The nature of this thesis is interventionist and aims to create an alternative on how to control and evaluate the public policies implementation developed at the Institute for Technical Assistance and Rural Extension of Rio Grande do Norte State. The cenarium takes place in a public institution , classified as a municipality that belongs to the Rio Grande do Norte government and adopts the design science research methodology , where it generates a set of artifacts that guide the development of a computerized information system . To ensure the decisions, the literature was reviewed aiming to bring and highlight concepts that will be used as base to build the intervention. The use of an effective methodology called Iconix systems analysis , provides a software development process in a short time . As a result of many artifacts created by the methodology there is a software computer able of running on the Internet environment with G2C behavior, it is suggested as a management tool for monitoring artifacts generated by the various methods. This paper is set in a scenario in which higher education institutions suffer from external pressure to increase efficiency. The legislation after the Law of Directives and Bases for Education (LDBE), from 1996, is characterized by the fragmentation in its implementation, raising a concern with flexibility and innovation in several normative devices as well as aspects that must be incorporated to its organizational structure. The policies examined in this thesis are: Distance Education (DE); Law of Innovation and the Program of Support to Restructuring and Expansion of Federal Universities (PSREFU). This thesis aims to observe to what extent the characteristics of innovation and flexibility, which mark the new post- LDBE educational legislation, influence the organizational redesign of the Federal University of Ceará (UFC). For being about implementation policies, using contingency approach in order to collect the internal dynamics permeating the redesign of higher education institutions, the thesis focuses on the impacts caused by flexibility and innovation. This is a qualitative research, with case study methods, archive research and semi-structured interviews with members of the university administration. The results don t allow us to confirm the adoption of a more flexible and innovative configuration in the university but it is possible to identify the presence of those elements in the implementation changes, characterizing the hybrid structure. The changes mainly expose the extension of the management of projects to the administrative and academic components related to the institution. In terms of projection, the study found changes in the elements which characterize the current setting and the tendency of the university for adopting a diverse organizational structure. However, if the decentralization of management persists, the academic units may adopt their own structural solutions, but with no evidence of changes in the professional organization in most units. In this perspective, this thesis states that there are difficulties when incorporating innovation and flexibility to their organizational structure, which lead to improvised solutions, superposing skills through the redundancy of structures created with the same purpose or copying exogenous solutions

This dissertation aims to analyze the strategy of socio Intervivência University Project OASIS training of community development from the perspective of social entrepreneurship. This project was part of the context of a sort of university extension, called Intervivência University, which emerged in 2008 through the announcement MCT / CNPq / CT-Agribusiness / MDA - No. 23/2008 - Intervivência University Program. With the analysis of the OASIS project sought to identify a strategy socio, which was used elements of popular education and aimed to develop young people within the social entrepreneurship that made contributions to such has taken actions in their communities seeking range of social gains. For this, the methodological aspect, it was used in the research, a qualitative approach, case study, content analysis, semi-structured interviews and non-participant observation. In the theoretical aspect was addressed in the affairs of: social entrepreneurship, with emphasis on the concept, their differentiations of business entrepreneurship and social responsibility, and characterizing the social entrepreneur, popular education, as for the development of social entrepreneurship is the need for a new way of thinking and seeing reality for the people, and youth leadership, given the importance in the context of social action, to have young people seeking a better life for their communities. Addressed the theory were drawn categories (capital, empowerment and youth participation) and subcategories of analysis (value, attitude, behavior, trust, cooperation, civic participation) used in this work. Given the information and analysis of interviews and observations could be perceived that the strategy promoted socio Project OASIS changes, or the reaffirmation of values, resulting in new attitudes and, consequently, new behaviors in the students interviewed. Has been identified in them the development of trust and cooperation. In the aspect of civic awakening was observed in some of them only. In relation to juvenile activity was perceived to develop actions aimed at social benefits for all respondents. Thus, the OASIS Project Intervivência University made contributions to the young participants in the research aspect of social entrepreneurship, influencing them in developing activities in the social sphere in which cities are embedded

This study consists of a study on the presence of relationship between social capital and solidarity groups to endorse the Center for Support to Small Businesses - CEAPE - PI, the capital was measured by confidence levels and associations, considering trust as the expectations want, and learned associations between people and how the interactions among members within a group and between groups. The central research question seeks to identify whether there are linkages between the levels of social capital and the profile of members of the solidarity group CEAPE-PI. The overall objective is to analyze the level of social capital and whether these vary with the change in the profile of the solidarity group members. The method adopted in perspective cross-examined the level of social capital found in 300 of solidarity group members, collected through a survey research related to the profile of the solidarity group members, obtained with the CEAPEPI. The data show that micro-credit groups have relatively high levels for most variables, but to relate to the profile of microcredit results demonstrate the interesting points of analysis

