Since 1979, anglers along the U.S. Atlantic coast have landed by weight more bluefish, Pomatomus saltatrix, than any other marine species. A fishery management plan has been developed jointly by three fishery management councils and the Atlantic States Marine Fisheries Commission to preserve the bluefish resource. Major objectives of the plan include prevention of recruitment overfishing and reduction in waste of bluefish. In 1985, a Federal survey found PCB concentrations in larger bluefish (over 500 mm fork length) that exceeded the U.S. Food and Drug Administration tolerance level of 2 parts per million. Harvest strategies are presented in this article to protect the reproductive capability of bluefish while minimizing human health risks associated with dietary intake of PCB's.

Em junho de 2009, deflagrou-se oficialmente o processo de formulação da Política Municipal de Alimentação e Nutrição (PMAN) do Rio de Janeiro. Liderada pelo Instituto de Nutrição Annes Dias (INAD), órgão da Secretaria Municipal de Saúde (SMS) e Área Técnica de Alimentação e Nutrição desse município, o documento foi finalizado em dezembro de 2011. Foi então encaminhado à aprovação pela SMS, o que ainda não ocorreu. Este trabalho analisou o processo de formulação da PMAN, buscando caracterizar o contexto político-institucional de sua elaboração. Partindo de uma visão construcionista sobre ciência, foram realizadas análise documental e entrevistas com atores inseridos nesta trajetória. Os documentos analisados foram diários de campo, advindos da participação da pesquisadora como colaboradora deste processo; registros de reuniões; versões do documento nas diversas fases de sua elaboração; entre outros. As entrevistas incluíram gestores do INAD e da SMS, profissionais de diversas áreas e representantes da sociedade civil e dos Conselhos Municipais de Saúde e de Segurança Alimentar e Nutricional (SAN). A análise revela o reconhecimento da singularidade do INAD como área técnica e de sua consolidada trajetória na área de alimentação e nutrição, protagonizando ricos processos de discussão no município. Aponta, ainda, uma relativa autonomia decisória para implementação de suas ações. No entanto, paralelamente, as entrevistas revelaram que o INAD parece enfrentar, especialmente na gestão atual da SMS, certa fragilidade institucional, expressa por possíveis mudanças em sua inserção formal no arranjo institucional da Prefeitura; pela atual posição no organograma da SMS, aquém de suas atribuições, e também pela morosidade na aprovação da PMAN. Este contexto político-institucional não foi um fator determinante para a formulação da PMAN, embora as entrevistas sugiram que foi considerado para pensar o processo de construção no sentido de fortalecer uma rede de apoio político. Apesar de a opção inicial do INAD ter sido por um processo coletivo de participação, as entrevistas revelaram baixo nível de informação sobre o documento final da PMAN e sobre o andamento de sua aprovação, o que parece sinalizar que o processo decisório sobre as propostas apresentadas pelos atores centralizou-se no INAD no decorrer do tempo. Apesar da demora na aprovação da PMAN, não parece haver uma rede de pressão pela sua assinatura por parte dos atores envolvidos, dependendo exclusivamente das mediações internas do INAD na SMS. A análise desta experiência permite identificar dificuldades e tensões que instituições com caráter intersetorial podem enfrentar, tendo em vista o limite setorial no qual estão inseridas, num dado contexto político-institucional. Além disso, aponta as estratégias políticas que atores sustentam nos processos de militância e os desafios para fomentar a participação social.

Os conselhos comunitários de segurança pública do Rio de Janeiro representam uma mudança institucional na área das políticas públicas de segurança. Trata-se de um canal de abertura que permite a participação no plano local, caracterizado pela busca da instauração de diferentes padrões de interação entre governo e sociedade em torno do tema segurança. Baseado nas recentes análises acerca da sociedade civil, em que esta vem sendo tratada cada vez mais como instância aproximada da esfera governamental. O trabalho propõe expor uma análise político-social do conselho comunitário do bairro Méier e suas adjacências, localizados na Zona Norte do Rio de Janeiro. Esta região é conhecida pelos contrastes sociais e elevados índices de violência, por concentrar, de uma só vez, um comércio próspero, grande número de habitantes e diversas comunidades carentes dominadas pelo tráfico de drogas e de armas. A experiência deste conselho permite conhecer que a consolidação desta arena depende não só da presença de organizações e representantes sociais aptos a reivindicar múltiplos interesses, mas também do comprometimento do governo em reconhecer essas arenas como canais privilegiados na relação entre poder público e sociedade. O conselho caracteriza-se como uma ferramenta inovadora à medida que trata de um tema conflituoso como a segurança pública. Esta arena permite a aproximação entre comunidade e instituições historicamente fechadas como as polícias militar e civil. O exercício dos conselhos comunitários de segurança pública pode colaborar para o aprofundamento de uma democracia brasileira mais participativa e de um Estado mais poroso, na medida em que aposta no envolvimento de uma sociedade civil mais organizada e atuante, de um Poder Executivo e órgãos governamentais mais dispostos ao diálogo.

