In Brazil, a policy on citizen participation and consultation in urban intervention programs, in particular in the development of master plans, was first introduced into the Federal Constitution in 1988. This article presents an historical reconstitution of Master Plans in Bauru – State of São Paulo – Brazil. The 1968, 1988 and 2005/2006 consultation methods are analyzed using established criteria. The degree of community participation in the processes is estimated by drawing on a typology based on the level of involvement by residents. The effects of participation caused by changes in political regime, technical planning vision, legal support to consultation, recognition of community importance and knowledge acquired during the process are highlighted and discussed.

Within the current context of environmental degradation, primarily caused by unsustainable pat terns of production and consumption (AGENDA 21, 1992), the Protected Areas (PAs) are considered internationally as one of the most successful measures for the conservat ion of biodiversity, according to the Union for the Conservation of Nature (IUCN). The city of Rio Claro (Sao Paulo, Brazi l ) has a significant conservation area in both environmental aspects as historical and cultural, the State Forest 'Edmundo Navarro de Andrade' (FEENA). Beyond the conservation measures, there is a need to develop environmental education that encourages community participation and appreciation in the unit 's maintenance and protection, as well as provide moments of reflection that could conduct perceptual changes, behavioral, attitudinal and evaluative on relations between human beings and their environment . This work brings the proposal to create an interpretive trail in the area of public use of FEENA to contribute to the Unit Management Plan in order to make it an Environmental Education tool. To prepare the planning of the interpretive trail, a deep bibliographic and cartographic review was performed on the subject. It was applied questionnaires in order to know the visitors better and map the features of public visitation, as well as map the visitor preferences about how they would like to receive information on the area and expose field studies in the track site. The trail was traced taking into account the environmental and social aspects, we propose a track suspended above the ground, in order to affect as little as possible and to include the area in the context of PAs people with reduced mobility and visually impaired

This exploratory and qualitative study sought to investigate how health service users? participation on the Councils of Health centers occurs in the municipality of Botucatu in São Paulo. Data was collected in September and October 2008 via interviews guided by a semi-structured script, administered to 9 service users who are members of the Council at four primary health care centers. After content analysis, three thematic categories emerged: Knowing the service user/councillor, The Health Centers? Council and Participation on the Council. The results show the unpreparedness and lack of knowledge of the councillors representing health service users on the subject of the role of the Councils and on public health policies, evidencing the need for actors from the health services to invest in guidance, consciousness-raising and preparation of citizens with critical ability to influence, guide, demand and question the health services? actions.

Discusses the technological changes that affects learning organizations as well as the human, technical, legal and sustainable aspects regarding learning objects repositories creation, maintenance and use. It presents concepts of information objects and learning objects, the functional requirements needed to their storage at Learning Management Systems. The role of Metadata is reviewed concerning learning objects creation and retrieval, followed by considerations about learning object repositories models, community participation/collaborative strategies and potential derived metrics/indicators. As a result of this desktop research, it can be said that not only technical competencies are critical to any learning objects repository implementation, but it urges that an engaged community of interest be establish as a key to support a learning object repository project. On that matter, researchers are applying Activity Theory (Vygostky, Luria y Leontiev) in order to seek joint perceptions and actions involving learning objects repository users, curators and managers, perceived as critical assets to a successful proposal.

O Conselho Municipal da Saúde (CMS) de Ribeirão Preto (SP) conduziu discussões sobre os fundamentos da reconfiguração da interação entre a gestão local do Sistema Único de Saúde (SUS) e as instituições de ensino superior (IES), para promover a reorientação da formação profissional em saúde. Essa iniciativa local foi ao encontro das políticas indutoras nacionais, tais como o Promed, o Pró-Saúde e o PET-Saúde. O relato da experiência desse município expôs os interesses corporativos, políticos e econômicos dos agentes envolvidos. Ainda mostrou que o controle social e a cogestão foram potentes instrumentos para consolidar as instâncias democráticas de decisão, apontando o desafio de regular e avaliar o impacto dessa interação por meio de indicadores de saúde, ensino, pesquisa e deíndices de satisfação dos usuários.

