En estudis anteriors al que ara us proposem i en diferents articles realitzats pels components d’aquest grup de recerca s’ha constatat que el professorat que ha d’atendre grups d’alumnes amb adaptacions curriculars, programes d’iniciació professional, alumnes amb difícil inclusió acadèmica i escolar que aquests docents haurien de rebre una formació psicopedagògica per adequar-se al trets característics dels alumnes i per aplicar una metodologia que desperti en els alumnes la il•lusió per seguir formant-se i les estratègies organitzatives i de planificació per fer un ensenyament de qualitat. El professorat ha d’adquirir una sèrie de competències que li permetin donar resposta a les necessitats dels alumnes. Estudis previs constaten que hi ha una gran necessitat pel que fa a les competències personals i participatives per sobre de les tècniques. Tot i que també és molt important apostar per les metodològiques. Aquesta formació l'haurà de rebre al llarg de la seva acció docent i està lliga amb el concepte Lifelong learning que es proposa arreu de la Unió Europea con un dret i una obligació per aconseguir la constant adequació a les demandes socials i a les necessitats personals, així com assolir la progressió professional i l’accés a noves etapes educatives:No hi ha dubte que una professió com la docent que requereix un domini competencial tan exigent desvetlla la curiositat per iniciar recerques i la necessitat d’esmerçar esforços per facilitar que tingui èxit la inserció dels nous professors i professores en l’entorn socioeducatiu durant el període llindar. Cal saber què passa, què ocupa i què preocupa a Europa en relació al professorat i a la seva formació, sobretot que cal desenvolupar en el període previ i com es facilita la transició des d’aquesta formació inicial per assolir una ràpida i eficaç inserció a la professió docent.

The purpose of this contribution is to draw a picture of the (uneven) distribution of economic activities across the states of the European Union (EU) and the consequences entailed by it. We will briefly summarize the most salient and recent contributions. Then, in the light of the economic geography theory, we will discuss the economic and social advantages and disadvantages associated with a core- periphery structure. In this sense, particular attention will be addressed to the EU financial system of Structural Funds and the effects they produced. Finally, we will formulate some suggestions, relying on the EU experience, that could be of interest to the current Brazilian regional policy.

The objective of this study is the empirical identification of the monetary policy rules pursued in individual countries of EU before and after the launch of European Monetary Union. In particular, we have employed an estimation of the augmented version of the Taylor rule (TR) for 25 countries of the EU in two periods (1992-1998, 1999-2006). While uniequational estimation methods have been used to identify the policy rules of individual central banks, for the rule of the European Central Bank has been employed a dynamic panel setting. We have found that most central banks really followed some interest rate rule but its form was usually different from the original TR (proposing that domestic interest rate responds only to domestic inflation rate and output gap). Crucial features of policy rules in many countries have been the presence of interest rate smoothing as well as response to foreign interest rate. Any response to domestic macroeconomic variables have been missing in the rules of countries with inflexible exchange rate regimes and the rules consisted in mimicking of the foreign interest rates. While we have found response to long-term interest rates and exchange rate in rules of some countries, the importance of monetary growth and asset prices has been generally negligible. The Taylor principle (the response of interest rates to domestic inflation rate must be more than unity as a necessary condition for achieving the price stability) has been confirmed only in large economies and economies troubled with unsustainable inflation rates. Finally, the deviation of the actual interest rate from the rule-implied target rate can be interpreted as policy shocks (these deviation often coincided with actual turbulent periods).

This paper has three objectives. First, it aims at revealing the logic of interest rate setting pursued by monetary authorities of 12 new EU members. Using estimation of an augmented Taylor rule, we find that this setting was not always consistent with the official monetary policy. Second, we seek to shed light on the inflation process of these countries. To this end, we carry out an estimation of an open economy Philips curve (PC). Our main finding is that inflation rates were not only driven by backward persistency but also held a forward-looking component. Finally, we assess the viability of existing monetary arrangements for price stability. The analysis of the conditional inflation variance obtained from GARCH estimation of PC is used for this purpose. We conclude that inflation targeting is preferable to an exchange rate peg because it allowed decreasing the inflation rate and anchored its volatility.