O trabalho que ora apresentamos tem como objetivo analisar o exercício profissional dos Assistentes Sociais em uma emergência de grande porte da cidade do Rio de Janeiro. A importância desta análise se inscreve na centralidade alcançada pela saúde na constituição da cidadania brasileira, após a Carta Constitucional de 1988. Este documento assegurou a saúde como direito de todos e dever do Estado, contudo a conjuntura política e econômica iniciada nos anos 90 e aprofundada nos anos 2000, capitaneada pela Contrarreforma do Estado, imporá limites à materialização da política de saúde preconizada pelo Sistema Único de Saúde, impossibilitando que esta seja implementada de acordo com a nova concepção. O que percebemos nos anos 2000 é uma política de saúde focalizada no atendimento emergencial, que abandonou a dimensão da prevenção e da promoção da saúde e que se distancia, progressivamente, do principio da universalidade. Neste contexto de adversidade e limitação do acesso e do atendimento se insere o Assistente Social. Nosso objetivo é delinear o exercício profissional, por nós analisado, a fim de identificar as possibilidades de materialização do projeto ético-político profissional em condições tão adversas e contrárias àquelas que nortearam a interlocução entre o Serviço Social e a saúde nos anos 80. Para tanto este trabalho busca oferecer elementos que nos permitam compreender não somente a dinâmica interna do Hospital por nós analisado, como também a política de saúde em sua totalidade, além de identificar as potencialidades da rede do entorno. Nessa perspectiva, buscamos compreender a dinâmica dos Conselhos de Saúde e a configuração adquirida por estes em tempos de restrição de direitos, sucateamento e desmonte da saúde pública. Nossos estudos indicam que possibilidades de atuação profissional congruentes com o Projeto Ético-Político Profissional estão colocadas na realidade, imiscuídas nas dificuldades impostas pela conjuntura e somente podem ser apreendidas sob a perspectiva de um trabalho coletivo em saúde.

This is the 2001 annual report on fisheries in the North West produced by the Environment Agency North West in 2002. This report has four main aims: to inform the Agency’s customers of developments within the Agency, to inform the Agency’s customers of the work carried out by the Agency, to publish information on the performance of fisheries and the Fisheries Department, and to be a source of future reference. The fisheries service is funded in the main by a mixture of rod licence income and government grant-in-aid. The latter has declined substantially since the mid 1990’s and we are increasingly reliant on licence income to fund fisheries work. The environment agency had managed to use some of this money to fund their Urban Fisheries Development Programme, (UFDP). This is aimed at delivering new or improved fisheries in areas where demand for fishing is high, but where available fisheries are few in number or of poor quality. This work is dependent on good co-operation with local angling clubs, councils and other interests.

The recently revised Magnuson–Stevens Fishery Conservation and Management Act requires that U.S. fishery management councils avoid overfishing by setting annual catch limits (ACLs) not exceeding recommendations of the councils’ scientific advisers. To meet that requirement, the scientific advisers will need to know the overfishing limit (OFL) estimated in each stock assessment, with OFL being the catch available from applying the limit fishing mortality rate to current or projected stock biomass. The advisers then will derive ‘‘acceptable biological catch’’ (ABC) from OFL by reducing OFL to allow for scientific uncertainty, and ABC becomes their recommendation to the council. We suggest methodology based on simple probability theory by which scientific advisers can compute ABC from OFL and the statistical distribution of OFL as estimated by a stock assessment. Our method includes approximations to the distribution of OFL if it is not known from the assessment; however, we find it preferable to have the assessment model estimate the distribution of OFL directly. Probability-based methods such as this one provide well-defined approaches to setting ABC and may be helpful to scientific advisers as they translate the new legal requirement into concrete advice.

This paper presents a study which linked demographic variables with barriers affecting the adoption of domestic energy efficiency measures in large UK cities. The aim was to better understand the 'Energy Efficiency Gap' and improve the effectiveness of future energy efficiency initiatives. The data for this study was collected from 198 general population interviews (1.5-10 min) carried out across multiple locations in Manchester and Cardiff. The demographic variables were statistically linked to the identified barriers using a modified chi-square test of association (first order Rao-Scott corrected to compensate for multiple response data), and the effect size was estimated with an odds-ratio test. The results revealed that strong associations exist between demographics and barriers, specifically for the following variables: sex; marital status; education level; type of dwelling; number of occupants in household; residence (rent/own); and location (Manchester/Cardiff). The results and recommendations were aimed at city policy makers, local councils, and members of the construction/retrofit industry who are all working to improve the energy efficiency of the domestic built environment. © 2012 Elsevier Ltd.

