Pressurized re-entrant (or 4 pi) ionization chambers (ICs) connected to current-measuring electronics are used for activity measurements of photon emitting radionuclides and some beta emitters in the fields of metrology and nuclear medicine. As a secondary method, these instruments need to be calibrated with appropriate activity standards from primary or direct standardization. The use of these instruments over 50 years has been well described in numerous publications, such as the Monographie BIPM-4 and the special issue of Metrologia on radionuclide metrology (Ratel 2007 Metrologia 44 S7-16, Schrader1997 Activity Measurements With Ionization Chambers (Monographie BIPM-4) Schrader 2007 Metrologia 44 S53-66, Cox et al 2007 Measurement Modelling of the International Reference System (SIR) for Gamma-Emitting Radionuclides (Monographie BIPM-7)). The present work describes the principles of activity measurements, calibrations, and impurity corrections using pressurized ionization chambers in the first part and the uncertainty analysis illustrated with example uncertainty budgets from routine source-calibration as well as from an international reference system (SIR) measurement in the second part.

This study attempts to identify and trace inter-linkages between sovereign and banking risk in the euro area. To this end, we use an indicator of banking risk in each country based on the Contingent Claim Analysis literature, and 10-year government yield spreads over Germany as a measure of sovereign risk. We apply a dynamic approach to testing for Granger causality between the two measures of risk in 10 euro area countries, allowing us to check for contagion in the form of a significant and abrupt increase in short-run causal linkages. The empirical results indicate that episodes of contagion vary considerably in both directions over time and within the different EMU countries. Significantly, we find that causal linkages tend to strengthen particularly at the time of major financial crises. The empirical evidence suggests the presence of contagion, mainly from banks to sovereigns.

[spa]En este artículo analizo la globalización y expansión de la figura del Ombudsman para explicar la creciente interdependencia de los Estados en relación a lo político y lo social. En este marco estudio la 'cara jurídica' de la globalización y la reformulación del sistema jurídico internacional, la cual se da en el contexto de la difusión de instituciones jurídicas de países que se consideran más desarrollados y dignos de imitación (los escandinavos). Este proceso coincide con la generalización del modelo 'democrático' capitalista que está configurando el mundo moderno.

The purpose of this study was to analyze how different stakeholders, such as the European Central Bank, the European Commission, the European Central Securities Depositories Association, the Bank of International Settlements and the International Monetary Fund, have influenced the European financial integration in the area of securities clearing and settlement since the introduction of the single currency. The results show that the contribution differs from stakeholder to another and can take the form of standards and recommendations, legislation, research and publications, risk analysis etc. The Eurosystem has been particularly active in this area by proving and planning central bank services, such as TARGET2, CCMB2 and T2S. Along the way the development has and continues to face challenges that need to be solved by European authorities. Coordination is a key factor for the future as we have seen during the recent financial turmoil.