This thesis is a collection of five independent but closely related studies. The overall purpose is to approach the analysis of learning outcomes from a perspective that combines three major elements, namely lifelonglifewide learning, human capital, and the benefits of learning. The approach is based on an interdisciplinary perspective of the human capital paradigm. It considers the multiple learning contexts that are responsible for the development of embodied potential – including formal, nonformal and informal learning – and the multiple outcomes – including knowledge, skills, economic, social and others– that result from learning. The studies also seek to examine the extent and relative influence of learning in different contexts on the formation of embodied potential and how in turn that affects economic and social well being. The first study combines the three major elements, lifelonglifewide learning, human capital, and the benefits of learning into one common conceptual framework. This study forms a common basis for the four empirical studies that follow. All four empirical studies use data from the International Adult Literacy Survey (IALS) to investigate the relationships among the major elements of the conceptual framework presented in the first study. Study I. A conceptual framework for the analysis of learning outcomes This study brings together some key concepts and theories that are relevant for the analysis of learning outcomes. Many of the concepts and theories have emerged from varied disciplines including economics, educational psychology, cognitive science and sociology, to name only a few. Accordingly, some of the research questions inherent in the framework relate to different disciplinary perspectives. The primary purpose is to create a common basis for formulating and testing hypotheses as well as to interpret the findings in the empirical studies that follow. In particular, the framework facilitates the process of theorizing and hypothesizing on the relationships and processes concerning lifelong learning as well as their antecedents and consequences. Study II. Determinants of literacy proficiency: A lifelong-lifewide learning perspective This study investigates lifelong and lifewide processes of skill formation. In particular, it seeks to estimate the substitutability and complementarity effects of learning in multiple settings over the lifespan on literacy skill formation. This is done by investigating the predictive capacity of major determinants of literacy proficiency that are associated with a variety of learning contexts including school, home, work, community and leisure. An identical structural model based on previous research is fitted to the IALS data for 18 countries. The results show that even after accounting for all factors, education remains the most important predictor of literacy proficiency. In all countries, however, the total effect of education is significantly mediated through further learning occurring at work, at home and in the community. Therefore, the job and other literacy related factors complement education in predicting literacy proficiency. This result points to a virtual cycle of lifelong learning, particularly to how educational attainment influences other learning behaviours throughout life. In addition, results show that home background as measured by parents’ education is also a strong predictor of literacy proficiency, but in many countries this occurs only if a favourable home background is complemented with some post-secondary education. Study III. The effect of literacy proficiency on earnings: An aggregated occupational approach using the Canadian IALS data This study uses data from the Canadian Adult Literacy Survey to estimate the earnings return to literacy skills. The approach adapts a labour segmented view of the labour market by aggregating occupations into seven types, enabling the estimation of the variable impact of literacy proficiency on earnings, both within and between different types of occupations. This is done using Hierarchical Linear Modeling (HLM). The method used to construct the aggregated occupational classification is based on analysis that considers the role of cognitive and other skills in relation to the nature of occupational tasks. Substantial premiums are found to be associated with some occupational types even after adjusting for within occupational differences in individual characteristics such as schooling, literacy proficiency, labour force experience and gender. Average years of schooling and average levels of literacy proficiency at the between level account for over two-thirds of the premiums. Within occupations, there are significant returns to schooling but they vary depending on the type of occupations. In contrast, the within occupational return of literacy proficiency is not necessarily significant. The latter depends on the type of occupation. Study IV: Determinants of economic and social outcomes from a lifewide learning perspective in Canada In this study the relationship between learning in different contexts, which span the lifewide learning dimension, and individual earnings on the one hand and community participation on the other are examined in separate but comparable models. Data from the Canadian Adult Literacy Survey are used to estimate structural models, which correspond closely to the common conceptual framework outlined in Study I. The findings suggest that the relationship between formal education and economic and social outcomes is complex with confounding effects. The results indicate that learning occurring in different contexts and for different reasons leads to different kinds of benefits. The latter finding suggests a potential trade-off between realizing economic and social benefits through learning that are taken for either job-related or personal-interest related reasons. Study V: The effects of learning on economic and social well being: A comparative analysis Using the same structural model as in Study IV, hypotheses are comparatively examined using the International Adult Literacy Survey data for Canada, Denmark, the Netherlands, Norway, the United Kingdom, and the United States. The main finding from Study IV is confirmed for an additional five countries, namely that the effect of initial schooling on well being is more complex than a direct one and it is significantly mediated by subsequent learning. Additionally, findings suggest that people who devote more time to learning for job-related reasons than learning for personal-interest related reasons experience higher levels of economic well being. Moreover, devoting too much time to learning for personal-interest related reasons has a negative effect on earnings except in Denmark. But the more time people devote to learning for personal-interest related reasons tends to contribute to higher levels of social well being. These results again suggest a trade-off in learning for different reasons and in different contexts.

