The proposed action consists of upgrading Mississippi Drive (Iowa Highway 92) through downtown Muscatine, Iowa. The Mississippi Drive Corridor Project begins south of the Main Street/Grandview Avenue intersection, continuing to the East 2nd Street/Norbert F. Beckey Bridge intersection, which marks the end of the project. It passes through a mix of commercial, residential, Central Business District and industrial land uses. The total length of the project is approximately 1.6 miles, including 19 intersections (6 with traffic signals). Refer to the vicinity map on Figure 1. The current roadway is a 3- to 4-lane, urban facility with both divided and undivided medians. The roadway, ranging from 40 to 64 feet wide, is considered difficult to cross for pedestrians, especially for small children or elderly. The width of this roadway is being considered to be narrowed to improve the accessibility to the downtown from the Mississippi River riverfront area by pedestrians. This project also includes accommodations for bicycles and pedestrians and measures to reduce flooding on the roadway.

This report is the final product of a two-year study that began October 1, 2013. In addition to the funding provided for this study by the Iowa Highway Research Board and the Iowa Department of Transportation (TR-669), the project was also funded by the U.S. Army Corps of Engineers and the U.S. Geological Survey. The report was published as an online report on January 4, 2016. The report is available online at http://dx.doi.org/10.3133/ofr20151214 . The main body of the report provides a description of the statistics presented for the streamgages and an explanation of the streamgage summaries, also included is a discussion of the USGS streamgage network in Iowa. Individual streamgage summaries are available as links listed in table 1, or all 184 streamgage summaries are available in a zipped file named “Streamgage Summaries.”

The poem is unsigned and is not divided into stanzas. It mentions General Brock, General Dearborn, Sir Peregrine, Fort George and the militia men of Lincoln. General Isaac Brock was a British Army officer and administrator who was promoted to Major General. He was responsible for defending Upper Canada against the United States. He died at the Battle of Queenston Heights during the War of 1812. In 1812, Dearborn was in charge of the northeastern sector from Niagara to the New England coast in his role as senior Major General of the U.S. Army. Dearborn proved that he was neither psychologically nor physically fit enough to take control. He tried to persuade New England governors to allow their militia to be used to invade Canada. He was not successful in his quest and no major offensive was launched against Lower Canada. Sir Peregrine probably refers to Sir Peregrine Maitland who was appointed as the Lieutenant Governor of Upper Canada in 1818. Fort George is located in Niagara-on-the-Lake, Ontario. It was the site of several battles during the War of 1812. The Lincoln Militia fought in battles on the Niagara Peninsula and the eastern shores of the Niagara River in the War of 1812.