International Monetary Fund (IMF) eli Kansainvälinen valuuttarahasto perustettiin v. 1945 valvomaan 187 jäsenmaansa rahoitusjärjestelmiä ja edistämään rahoitusmarkkinoiden vakautta ja kansainvälistä kauppaa. IMF julkaisee kansainvälisiä maksutasetilastoja n. 200 maasta, ulkomaankaupan tilastotietoa, aikasarjoja v. 1948 lähtien ja valtiontalouden rahoitustilastoja sekä maakohtaisia raportteja. Painettuun kokoelmaan kuuluu vuosikertomuksia, kausijulkaisuja, tilastoja ja monografioita. Ne käsittelevät makrotaloutta, taloudellista kehitystä, rahoitusmarkkinoita, kansainvälistä taloutta ja valuuttamarkkinoita. Kokoelmassa on yhteensä n. 4342 nimekettä ja se karttuu jatkuvasti. Kokoelman vanhin julkaisu on vuodelta 1944. Suurin osa kokoelman julkaisuista on ilmestynyt v. 1995 - 2011. Sitä uudempia ei ole enää hankittu painettuina. Kokoelmaan kuuluu erilaisia vuosikirjoja pitkältä ajanjaksolta, kuten Annual report (1948 -), Annual Report on Exchange Arrangements (1990 -), Balance of payments statistics yearbook (1938 - ), Direction of trade statistics yearbook (1958 - ), Government finance statistics yearbook (1952 - ) ja International financial statistics yearbook (1991 - ). Kokoelma sisältää myös kausijulkaisuja kuten Economic review (1951 - ), IMF staff papers (1951 -) ja International financial statistics (1948 -). Kokoelmaan kuuluvat myös elektronisia julkaisuja sisältävät IMF E-Library ja AREAER -tietokannat. AREAR-tietokannassa on Annual Report on Exchange Arrangements -julkaisut sähköisessä muodossa. Tietokannassa on dataa mm. IMF:n jäsenmaiden valuutta- ja kauppajärjestelyistä. IMF E-Library, sisältää elektronisia julkaisuja sekä tilastotietokannat: International financial statistics (IFS), Balance of payments statistics (BOP), Direction of trade statistics (DOT) ja Government finance statistics (GFS). Julkaisuja on yhteensä n. 11 806. Kokoelman uudempaa osaa säilytetään Suomen Pankin kirjaston avokokoelmassa ja vanhempaa varastokokoelmassa. Painetut julkaisut ovat käytettävissä kirjastossa ja lainattavissa lukuun ottamatta tilastojulkaisuja, kausijulkaisuja ja vuosikirjoja. Elektronisia tietokantoja voi käyttää vain organisaation henkilökunta.

Japan has been a major actor in the field of development cooperation for five decades, even holding the title of largest donor of Official Development Assistance (ODA) during the 1990s. Financial flows, however, are subject to pre-existing paradigms that dictate both donor and recipient behaviour. In this respect Japan has been left wanting for more recognition. The dominance of the so called ‘Washington Consensus’ embodied in the International Monetary Fund (IMF) and the World Bank has long circumvented any indigenous approaches to development problems. The Tokyo International Conference on African Development (TICAD) is a development cooperation conference that Japan has hosted since 1993 every five years. As the main organizer of the conference Japan has opted for the leading position of African development. This has come in the wake of success in the Asian region where Japan has called attention to its role in the so called ‘Asian Miracle’ of fast growing economies. These aspirations have enabled Japan to try asserting itself as a major player in directing the course of global development discourse using historical narratives from both Asia and Africa. Over the years TICAD has evolved into a continuous process with ministerial and follow-up meetings in between conferences. Each conference has produced a declaration that stipulates the way the participants approach the question of African development. Although a multilateral framework, Japan has over the years made its presence more and more felt within the process. This research examines the way Japan approaches the paradigms of international development cooperation and tries to direct them in the context of the TICAD process. Supplementing these questions are inquiries concerning Japan’s foreign policy aspirations. The research shows that Japan has utilized the conference platform to contest other development actors and especially the dominant forces of the IMF and the World Bank in development discourse debate. Japan’s dominance of the process is evident in the narratives found in the conference documents. Relative success has come about by remaining consistent as shown by the acceptance of items from the TICAD agenda in other forums, such as the G8. But the emergence of new players such as China has changed the playing field, as they are engaging other developing countries from a more equal level.

The pulp and paper industry is currently facing broad structural changes due to global shifts in demand and supply. These changes have significant impacts on national economies worldwide. Planted forests (especially eucalyptus) and recovered paper have quickly increased their importance as raw material for paper and paperboard production. Although advances in information and communication technologies could reduce the demand for communication papers, and the growth of paper consumption has indeed flattened in developed economies, particularly in North America and Western Europe, the consumption is increasing on a global scale. Moreover, the focal point of production and consumption is moving from the Western world to the rapidly growing markets of Southeast Asia. This study analyzes how the so-called megatrends (globalization, technological development, and increasing environmental awareness) affect the pulp and paper industry’s external environment, and seeks reliable ways to incorporate the impact of the megatrends on the models concerning the demand, trade, and use of paper and pulp. The study expands current research in several directions and points of view, for example, by applying and incorporating several quantitative methods and different models. As a result, the thesis makes a significant contribution to better understand and measure the impacts of structural changes on the pulp and paper industry. It also provides some managerial and policy implications.