The Local Urban Observatory in Nakuru (LUO, Kenya 2003) has developed a progressive and to date unique electronic information service called NakInfo. The objective of LUO is to make residents aware of public services delivery by their Local Authority, in this case the Municipal Council of Nakuru, and give them a voice in achieving improved quality of life. NakInfo facilitates community participation in local government business and demonstrates how to implement such participation in a developing country. The LUO project was formally initiated by the Municipal Council of Nakuru in January 2003, in collaboration with the Centre for Development and Environment (CDE) of the University of Berne (Switzerland) with funding from the Swiss Agency for Development and Cooperation (SDC).

Hispanic teens are a high-risk population for initiation of early sexual activity and alcohol use which in turn has numerous social and health consequences. One strategy to address prevention of these behaviors is to implement a capacity building intervention that promotes parent child communication, encompasses their cultural values and community participation. This study describes the process evaluation of a pilot intervention program amongst Hispanic teens and their families living along the Texas-Mexico border. “Girls Lets Talk” is a small group intervention with 10-14 year old teens and their female adult family members that involves education regarding effects of alcohol use and sexual activity as well as activities for monitoring and refusal skills to prevent risky behaviors. Two waves of the program each consisting of at least seven mother daughter dyads were conducted. During the designing process, community advisory board meetings and focus groups were held to review course materials and ensure they were appropriate to the Mexican American culture. Parent and adolescent surveys were administered at the beginning and end of the intervention to assess for psychosocial outcome variables. All sessions received high mean satisfactory scores (mean of 4.00 or better on a five point scale) for both adult and adolescent participants. Qualitative feedback was obtained via debriefing sessions to evaluate experience as well as alter recruitment strategies. A Wilcoxon Sign Rank analysis of the pre and post intervention surveys was done that showed significant changes in some outcome variables such as intentions and confidence for monitoring behaviors for adults and beliefs regarding sexual activity. “Girls Lets Talk” is a promising example of how a process evaluation plan can help develop a theory based health promotion program using the community based participatory research approach. The intervention may also be effective in altering intentions and enhancing self-efficacy among parents and teens in order to decrease risky behaviors such as early sexual activity and alcohol use.^

The investigator conducted an action-oriented investigation of pregnancy and birth among the women of Mesa los Hornos, an urban squatter slum in Mexico City. Three aims guided the project: (1) To obtain information for improving prenatal and maternity service utilization; (2) To examine the utility of rapid ethnographic and epidemiologic assessment methodologies; (3) To cultivate community involvement in health development.^ Viewing service utilization as a culturally-bound decision, the study included a qualitative phase to explore women's cognition of pregnancy and birth, their perceived needs during pregnancy, and their criteria of service acceptability. A probability-based community survey delineated parameters of service utilization and pregnancy health events, and probed reasons for decisions to use medical services, lay midwives, or other sources of prenatal and labor and delivery assistance. Qualitative survey of service providers at relevant clinics, hospitals, and practices contributed information on service availability and access, and on coordination among private, social security, and public assistance health service sectors. The ethnographic approach to exploring the rationale for use or non-use of services provided a necessary complement to conventional barrier-based assessment, to inform planning of culturally appropriate interventions.^ Information collection and interpretation was conducted under the aegis of an advisory committee of community residents and service agency representatives; the residents' committee formulated recommendations for action based on findings, and forwarded the mandate to governmental social and urban development offices. Recommendations were designed to inform and develop community participation in health care decision-making.^ Rapid research methods are powerful tools for achieving community-based empowerment toward investigation and resolution of local health problems. But while ethnography works well in synergy with quantitative assessment approaches to strengthen the validity and richness of short-term field work, the author strongly urges caution in application of Rapid Ethnographic Assessments. An ethnographic sensibility is essential to the research enterprise for the development of an active and cooperative community base, the design and use of quantitative instruments, the appropriate use of qualitative techniques, and the interpretation of culturally-oriented information. However, prescribed and standardized Rapid Ethnographic Assessment techniques are counter-productive if used as research short-cuts before locale- and subject-specific cultural understanding is achieved. ^