The country has witnessed tremendous increase in the vehicle population and increased axle loading pattern during the last decade, leaving its road network overstressed and leading to premature failure. The type of deterioration present in the pavement should be considered for determining whether it has a functional or structural deficiency, so that appropriate overlay type and design can be developed. Structural failure arises from the conditions that adversely affect the load carrying capability of the pavement structure. Inadequate thickness, cracking, distortion and disintegration cause structural deficiency. Functional deficiency arises when the pavement does not provide a smooth riding surface and comfort to the user. This can be due to poor surface friction and texture, hydro planning and splash from wheel path, rutting and excess surface distortion such as potholes, corrugation, faulting, blow up, settlement, heaves etc. Functional condition determines the level of service provided by the facility to its users at a particular time and also the Vehicle Operating Costs (VOC), thus influencing the national economy. Prediction of the pavement deterioration is helpful to assess the remaining effective service life (RSL) of the pavement structure on the basis of reduction in performance levels, and apply various alternative designs and rehabilitation strategies with a long range funding requirement for pavement preservation. In addition, they can predict the impact of treatment on the condition of the sections. The infrastructure prediction models can thus be classified into four groups, namely primary response models, structural performance models, functional performance models and damage models. The factors affecting the deterioration of the roads are very complex in nature and vary from place to place. Hence there is need to have a thorough study of the deterioration mechanism under varied climatic zones and soil conditions before arriving at a definite strategy of road improvement. Realizing the need for a detailed study involving all types of roads in the state with varying traffic and soil conditions, the present study has been attempted. This study attempts to identify the parameters that affect the performance of roads and to develop performance models suitable to Kerala conditions. A critical review of the various factors that contribute to the pavement performance has been presented based on the data collected from selected road stretches and also from five corporations of Kerala. These roads represent the urban conditions as well as National Highways, State Highways and Major District Roads in the sub urban and rural conditions. This research work is a pursuit towards a study of the road condition of Kerala with respect to varying soil, traffic and climatic conditions, periodic performance evaluation of selected roads of representative types and development of distress prediction models for roads of Kerala. In order to achieve this aim, the study is focused into 2 parts. The first part deals with the study of the pavement condition and subgrade soil properties of urban roads distributed in 5 Corporations of Kerala; namely Thiruvananthapuram, Kollam, Kochi, Thrissur and Kozhikode. From selected 44 roads, 68 homogeneous sections were studied. The data collected on the functional and structural condition of the surface include pavement distress in terms of cracks, potholes, rutting, raveling and pothole patching. The structural strength of the pavement was measured as rebound deflection using Benkelman Beam deflection studies. In order to collect the details of the pavement layers and find out the subgrade soil properties, trial pits were dug and the in-situ field density was found using the Sand Replacement Method. Laboratory investigations were carried out to find out the subgrade soil properties, soil classification, Atterberg limits, Optimum Moisture Content, Field Moisture Content and 4 days soaked CBR. The relative compaction in the field was also determined. The traffic details were also collected by conducting traffic volume count survey and axle load survey. From the data thus collected, the strength of the pavement was calculated which is a function of the layer coefficient and thickness and is represented as Structural Number (SN). This was further related to the CBR value of the soil and the Modified Structural Number (MSN) was found out. The condition of the pavement was represented in terms of the Pavement Condition Index (PCI) which is a function of the distress of the surface at the time of the investigation and calculated in the present study using deduct value method developed by U S Army Corps of Engineers. The influence of subgrade soil type and pavement condition on the relationship between MSN and rebound deflection was studied using appropriate plots for predominant types of soil and for classified value of Pavement Condition Index. The relationship will be helpful for practicing engineers to design the overlay thickness required for the pavement, without conducting the BBD test. Regression analysis using SPSS was done with various trials to find out the best fit relationship between the rebound deflection and CBR, and other soil properties for Gravel, Sand, Silt & Clay fractions. The second part of the study deals with periodic performance evaluation of selected road stretches representing National Highway (NH), State Highway (SH) and Major District Road (MDR), located in different geographical conditions and with varying traffic. 8 road sections divided into 15 homogeneous sections were selected for the study and 6 sets of continuous periodic data were collected. The periodic data collected include the functional and structural condition in terms of distress (pothole, pothole patch, cracks, rutting and raveling), skid resistance using a portable skid resistance pendulum, surface unevenness using Bump Integrator, texture depth using sand patch method and rebound deflection using Benkelman Beam. Baseline data of the study stretches were collected as one time data. Pavement history was obtained as secondary data. Pavement drainage characteristics were collected in terms of camber or cross slope using camber board (slope meter) for the carriage way and shoulders, availability of longitudinal side drain, presence of valley, terrain condition, soil moisture content, water table data, High Flood Level, rainfall data, land use and cross slope of the adjoining land. These data were used for finding out the drainage condition of the study stretches. Traffic studies were conducted, including classified volume count and axle load studies. From the field data thus collected, the progression of each parameter was plotted for all the study roads; and validated for their accuracy. Structural Number (SN) and Modified Structural Number (MSN) were calculated for the study stretches. Progression of the deflection, distress, unevenness, skid resistance and macro texture of the study roads were evaluated. Since the deterioration of the pavement is a complex phenomena contributed by all the above factors, pavement deterioration models were developed as non linear regression models, using SPSS with the periodic data collected for all the above road stretches. General models were developed for cracking progression, raveling progression, pothole progression and roughness progression using SPSS. A model for construction quality was also developed. Calibration of HDM–4 pavement deterioration models for local conditions was done using the data for Cracking, Raveling, Pothole and Roughness. Validation was done using the data collected in 2013. The application of HDM-4 to compare different maintenance and rehabilitation options were studied considering the deterioration parameters like cracking, pothole and raveling. The alternatives considered for analysis were base alternative with crack sealing and patching, overlay with 40 mm BC using ordinary bitumen, overlay with 40 mm BC using Natural Rubber Modified Bitumen and an overlay of Ultra Thin White Topping. Economic analysis of these options was done considering the Life Cycle Cost (LCC). The average speed that can be obtained by applying these options were also compared. The results were in favour of Ultra Thin White Topping over flexible pavements. Hence, Design Charts were also plotted for estimation of maximum wheel load stresses for different slab thickness under different soil conditions. The design charts showed the maximum stress for a particular slab thickness and different soil conditions incorporating different k values. These charts can be handy for a design engineer. Fuzzy rule based models developed for site specific conditions were compared with regression models developed using SPSS. The Riding Comfort Index (RCI) was calculated and correlated with unevenness to develop a relationship. Relationships were developed between Skid Number and Macro Texture of the pavement. The effort made through this research work will be helpful to highway engineers in understanding the behaviour of flexible pavements in Kerala conditions and for arriving at suitable maintenance and rehabilitation strategies. El propósito de esta investigación es determinar la incidencia de las campaas militares Operación Recompensa Justa y Operación Plomo Fundido en la redefinición de la Doctrina de Seguridad Nacional de Israel. El análisis se enfoca en una comparación entre la estrategia de 1973 -que hasta el momento había sido el pilar de Israel para conducirse en guerras regulares- y el documento de 2010, replanteado luego de que la Fuerzas de Defensa Israelís se enfrentaron a Hezbollah, en el sur del Líbano y a Hamas en la Franja de Gaza, para 2006 y 2009, respectivamente. La investigación es una monografía, pues utiliza la teoría del Realismo Defensivo en su dimensión explicativa, con el fin de dar cuenta de la cambiante percepción de seguridad frente a la existencia de amenazas no convencionales. Finalmente, a partir de la teoría de Relaciones Internacionales, es posible concluir que los Estados enfocan todas sus capacidades, entendidas en términos de poder material, hacia la consecución de sus objetivos estratégicos.

