Trata da política do uso do solo, nos bairros Jardins, em São Paulo. Estuda os processos de sua formação, mostrando que as políticas do Estado surgem no bojo das contradições do desenvolvimento urbano capitalista e se desenvolvem no sentido de amainar os conflitos que daí decorrem entre frações do capital. Em contexto histórico analisa os processos de mudança nas políticas do uso do Solo (Zoneamento) na sua relação com a dinâmica que se estabelece a nível da sociedade civil e do Estado

Este trabalho apresenta estudo sobre a viabilidade técnica para execução da pavimentação de uma pista experimental em via urbana a fim de comprovar o potencial da incorporação de borracha reciclada de pneus ao concreto asfáltico, pelo processo Via Seca, visando contribuir para a compreensão e otimização do desempenho dos pavimentos. O objetivo da presente pesquisa foi avaliar as etapas principais de projeto, produção e do processo executivo de estruturas de pavimentos submetidas à aplicação das cargas de tráfego em escala real; e o uso e manuseio dos materiais que constituem borracha-agregado, de maneira a obter benefícios e o incremento da durabilidade e redução da manutenção. Para tal foi construída uma pista experimental com revestimentos constituídos por um trecho em concreto asfáltico convencional e outro trecho com incorporação de borracha reciclada de pneus. Para a análise do comportamento, as misturas asfálticas foram caracterizadas segundos ensaios tradicionais, avaliando as diversas variáveis de projetos tais como: granulometria da borracha e do agregado, teor de ligante, tempo de digestão da borracha e percentual de borracha. Para caracterização e verificação de desempenho, realizaram-se os ensaios da Metodologia Marshall, ensaios de resistência à tração, módulo de resiliência à compressão diâmetral, fadiga à tensão controlada e deformação permanente (creep dinâmico). Ficou evidente a viabilidade técnica para execução de revestimentos com a utilização de borracha reciclada de pneus adicionada ao concreto asfáltico com o emprego do processo Via Seca, verificando durante a execução aspectos relevantes tais como: dosagem do silo com borracha; homogeneidade da massa; controle de temperatura; utilização e aplicabilidade das técnicas e equipamentos tradicionais para execução do concreto asfáltico, com a finalidade de prolongar a vida útil dos pavimentos e reduzir seu custo de manutenção.

A Constituição Federal de 1988 e o Estatuto da Cidade estabelecem o Plano Diretor como instrumento básico da política de ordenamento territorial, tendo como princípio fundamental o cumprimento da função social da propriedade e do direito à cidade. Na perspectiva de adequação às diretrizes e objetivos da política urbana estabelecidos em 1988, o município de Natal elaborou os Planos Diretores de 1994 e 2007, definindo instrumentos e parâmetros de regulação do uso e ocupação do solo possíveis de assegurar o cumprimento da função social da propriedade urbana e de gerar subsídios ao planejamento e à gestão da cidade. Apesar de Natal ter sido um dos municípios brasileiros pioneiros na adoção desses princ pios, antecipando e incorporando os instrumentos que em 2001 viriam a ser definidos no Estatuto da Cidade, identifica-se que alguns desses instrumentos e parâmetros direcionados à regulação do uso e ocupação do solo não tiveram sua aplicação plena, a exemplo do mecanismo de acompanhamento e controle dado pelo Estoque de Área Edificável e da Densidade, que foi substituída pelo Coeficiente de Aproveitamento no Plano Diretor de 2007. Questionando esse procedimento, busca-se na presente pesquisa investigar de que maneira essa substituição do parâmetro densidade pelo coeficiente de aproveitamento influenciou na capacidade da gestão pública de regular os processos de uso e ocupação do solo, de forma a adequar a sua intensificação ao suporte da infraestrutura instalada. Foram tomadas como referência teórico-conceitual as contribuições sobre a prática de planejamento urbano no Brasil, nos marcos do ideário da reforma urbana, com destaque para as reflexõe s de Flávio Villaça, Orlando Alves Santos Junior e Daniel Todtmann Montandon, Luiz César de Q. Ribeiro, Raquel Rolnik, Ermínia Maricato, Laura Machado de Bueno e Renato Cymbalista, José Roberto Bassul e Carlos F. Lago Burnett, e, com relação aos parâmetros de controle urbanístico, o estudo identifica as diferentes abordagens sobre a densidade urbana e o coeficiente de aproveitamento com base nas reflexões de Claudio Acioly Jr., Forbes Davidson, Juan Luis Mascaró, Ricardo Ojima, Marcelo de Souza, José Rámon Navarro Vera e Armando Ortuño Padilla, Nestor Goulart Reis, Marta Dora Grostein e Susana Ricardo Alves. Como conclusão, discute-se a hipótese formulada, inicialmente, de que a mudança de parâmetros verificada colocou limites para o município realizar uma gestão adequada do solo urbano e, portanto, de fazer cumprir a função social da propriedade, considerando a necessidade de adequação entre a intensificação do uso e ocupação do solo e a infraestrutura instalada