El treball tracta sobre la gestió de l’aigua a la Comarca de l’Alt Empordà i per fer-ho comença analitzant la legislació de la Unió Europea sobre gestió hidràulica i les transposicions que se n’han fet a l’estat espanyol; també es recull el que és la legislació pròpia de l’estat i la de la Comunitat Autònoma de Catalunya. En aquest darrer punt és on es comença una anàlisi més detinguda i finalment el treball es centra en la comarca de l’Alt Empordà on encara conviuen diferents maneres de gestionar l’aigua: amb xarxa mancomunada, amb pobles amb captació pròpia i alguns pobles on encara no existeix la xarxa pública d’aigua en ple segle XXI per rocambolesc que això pugui semblar. S’analitzen dins de la comarca les diferents xarxes existents, quines són les normatives que les regeixen i els seus respectius òrgans de gestió. I encara concentrant-ho més s’analitza concretament el cas de Vila-sacra (el meu poble) on la xarxa pública d’aigua es va construir tot just a partir de l’any 2003 i per tant on m’ha estat relativament fàcil seguir les passes de l’inici de l’ajuntament com a administració que s’encarrega a partir de la construcció de la xarxa, de gestionar tant la captació, com el tractament, la posterior distribució i el cobrament final d’aquesta aigua consumida pels veïns inclosos els cànons establerts per l’ACA i que després ha de liquidar a l’entitat superior. M’ha servit per analitzar quina part de la xarxa es paga amb fons municipals, quina amb la contribució dels veïns i què es considera xarxa en alta i per tant va a càrrec de l’ACA com a administració hidràulica superior a Catalunya. La conclusió del treball m’ha portat a proposar que la millor solució per una comarca especialment complicada com és l’Alt Empordà amb un gran nombre de municipis (concretament 68) seria la d’establir una xarxa mancomunada comuna a tots els municipis o potser dues si volguéssim distingir els municipis d’interior i més essencialment rurals dels de costa i que tenen una forta influència del turisme, cosa que fa que la demanda d’aigua no sigui lineal sinó que tingui pics de consum a l’estiu que és precisament l’estació més seca de l’any. En definitiva, no podem desentendre’ns d’aquest recurs tan vital perquè tots som responsables d’un ús eficient. Així, una mena d’inici d’aplicació d’aquesta solució hauria de passar per la creació d’un ens ultramunicipalista, o per exemple, aprofitar-ne un de ja creat i en ple funcionament com és la xarxa establerta pel Consorci de la Costa Brava (pels pobles de costa i turístics) i després unificar tota la resta de la comarca i que tota s’abastís directament del Pantà de Boadella. La despesa inicial de construcció de la xarxa potser seria important però el resultat analitzat amb el pas de temps necessàriament hauria de ser positiu i probablement no es tornaria a donar una situació de sequera tan crítica com la recentment viscuda, durant la qual es va arribar a aprovar un transvasament d’urgència d’aigua de l’Ebre fins a l’àrea de Barcelona. Durant aquella crisi, els embassaments van estar per sota del 30%, es van organitzar portades d’aigua en vaixell, es va restringir el reg i els usos ornamentals a les conques internes (les comarques de Barcelona, Girona i del Camp de Tarragona) i es va estar a un pas de decretar restriccions al consum humà a l’àrea de Barcelona. Aquesta situació ens va fer replantejar a tots nivells el tema del consum d’aigua i de si realment el nostre territori pot assumir o no més construcció i per tant més població o unes instal•lacions que comporten un gran consum d’aigua com per exemple més camps de golf. Un any després, el panorama és ben diferent. Els embassaments estan tots per sobre del 80%, les muntanyes dels Pirineus han acumulat durant l’hivern una generosa i inusual reserva de neu, les amenaces de restriccions han quedat enrere i els transvasaments d’aigua de les conques de l’Ebre cap a l’àrea de Barcelona, amb el conflicte polític i territorial que això comportava, han estat aparentment descartats i fora de l’agenda política del país. Però no s’ha d’oblidar que el problema continua latent.

