El presente trabajo pretende analizar teóricamente los arreglos institucionales y su relación con la política pública brasileña, centrándose en las perspectivas de "desarrollo" urbano-territorial de las ciudades de Brasil. Está siendo examinada de forma preliminar, a cargo de la capacidad de los arreglos institucionales en las ciudades de su marcha funcional, porque cuanto mayor sea el franqueo será una mayor cantidad de intervenciones de agentes exógenos sobre el territorio. Por otro lado, las ciudades más pequeñas no tendrán una funcionalidad y una complejidad muy grandes, por eso serán las actuaciones endógenas que dominarán el territorio - los arreglos institucionales locales. Para la promoción del debate ha sido insertados dos estudios prácticos: el primero en la ciudad de Recife Metropolitana y sus relaciones con las principales desarrolladoras de vivienda en la intervención de las políticas públicas de planificación urbana y otra en la ciudad media de Petrolina-PE con el caso de la aplicación de la incubadora do Vale do Sao Francisco (INVASF). Finalmente es importante tener en cuenta que es un debate preliminar en la que requiere más pruebas (estudios y investigaciones) sobre la relación entre los arreglos institucionales (endógenos y exógenos) promotores de las políticas públicas y el tamaño de las ciudades

Led to become a national productive Center, the Great Dourados Region, which consists of 40 cities located in the south of the state of Mato Grosso do Sul - Brazil, emerged as a grain productive region from the middle of the 1970s in the 20th century to the beginning of the 21st century. Using modern agricultural techniques, the land organization in this region was ruled by a development policy which was not concerned with the socio environmental aspects of the area. In this context, the present work aims to analyze the development process of the Great Dourados region, through soybean production and its relation to the confinement of the indigenous people present in the Area. This integration happened due to the money and for it, inserting this Region into a national productive pattern which guided the farmers to modern crops, mainly soybean. The land cultivation was not the only productive activity that granted the Region an economic integration, to both the national and international market. From the end of the Paraguay War (1870) to the middle of the 70s, there were at least two other ways to the regional economic integration. One of them happened with the traditional activities of cattle raising and the extraction of the Paraguay tea (maté/ Yerba Mate) from 1870 to 1937, which divided the regional territory into large farmlands focused on the external market. The other way happened with the need to create a market for the agricultural production and for the demand for manufactured goods, which reorganized the regional territory into small farmlands, as a result of colonization projects from 1943 to 1956. Since 1976, with the creation of the Special Program for the Development of the Great Dourados Region (Prodegran), the capitalist relations of production, which were consolidated in the area, were not ruled almost exclusively by the traditional activities of cattle raising and the extraction of the Paraguay tea, in order to create a new accumulation center connected to the modern crops. As this new accumulation center was created, the Region was led to a selective and dependent integration process, in which many farmers changed their accumulation centers to modern grain crops, causing environmental degradation, productive exclusion and ethnical-cultural conflicts with the indigenous community

The objective is to analyze the implementation process of the Polo Hemofarmo of Pernambuco in critical perspective, identifying important alternatives to collaborate for the deployment of this enterprise, from the insertion of technological innovations and Public Policy generate different dynamics of the productive chain of Pharmacology in their different scales. The dialectical method in the development of procedures for the construction of Pole Hemofarmo demonstrated significant in the analysis, however, is not present in the proposed methodology of this study a methodological constraint and, yes, a discussion and reflection on the method of analysis. For a better understanding of the installation of the pole of Goiana held a reading scenario of the pharmaceutical industry and the sectors that constitute complementary and supplementary practices at the Pole, enabling identification of the technological demands and the new arrangements and policies, in Goiana, as well as the state of Pernambuco