The use of the term social vulnerability in the study of the reproduction of the social inequalities in Brazil, still, is recent. The social vulnerability is linked to the indicators of social risk. The work approaches the youth's social vulnerability and your relationship with the education, considering the youth a, among other groups socially excluded, vulnerable, in the Brazilian metropolises. It is guided by the methodological theoretical formulations on this thematic one developed by the Rede Metrópoles in the ambit of the project, " Observatory of the Metropolises: territory, social cohesion and democratic governability ( Project Millennium CNPq) and your unfoldings in the Natal group. Empirically, forehead a methodological proposal - still in construction - and it accomplishes a " pilot " study for the city of Natal with base in the data of the Census of IBGE 2000, that proposes mensurar the importance of the social characteristics of the neighborhood on the considered youths' educational acting those that are in the strip from 15 to 24 years. It considers that the youths' educational " earnings as being influenced not only for the social context of the family, also, for your space location in the city - social context of the neighborhood. With base in the results can verify that the youths of the city of Natal present situations of social vulnerability so much in the ambit of the family as expresses in the social space of the neighborhood. Such vulnerability are verified in the low educational indexes, in the high unemployment rates and in the presented social conditions of the researched areas. The youths, residents of those neighborhoods, they are considered vulnerable socially because original of a precarious source of " assets " and opportunities. There is in Natal a low " structure of assets and opportunities " - accessible to the youth

A problemática atual da urbanização coloca questões delicadas referentes ao seu ritmo de crescimento, sua relação com o desenvolvimento econômico, o aparecimento de novas formas urbanas e sua relação com as novas maneiras de articulação capitalista. A compreensão espacial do lazer nas cidades apresenta-se, assim, como tema de grande importância para as sociedades contemporâneas. O interesse e a importância de tratar esse tema na cidade do Natal - enfocando-se a distribuição dos espaços públicos de lazer nos diversos bairros e sua utilização pelos seus habitantes - justifica-se pelo fato dessa capital apresentar um crescimento populacional surpreendente nos últimos anos, tendo uma expansão urbana desordenada que se reflete na carência de infra-estrutura urbana e numa forte segregação espacial. Foram feitas a verificação da disponibilidade de espaços públicos de lazer nos bairros e a identificação dos diversos fatores que interferem na utilização desses espaços, visando contribuir para a compreensão do fenômeno do lazer urbano, bem como, para o aprofundamento da discussão acerca da função social desses, que possibilite montar estratégias para a utilização de forma democrática desses espaços nas cidades. Para tanto foi necessária uma articulação teórica das questões peltinentes ao espaço urbano e ao lazer, que formam uma área epistemológica de interseção quando trata das questões referentes ao direito à cidadania, onde está contemplado o direito à cidade (á moradia e ao seu entomo). Os dados para que caracterizaram as vivências do lazer nos espaços públicos da cidade foram levantados em três fontes: nos documentos (plano diretor da cidade, planos de políticas públicas entre outros), nas entrevistas com a comunidade e nas observações diretas dos espaços de manifestações do lazer. A análise aponta que existe uma distribuição irregular dos espaços públicos de lazer, por bairro e Região Administrativa da cidade do Natal que apresenta relação com a segregação espacial por classe, existente na cidade, fruto da dinâmica econômica e práticas sociais aqui existentes. Constata-se ainda que a camada desprovida desses equipamentos de lazer não age espontaneamente, nem através de seus representantes e mandatários institucionais, em prol da distribuição de oportunidades nesses campos, possibilitando que a segregação continue em círculos viciosos, pois a própria segregação dificulta o encontro, a percepção das diferenças e o conflito, que podem ser resgatados numa nova forma de organização do cotidiano