The aim of this study is to investigate the eco-environmental vulnerability, its changes, and its causes to develop a management system for application of eco-environmental vulnerability and risk assessment in the Apodi-Mossory estuary, Northeast Brazil. This analysis is focused on the interference of the landscape conditions, and its changes, due to the following factors: the oil and natural gas industry, tropical fruits industry, shrimp farms, marine salt industry, occupation of the sensitive areas; demand for land, vegetation degradation, siltation in rivers, severe flooding, sea level rise (SLR), coastal dynamics, low and flat topography, high ecological value and tourism in the region and the rapid growth of urbanization. Conventional and remote sensing data were analyzed using modeling techniques based on ArcGIS, ER-Mapper, ERDAS Imagine and ENVI software. Digital images were initially processed by Principal Component Analysis and transformation of the maximum fraction of noise, and then all bands were normalized to reduce errors caused by bands of different sizes. They were integrated in a Geographic Information System analysis to detect changes, to generate digital elevation models, geomorphic indices and other variables of the study area. A three band color combination of multispectral bands was used to monitor changes of land and vegetation cover from 1986 to 2009. This task also included the analysis of various secondary data, such as field data, socioeconomic data, environmental data and prospects growth. The main objective of this study was to improve our understanding of eco-environmental vulnerability and risk assessment; it´s causes basically show the intensity, its distribution and human-environment effect on the ecosystem, and identify the high and low sensitive areas and area of inundation due to future SLR, and the loss of land due to coastal erosion in the Apodi-Mossoró estuary in order to establish a strategy for sustainable land use. The developed model includes some basic factors such as geology, geomorphology, soils, land use / land cover, vegetation cover, slope, topography and hydrology. The numerical results indicate that 9.86% of total study area was under very high vulnerability, 29.12% high vulnerability, 52.90% moderate vulnerability and 2.23% were in the category of very low vulnerability. The analysis indicates that 216.1 km² and 362.8 km² area flooded on 1m and 10m in sea levels respectively. The sectors most affected were residential, industrial and recreational areas, agricultural land, and ecosystems of high environmental sensitivity. The results showed that changes in eco-environmental vulnerability have a significant impact on the sustainable development of the RN state, since the indicator is a function of sensitivity, exposure and status in relation to a level of damage. The model were presented as a tool to assist in indexing vulnerability in order to optimize actions and assess the implications of decisions makers and policies regarding the management of coastal and estuarine areas. In this context aspects such as population growth, degradation of vegetation, land use / land cover, amount and type of industrialization, SLR and government policies for environmental protection were considered the main factors that affect the eco-environmental changes over the last three decades in the Apodi-Mossoró estuary.

O desenvolvimento econômico em nível municipal tem sido tradicionalmente estudado a partir de variáveis econômicas, da estrutura política ou da capacidade endógena de inovar e criar riqueza. A hipótese teórica que guia esta pesquisa é que o desenvolvimento econômico de um município depende essencialmente da qualificação da gestão municipal. A partir de uma abordagem multidisciplinar e interdisciplinar, em nível metodológico, expõe-se a primeira fase da investigação, exploratória, baseada em uma metodologia quantitativa, em diversos municípios do estado do Pará. Expõem-se e analisam-se as variáveis planejamento e a gestão de pessoas. Como conclusão, observa-se a importância que adquire o planejamento a médio e longo prazos e a formação do pessoal para o fortalecimento institucional.