The concept of police accountability is not susceptible to a universal or concise definition. In the context of this thesis it is treated as embracing two fundamental components. First, it entails an arrangement whereby an individual, a minority and the whole community have the opportunity to participate meaningfully in the formulation of the principles and policies governing police operations. Second, it presupposes that those who have suffered as victims of unacceptable police behaviour should have an effective remedy. These ingredients, however, cannot operate in a vacuum. They must find an accommodation with the equally vital requirement that the burden of accountability should not be so demanding that the delivery of an effective police service is fatally impaired. While much of the current debate on police accountability in Britain and the USA revolves around the issue of where the balance should be struck in this accommodation, Ireland lacks the very foundation for such a debate as it suffers from a serious deficit in research and writing on police generally. This thesis aims to fill that gap by laying the foundations for an informed debate on police accountability and related aspects of police in Ireland. Broadly speaking the thesis contains three major interrelated components. The first is concerned with the concept of police in Ireland and the legal, constitutional and political context in which it operates. This reveals that although the Garda Siochana is established as a national force the legal prescriptions concerning its role and governance are very vague. Although a similar legislative format in Britain, and elsewhere, have been interpreted as conferring operational autonomy on the police it has not stopped successive Irish governments from exercising close control over the police. The second component analyses the structure and operation of the traditional police accountability mechanisms in Ireland; namely the law and the democratic process. It concludes that some basic aspects of the peculiar legal, constitutional and political structures of policing seriously undermine their capacity to deliver effective police accountability. In the case of the law, for example, the status of, and the broad discretion vested in, each individual member of the force ensure that the traditional legal actions cannot always provide redress where individuals or collective groups feel victimised. In the case of the democratic process the integration of the police into the excessively centralised system of executive government, coupled with the refusal of the Minister for Justice to accept responsibility for operational matters, project a barrier between the police and their accountability to the public. The third component details proposals on how the current structures of police accountability in Ireland can be strengthened without interfering with the fundamentals of the law, the democratic process or the legal and constitutional status of the police. The key elements in these proposals are the establishment of an independent administrative procedure for handling citizen complaints against the police and the establishment of a network of local police-community liaison councils throughout the country coupled with a centralised parliamentary committee on the police. While these proposals are analysed from the perspective of maximising the degree of police accountability to the public they also take into account the need to ensure that the police capacity to deliver an effective police service is not unduly impaired as a result.

This research is an exploration of the expression of student voice in Irish post-primary schools and how its affordance could impact on students’ and teachers’ experiences in the classroom, and at whole-school level through a student council. Student voice refers to the inclusion of students in decisions that shape their experiences in classrooms and schools, and is fundamental to a rights-based perspective that facilitates students to have a voice and a say in their education. Student voice is essential to the development of democratic principles, active citizenship, and learning and pedagogy. This qualitative research, based in three post-primary case-study schools, concerns teachers in eighteen classrooms engaging in dialogic consultation with their students over one school year. Teachers considered the students’ commentary and then adjusted their practice. The operation of student councils was also examined through the voices of council members, liaison teachers and school principals. Theorised within socio-cultural (social constructivist), social constructionist and poststructural frames, the complexity of student voice emerges from its conceptualisation and enactment. Affording students a voice in their classroom presented positive findings in the context of relationships, pedagogical change and students’ engagement, participation and achievement. The power and authority of the teacher and discordant student voices, particularly relating to examinations, presented challenges affecting teachers’ practice and students’ expectations. The functional redundancy of the student council as a construct for student voice at whole-school level, and its partial redundancy as a construct to reflect prefigurative democracy and active citizenship also emerge from the research. Current policy initiatives in Irish education situate student voice in pedagogy and as dialogic consultation at classroom and whole-school level. This work endorses the necessity for and benefit of such a positioning with the author further arguing that it should not become the instrumental student voice of data source, accountability and performativity.

