O trabalho visa abordar os recentes conceitos da teoria econômica de seguro, aplicando-os especificamente ao seguro de crédito à exportação. O intuito é a construção de um modelo pioneiro de precificação do risco de crédito, ajustado ao contexto do mercado exportador brasileiro.

This paper studies the production and trade patterns that may arise between two different countries if plant location is introduced as a first step in the producers' decision making. A three-stage game is used: the first deals with location and the next two with capacity and final sales decisions. Demand and cost structures differ by country, and the latter contain specific elements related to the foreign operation. The structure of possible Nash-equilibria is examined and an analysis of the changes in the solution, if the countries engage in an integration process, is made. As in previous models, though global welfare gains may not be very high, single country ones may be considerable, due to changes in the location of the plants. However, even if full integration takes place, global Marshallian welfare may decrease. Conditions which determine a tendency towards multinationalisation are obtained. Assuming a move toward integration, conditions are also provided to characterize when exporting will be preferred to local production. The fact that producers may retain a certain discriminating power, notwithstanding the elimination of barriers to arbitrage, creates a tendency to locate production in the country where prices are higher. This explains why welfare gains may not be obvious. An empirical illustration, with real data from two MERCOSUL countries (Brazil and Argentina) illustrates the possible outcomes.

This dissertation tried to study qualitatively the performance of the exportation¿s consortiums in the segment of beach fashion in Brazil in the perspective of the marketing. Making use of the method of Grounded Theory, this study aimed to identify the categories that compose and make influence on the exporting performance of four consortiums in Brazil , based on the segment of beach fashion. This study becomes relevant because it classifies the categories found on the field research and exposes their relations. These categories have been characterized as big categories, intermediate categories and initial categories, having it¿s aim respectively: (a) to identify the characteristics found only on the studied consortiums; to identify (b) the promotional composition based on the (c) characteristics found in the segment of beach fashion. The study presents theoretical and managemental implications when shows two important categories that are relevant on the actuation of the exportation¿s consortiums on the external market, which are: knowledge of marketing in the external market and characteristics of the consortiums.

In recent years, clusters have become a central part in discussions about local and regional economic development, as well as in the elaboration of public policies for generating jobs and income. Concurrent with the discussions about clusters, the subject globalization has also received growing attention from the media in the academic and government fields. Different aspects are considered in the discussions regarding globalization and one of the subjects is the insertion of local economies into international commerce. One of these ways of insertion is by global value chains. This term began to be used at the end of 90s, and refers to the productive value chains dispersed throughout the world, but with integrated production and commercialization. The aim of this thesis is to understand how the exportation process influences the development of fashion clusters, this being done by the insertion of these clusters into the global value chains. Each year, the Brazilian fashion sector seeks to broaden their participation in the global economy by means of insertion into the global value chains. This insertion, however, has caused impacts in specialized clusters of garment manufacturers, such as beach fashion, jeans and women¿s clothing. As a way of identifying these impacts, three cluster manufacturers were studied in the state of Rio de Janeiro, namely Cabo Frio, São Gonçalo and Niterói. The impacts of internationalization on the companies integrated into these three clusters were explored by means of a six-month field study, including semistructured interviews. This internationalization occurs either by direct exportation or by means of inserting these companies into the global value chains. The results of the study points out the opportunities and threats to these companies, as well as shows the importance of more adequate public policies for the development of Brazilian fashion clusters. Among these threats, the possibility of inserting these cluster companies into the global value chains in a captive manner (Gereffi, Humphrey, Sturgeon, 2005) was singled out, placing them ¿under control¿ of the exporting companies. As for opportunities, the participation of government support agencies and improvements in fashion show good alternatives for inserting these companies into the global value chains, making possible autonomous and competitive performance.

