This paper describes the results of research intended to explore the volatility inherent in the United Nations Development Programme's (UNDP) Human Development Index (HDI). The HDI is intended to be a simple and transparent device for comparing progress in human development, and is an aggregate of life expectancy, education and GDP per capita. Values of the HDI for each country are presented in the Human Development Reports (HDRs), the first being published in 1990. However, while the methodology is consistent for all countries in each year there are notable differences between years that make temporal comparisons of progress difficult. The paper presents the results of recalculating the HDI for a simplified sample of 114 countries using various methodologies employed by the UNDP. The results are a set of deviations of recalculated HDI ranks compared to the original ranks given in the HDRs. The volatility that can result from such recalculation is shown to be substantial (+/-10-15 ranks), yet reports in the popular press are frequently sensitive to movements of only a few ranks. Such movement can easily be accounted for by changes in the HDI methodology rather than genuine progress in human development. While the HDRs often carry warnings about the inadvisability of such year-on-year comparisons, it is argued that the existence of such a high-profile index and the overt presentation within league tables do encourage such comparison. Assuming that the HDI will be retained as a focal point within the HDRs, then it is suggested that greater focus be upon more meaningful and robust categories of human development (e.g. low, medium and high) rather than league tables where shifts of a few places, perhaps as a result of nothing more than a methodological or data artefact, may be highlighted in the press and by policy makers. This article explains the basis for a theory of economic forecasting developed over the past decade by the authors. The research has resulted in numerous articles in academic journals, two monographs, Forecasting Economic Time Series, 1998, Cambridge University Press, and Forecasting Nonstationary Economic Time Series, 1999, MIT Press, and three edited volumes, Understanding Economic Forecasts, 2001, MIT Press, A Companion to Economic Forecasting, 2002, Blackwells, and the Oxford Bulletin of Economics and Statistics, 2005. The aim here is to provide an accessible, non-technical, account of the main ideas. The interested reader is referred to the monographs for derivations, simulation evidence, and further empirical illustrations, which in turn reference the original articles and related material, and provide bibliographic perspective.

Mobile devices can enhance undergraduate research projects and students’ research capabilities. The use of mobile devices such as tablet computers will not automatically make undergraduates better researchers, but their use should make investigations, writing, and publishing more effective and may even save students time. We have explored some of the possibilities of using “tablets” and “smartphones” to aid the research and inquiry process in geography and bioscience fieldwork. We provide two case studies as illustration of how students working in small research groups use mobile devices to gather and analyze primary data in field-based inquiry. Since April 2010, Apple’s iPad has changed the way people behave in the digital world and how they access their music, watch videos, or read their email much as the entrepreneurs Steve Jobs and Jonathan Ive intended. Now with “apps” and “the cloud” and the ubiquitous references to them appearing in the press and on TV, academics’ use of tablets is also having an impact on education and research. In our discussion we will refer to use of smartphones such as the iPhone, iPod, and Android devices under the term “tablet”. Android and Microsoft devices may not offer the same facilities as the iPad/iphone, but many app producers now provide versions for several operating systems. Smartphones are becoming more affordable and ubiquitous (Melhuish and Falloon 2010), but a recent study of undergraduate students (Woodcock et al. 2012, 1) found that many students who own smartphones are “largely unaware of their potential to support learning”. Importantly, however, students were found to be “interested in and open to the potential as they become familiar with the possibilities” (Woodcock et al. 2012). Smartphones and iPads could be better utilized than laptops when conducting research in the field because of their portability (Welsh and France 2012). It is imperative for faculty to provide their students with opportunities to discover and employ the potential uses of mobile devices in their learning. However, it is not only the convenience of the iPad or tablet devices or smartphones we wish to promote, but also a way of thinking and behaving digitally. We essentially suggest that making a tablet the center of research increases the connections between related research activities.

Background. Leopards Panthera pardus show genetically determined colour variation. Erythristic (strawberry) morphs, where individuals are paler and black pigment in the coat is replaced by a red-brown colour, are exceptionally rare in the wild. Historically, few records exist, with only five putative records from India known. Objectives. To record the presence of erythristic leopards in our study site (Thabo Thalo Wilderness Reserve, Mpumalanga), and to collate records from across South Africa. Method. A network of camera traps was used to record individual leopards at Thabo Thalo. We also surveyed local experts, searched the popular South African press and used social media to request observations. Results. Two out of 27 individual leopards (7.1%) recorded in our study site over three years were of this colour morph. We obtained records of five other erythristic leopards in the Waterberg and Mpumalanga region, with no reports outside of this population. Conclusions. Erythristic leopards are widely dispersed across north-west South Africa, predominantly in the Lydenburg region. The presence of this rare colour morph may reflect the consequences of population fragmentation.

Tidningskompaniet, a publishing agency in Göteborg, has during the spring of 2003 developed a customermagazine for Göteborgsvarvet, a Half Marathon Race in Göteborg. If realized the magazine shallbe distributed to former participants of the race twice a year and will be financed by adverts. As part of the editorial concept, development of a graphic profile will be made for the magazine. Thisdegree project will result in the production of a »dummy« magazine to be presented to the client and tobe used by the advertisement sales people in their work. The magazine, named »Varvet«, will convey the message that anyone can run Göteborgsvarvet. Theintention is to give the magazine a »youthful and sporty« image. The work in this degree project has comprised designing the magazine in co-operation with an editorialconcept developer and a project leader at Tidningskompaniet, and also the production of 18 magazinepages including prepress work. The magazine has been made into a strictly sectionized product, with a mix of short and long articles with lighter material and strict how-to-do-it guides. The designhas been made to complement the editorial concept, with typography and colours that feel modern and»active«.The dummy magazine has been digitally printed using a Xeikon digital press and has been distributedto the client and the advertisement sales bureau.

The Judicial Authority has more and more prominence for the principal place on the public discussion. His role performed as political institution and agency in charged of the jurisdiction installment has been object of discussion. Frequently diagnostics are made about a crisis that include the Judicial System. At the same way are made diverse changes, searching transform from formalities until the ritual of fill a job of Judge. We¿re certainly, by this point of view, far from the period that the judicial questions were corresponded to jurisconsult. The discussion has increased, calling to order not only jurisconsult but also members of Congress, press and of the civil organisms. Thus international organisms, despite their economic issues, entered at the discussion being watchful to the emergency reforms to be taken by the Judicial Authority. However, although the changes end the relative agreement of the emerging crisis, the Judicial System continue to be unknown. Still now with the beginning of the Juizados Especiais Criminais, the organizational form originated in 1995. The main core of the discussion about Juizados Especiais Criminais is centralized in isolated cases instead of a global analysis, resulting of the join between data and observations about historic series. The final object of this dissertation is centered on the analysis of the activities of the organizational variables of the Juizados Especiais Criminais da Comarca da Capital do Estado do Rio de Janeiro in its first years of functioning.

The press and the State had developed, in Brazil, a relation of interdependence. Press and broadcasting corporations depend on state money for its survival and politicians depend on the press and the exposition in the media to communicate with their electorate. This relation of proximity affects the elaboration of public policies for the sector. This study analyzes public policies for broadcasting and the press since 1964, when it was established in the country the military regimen, a mark of a deep reform in the Communications. Public policies are debated in line with two dimensions - one relative to the infrastructure needed by the Communications, and another referring to the content of information. Our conclusion clarifies the urgency of a revision in the laws that regulate the media, many of which are not applicable anymore, and questions the independence of Brazilian parliamentarians to proceed with the necessary reforms and to the discussion about new public policies for the sector.