Este texto pretende descrever os principais resultados da pesquisa realizada no âmbito dos Projetos de Pesquisa Dirigida do Subprograma de Ciência e Tecnologia - SPC&T, Programa Piloto para a Proteção das Florestas Tropicais do Brasil - PPG7,1 entre fevereiro de 2000 a junho de 2003. O trabalho contou com o apoio do Instituto de Pesquisa Ambiental da Amazônia, como instituição executora. A pesquisa buscou contribuir para o estabelecimento de diretrizes e políticas públicas ambientais, relativas às práticas de manejo comunitário dos recursos naturais, nas áreas de várzea e terra firme. Através do estudo de iniciativas de manejo em andamento, promissoras ou não, foi possível fornecer subsídios para o reconhecimento destas experiências no âmbito das políticas públicas. Desta forma, espera-se estar contribuindo para o estabelecimento de uma relação menos conflituosa entre as necessidades de desenvolvimento local e a conservação ambiental da região. O conceito de manejo comunitário de recursos naturais apareceu com maior intensidade a partir da década de 80, quando cientistas naturais e sociais insistiam em demonstrar a relação entre degradação ambiental e questões de justiça social, empobrecimento rural e direitos indígenas. Este conceito traz consigo as práticas de gestão participativa disseminadas na Amazônia no final do século passado, quando vários grupos de produtores familiares rurais se envolveram em iniciativas de manejo comunitário, em resposta às diversas pressões sobre os recursos naturais comuns de que dependiam. Estas iniciativas têm sido caracterizadas pelo importante papel desempenhado por mediadores (Igrejas, ONGs e financiadores), pela diversidade de arranjos institucionais envolvidos (Cunha, 2002) e pelas diferentes estratégias de usos em função das características dos recursos manejados (Oliveira, 2002). Os programas de manejo comunitário que vêm sendo implementados na Amazônia nas últimas décadas partem da premissa de que as comunidades locais envolvidas apresentam maior interesse na sustentabilidade de seus recursos do que o governo ou instituições distantes destas comunidades. Além disto, possuem maior conhecimento dos processos ecológicos e das práticas tradicionais de manejo de recursos naturais. Nos últimos dez anos, a política de gestão ambiental do Instituto Brasileiro de Meio Ambiente (IBAMA) tem passado por uma transformação profunda. Durante esse período, o IBAMA introduziu uma série de medidas para descentralizar a gestão dos recursos naturais e aumentar o grau de participação de grupos de usuários locais. Através desse processo de descentralização, o órgão ambiental federal está institucionalizando as iniciativas de manejo comunitário, o qual vem sendo implantado na região através de dois projetos: o Provárzea2 e o Promanejo,3 na busca de promover a co-gestão dos recursos naturais na região amazônica. O desenvolvimento desse novo sistema de gestão enfrenta uma série de dificuldades. De um lado, a organização comunitária continua bastante frágil, sendo que não há uma sistematização adequada dos fatores que influenciam no desempenho desta organização, o que, por sua vez, dificulta a elaboração de políticas que favoreçam o processo de fortalecimento social. Do outro lado, a implantação de um sistema de co-gestão implica em mudanças profundas na legislação de gestão ambiental e na criação de novas instituições para implementar essas políticas. Foram analisadas algumas iniciativas de manejo comunitário, sendo a maioria implementada com base no processo de co-gestão. Essa análise objetivou identificar os fatores que facilitam ou dificultam a participação efetiva das populações tradicionais na gestão dos recursos naturais, e estudou a relação entre os agentes do governo e os usuários locais dos recursos. O estudo demonstrou que ocorreram mudanças nas políticas e nas instituições de gestão de recursos naturais, aumentando a participação dos usuários na gestão local. Também foram identificados fatores importantes no desempenho dos sistemas de manejo comunitário e elementos específicos das políticas de gestão que devem ser reavaliados. Para exemplificar essas mudanças iremos descrever, resumidamente, os prinicipais casos analisados na pesquisa.

A gestão por competências destacou-se no cenário das organizações públicas brasileiras através do Decreto nº 5.707/2006 como instrumento da política de desenvolvimento dos servidores da administração pública direta, autárquica e fundacional enfatizando a capacitação orientada para o desenvolvimento do conjunto de conhecimentos, habilidades e atitudes necessárias ao desempenho das funções dos servidores, visando ao alcance dos objetivos da instituição. Ocorre que desde 2001, conforme relato da Escola Nacional de Administração Pública - ENAP, dezesseis organizações públicas já praticavam preceitos da gestão por competências, e utilizavam além da capacitação outros processos relacionados a área de gestão de pessoas previstos na teoria sobre gestão por competências. Utilizando a Teoria do Desenvolvimento Organizacional, com método comparativo, estratégia estudo de caso múltiplo e análise documental do período de dez anos, de três organizações, CEF,e TCU, pertencentes ao grupo do relato ENAP, foram constatadas as hipóteses de que cada organização escolheu o procedimento mais adequado a sua estrutura e cultura organizacional para implantar a gestão por competências e que esta teve o processo de implantação em consonância com as respectivas áreas de planejamento e ainda, para implementar mudanças utilizando a gestão por competências não é necessário finalizar o mapeamento de competências individuais de todos os servidores das organizações. As mudanças podem iniciar, após a definição da missão, valores, objetivos estratégicos, visão de futuro (mapeamento de competências organizacionais). Concluindo que inexiste um modelo universal para implantação da gestão por competências, pois, cada organização é influenciada de forma diferente pela política, clima e cultura organizacional.