REPETRO, the special tax regime for importing and exporting goods for the exploration and drilling of oil and gas, aims at bringing foreign assets to Brazil enjoying a suspension or even an exemption of taxes, so that Brazilian industry may profit from about 8 billion American dollars in investments. The creation of normative devices as well as the management of the REPETRO model are under the exclusive responsibility of the Brazilian Internal Revenue Services. REPETRO was created in 1999 and is composed of the following customs treatments: importation of goods with suspension of taxes by use of the drawback special regime, suspension mode for national exporting industry; exportation with fictitious exit for the national industry; temporary admission of goods or assets used in oil exploration and production, attending to the needs of both the national and foreign market. Considering the inability of the Brazilian government in restructuring its foreign trade model so that a strong investment in technology could provide for the sector¿s needs, we must ask how we can change REPETRO to help the various companies in the oil business? The issue is very important for one of our main economic activities, though not enough studied. The energy sector has a strategic importance for the development and the economic independence of any country. The winds of globalization lead Brazil to open its economy in the last decade and the national policy for exploration and drilling (E&D) was altered. The government created a new agency dedicated to market control and energy policies, the National Agency for Oil and Biofuels (ANP). With the opening of the market, Petróleo Brasileiro S.A. - Petrobras, the Brazilian giant, lost the monopoly of the oil business. The P-50 Platform, with a capacity for 180,000 barrels per day, was imported based on REPETRO. When it began operating on April 21st, 2006, Brazil achieved self-sufficiency in oil production. The present work intends to estimate the main variables affecting the importation and exportation of goods and assets for E&D, showing how REPETRO works. We also intend to look at the results yielded by the REPETRO model for the development of the production of oil and gas in Brazil, as well as show proposals for its modernization. It has been established that even though since its implementation the REPETRO model has brought fiscal advantages through the reduction of tax costs relating to foreign commerce operations and the incentive of investments in the E&D area with the increase in the national oil production there remain the following limitations: lack of preparation and of knowledge of the model; lack of adjustement of the model to the reality of actitity of E&D of oil and gas; taxes over the pre-operational stage or investment in oil production stage; non-allowance of full access by the national industry to the supply of goods and products relating to the industrialization of goods allowed by REPETRO; other fiscal and administrative difficulties. We conclude that the REPETRO model is important for the development of the area of E&D of oil and gas, but not completely effective. It is necessary to change it or create a new model based on a new perspective of the customs treatment of the activities of exploration and production, minimizing administrative procedures relating to the operations of exportation and importation.

Como a oportunidade de exportação de etanol combustível é muito recente, o agronegócio carece de literatura para formação de gestores e estrategistas. Este trabalho tem como objetivo descrever o mecanismo de formação de preços de etanol tanto no Brasil como nos Estados Unidos da America. Decupei as variáveis que impactam na formação de preços, custo de produção de etanol de cana-de-açúcar, custo da logística e desidratação no Caribe, custo do etanol de milho e fiz algumas análises de cenários de formação de preços das principais variáveis e consegui organizar este conhecimento em um gráfico que contém no eixo superior preço do etanol hidratado na usina no Brasil e no eixo inferior o preço do bushel de milho em Chicago cujas interceções nas retas da taxa do dólar e do preço do gás natural, fornecem no eixo Y o preço do produto no porto de Nova York, ficando uma visualização simples das possibilidades da janela de exportação. A metodologia permite assumir diferentes cenários de oferta, demanda e preços e estabelecer diferentes estratégias de comercialização.

Há mais de 30 anos o Brasil tem desenvolvido políticas específicas para o setor de informática, desde a Política Nacional de Informática da década de 70, passando pelo Período de Reserva de Mercado dos anos 80 e, nos dias de hoje, em que as Tecnologias de Informação e Comunicação (TIC) são tidas como uma das áreas prioritárias na Política Industrial. Dentre as metas atuais, destaca-se o foco na ampliação do volume de exportações de software e serviços. Contudo, apesar dessas pretensões, o país não tem tido destaque internacional expressivo para o setor. Por outro lado, a Índia, também considerada como um país emergente, figurando na lista dos BRIC, foi responsável pela exportação de cerca de US$47 bilhões em software e serviços de Tecnologia da Informação (TI) em 2009, se destacando como um país protagonista no mercado internacional do setor. A implementação de uma indústria tecnicamente sofisticada como a do software, que exige um ambiente propício à inovação, em um país em desenvolvimento como a Índia chama a atenção. De certo existiram arranjos jurídico-institucionais que foram utilizados naquele país. Quais? Em que medida tais arranjos ajudaram no desenvolvimento indiano do setor? E no Brasil? Este trabalho parte da hipótese de que o ambiente jurídico-institucional desses países definiu fluxos de conhecimento distintos, influenciando o tipo de desenvolvimento do setor de software de cada um. Averiguar como, entre outros fatores sócio-econômicos, esses arranjos jurídico-institucionais influenciaram na conformação diversa de fluxos de conhecimento é o objetivo específico desta pesquisa. Entende-se aqui como ambiente jurídico-institucional todas as regulamentações que estabelecem instituições, diretrizes e condições comuns para determinado tema. Partindo do pressuposto de que o setor de software desenvolve atividades intensivas em conhecimento, para cada país em questão, serão analisados apenas arranjos jurídico-institucionais que tiveram, ou têm, poder de delimitar o fluxo de conhecimento referente ao setor, sejam eles provenientes de políticas comerciais (de exportação e importação, ou de propriedade intelectual) ou de políticas de investimento para inovação. A questão fundamental ultrapassa o debate se o Estado deve ou não intervir, para focar-se na análise sobre os diferentes tipos de envolvimento observados e quais os seus efeitos. Para tal, além de revisão bibliográfica, foi feita uma pesquisa de campo na Índia (Delhi, Mumbai, Bangalore) e no Brasil (São Paulo, Brasília e Rio de Janeiro), onde foram conduzidas entrevistas com empresas e associações de software, gestores públicos e acadêmicos que estudam o setor.