The international economic reconfiguration. The developed and developing countries have adjusted with varying degrees of success to the new international order. The world's evolution has not stopped: Europe and the emerging Asian economies, are struggling to create a multipolar World. In the periphery, some countries (Asia) are modernizing at a fast rate, while others (Latin America) are lagging behind and in need to revise their growth strategies. The decentralization of production and trade driven by transnational firms are shifting the geographic distribution of investment and employment. As a result, the industrialized countries have ceased to provide the bulk of the world's savings, changing somehow the foundations of the international financial system.

This paper exploits the term structure of interest rates to develop testable economic restrictions on the joint process of long-term interest rates and inflation when the latter is subject to a targeting policy by the Central Bank. Two competing models that econometrically describe agents’ inferences about inflation targets are developed and shown to generate distinct predictions on the behavior of interest rates. In an empirical application to the Canadian inflation target zone, results indicate that agents perceive the band to be substantially narrower than officially announced and asymmetric around the stated mid-point. The latter result (i) suggests that the monetary authority attaches different weights to positive and negative deviations from the central target, and (ii) challenges on empirical grounds the assumption, frequently made in the literature, that the policy maker’s loss function is symmetric (usually a quadratic function) around a desired inflation value.

This paper studies the transition between exchange rate regimes using a Markov chain model with time-varying transition probabilities. The probabilities are parameterized as nonlinear functions of variables suggested by the currency crisis and optimal currency area literature. Results using annual data indicate that inflation, and to a lesser extent, output growth and trade openness help explain the exchange rate regime transition dynamics.

This paper studies the interdependence between fiscal and monetary policies, and their joint role in the determination of the price level. The government is characterized by a long-run fiscal policy rule whereby a given fraction of the outstanding debt, say d, is backed by the present discounted value of current and future primary surpluses. The remaining debt is backed by seigniorage revenue. The parameter d characterizes the interdependence between fiscal and monetary authorities. It is shown that in a standard monetary economy, this policy rule implies that the price level depends not only on the money stock, but also on the proportion of debt that is backed with money. Empirical estimates of d are obtained for OECD countries using data on nominal consumption, monetary base, and debt. Results indicate that debt plays only a minor role in the determination of the price level in these economies. Estimates of d correlate well with institutional measures of central bank independence.

In This Article, It Is Argued That the Long International, Financial and Economic Cycle (50-60 Years) Is More Than a Statistical Aberration, and Is the Result of Institutional Political, Financial and Economic Conditions Which Are Recurrent. It Is Proposed As an Hypothesis That the Breakdown of International Monetary Systems Is At the Origin of Hte Financial and Economic Long Cycle. Such a Breakdown Starts a Process of Unexpected Inflation, of Balance of Payments Imbalances and of International Indebtedness in a Key-Currency. the Last Stage of This Process Is Characterized by Disinflation, a Speculative Stock Market Boom and a Period of Debt-Liquidation Which Negatively Affect the Real Side of the Economy. Without an International and Automatic Mechanism to Correct the Financial and Economic International Imbalances, the World Economy Runs the Risk of Getting More and More Unstable Until the Turning Point. International Monetary Cooperation Could Contribute in Alleviating the Negative Spillovers Accompanying Hte Adjustment of These Imbalances.