The contribution is explaining the methods and the forms of the undemocratic regime on the example of the communist propaganda in the field of the emigration. The task of the article is to find out how the communist political elite was looking at the people who illegally left the territory of Czechoslovakia, which means of expression it was taking advantage of the characterizing of the political refugees, which types of the emigrants were standing in the centre of attention of the negative propaganda and in which intensity, the emigrants were presented in the communist press. We assume from the hypothesis that the propaganda language of the communists directed against the emigrants did not change in dependence of the rigidity of the communist regime. So, the emigrants were considered to be the mortal enemies of the regime both in the totalitarian condition in the fifties and in the authoritarian period of the eighties. The text is processed in the form of the contents analysis of the period newspaper articles. The article is divided into four parts. In the first theoretical part, the role of the propaganda in the undemocratic regimes is presented. Subsequently, the reasons of the emigration are explained in the investigated period, the object of the communist propaganda is subsequently presented and ultimately, in the last theoretical part, the language level of the propaganda of the Communist Party is analysed.

Nitrogen Dioxide (NO2) is known to act as an environmental trigger for many respiratory illnesses. As a pollutant it is difficult to map accurately, as concentrations can vary greatly over small distances. In this study three geostatistical techniques were compared, producing maps of NO2 concentrations in the United Kingdom (UK). The primary data source for each technique was NO2 point data, generated from background automatic monitoring and background diffusion tubes, which are analysed by different laboratories on behalf of local councils and authorities in the UK. The techniques used were simple kriging (SK), ordinary kriging (OK) and simple kriging with a locally varying mean (SKlm). SK and OK make use of the primary variable only. SKlm differs in that it utilises additional data to inform prediction, and hence potentially reduces uncertainty. The secondary data source was Oxides of Nitrogen (NOx) derived from dispersion modelling outputs, at 1km x 1km resolution for the UK. These data were used to define the locally varying mean in SKlm, using two regression approaches: (i) global regression (GR) and (ii) geographically weighted regression (GWR). Based upon summary statistics and cross-validation prediction errors, SKlm using GWR derived local means produced the most accurate predictions. Therefore, using GWR to inform SKlm was beneficial in this study.

The maintenance or even replacement of cracked pavements requires considerable financial resources and puts a large burden on the budgets of local councils. In addition to these costs, local councils also face liability claims arising from uneven or cracked pedestrian pavements. These currently cost the Manchester City Council and Preston City Council around £6 million a year each. Design procedures are empirical. A better understanding of the interaction between paving blocks, bedding sand and subbase was necessary in order to determine the mode of failure of pavements under load. Increasing applied stress was found to mobilise ‘‘rotational interlock’’, providing increased pavement stiffness and thus increased load dissipation resulting in lower transmitted stress on the subgrade. The indications from the literature
review were that pavements are designed to fail by excessive deformation and that paving blocks remained uncracked at failure. This was confirmed with experimental data which was obtained from tests on segments of pavements that were laid/constructed in a purpose built test frame in the laboratory.

This article explores social, economic and political relations on two British Dependent Territories (BDTs) -- Montserrat and Gibraltar. This article notes that though BDTs are British colonial constructions, created, sustained and modelled upon and by Britain, they differ from Britain in that they have political constitutions. They also exhibit an ambiguous dependence and independence upon and with Britain. This article goes on to look at social and economic relations on Montserrat and Gibraltar before comparing and contrasting the political climates on each BDT. Throughout this article, it is suggested that there is a dynamic tension between formal and informal aspects to managing life. Finally, this article concludes with a discussion about the suitability of the split between Executive and Legislative Councils in these two BDTs.

Produced in association with WAVE Trauma Centre, this short film records the experiences of six victims and survivors of the Northern Irish Troubles. Filmed and edited collaboratively, UV addresses issues of trauma, loss, justice and recovery. The story-tellers range from a police widow, to the brother of a sectarian victim, to a youth worker who lost is legs in an explosion. This film has been screened, with public discussions, between 2010 and 2012 by the Good Relations Departments of the following Borough and City Councils - Belfast, Derry/Londonderry, Lisburn, Ballymena, Coleraine, Moyle and Newtownabbey. It has also been screened at the Hallwells Contemporary Arts Centre, Buffalo, and at St Bonaventure University, NY (2012)

This 30 minute documentary film was produced in collaboration with WAVE Trauma Centre, Belfast. Working closely with six survivors of the Troubles violence in Northern Ireland through all stages of production and exhibition, the film contributes to on-going discussions about dealing with the conflicted past in a contested present. The role of storytelling, identified by two government reports – the Bloomfield Report and the Eames-Bradley Report - as an important method of addressing the violent past, is one of the key research questions involved in the research. Public screenings and discussions have been organised by the Good Relations Departments of seven borough councils (Belfast, Lisburn, Derry, Ballymena, Newtownabbey, Coleraine and Moyle). The film has also been screened in New York State and London. One of the recurring themes brought up in these public discussions in the role and limits of storytelling alongside the legal issues of justice, prosecutions and reparations.
