A retórica sempre esteve presente nas civilizações. Desde a Grécia Antiga até os dias de hoje ela é usada e estudada. Na religião, é uma formidável fonte de expressão. Foi através da retórica que o Papa João Paulo II conseguiu ganhar notoriedade e se envolver em casos muito além da religião no século XX. Ele foi considerado um papa que se utilizou do político e consolidou um novo status para a Igreja Católica. Assim, através da análise retórica da mediação da Santa Sé no Canal de Beagle em 1979 e da análise retórica das ações diplomáticas do Vaticano contra a invasão do Iraque em 2003, este trabalho mostra como se constrói a retórica religiosa, além das conseqüências que isso acarreta não só para a Igreja, como também para o mundo.

Galeria dos brasileiros illustres traz retratos copiados do natural e litografados das principais figuras brasileiras da política, ciências e letras, com biografias redigidas por diversos escritos da época, por alguns dos próprios biografados ou por membros de suas famílias. Considerada a mais importante de Sisson, esta obra teve tiragem reduzida e muitos exemplares foram desmanchados por antiquários que emolduravam os retratos, vendendo-os por alto preço. Segundo Borba de Moraes, "é muito difícil encontrar-se hoje em dia um exemplar perfeito e em boas condições" e que "só muito raramente aparece um exemplar à venda."

Diferentes organizações públicas e privadas coletam e disponibilizam uma massa de dados sobre a realidade sócio-econômica das diferentes nações. Há hoje, da parte do governo brasileiro, um interesse manifesto de divulgar uma gama diferenciada de informações para os mais diversos perfis de usuários. Persiste, contudo, uma série de limitações para uma divulgação mais massiva e democrática, entre elas, a heterogeneidade das fontes de dados, sua dispersão e formato de apresentação pouco amigável. Devido à complexidade inerente à informação geográfica envolvida, que produz incompatibilidade em vários níveis, o intercâmbio de dados em sistemas de informação geográfica não é problema trivial. Para aplicações desenvolvidas para a Web, uma solução são os Web Services que permitem que novas aplicações possam interagir com aquelas que já existem e que sistemas desenvolvidos em plataformas diferentes sejam compatíveis. Neste sentido, o objetivo do trabalho é mostrar as possibilidades de construção de portais usando software livre, a tecnologia dos Web Services e os padrões do Open Geospatial Consortium (OGC) para a disseminação de dados espaciais. Visando avaliar e testar as tecnologias selecionadas e comprovar sua efetividade foi desenvolvido um exemplo de portal de dados sócio-econômicos, compreendendo informações de um servidor local e de servidores remotos. As contribuições do trabalho são a disponibilização de mapas dinâmicos, a geração de mapas através da composição de mapas disponibilizados em servidores remotos e local e o uso do padrão OGC WMC. Analisando o protótipo de portal construído, verifica-se, contudo, que a localização e requisição de Web Services não são tarefas fáceis para um usuário típico da Internet. Nesta direção, os trabalhos futuros no domínio dos portais de informação geográfica poderiam adotar a tecnologia Representational State Transfer (REST).

Over the years it was observed at the Ria de Aveiro lagoon inlet, near the head of the north breakwater, a depth increase that might threaten the stability of this structure. A trend of accretion in the navigation channel of this lagoon is observed, endangering the navigation in this region. In order to understand the origin of these and other trends observed, the knowledge of the sediment transport in the study area is imperative. The main aim of this work is understanding the dominant physical processes in the sediment transport of sediment at the Ria de Aveiro lagoon inlet and adjacent area, improving knowledge of this region morphodynamics. The methodology followed in this study consisted in the analyzes of the topohydrographic surveys performed by the Administration of the Aveiro Harbor, and in the numerical simulations results performed with the morphodynamic modeling system MORSYS2D. The analysis of the surveys was performed by studying the temporal evolution of the bathymetry. The numerical analysis was based on the implementation of the model at the study area, sensitivity analysis of the formulations used to compute the sediment transport to the variation of input parameters (e.g. depth, sediment size, tidal currents) and analysis of the sediment uxes and bathymetric changes predicted. The simulations considered as sediment transport forcing the tidal currents only and the coupled forcing of tides and waves. Considering the wave e ect as sediment transport forcing, both monochromatic waves and a wave regime were simulated. The results revealed that the observed residual sediment transport patterns are generated due to the channel con guration. Inside the lagoon the uxes are mainly induced by the tidal currents action, restricting the action of waves to the inlet and adjacent coast. In the navigation channel the residual sediment uxes predicted are directed o - shore with values between 7 and 40 m3=day generating accretions of approximately 10 m3=day for the shallower region and 35 m3=day for the region between the tidal gauge and the tri^angulo das mar es. At the inlet, the residual uxes are approximately 30 m3=day inducing trends of erosion of approximately 20 m3=day. At the North side of the nearshore accretion is predicted, while at the South side is predicted erosion, at the rates of 250 and 1500 m3=day, respectively. It was also concluded that the waves with higher contribution to the residual sediment uxes are those with heights between 4 and 5 m. However, the storm waves with heights bigger than 5 m, despite their 10% of frequency of occurrence are responsible for 25% of the observed sediment transport.