Pourquoi, comment et quand y a-t-il changement institutionnel et politique en Afrique ? En examinant les stratégies de développement économique de l’Afrique postcoloniale et en s’intéressant à l’évolution du rôle de l’État – État comme acteur central du développement, tentative du retrait de l’État, interventionnisme limité au social, retour de l’État dans la sphère économique –, la présente thèse se propose d’expliquer le changement sous l’angle original des innovations politiques et institutionnelles. En effet, derrière l’apparente continuité que la plupart des auteurs tant analytiques que normatifs fustigent, il se produit des innovations dont nous proposons de rendre compte par le biais des variables idéationnelles, stratégiques, temporelles et institutionnelles. Cette thèse propose ainsi une analyse comparative inédite du rôle des acteurs nationaux (élites, États, administrations publiques du Bénin, Burkina Faso, Cameroun, Côte d’Ivoire, Congo, Sénégal, Mali, Niger, Togo), des institutions internationales (FMI, Banque mondiale, ONU) et des organisations d’intégration régionale (Union africaine, NEPAD) dans l’émergence et les trajectoires des stratégies de développement en Afrique. Les contextes temporels favorables, les crises des modèles précédents, les configurations et héritages institutionnels structurants, les stratégies instrumentales des acteurs intéressés, l’apprentissage politique, les dimensions cognitives et normatives des idées permettent d’expliquer la diffusion, la sédimentation et la conversion institutionnelles comme processus privilégiés d’innovation en Afrique. La critique de ces concepts permet de développer des outils mieux adaptés pour expliquer certaines innovations, soit l’inclusion et l’intrusion institutionnelles. L’inclusion institutionnelle est un processus mi-stratégique et mi-idéationnel à travers lequel les acteurs nationaux ou régionaux incluent intentionnellement des stratégies (ou solutions) internationales déjà existantes dans une nouvelle institution ou politique dans le but d’accroître la probabilité d’acceptation (reconnaissance, convenance sociale, partage réel ou supposé des mêmes valeurs) ou de succès (pour faire valoir les intérêts) de cette dernière dans un environnement politique structuré. Les idées sont constitutives des intérêts dans ce processus. L’intrusion institutionnelle renvoie à un processus mi-stratégique et mi-structurel par lequel les acteurs nationaux se font relativement imposer de nouvelles institutions ou politiques qu’ils n’acceptent qu’en raison de l’asymétrie de pouvoir, de la contrainte structurelle (structure), ou des gains escomptés (stratégies) des acteurs internationaux, alors que des solutions de rechange pertinentes et non contraignantes sont quasi inexistantes. Ceci n’exclut pas l’existence d’une marge de manœuvre des acteurs nationaux. Inspirés de spécialistes comme Nicolas van de Walle, Kathleen Thelen, Robert Bates, Barry Weingast, Alexander Wendt, Peter Hall, Theda Skocpol et Paul Pierson, ces concepts d’intrusion et d’inclusion institutionnelles que nous proposons réconcilient des approches parfois jugées contradictoires en intégrant les dimensions stratégiques, institutionnelles, historiques et idéationnelles à l’analyse d’un même objet scientifique. Au niveau empirique, la présente thèse permet d’avoir une meilleure compréhension des processus d’émergence des stratégies de développement économique en Afrique, ainsi qu’une meilleure connaissance des relations entre les acteurs internationaux, régionaux et nationaux en ce qui concerne l’émergence et le développement des institutions et des politiques publiques relatives au développement. Une attention particulière est accordée à la dynamique entre différents acteurs et variables (idées, intérêts, institution, temps) pour expliquer les principales stratégies des trois dernières décennies : les stratégies nationales de développement du Bénin, Burkina Faso, Cameroun, Côte d’Ivoire, Congo, Sénégal, Mali, Niger, Togo, le Plan d’action de Lagos, les programmes d’ajustement structurel, le Nouveau Partenariat pour le Développement de l’Afrique, les Documents de stratégie pour la réduction de la pauvreté et certaines interventions du Fonds monétaire international, de Banque mondiale et de l’ONU. En s’intéressant à la question de l’innovation délaissée à tort par la plupart des analyses sérieuses, la présente thèse renouvelle la discussion sur le changement et l’innovation politiques et institutionnels en Afrique et en science politique.