El terrorismo en la actualidad es considerado como uno de los conceptos más controversiales en los campos social, académico y político. El término se empieza a utilizar despus de la Revolución Francesa, pero recientemente, a raz de los atentados del 11 de septiembre de 2001, ha tomado suma relevancia y ha motivado numerosas investigaciones para tratar de entender qu es terrorismo. Aunque a la fecha existen varias revisiones sistemáticas, este trabajo tiene como propósito revisar, agrupar y concretar diferentes teorías y conceptos formulados por los autores que han trabajado sobre el concepto de “terrorismo” con el fin de entender las implicaciones de su utilización en el discurso, y cómo esto afecta la dinámica interna de las sociedades en relación con la violencia, las creencias, los estereotipos entre otros elementos. Para lograrlo, se revisaron 56 artículos, publicados entre los aos 1985 y 2013; 10 fuentes secundarias entre noticias y artículos de periódicos correspondientes a los aos 1995-2013 y 10 estudios estadísticos cuyos resultados nos aportan a la comprensión del tema en cuestión. La búsqueda se limitó al desarrollo histórico del terrorismo, sus diferentes dimensiones y el concepto social de la realidad de terrorismo. Los hallazgos demuestran que la palabra “terrorismo” constituye un concepto que como tal es un vehículo lingüístico que puede ser utilizado con fines, estratégicos movilizando al público conforme a través del discurso e intereses políticos, destacando la necesidad de estudiar las implicaciones psicológicas y sociales de su uso.

El propósito de la presente monografía es determinar la relación entre la degradación y navegación en los Grandes Lagos en la noción de seguridad ambiental de Estados Unidos y Canadá en un entorno de interdependencia entre 1995 - 2000. En ese sentido, se busca determinar como los recursos de poder de Canadá y Estados Unidos en la relación degradación-navegación transforma la noción de seguridad ambiental. De este modo, se analiza el concepto de seguridad ambiental desde la navegación, elemento esencial para entender la relación bilateral dentro del sistema de los Grandes Lagos. Esta investigación de tipo cualitativo que responde a las variables de la seguridad ambiental planteadas por Barry Buzan, Thomas Homer-Nixon, y Stephan Libiszewski, y a la teoría de la Interdependencia Compleja por Robert Keohane y Joseph Nye, pretende avanzar hacia la complejización de la dimensión ambiental lejos de la tradicional definición antropocéntrica.