As wind power generation undergoes rapid growth, lightning and overvoltage incidents involving wind power plants have come to be regarded as a serious problem. Firstly, lightning location systems are discussed, as well as important parameters regarding lightning protection. Also, this paper presents a case study, based on a wind turbine with an interconnecting transformer, for the study of adequate lightning and overvoltage protection measures. The electromagnetic transients circuit under study is described, and computational results are presented.

In this paper, the development of bidding strategies is investigated for a wind farm owner. The optimization model is characterized by making the analysis of scenarios. The proposed approach allows evaluating alternative production strategies in order to submit bids to the electricity market with the goal of maximizing profits. The problem is formulated as a linear programming problem. An application to a case study is presented

In this paper, two wind turbines equipped with a permanent magnet synchronous generator (PMSG) and respectively with a two-level or a multilevel converter are simulated in order to access the malfunction transient performance. Three different drive train mass models, respectively, one, two and three mass models, are considered in order to model the bending flexibility of the blades. Moreover, a fractional-order control strategy is studied comparatively to a classical integer-order control strategy. Computer simulations are carried out, and conclusions about the total harmonic distortion (THD) of the electric current injected into the electric grid are in favor of the fractional-order control strategy.

This paper presents an artificial neural network approach for short-term wind power forecasting in Portugal. The increased integration of wind power into the electric grid, as nowadays occurs in Portugal, poses new challenges due to its intermittency and volatility. Hence, good forecasting tools play a key role in tackling these challenges. The accuracy of the wind power forecasting attained with the proposed approach is evaluated against persistence and ARIMA approaches, reporting the numerical results from a real-world case study.

In this paper, a stochastic programming approach is proposed for trading wind energy in a market environment under uncertainty. Uncertainty in the energy market prices is the main cause of high volatility of profits achieved by power producers. The volatile and intermittent nature of wind energy represents another source of uncertainty. Hence, each uncertain parameter is modeled by scenarios, where each scenario represents a plausible realization of the uncertain parameters with an associated occurrence probability. Also, an appropriate risk measurement is considered. The proposed approach is applied on a realistic case study, based on a wind farm in Portugal. Finally, conclusions are duly drawn. The increased integration of wind power into the electric grid, as nowadays occurs in Portugal, poses new challenges due to its intermittency and volatility. Hence, good forecasting tools play a key role in tackling these challenges. In this paper, an adaptive neuro-fuzzy inference approach is proposed for short-term wind power forecasting. Results from a real-world case study are presented. A thorough comparison is carried out, taking into account the results obtained with other approaches. Power converters play a vital role in the integration of wind power into the electrical grid. Variable-speed wind turbine generator systems have a considerable interest of application for grid connection at constant frequency. In this paper, comprehensive simulation studies are carried out with three power converter topologies: matrix, two-level and multilevel. A fractional-order control strategy is studied for the variable-speed operation of wind turbine generator systems. The studies are in order to compare power converter topologies and control strategies. The studies reveal that the multilevel converter and the proposed fractional-order control strategy enable an improvement in the power quality, in comparison with the other power converters using a classical integer-order control strategy. This paper is concerned with the protection of wind energy systems against the indirect effects of lightning. As wind energy is gaining increasing importance throughout the world, lightning damages involving wind energy systems have come to be regarded with more attention. Nevertheless, there are still very few studies in Portugal regarding lightning protection of wind energy systems using models of the Electro-Magnetic Transients Program (EMTP). Hence, a new case study is presented in this paper, based on a wind turbine with an interconnecting transformer, considering that lightning strikes the soil near the tower at a distance such that galvanic coupling occurs through the grounding electrode.
