento de inseguridad y de la cooperación, así como del conflicto, entre los miembros de la Sociedad Internacional, la inserción como promotor de estrategias de construcción de Estado, son alguno de los temas puntuales, que desde la perspectiva subalterna, parecen salir a flote tras el análisis del sistema en lo que se ha considerado como el periodo Post-Guerra Fría. En este sentido Yemen, se muestra como un caso adecuado no solo para poner a prueba las postulados de la teoría subalterna, veinte años después de su obra más prominente (The third world security Predicament), escrita por M. Ayoob, sino como un caso pertinente que permite acercarse más a la comprensión del papel del Tercer Mundo al interior de la Sociedad Internacional de Estados.
