We consider the problem of developing privacy-preserving machine learning algorithms in a dis-tributed multiparty setting. Here different parties own different parts of a data set, and the goal is to learn a classifier from the entire data set with-out any party revealing any information about the individual data points it owns. Pathak et al [7]recently proposed a solution to this problem in which each party learns a local classifier from its own data, and a third party then aggregates these classifiers in a privacy-preserving manner using a cryptographic scheme. The generaliza-tion performance of their algorithm is sensitive to the number of parties and the relative frac-tions of data owned by the different parties. In this paper, we describe a new differentially pri-vate algorithm for the multiparty setting that uses a stochastic gradient descent based procedure to directly optimize the overall multiparty ob-jective rather than combining classifiers learned from optimizing local objectives. The algorithm achieves a slightly weaker form of differential privacy than that of [7], but provides improved generalization guarantees that do not depend on the number of parties or the relative sizes of the individual data sets. Experimental results corrob-orate our theoretical findings.

Resumen: El trabajo analiza la evolución de los retornos privados a la educación superior en Argentina durante el período 1974–2002 y cómo éstos se vieron afectados por el desempleo. La conclusión es que los retornos a la educación son mayores si se los corrige teniendo en cuenta el desempleo para cada nivel educativo, ya que a mayor nivel, menor tasa de desempleo. Al evaluar invertir en educación no se debería considerar simplemente el diferencial de ingresos sino también la mayor probabilidad de tener un trabajo. Esto es relevante en un país como Argentina que pasó de tener tasas de desempleo cercanas a 5% en la década del ochenta a tener tasas de dos dígitos a fines del siglo XX y comienzos del XXI.

In this paper we study the effect of population age distribution upon private consumption expenditure in Spain from 1964 to 1997 using aggregate data. We obtain four main results. First, changes in the population pyramid have substantial effects upon the behaviour of private consumption. Second, the pattern of the coefficients of the demographic variables is not consistent with the simplest version of the life cycle hypothesis. Third, we estimate the impact of the demographic transition upon consumption and find positive values associated with episodes in which the shares of groups of individuals with expenditure levels higher (lower) than the mean increased (decreased). Fourth, the results are robust to alternative specifications for the population age distribution.

In the ocean commercial troll and recreational salmon fishery in Monterey Bay California, California sea lions (Zalophus califomianus) will swim near or follow fishing boats and will depredate fish once hooked. The objectives of the study were to determine the percentage of salmon taken by pinnipeds in commercial and recreational fisheries, identify relative importance of prey items seasonally consumed by sea lions, and determine the proportion of salmonids in the sea lion diet on a seasonal basis. From April 1997 through September 1998, 1041 hours of onboard and dockside surveys of the commercial and recreational salmon fisheries were conducted at the three ports in Monterey Bay, California. Sea lions depreadated 7.9 % of the fish hooked in the commercial fishery in 1997 and 28.6 % in 1998,8.4 % (1997) and 18.3 % (1998) of the CPFV fishery, and 15.6 % (1997) and 17.5 % (1998) of the private skiff fishery. Increased depredation rates in both the commercial and recreational salmon fisheries in 1998 were most likely the result of the large EI Nino Southern Oscillation event that occurred in 1997-1998 during which a greater number of sea lions were present in central California. Prey hardparts identified in sea lion fecal samples collected in Monterey Bay indicated that schooling fishes were the predominant prey fish species, such as market squid (Loligo opalescens), Pacific sardine (Sardinops caeruleus), northern anchovy (Engraulis mordax), and rockfish (Sebastes sp.). Sea lions consumed similar prey species in the summer and fall 1997, winter 1997-98, and spring 1998 (PSI> 70.0) with market squid and northern anchovy being the dominant prey species. However, prey composition changed significantly during the summer 1998 and fall 1998 (PSI < 46.0) because of the increased importance of sardine and rockfish in the diet and the decreased importance of market squid. This report does not intend to imply that salmonids are not a prey species for pinnipeds in the Monterey Bay region, but highlights the difficulties encountered in establishing the role of salmonids in the pinniped diet when analyzing fecal samples. For over a decade now, work has been ongoing on the professional organization and management of town centre retail spaces in Spain under what is known as the Open Shopping Centre model. Introducing this model has involved a process of public-private collaboration in several different phases, conditioned to a large extent by the specific context of each initiative. With a view to furthering the process of benchmarking developed out of the experiences of recent years, we shall use case analysis to explain trends in initiatives for retail regeneration and stimulation undertaken in the Basque Country (an autonomous community in the north of Spain) since 2000. We analyze the factors that have prompted these initiatives, assessing and comparing the landmarks and conditions that have marked, or are determining, progress in the dynamic of collaboration between municipal authorities and retailers for a competitive improvement both in the retail sector and in the environment in which it operates: the city. Finally we list witch are these key factors.