Brasília impõe-se como um interessante caso a ser estudado. Distingue-se de todas as demais cidades do Brasil (e talvez do mundo), mas, ainda assim, reflete a quase totalidade das complexas questões que atingem qualquer grande cidade. A análise de seus processos de patrimonialização e de gestão territorial-patrimonial revela riqueza e singularidade históricas, além de revelar contradições e alta complexidade. O presente ensaio, de cunho teórico-exploratório, propõe-se a analisar o Plano de Preservação do Conjunto Urbanístico de Brasília – PPCUB, projeto de Lei Complementar proposto como política pública de proteção do patrimônio urbano, em busca de relações e conexões entre o contexto sociopolítico de construção da cidade ideal, seu desenvolvimento real e sua consagração como Patrimônio Mundial. Apenas por meio da sinergia de interesses e da ação conjunta dos diversos atores/agentes envolvidos na dinâmica urbana será possível transformar a excepcionalidade e o valor universal em acessibilidade territorial e valor local, dois pilares do desenvolvimento.

O cenário atual de crescente globalização e competitividade obrigou os gestores dos territórios a mudar o paradigma do planeamento e desenvolvimento dos lugares. Hoje, cidades, regiões e países competem entre si pela atração de investimento, empresas, negócios, turistas e pela retenção de população e talento. É neste contexto que o marketing territorial tem ganho relevância na esfera académica e na gestão pública. Decidimos, assim, investigar este tema, tendo como suporte físico um território de uma região periférica como é Bragança. Em paralelo, verificámos através da revisão bibliográfica sobre o tema, que os modelos inclusivos e colaborativos de gestão do marketing territorial estão a assumir especial preponderância no campo da governação pública, nos quais se dá primazia à mobilização e inclusão de diferentes stakeholders, nomeadamente dos residentes. Com o intuito de compreender a existência de uma visão estratégica partilhada entre os vários stakeholders e analisar o papel dos residentes no contexto do marketing territorial, utilizamos uma metodologia mista, com elementos qualitativos (8 entrevistas a diferentes stakeholders) e quantitativos (408 questionários a residentes em Bragança). Concluímos que nas questões estratégicas essenciais existe entre os stakeholders uma visão alinhada e uma partilha de opiniões, contudo, questões como a decisão por uma abordagem local ou regional e a liderança provocam alguma divisão de opiniões. No que aos residentes se refere, é notório o elevado grau de satisfação, vinculação e recomendação de Bragança, contudo, a mobilização e participação podem ser mais efetivas, se houver mecanismos influenciadores e indutores. Importa destacar ainda que a questão da perificidade não é vista como um constrangimento mas uma oportunidade, sempre que se saibam potenciar os recursos endógenos do território e a proximidade a Espanha e ao resto da Europa.

The discussion of economic development emphasizes the emergence of a gradual change of economic structure, which would rise from an agrarian to the industrial stage, and later with a predominant tertiary sector. However, the high Brazilian regional inequality resulted in the coexistence of modern spaces and other arrears. Such disparities are visible not only in economics, but spatial, social and environmental. Although Brazil has gone through changes in the production structure and the location of these activities, space - territorial disparities manifest themselves in a high level of regional heterogeneity. In this context, the Northeast emerged as a region that has historically been characterized by socioeconomic backwardness and the presence of the worst indicators of inequality. The presence of these indicators showing the socioeconomic backwardness of the other fronts region contributes to the priority of action aimed at reverting this regional disparity public policy. The historical account of the development policies of regional studies shows that the state played a pivotal role in ensuring regional planning. Besides the creation of development agencies such as the Northeast Sudene, tax and financial incentives have been widely used strategies in the region to foster greater national integration. However, the use of incentives is much discussed in view of the possible advantages and disadvantages brought by its use. Thus, this study aims to build a theoretical framework tool for building effective public policies for industrialization in the Northeast, specifically in Rio Grande do Norte.