A monografia e uma análise histórico-dialética, de 1535 a 1976, procurando mostrar como o Estado do Espírito Santo formou-se e consolidou-se como região periférica e subdesenvolvida e como ele se integraria agora ao capital ismo nacional, a partir da implantação, em seu território, de alguns projetos industriais de vulto os chamados Grandes Projetos de Impacto. Partindo de uma análise sobre a formação do Centro Ocidental e do Estado brasileiro visa a entender o processo de transformação do Espírito Santo. Mostra, então, as formações do Centro Ocidental e do Estado Nacional. Para o primeiro, evidencia a viagem do sistema capital ista, da democracia 1iberal e do liberalismo econômico ao pluralismo político e à estrutura econômica oligopolica. Na formação do segundo, fica patenteada a evolução do Estado intervencionista/autoritário brasileiro, enxertado pela tentativa liberal da Repúb ica Velha e pela tentativa de implantação de um Estado Racional-Legal no Estado Novo. Assim, fica explícita a especificidade dependente-associada do capital ismo brasileiro, da fase primário-exportadora à fase industrial, e pode-se concluir que o Espírito Santo reproduziu as fases centrais, articulando-se sempre defasadamente aos centros nacionais e internacionais. Tornando patente a interdependencia do Estado do Espírito Santo em relação aos centros inter e in tra nacionais, a monografia passa a descrever o seu processo de formação econômica, social e política, procurando dar conta de suas peculiaridades. Chega à conclusão que a histórica capixaba pode ser dividida em quatro fases. Essencialmente baseadas numa economia de subsistência e, posteriormente, numa economia primário-exportadora, as três fases chamadas regionais litoranea, serrana e pioneina - configuram o ritmo e a direção da ocupação e degradação do território estadual e a marcha do café. A fase atual é de mudanças. são previstas, principalmente, a partir do momento em que os Grandes Projetos começarem a operar, transformações rápidas e desconcertantes, em função dos seis bilhões de dólares de investimentos que serão efetuados num Estado em que o orçamento não cobre sequer as despesas de pessoal. Na medida em que a implantação destes Grandes Projetos poderia reforçar o potencial de ingerência do Governo Federal na esfera estadual, além de trazer para o palco um novo foco de poder, o das corporações estrangeiras envolvidas, contribuir-se-ia para a marginalização dos poderes público e privado capixabas e o Espírito Santo correria o risco de perder sua já reduzida autonomia. Assim, seria configurado um processo iminente de marginalização estadual, tratado na monografia como processo de desautonomia relativa. O trabalho caracteriza esse processo com a análise das transformações potenciais que advirão'em decorrência da operação dos empreendimentos, indicando os riscos que o Estado enfrentará. Segundo ele, as principais mudanças dizem respeito à elevação substancial da Renda Interna Estadual, ao agravamento da concentração individual, espacial e setorial da renda, ao excessivo' adensamento demográfico na area metropolitana da Grande Vitória e ao estímulo à implantação de inúmeras indústrias complementares e satélites.