ENGLISH: These aspects of the schooling habits of the yellowfin and skipjack tuna may be investigated by means of the logbook records of the catches of individual sets of the nets of purse-seine vessels. For both purposes it must be assumed that a set is made, in each case, on a single school of fish. The study of school sizes based on these data requires the additional assumption either that the entire school is captured or that each set captures a constant fraction of the school upon which it is made. In this paper we report on the results of such investigations based on logbook records of the purse-seine fleet. SPANISH: Estos aspectos de los hábitos gregarios de los atunes aleta amarilla y barrilete pueden ser investigados a base de los registros de bitácora en que se anotan las pescas resultantes de cada una de las operaciones con la red de encierre que realizan los barcos rederos. Para ambos propósitos hay que suponer que las operaciones se efectúan, en cada caso, en un cardumen independiente. El estudio de los tamaños de los cardúmenes o manchas, a base de estos datos, requiere una suposición adicional: que el cardumen entero es capturado o, en su defecto, que en cada operación con la red se pesca una fracción constante de la mancha objeto de la pesca. En el presente artículo damos cuenta de los resultados de dichas investigaciones basadas en los registros de bitácora que lleva la flota de embarcaciones que utilizan redes de encierre. A-ten-week feeding trial was carried out to evaluate the growth and survival rate of Oreochromis niloticus fed with varying percentage levels of Leucaena leucocephala leaf meal based diets. The substitution rates of L.leucocephala leaf meal for groundnut cake in the various diets were 0% - Diet 1, 25% - Diet 2, 50% - Diet 3 and 75% - Diet 4. Ten fries with an average weight of 0.44g were stocked at the rate of 10 fish per bowl and fed at 5% body weight. Diet 1 with 0% inclusion of Leucaena leaf meal gave a significant difference (P>0.05) in growth and survival rate compared with diets 2, 3 and 4. The water quality parameters recorded were appropriate for fish culture