The reality of Latin America points out that the industrialization and urbanization are complementary processes associated each other. Thus, by consequence of the demographic growth, observes the aggravation of an urbanization completely disordered and without infrastructure capable of guaranteeing rights and basic services to the population. In parallel, the dissemination of information, the valorization of human dignity, promoted by social welfare, and expectations of consumption aggravates the tensions among social actors, leading to the Theory of the Right to Development to worry about the (re)construction of cities. Before this reality, the Federal Constitution of 1988 proposed a participatory urban policy, grounded in the ideal of confrontation of social exclusion of a more comprehensive, represented by the principle of the social function of cities, which must be stratified into four inclusion´s central axes, namely: the social in the strict sense, the economic, the cultural and the policy. The Analysis of each of these dimensions, keeping the focus on reality and the Brazilian legal system, composes specific objectives of this work. Thus, through deductive research, with use of technique bibliographical and interdisciplinary, this dissertation aims to make connections between social function and development, proposing an analytical concept for the proposing an analytical concept for the principle of social function of cities, through the study of its basic elements. With this, purports to demonstrate how results, firstly, that the juridical study, to fully understand the process of marginalization, must maintain multidisciplinary perspective, own social sciences. Also aims to demonstrate that the dimensions of inclusion are formed by fundamental rights, individual and collective, of liberties and of social guarantees and that without respect to all of them there is no way to talk about implementation of urban development and nor, consequently, about inclusive cities. At the end, after checking the main legal instruments of urban policy that emphasize the community participation, provided for in the Statute of the Cities, and that potentiate the breakup of the circles of exclusion, the work want contribute to the clarification and the awaken to the importance of a new perspective democratic of development in the country, grounded in the appreciation of the individual for realization of modern management, decentralized and that, therefore, inserts the effective participation of urban communities in the acting of the State

The process of urbanization in recent decades has generated considerable seriousness of problems relating to the use and occupation physical environment of cities. The concentration of population, economic activities and technological standards have reinforced an existing urban environment highly degraded as a consequence of the development style that leads to the predatory use of natural resources. In this context, cities as centers of production and consumption, have the most serious problems of environmental degradation. This study investigated the impacts of the municipal building projects to large-scale vertical in the town of Vila de Ponta Negra, Natal-RN, given the proximity to the Environmental Protection Area (ZPA-6) and considering its environmental importance , scenic, landscape and tourism for the city of Natal-RN. The fragility of the licensing process and the failure of the assumptions in the analysis, objective and subjective, for the granting of environmental permits for the building construction projects, specifically those set out in the surroundings of the Environmental Protection Area (ZPA-6) and fundamental importance of landscape and tourism for the city of Natal, has aroused the concern of local people in and of itself the Government, faced with the probable impacts that will affect greatly the Vila de Ponta Negra. The methodology used to achieve the intended objectives will be the literature review, questionnaire to the surrounding population and the Government, as well as findings on the spot, through the photographic record. The beneficiaries of the license, if the entrepreneurs, have been affected because of the granting of licensing act of investing large amount of capital in the works. Additionally, with distrust of the population, since they are to discredit the public system of environmental management have guessed by the probability of imbalance to the environment and structural damage to the Vila de Ponta Negra, where such failure to support energy, lack of regular supply of water , lack of sanitation and access roads sufficient for the flow of motor vehicles in these areas, among other factors. Thus, this work will contribute to the diagnosis and solutions to the problem in question, so that the Government will effectively fulfill its social management of ecologically balanced environment of continuing urban development in Natal, Brazil

This thesis carries through an application of Analysis of Multicriterion Decision with use of the method of Analytical Hierarchy Process (AHP) in the problematic one of taking of decision of the adoption of electronic collecting in the system of urban transport in the country, a subject that has been controversial. A modeling of criteria and alternatives is carried through and applied a questionnaire based on method AHP the excellent actors in the system of urban transport - Leading of the Managing Agency Public Municipal theatre of Urban Transports, Controller of Company of Bus, Controller of Labor union, Controller of Union of Companies, Communitarian Leader. The considered alternatives were: the maintenance of the current state with collectors, the implementation of electronic collection without collectors, and the implementation of electronic collection with collectors. The used criteria were: job, impact in the fare, control of the system, easiness of use, information. The study was carried through in the city of Natal, RN, where if the adoption of electronic collection argues and where this implementation in some bus lines between Natal and Parnamirim exists, city that integrates the region of the great Natal. The main results of the method evidence in a dimension, the viability of use of method AHP with questionnaire by means of validation of the judgments with analysis of variance beyond proper the normal mechanisms of analysis of consistency to the method, and in another one, the contribution of the analysis boarding multicriterion to become the judgments more clearly. The main results of the analysis help to show that although to models of criteria and distinct judgments of the actors, the method evidenced that it has inclination the adoption of the electronic collection on the current situation, even so with divergences between the maintenance or not of the collector. The research points to the possibility of accomplishment of the application of the AHP in successive rounds of judgments