Natal has come through major changes in the last 150 years, since the actions of city beautification, in the 19th century, until the present day, when such transformations start to have the objective of including the city in the competition for the attraction of the capital flows and consumption, domestically and in a foreign sense. It is thought that the first initiatives aimed at increasing tourism in Natal occurred in the 1960s, however, it became apparent that only from the 1980s was there a significant increase in tourist activities in Natal and the Metropolitan Region, especially on the east coast of the state of Rio Grande do Norte, leading to an expansion of the labour market, the significant increase of foreign investment, territorial changes of great impact and the production of buildings primarily intended for the hotel industry and second residence for European tourists. Since then, the incentives for tourist activity in the state have been maintained and even increased, based on tourism aimed at natural beauties, local cuisine and events, which transformed the tourist activity in one of the main sources of foreign exchange for the city of Natal. In the early 21st century, the construction of high-rise condominiums, monuments (including the designer ones), such as the Parque da Cidade, designed by Oscar Niemeyer, were already established. Also, shopping centers and, in order to host the World Cup, the new football stadium, the Arena das Dunas, among others, which were aimed at local and foreign consumers, especially European, stood out in the city. It is understood that these new buildings, monuments and also renovations and restorations that were deployed in the city of Natal aimed at constructing a new identity for the city, within the process of capitalist development and urban spectacle. It is considered that the monuments and the iconic buildings are attributes of the cities aimed at selling locations as goods, establishing a new urban environment, a new role as cities, which aimed at seeking greater autonomy from the nation-state. In this research, it was sought to analyze the architectural object, that is, buildings and monuments built or restored in Natal and its relevance to the city marketing promoted by the city itself. It was found that, indeed, such buildings and monuments are inserted in contemporary architectural production as a basis for increasing the competitive nature of Natal. In addition, they reveal a capitalist mode of production, supported by public resources, operating in the production of urban space with a view to repeating the hegemonic model of a competitive city

Muito poucas localidades buscam seu desenvolvimento através de um sério planejamento estratégico voltado para o mercado. Estamos falando de Marketing, a atividade que tem por fi nalidade administrar processos de troca, visando sempre maximizar a satisfação das partes envolvidas. Na realidade, a essência da questão do desenvolvimento de uma localidade reside em gerenciar bem um processo de troca entre a cidade ou região e seus diversos públicos ou mercados-alvo. Essa troca é, em tudo e por tudo, comparável ao que acontece, por exemplo, com as empresas que trocam os benefícios que seus produtos ou serviços possam oferecer a um determinado segmento de mercado, pela remuneração decorrente da venda do mesmo. Neste ensaio objetiva-se apresentar um modelo desenvolvido pelos autores a partir de uma revisão bibliográfi ca, no qual se identifi cam os diferentes públicos-alvo que devem ser considerados no Planejamento de Marketing aplicado a uma localidade e o contexto da aplicação de Marketing às localidades. A revisão da literatura possibilita uma interessante discussão conceitual acerca dessa aplicação de Marketing, inclusive abordando os cuidados para sua implementação.

The transformations economical, social and politics in you finish them decades of the century XX brought changes that didn't just limit to the production system. The flexible accumulation took many workers lost her/it their workstations and they look for her/it new survival forms, migrating for administrative activities, of services rendered and for the tourist activity of small and medium load. The State has been investing in the implantation of plans of tourist development in order to create favorable conditions for the reproduction of the tourist activity in Brazil, mainly in the Northeast. A space when it starts to present a predominant economical activity suffers a restructuring in their social and economical relationships. The restructuring of these relationships takes to the construction of a new espacialidade. In the city of Christmas, in Rio Grande do Norte, the neighborhood of Black Tip is the most representative of the public investments for the tourist development. After intense process of tourist urbanization, Black Tip passed interfering in the global context consolidating as the tourist locus in the city. The tourist urbanization of the neighborhood took to the transformation of the space in merchandise that is sold and consumed as such. The recreation of fragments of other cultures brought by social actors, resulting from migratory processes stimulated by the tourist development, it has been presenting ruled social relationships in the informational technology, consumption of global goods and in the fragmentation of the urban space characterized by the internationalization and cosmopolitização. That process has been masking the inequalities partners and cultural as well as the territorial appropriation for an economical elite. The spaces are being appropriate for investors of the tourist section, private investors, agents and real estate producers, where the inequality is not just economical, but also cultural. The local population, mainly of the urban fraction of the Town of Black Tip, it doesn't participate of the productive process in function of the little or any professional qualification and he/she doesn't also have access to the consumption process. To the native ones it remains the fight for the preservation of his/her cultural identity and for the survival
