This Programme of Action was adopted at the United Nations Global Conference on the Sustainable Development of Small Island Developing States which convened in Barbados, 26 April-4 May 1994 and sets out principles and strategies for development that will protect the fragile environments of Small Island Developing States (SIDS). As agreed by the UN General Assembly, an International Meeting will convene in Mauritius, in August 2004, to undertake a full and comprehensive review of the implementation of the Programme of Action (POA). The Caribbean Subregional Preparatory Meeting convenes in Trinidad and Tobago, on 6-10 October 2003. This document portrays the experience of the Caribbean SIDS and regional and international agencies in the implementation of the POA and provides basic information that facilitates an understanding of the achievements recorded; the constraints, as well as the enabling factors encountered; and the prospects for the future, incorporating a number of recommendations.