In a general equilibrium model. we show that the value of the equilibrium real exchange rate is affected by its own volatility. Risk averse exporters. that make their exporting decision before observing the realization of the real exchange rate. choose to export less the more volatile is the real exchange rate. Therefore the trude balance and the variance of the real exchange rate are negatively related. An increase in the volatility of the real exchange rate for instance deteriorates the trade balance and to restore equilibrium a real exchange rate depreciation has to take place. In the empirical part of the paper we use the traditional (unconditional) standard deviation of RER changes as our measure of RER volatility.We describe the behavior of the RER volatility for Brazil,Argentina and Mexico.Monthly data for the three countries are used. and also daily data for Bruzil. Interesting patterns of volatility could be associated to the nature of the several stabilization plans adopted in those countries and to changes in the exchange rate regimes .

O Brasil vem aumentando anualmente a sua participação no comércio exterior mundial, mas apesar de seu significado na economia mundial, o seu volume negociado internacionalmente corresponde a somente 1,1% das exportações mundiais de mercadorias (23ª posição no ranking mundial), e 0,6% das exportações de serviços comerciais (35ª posição no ranking mundial), segundo a organização mundial do comércio (WTO, 2005). Na Fase 1 desta pesquisa, que se encerra com este Relatório, foi desenvolvida uma metodologia para a pesquisa e análise de dados relativos às dificuldades enfrentadas pelas empresas brasileiras no processo de exportação de mercadorias. Essa fase incluiu uma ampla revisão da literatura nacional e internacional sobre os fatores que têm impacto sobre o desempenho das exportações e a formulação e pré-teste de um questionário. Na Fase 2 será realizada a pesquisa propriamente dita através da aplicação do questionário a uma amostra de cerca de 1.000 empresas exportadoras, selecionadas no Catálogo de Exportadores Brasileiros da CNI – Confederação Nacional da Indústria. Os dados resultantes da pesquisa serão utilizados para avaliar o impacto dos gargalos no volume das exportações, no valor FOB das exportações e na variação anual do valor FOB, utilizando a técnica multivariada de regressão múltipla.

A pesquisa aqui relatada teve por objetivo caracterizar os processos de internacionalização de pequenas e médias empresas brasileiras. A análise de uma amostra de 52 PMEs brasileiras exportadoras mostrou que a expansão internacional dessas empresas tem características peculiares e, em muitos aspectos, destoantes do que é descrito na literatura internacional sobre a internacionalização de PMEs. A interpretação dada aqui a esses resultados leva a uma nova compreensão deste fenômeno e levanta questões inéditas para investigação ulterior.

How have shocks to supply and demand affected global oil prices; and what are key policy implications following the resurgence of oil production in the United States? Highlights: − The recent collapse in global oil prices was dominated by oversupply. − The future of tight oil in the United States is vulnerable to obstacles beyond oil prices. − Opinions on tight oil from the Top 25 think tank organizations are considered. Global oil prices have fallen more than fifty percent since mid-2014. While price corrections in the global oil markets resulted from multiple factors over the past twelve months, surging tight oil production from the United States was a key driver. Tight oil is considered an unconventional or transitional oil source due to its location in oil-bearing shale instead of conventional oil reservoirs. These qualities make tight oil production fundamentally different from regular crude, posing unique challenges. This case study examines these challenges and explores how shocks to supply and demand affect global oil prices while identifying important policy considerations. Analysis of existing evidence is supported by expert opinions from more than one hundred scholars from top-tier think tank organizations. Finally, implications for United States tight oil production as well as global ramifications of a new low price environment are explored.

The internationalization as an organizational phenomenon fundamentally strategic had as theoretical contributions some Schools that throughout the decades 60, 70, and 80 developed behavioral and economic approaches in order to explain the process. The behavioral approach deals with the perception of phenomenon as a gradual process from the perspective of the executives behavior (JOHANSON and VAHLNE, 1977; HALLÉN and WIEDERSHEIM - PAUL, 1979; CZINKOTA, 1985). This phenomenon in permanent theoretical and managerial evolution made an opportunity to build this investigation, whose goal is to analyse the impact comes from organizational capabilities and the external environment on the international performance of exporting firms. For both, were used as theoretical basis two types of analysis for the comprehension of international performance: Strategic Management - Industrial Organization and Resource-Based View and International Businesses - Current Economic and Behavioral. It was made a cross-sectional survey-based explanatory research, including 150 exporting companies with operations in the Northeast of Brazil. A conceptual model was made with eight constructs and eight research hypotheses, representative of the effects of external factors on international performance. The data were processed using the Exploratory Factor Analysis and Structural Equation Modeling. The structural equations model was reespecified and estimated through the use of the maximum-likelihood method up to achieve adequated values of indexes of adjustment. As the main theoretical contribution, were identified organizational and physical resources which shows the importance of the management skills development, of the learning capability and capability to establish strategic alliances abroad. That because the knowledge, as the operational point of view as in its strategic application, offers to organization conditions of market positioning which can create opportunities sustainable competitive advantages and which impact the performance of international companies

