A rescaling of the phase space for Hamiltonian map: Applications on the Kepler map and mappings with diverging angles in the limit of vanishing action

A rescale of the phase space for a family of two-dimensional, nonlinear Hamiltonian mappings was made by using the location of the first invariant Kolmogorov-Arnold-Moser (KAM) curve. Average properties of the phase space are shown to be scaling invariant and with different scaling times. Specific values of the control parameters are used to recover the Kepler map and the mapping that describes a particle in a wave packet for the relativistic motion. The phase space observed shows a large chaotic sea surrounding periodic islands and limited by a set of invariant KAM curves whose position of the first of them depends on the control parameters. The transition from local to global chaos is used to estimate the position of the first invariant KAM curve, leading us to confirm that the chaotic sea is scaling invariant. The different scaling times are shown to be dependent on the initial conditions. The universality classes for the Kepler map and mappings with diverging angles in the limit of vanishing action are defined. © 2013 Published by Elsevier Inc. All rights reserved.

Regional review and appraisal of implementation of the Beijing Declaration and Platform for Action and the outcome of the twenty-third special session of the General Assembly (2000) in Latin American and Caribbean countries

This report indicates the main advances of the past 20 years based on the information provided by the region’s countries on implementation of the Beijing Declaration and Platform for Action, in response to the recommendations made in the final document of the twenty-third special session of the General Assembly (2000) for the regional and global reviews that would take place in 2015, on the twentieth anniversary of the Beijing Conference (Beijing+20). The subregional report on the Caribbean (ECLAC, 2014c) has also been taken into account, which includes data from the country gender assessments prepared by the Caribbean Development Bank, the country poverty assessments and information provided by the Caribbean Community (CARICOM).

The global financial crisis: what happened and what’s next

Global economic conditions have been deteriorating sharply since mid- September 2008. Lending has dropped abruptly, credit spreads have widened sharply, stock markets have plunged and economies everywhere are stumbling. Governments around the world have undertaken unprecedented measures, including some coordinated intervention. However, global economic prospects remain troubled, and further policy action is required. In order to better understand the task before policy makers as they chart a new direction, this paper examines how the global economy arrived at its current predicament, looking back at the sequence of events that contributed to create havoc in financial markets, as well as the policy response they produced. In light of these events, we examine the impact on Latin American financial markets in particular. The global nature of the current crisis underscores the need for coordinating the policy response at the global level, as well as advancing towards a new international financial architecture that will make possible a more effective response to the build-up of systemic pressures.