Desde la adopción de un significado integral de salud por la Organización mundial de la salud (OMS) donde esta es definida como “…un estado de completo bienestar físico, mental y social, y no solamente la ausencia de enfermedad… 1948”, ha sido fundamental entender las motivaciones colectivas e individuales que se involucran como determinantes del proceso de bienestar y enfermedad, estos mismos hacen que se torne el estado de salud en una compleja sinfonía de variables dinámicas que se transforman de lugar a lugar o de individuo a individuo. Desde allí, el entorno, en todos sus aspectos ha mostrado gran importancia imprimiendo patrones en las conductas comunes e individuales que se transfiguran finalmente sobre el individuo.

La presente investigación tiene como objetivo analizar la incidencia de las agresiones cibernéticas en el desarrollo informático de las Fuerzas Armadas de Estados Unidos. Los diferentes estudios que se han realizado sobre el ciberespacio se han enfocado en el papel del individuo como actor principal y se ha dejado de lado las repercusiones que éste ha tenido para el Estado, como un nuevo eje de amenazas. Teniendo en cuenta lo anterior, esta investigación demostrará a partir del concepto de securitización, que se busca priorizar la “ciberseguridad” dentro de la agenda del gobierno estadounidense. Al ser este un estudio que aborda experiencias concretas durante un periodo de tiempo de más de 10 aos, el diseño metodológico de la investigación será longitudinal, ya que abarcará estudios, artículos, textos y resoluciones que se han realizado desde 2003 hasta la actualidad.

Los textos que conforman este volumen iluminan muchas conexiones entre el desarrollo local y el global y su manera de afectar algunos conflictos específicos. El autor le otorga particular atención al complejo conflicto dominante en Colombia, con sus características especiales, su geografía, su demografía y su cultura particular.Cuidadosamente, él examina las tendencias mundiales y cómo este conflicto se relaciona con una seguridad internacional extremadamente desafiante que opera en contextos cambiantes. En esta labor, el autor traza ciertos lineamientos acerca de las vías, mecanismos y fórmulas para entender, abordar y hasta emprender conflictos de manera constructiva en vez de hacerlo de manera destructiva.

Son múltiples las formas de imposición que están relacionadas con la actividad económica, materializada en hechos, actos, contratos y situaciones, constituyendo una fuente rica de ingresos para el erario fiscal; en lo local, la tendencia histórica ha sido gravar estas actividades que se realicen de manera permanente, con estas consideraciones se establece el impuesto de patente. En la época medieval, los señores feudales otorgaban una carta –patente- que consistía en una autorización al sbdito para ejercer determinadas actividades de comercio, industria u oficio. En el Ecuador en 1917 aparece la patente como la concesión o permiso para la venta de timbres postales y, será en la Ley de Régimen Municipal publicada en el Registro Oficial No. 680 de 31 de enero de 1966, que se instaura la obligación de obtener la patente para todos los comerciantes e industriales, mientras que en otros pases del continente, se grava a la actividad económica con la patente de industria y comercio o el impuesto al activo. La Administración Tributaria Municipal, basa su clasificación económica para efecto de determinar el valor a satisfacer por patente para las personas naturales no obligadas a llevar contabilidad en la Clasificación Industrial Internacional Uniforme a todas las Actividades Económicas (CIIU), mientras que para sociedades y personas naturales obligadas a llevar contabilidad se establece en función del capital o patrimonio, entendido como la diferencia entre el activo y el pasivo. Este impuesto aglutina dos situaciones que se concatenan entre s, por una parte hay el requerimiento de inscripción de la actividad económica en un catastro municipal, con lo que se obtiene el permiso para ejercer la actividad, y por otra se satisface un gravamen previo una declaración, con lo que se habilita la autorización. Por la actuación subjetiva en muchos casos y los parámetros de determinación presuntiva dispuestos por la Dirección Metropolitana Tributaria del DM de Quito, se han emitido títulos de crédito que han originado múltiples reclamos, en especial del ejercicio económico 2013, lo que demanda mejoras en el accionar de la gestión tributaria municipal, para lo cual emito recomendaciones y propongo un proyecto de ley que reforme y acopie en un solo sistema impositivo, impuestos fiscales y locales a las actividades económicas: renta, patente y 1.5 por mil a los activos totales.