The present inquiry has as main objective to understand the process of formation of the international strategies of the exporting companies of fruits of the RN through the theory of the resource dependence. Aiming at to clarify as the companies they can carry through the process of internationalization through this theory had been study the behavior and economic theories of the process of internationalization of companies. Amongst the economic theories they are distinguished the eclectic paradigm of Dunning (1958), Vernon (1669) through the theory of the cycle of the product and Bucley and Casson (1979) with the theory of the international operations. In the mannering boarding they had been investigated the school of Upsala through Johanson and Valnhe (1977) with the concept of the increasing of the markets and in the distance psychic starts and the interaction of the purchaser-salesman of Hallen and Wiedersheim-Paul (1979). In this perspective it observes main the occured changes in the organization in function of this process, following the rules observed by the gradual ingression in the international market, having as base ways of entrances in the external market used by these companies, in view of the frist phase that the company presents of businesses. Ahead of you analyze of these theories the study searches to analyze the convergence of the concepts proclaimed for the theory of the dependence of resources (PFEFFER; SALANCIK, 1978). and strategies of internationalization of the companies. The research is characterized as qualitative case study which adopts and exploratory and analytical type, retrospective matrix. The adopted strategy is of case study and the unit of analysis consisting of the Finobrasa, pertaining company to the Vicunha Group. The main method of collection of data was halfstructuralized interview allied the documentary research that together had presented an empirical perspective of the internationalization process. The analysis and quarrel of the results understand the description and the interpretation of the one of the information through the technique of analyzes of content. Initially the historical of the exportation of fruits of the Rio Grande do Norte with the focus in the region Açu/Mossoró is presented and after that the information of the Finobrasa are presented as base of the study. The main events are identified that had constituted the phases of the strategical model of the company. It was observed that the dimensions most excellent amongst those proclaimed by the School of Uppsala had been the learning, staffs and the step-starts is sufficiently gifts in the reality of the company, as well as the aspects of strategical alliances since the consolidated relationship of the Vicunha Group create a more solid trajectory in the international market allied the conditions created windows of marked . One understands, therefore, that the investigated process still has base the theoretical theories of the internationalization strategies corroborating for the theoretical convergence of the rules proclaimed for the theory of the dependence of resources.

As micro e pequenas empresas, ao mesmo tempo em que exercem um papel extremamente relevante na estrutura produtiva da economia brasileira pelo grande número de empreendedores existentes e expressivo volume de pessoal ocupado, perdem competitividade ao se deparar com entraves ao seu desenvolvimento, sejam eles em âmbito gerencial, financeiro, burocrático ou estrutural. Com base nesse contexto, o estudo procura identificar em que medida, na percepção das MPEs exportadoras do Rio Grande do Norte, as exigências burocráticas do processo exportador afetam o seu desempenho no comércio exterior. Como exigências burocráticas compreende-se o conjunto de normas, regras e procedimentos e documentos que disciplinam o processo exportador, enquanto desempenho é entendido como os resultados da atividade econômica medido através do crescimento das vendas para o mercado externo; das demandas de produtos exportados não atendidas e da ampliação do mercado internacional. A pesquisa realizada é de caráter censitário, desenvolvida junto a quatorze MPEs do estado, atuantes regularmente no comércio exterior nos últimos três anos (2009-2011), utilizando aplicação de questionário, assim como uma consulta a dados secundários disponíveis. A análise dos dados levantados revelou que, efetivamente, na percepção dos respondentes, fatores externos como o custo do processo de exportação, falta de incentivo do governo, excesso de controle dos órgãos públicos e a infraestrutura logística do estado exercem influência na pequena participação das MPEs nas exportações do Brasil e do Nordeste, enquanto o bom desempenho exportador destas relaciona-se a fatores gerenciais, com destaque para investimentos na estrutura organizacional da empresa, conhecimento do mercado internacional e bom relacionamento com clientes e mercados