O presente trabalho tem por objetivo refletir sobre a atuação dos movimentos sociais e ambientais na Amazônia, e como esta contribuiu para a emergência do Socioambientalismo na Região. Analisa como o movimento socioambientalista tem contribuído para as políticas de gestão ambiental no município de Cametá, influenciando em sua origem, desenvolvimento e fortalecimento enquanto instância institucional. Essas políticas têm levado a uma nova concepção de gestão ambiental no município com implicações para o uso dos recursos naturais e do meio ambiente. Junto à política de descentralização, a atuação dos diversos atores sociais tem fomentado uma gestão participativa no município. A dissertação busca entender a dinâmica desses movimentos e suas implicações no uso do território a partir dos acordos de pesca e mobilização para a preservação dos recursos aquáticos e florestais, verificando as transformações no uso do território a partir deste tipo de intervenção e também, os resultados dessa mobilização socioambiental no que se refere à formulação de planos regionais de desenvolvimento para o Baixo Tocantins, como o PPDEJUS – Plano Popular de Desenvolvimento Sustentável a Jusante da UHE Tucuruí.
Gestão de Estoques: análise e melhoria do processo de inventário físico em uma indústria siderúrgica

Accuracy in physical inventory process is essential to develop anefficient inventorycontrol. This ensures the availability of products and ensure that the information contained in the information systems areinaccordancewith the reality of inventories. The inventory management policies of the company aim ofthis study established that all the materials in their inventory must becounted, which is proving a challenge. Therefore, the aim of thiswork is to identify the critical inventories and analyze them, seeking flaws and possible improvements in the inventory count process. For this, we used the tools of quality management, such as Pareto and Cause and Effect Diagrams in an action research. The results show that the stocks of finished products are critical in volume and can be hampered by a lack of training and personnel trained in performing the process, as well as limitations in ERP used. With the actions taken against these problems, we could notice an improvement in the process, because the data collection and processing of data has become easier, besides the occurrence of errors decreased. In addition, there was an acceleration in meeting targets compared to the previous period

Due to the large economic development associated with the growing consumerist lifestyle of our capitalist society, the problem of uncontrolled solid waste generation worsens, which one is considered to be one of the main responsible factors for environmental degradation. As a case study and in order to solve the problem of large generation of municipal solid waste, this work aims to study the “plano diretor” of Rio Claro city, São Paulo. The “plano diretor” is a municipal law that provides guidelines for the administration of the city, which include guidelines for the management of solid waste generated in the city. The guidelines required in order to write the “plano diretor” are provided by the national law “estatuto da cidade”, providing information for the planning and development of the cities, as well as the management of the urban environment. However, only the “estatuto da cidade” does not provide enough instructions for creating management plans in order to solve the many problems from the urban environment. Thus, studies have been done about urban and environmental management, to understand how municipal management plans should be structured. As a form of seeking information that can complement the “plano diretor” to the creation of policies for managing solid waste of the city, the “Política Nacional de Resíduos Sólidos”(PNRS) emerges in 2010 as a document which provides principles, objectives and guidelines to create plans for Solid Waste Management at the national, state, regional and municipal levels. Therefore, it was possible to make a joint analysis of the “plano diretor” of Rio Claro with the PNRS to identify what is already done within the municipality about the solid waste management, and identify which aspects are most significant in the municipal solid waste management that the national policy provides. This paper is a sampling of an extensive research which analyzed and assessed the Distance Learning Program for Qualification of School Managers (Progestão) carried out in three schools, which preserved the same management team during the program. Progestão provided continuing and inservice development for public school managers by means of distance and presential types of learning. This paper deals with the concept of democratic management understood by the proponents of Progestão, the training team (trainers and multipliers), and the managers assisting the course (principals, vice principals, and pedagogical supervisors). Three issues that check the understanding of the democratic management concept were analyzed, as well as how those participants implement it in schools. The research is based on the qualitative approach, which has an evaluating character. It discusses the profile assigned to school management since the amendment of the State and the passing of the Law of Policies and Principles of Education (LDB)/96, besides pointing out the difficulties to support democratic management dissociated from other school practices.

The Knowledge Management represents a new vision of management of organizations, since information and knowledge are the main factors of competitiveness, today, of individuals, organizations and nations. The university plays a key role alongside with government and industry in the generation of technological innovations that can help the society progress, and the University Library is an important disseminator of scientific information. The main challenges of organizations involved in Knowledge Management are concentrated in the management of cultural and behavioral changes of its human resources and in creating an environment conducive to create, use and share information and knowledge. Within this context the question arises: How do University Libraries in Brazil and Portugal employ people management and knowledge management in order to improve the quality of its services and the productivity of their institutions? To answer it we developed a descriptive-analytic research, using the method of comparative study, analyzing 69 organizations. According to the survey results, the people management issues were the worst assessed in relation to other aspects of Knowledge Management, showing a weak dissemination of these practices in the University Libraries of Brazil and Portugal and the great need for initiatives to help develop them.