This note reviews the political-scientific literature on European competition policy (ECP) in the 2000s. Based on a data set extracted from four well-known journals, and using an upfront methodology and explicit criteria, it analyzes the literature both quantitatively and qualitatively. On the quantitative side, it shows that, although a few sub-policy areas are still neglected, ECP is not the under-researched policy it used to be. On the qualitative side, the literature has greatly improved since the 1990s: Almost all articles now present a clear research question, and most advance specific theoretical claims/hypotheses. Yet, improvements can be made on research design, statistical testing, and, above all, state-of-the-art theorizing (e.g. in the game-theoretical treatment of delegation problems). Indeed, it is paradoxical that ECP specialists do not pay more attention to theoretical questions which are so central to the actual policy area they study.

Objective: This study examines health care utilization of immigrants relative to the native-born populations aged 50 years and older in eleven European countries. Methods. We analyzed data from the Survey of Health Aging and Retirement in Europe (SHARE) from 2004 for a sample of 27,444 individuals in 11 European countries. Negative Binomial regression was conducted to examine the difference in number of doctor visits, visits to General Practitioners (GPs), and hospital stays between immigrants and the native-born individuals. Results: We find evidence those immigrants above age 50 use health services on average more than the native-born populations with the same characteristics. Our models show immigrants have between 6% and 27% more expected visits to the doctor, GP or hospital stays when compared to native-born populations in a number of European countries. Discussion: Elderly immigrant populations might be using health services more intensively due to cultural reasons.

In this paper we analyze the persistence of aggregate real exchange rates (RERs) for a group of EU-15 countries by using sectoral data. The tight relation between aggregate and sectoral persistence recently investigated by Mayoral (2008) allows us to decompose aggregate RER persistence into the persistence of its different subcomponents. We show that the distribution of sectoral persistence is highly heterogeneous and very skewed to the right, and that a limited number of sectors are responsible for the high levels of persistence observed at the aggregate level. We use quantile regression to investigate whether the traditional theories proposed to account for the slow reversion to parity (lack of arbitrage due to nontradibilities or imperfect competition and price stickiness) are able to explain the behavior of the upper quantiles of sectoral persistence. We conclude that pricing to market in the intermediate goods sector together with price stickiness have more explanatory power than variables related to the tradability of the goods or their inputs.

Treball de recerca realitzat per un alumne d'ensenyament secundari i guardonat amb un Premi CIRIT per fomentar l'esperit científic del Jovent l'any 2009. Aquest treball té com a base donar les pautes necessàries per a l'obtenció de biodièsel i determinar-ne la seva acceptabilitat. Per tal de que això sigui possible, s'han sintetitzat biodièsels provinents d'oli de girasol refinat, d'oli d'oliva refinat, i d'aquests mateixos fregits al emprar-los al cuinar. Un cop sintetitzats se'ls hi ha realitzat una sèrie d'anàlisis fisicoquímics per tal de determinar-ne la seva acceptabilitat mitjançant una comparativa amb els resultats obtinguts amb un dièsel comercial, així com amb els límits que marca la unió europea en l'esborrany final de la norma prEN 14214.

ISAFRUIT is an integrated European Union Project focussed on increasing fruit consumption as a means to improve human health, through evaluating the fruit chain and addressing bottlenecks therein.The innovations which are being developed throughout the ISAFRUIT Project have been analysed to determine both the success factors and the obstacles in reaching the commercialisation stage. Only 9.58% of the deliverables planned within the Project were focussed on developing technological innovations.There is evidence, however, of successes in the development of new innovations arising from the ISAFRUIT Project, with several other potential innovations in the pipeline. Of the technologies identified, 67% are still at the “invention stage”; that is, the stage prior to bridging the so-called “valley of death”, the stage between an invention and an innovation. Those which are considered to have moved over the “valley of death” either had industry partners included in the Project, or had consulted with industry to ensure that the technology was relevant, or met a recognised industry need. Many of the technologies which made less progress did not have the same interactions with industry. A number of other issues were identified which prevented further progress towards innovation. The need for scientists to publish scientific papers, both for their career pathways and to increase their chances of future funding, was identified as one issue, although the filing of patents is now becoming more accepted and recognised. The patenting system is considered complex by many scientists and is not well-understood. Finally, agreements between partners on the sharing of intellectual property rights can cause a delay in the innovation process.