La justicia penal adolescente es un sistema de administración judicial que extiende los derechos y garantías del debido proceso a los adolescentes a quienes se acuse de haber participado en la comisión de una infracción a la ley penal. Se podría decir que las finalidades de la justicia penal juvenil, por orden de importancia son: Administrar justicia de forma democrática. Fomentando la responsabilización del adolescente que ha cometido una infracción penal; promoviendo su integración social y favoreciendo la participación de la comunidad en el proceso de reinserción social, mediante la oferta de servicios y programas para el cumplimiento de medidas socio-educativas. Cabe preguntarse ¿Las instituciones correccionales son coadyuvantes en la reinserción de los jóvenes en conflicto con la ley de tal modo que no vuelvan a confrontar con el orden jurídico vigente cuando egresen? La respuesta es muy compleja porque si bien desde la situación de las instituciones el aislamiento que sufre el joven no les da defensas para poder cambiar sus circunstancias de vida a la hora de reingresar a la sociedad y esto lleva a una alta probabilidad de volver a delinquir. Sin embargo las Ciencias Sociales plantean otras alternativa para logran la inserción de los jóvenes, una de ellas, se inclina a la estimulación de la resiliencia. Esta implica: sobreponerse a las dificultades y tener éxito a pesar de estar expuestos a situaciones de alto riesgo; mantener la competencia bajo presión, esto significa adaptarse con éxito y recuperarse de un trauma ajustándose de forma exitosa a los acontecimientos negativos de la vida.

Este trabajo sintetiza los resultados de un estudio de campo realizado en la Organización Territorial del Movimiento de Trabajadores Desocupados Aníbal Verón del Barrio Malvinas de la ciudad de La Plata, entre el mes de Marzo del año 2003 (momento en el cual la Organización Territorial comienza sus actividades en el barrio y se incorpora, paulatinamente, al Movimiento de Trabajadores Desocupados Aníbal Verón) y los primeros meses del año 2005, cuando esta Organización conforma, junto a otras, el Frente Popular Darío Santillán. Los principales temas aquí desarrollados están relacionados, en principio, con la novedosa forma de participación político-comunitaria que insertó esta Organización Territorial en un barrio como Malvinas donde predominaban, desde hacía más de veinte años, formas de participación político-comunitarias de tipo clientelar. Otro de los temas aquí abordados está relacionado con los vínculos existentes entre la Organización Territorial y el Movimiento Regional. En esta trama vincular, se observó un desfasaje entre los criterios y acuerdos propuestos por el movimiento y las prácticas político-comunitarias llevadas adelante por la organización y los vecinos del barrio. Por último, en esta investigación también son centrales los distintos tipos de actores que interpretaban al movimiento de diferente manera. Aquí se observaron diversas formas de actuar, participar y comprometerse. En aquel momento, esto me llevó a proponer el armado de una tipología de participación de la que se desprende que la participación de los integrantes de la Organización Territorial del MTD Aníbal Verón del Barrio Malvinas, entre el año 2003 y 2005 era directa, inestable y complementaria. Lo que hacía que se fuera modificando con el propio devenir de la organización en movimiento. Es un trabajo más bien empírico y se nutrió por un lado, de datos obtenidos de entrevistas y observaciones realizadas para dos proyectos de extensión en los cuales participé y por otro, del trabajo de campo realizado entre el mes de Junio del año 2003 y Marzo del año 2005. El trabajo de campo constó de observaciones participantes y no participantes y, de entrevistas a los integrantes de la organización territorial. Entre el mes de octubre del año 2003 y el mes de enero del año 2004 realicé veinte entrevistas en profundidad. Para su realización se tomaron cuotas por sexo y edad hasta agotar información

Colombia es uno de los países denominados megadiversos biológica y culturalmente. Presenta a su interior la mayor extensión de páramos del mundo, los cuales son considerados fábricas de agua del planeta y hábitats de rica diversidad biológica. Por otro lado, la ocupación humana de los páramos colombianos ha generado conflictos entre las normativas ambientales vigentes y los usos productivos del suelo. El presente artículo analiza las alternativas aplicadas ante el conflicto entre autoridades ambientales de áreas protegidas y habitantes de los páramos en Colombia. Se encontraron dos tipos de alternativas: la primera plantea la concesión de servicios ecoturísticos en los parques naturales y la compra de tierras por parte de sociedades de economía mixta. La segunda plantea el abandono de las actividades productivas de los agricultores, mediado por procesos educativos o de cumplimiento de las normas ambientales vigentes, so pena de enfrentar acciones punitivas por parte del Estado. Este trabajo presenta una tercera alternativa, que parte de la crítica a las dos anteriores e incluye diferentes estrategias: planes de manejo comunitario con tiempo y financiación institucional pertinente, aplicación de modelos agroecológicos y rescate de la memoria biocultural y cambios en la estructura agraria.

This paper presents the gestation of a new model of Occupational Counselling, centred in the joint action of State, Third Sector and Private Organizations. Different programmes are identified which involve the treatment of issues related to Labour, Employment and Education within the framework of objectives of social development, community participation and respect for diversity. The data of the investigation make it possible to establish connections between the tasks, professional profiles and professional training of the counsellors who participate in the different programmes.