Puget Sound shorelines have historically provided a diversity of habitats that support a variety of aquatic resources throughout the region. These valued natural resources are iconic to the region and remain central to both the economic vitality and community appreciation of Puget Sound. Deterioration of upland and nearshore shoreline habitats, have placed severe stress on many aquatic resources within the region (PSAT, 2007). Since a majority of Washington State shorelines are privately owned, regulatory authority to legislate restoration on private property is limited in scope and frequency. Washington States’ Shoreline Management Act (RCW 90.58) requires local jurisdictions to plan for appropriate future shoreline uses. Under the Act, future development can be regulated to protect existing ecological functions, but lost functions cannot be restored without purchase or compensation of restored areas. Therefore, questions remains as to the ecological resilience of the region when considering cumulative effect of existing/ongoing shoreline development constrained by limited shoreline restoration opportunities. In light of these questions, this analysis will explore opportunities to promote restoration on privately owned shorelines within Puget Sound. These efforts are intended to promote more efficient ecosystem management and improve ecosystem-wide ecological functions. From an economics perspective, results of past shoreline management can generally be characterized as both market and government failure in effectively protecting the publics’ interest in maintaining healthy shoreline resources. Therefore coastal development has proceeded in spite of negative externalities and market imbalances resulting in inefficient resource management driven by the individual ambitions of private shoreline property owners to develop their property to their highest and best use. Federally derived property rights will protect continuation of existing uses along privately owned shorelines; therefore, a fundamental challenge remains in sustainable management of existing shoreline resources while also restoring ecological functions lost to past mistakes in an effort to increase the ecologic resiliency within the region. Alguns autores entendem o declínio cognitivo como fator de risco para fragilidade. No entanto, outros estudos apresentam a fragilidade como fator de risco para declínio cognitivo. O presente estudo também entende a relação entre fragilidade e desempenho cognitivo neste sentido. Ainda são poucos os estudos que avaliaram esta associação na literatura internacional e não identificamos nenhum estudo conduzido no Brasil, ou mesmo na América Latina, que a tenha investigado. Este estudo tem como objetivo, investigar a associação entre a síndrome da fragilidade e desempenho cognitivo em idosos, e o efeito da escolaridade e da idade nesta associação. Para isto, analisaram-se dados seccionais da Fase 1 do Estudo da fragilidade em Idosos Brasileiros (Rede FIBRA - Fragilidade em Idosos Brasileiros), relativos à clientes de uma operadora particular de saúde, com 65 anos ou mais, residentes na zona norte da cidade do Rio de Janeiro. A população final de estudo foi de 737 idosos. O desempenho cognitivo foi avaliado através do Mini Exame do Estado Mental (MEEM). Foram considerados frágeis os indivíduos que apresentaram três ou mais das seguintes características: perda de peso não intencional (mais de 4,5Kg no último ano); sensação de exaustão auto-relatada; baixo nível de força de preensão palmar (sujeitos no primeiro quintil); baixo nível de atividade física (sujeitos no primeiro quintil do Minnesota) e lentificação da marcha (sujeitos no primeiro quintil). Também foram coletadas informações sobre características socioeconômicas e demográficas, apoio social, condições médicas e capacidade funcional. O desempenho cognitivo (MEEM) e a fragilidade foram analisados como variáveis dicotômicas. Avaliou-se o papel da idade e escolaridade como possíveis modificadoras de efeito na associação entre fragilidade e baixo desempenho cognitivo. A avaliação da associação entre fragilidade e desempenho cognitivo foi feita através de regressão logística multivariada. A variável idade se comportou como modificadora de efeito na associação entre fragilidade e desempenho cognitivo, x(5) = 806,97, p<0,0001. O mesmo não ocorreu com a variável escolaridade. Os idosos frágeis apresentaram uma maior prevalência de baixo desempenho cognitivo, quando comparados aos idosos não-frágeis ou pré-frágeis, nos três estratos estudados (65 a 74 anos;75 a 84 anos; >_85 anos), p<0,001. A associação entre fragilidade e baixo desempenho cognitivo foi encontrada somente em idosos com 75 anos ou mais, sendo OR bruto=2,68 (IC 95% 1,29 5,53) para idosos de 75 a 84 anos e OR bruto= 6,39 (IC 95% 1,82 - 22,42) para idosos de 85 anos ou mais. Após ajuste pelas condições de saúde, capacidade funcional e pelas variáveis socioeconômicas e demográficas, a associação entre fragilidade e baixo desempenho cognitivo se manteve nesses estratos, OR aj=2,78 (IC 95% 1,23 - 6,27) para 75 a 84 anos e OR aj=15,62 (IC 95% 2,20 110,99) para 85 anos ou mais. A síndrome da fragilidade está, portanto, associada ao baixo desempenho cognitivo em idosos. A idade revelou-se como modificadora de efeito nesta associação. Os idosos com idade mais avançada revelaram uma associação mais expressiva entre os dois fenômenos.