Within only two decades olive oil developed from a niche product which could hardly be found in food stores outside the producing regions towards an integrated component in the diets of industrial countries. This paper discusses the impacts of the promotion of the “healthy Mediterranean diet” on land use and agro-ecosystems in the producing countries. It examines the dynamics of olive oil production, trade and consumption in the EU15 in the period 1972 to 2003 and the links between dietary patterns, trade and land use. It analyses the underlying socio-economic driving forces behind the increasing spatial disconnect between production and consumption of olive oil in the EU15 and in particular in Spain, the world largest producer during the last three decades. In the observed period olive oil consumption increased 16 fold in the non-producing EU15 countries. In the geographically limited producing regions like Spain, the 5 fold increase in export production was associated with the rapid industrialization of olive production, the conversion of vast Mediterranean landscapes to olive monocultures and a range of environmental pressures. High amounts of subsidies of the European Common Agricultural Policy and feedback loops within production and consumption systems were driving the transformation of the olive oil system. Our analysis indicates the process of change was not immediately driven by increases in demand for olive oil in non-producing countries, but rather by the institutional setting of the European Union and by concerted political interventions.

Treaty Establishing the European Community, operative until December 1st 2009, had already established in its article 2 the mission of the up until then European Community and actual European Union is to promote an harmonious, equilibrated and sustainable development of the economic activities of the whole Community. This Mission must be achieved by establishing a Common Market, an Economic and Monetary Union and the realization of Common Policies. One of the instruments to obtain these objectives is the use of free circulation of people, services and capitals inside the Common and Interior Market of the European Union. The European Union is characterized by the confirmation of the total movement of capitals, services and individuals and legal peoples’ freedom; freedom that was already predicated by the Maastricht Treaty, through the suppression of whatever obstacles which are in the way of the objectives before exposed. The old TEC in its Title III, now Title IV of the Treaty on the Functioning of the European Union, covered the free circulation of people, services and capitals. Consequently, the inclusion of this mechanism inside one of the regulating texts of the European Union indicates the importance this freedom supposes for the European Union objectives’ development. Once stood up the relevance of the free movement of people, services and capitals, we must mention that in this paper we are going to centre our study in one of these freedoms of movement: the free movement of capital. In order to analyze in detail the free movement of capital within the European framework, we are going to depart from the analysis of the existent case law of the Court of Justice of the European Union. The use of jurisprudence is basic to know how Community legislation is interpreted. For this reason, we are going to develop this work through judgements dictated by the European Union Court. This way we can observe how Member States’ regulating laws and the European Common Law affect the free movement of capital. The starting point of this paper will be the Judgement C-67/08 European Court of Justice of February 12th 2009, known as Block case. So, following the argumentation the Luxemburg Court did about the mentioned case, we are going to develop how free movement of capital could be affected by the current disparity of Member States’ legislation. This disparity can produce double taxation cases due to the lack of tax harmonized legislation within the interior market and the lack of treaties to avoid double taxation within the European Union. Developing this idea we are going to see how double taxation, at least indirectly, can infringe free movement of capital.

The aim of my speech is answering to the question if the Spanish Inheritance and Gift Tax is incompatible with the free movement of workers and capital. We are going to pay special attention to the European Commission’s request to Spain to change its Inheritance and Gift Tax provisions for Non-Residents or Assets held abroad. In order to answer to the question mentioned above five points will be explained. At first place I am going to describe the infrengement procedure established in the Article 258 that the EU Commission can follow when a Member State doesn’t comply with Community Law. At second place, we are going to explain what is the content of the EU Commission delivered on 5th of may 2010 regarding the spanish Inheritance and Gift Tax. Then, we will analise what establishes the Community Law regarding the freedom of workers and capital and how they are understood by the EU Court of Justice in similar cases. Finally, we are going to provide possible amendments that Spain could undertake.