O objetivo neste trabalho foi avaliar economicamente o uso da restrição alimentar qualitativa para suínos machos castrados em terminação sobre o desempenho e as características de carcaça de 60 animais. Dez suínos foram abatidos no início da fase experimental (89,0 ± 4,2 kg) e os demais, alimentados com rações contendo cinco níveis de restrição nutricional qualitativa (0, 5, 10, 15 e 20%), obtidas pela inclusão de casca de arroz finamente moída, até o final do experimento (127,8 ± 2,9 kg). Foram calculados os custos com alimentação durante o período experimental (R$alimento) e estimados os valores de receita bruta de cada carcaça de animais abatidos aos 128 kg (RBsuíno128kg) ou no início do experimento (RBmédia_suíno89kg). A partir destes três dados, foi calculado o resultado líquido (RL) do uso das dietas experimentais (RL = RBsuíno128kg - RBmédia_suíno89kg - R$alimento). Também foram analisadas as variações mensais dos preços do milho, do farelo de soja e do suíno, sendo determinado o preço do milho como o fator de maior impacto sobre a lucratividade do uso da restrição qualitativa. A equação de predição da probabilidade de aumento linear do resultado líquido pelo uso da restrição qualitativa foi determinada em função dos diferentes preços do milho - PM (valor de P RL = 0,392 - 0,625PM, R² = 0,73). Efeito significativo foi observado para preços do milho de cerca de quatro vezes ou mais acima do custo da casca de arroz. Assim, conclui-se que a viabilidade do uso da restrição qualitativa, até o nível de 20%, depende do cenário econômico, mas sobretudo do preço do milho, o principal ingrediente substituído nas rações ao empregar-se a restrição qualitativa, e de sua relação com o custo do resíduo utilizado para diluição energética.

The accelerated pressure of use and occupation of Rio Grande do Norte coastline in the last two decades presented the tourism as its main vector, having as a consequence a strong, articulated and growing real estate speculation of this area. In the Natal County there is a Zona Especial de Interesse Turistico II (Special Zone of Tourism Interest II) (ZET-II), consisted of urban beaches with approximately 8.5 km that is an important seashore of the city. The purpose of this research was identification, characterization and assessment of the process of use and occupation of dunes fields emphasizing the role of ZET-II, whereas the specific goals was the analysis of weather, geology and geomorphology, characterization of use and occupation of soil, and elaboration of an environmental diagnosis with identification and description of its mains consequences. The result of this work was the delineation of geologic-geomorphological map of the area with identification of principals units, determining its use and occupation, the measurement of the area already occupied by equipments, besides the description of the environmental impacts on dune fields: devastation, coastline erosion, ocean pollution by sewer and pluvial waters, contamination of groundwater, distribution inadequate of solid residues, landscape degradation, and occupation of seashore through the privatization of public areas. Concluding that the degrading changes occurred in this areas are resulting from the nature of use and urban seashore regulations, which have been diminishing the natural aspect, altering the landscape definitely, compromising the quality of hydro resources and altering its use, privatizing the areas between tides, complicating the population access and obstructing the scenery visualization of dunes and ocean. There is an urgent necessity of improvement of public politics in order to improve the strategies and organization of use and occupation of space urban-coastline

The growing accumulation of people in urban centers caused chronic problems of the cities to begin to take an increasingly unsustainable. Primarily related to lack of infrastructure coupled with sanitation and lack of investment in critical sectors such as health, education, housing and transportation, these problems start to deteriorate markedly the quality of life of city dwellers and put into test management policies of the spaces urbanized. To reverse this situation, shows is essential to the use of tools (highlighting this harvest rates and environmental indicators) that help in assessing the current conditions and may assist in predicting future scenarios. From the information listed above, now put the research seeks to present an index called ISBA Environmental (Sanitation Index) which looks at the four urban systems (water, sewer, solid waste and urban drainage) from the viewpoint of application in a geographical cutout specific - in this case the Drainage Basin XII, defined by the Plan of Urban Drainage Stormwater in the city of Natal, capital of Rio Grande do Norte. This index, together with analysis of other factors sought to trace the current conditions of the basin and thus, assist in proposing the best solutions. For the preparation of the index was applied a questionnaire with a sample of 384 (three hundred eighty-four) households that aimed to study two variables: access to services and satisfaction of the population in relation to these. The ISBA has shown that the system is the most deficient collection and disposal of effluents (ICE = 47.66%), followed by the drainage of rainwater (IDAP = 54.17%), water supply (AAI = 61, 36) and solid waste collection (IRS = 78.28). With the ISBA was possible to verify that the qualitative data shows whose subjectivity is evident (as is the case of user satisfaction) can be of great importance when an assessment, since we obtained the correlation coefficient between the variables "Access" and " Satisfaction "equal to 0.8234, showing a strong correlation between the existence / quality of service offered and the impressions of the population that receives them

The present work was carried through in the Grossos city - RN and had as main objectives the elaboration of an physicist-ambient, socioeconomic survey and execution a multisecular evaluation of 11 years, between 1986 and 1996, using remote sensing products, to evaluate the modifications of the land use, aiming at the generation of an information database to implementation a geographical information system (GIS) to management the this city. For they had been in such a way raised given referring the two Demographic Censuses carried through by the IBGE (1991 and 2000) and compared, of this form was possible to the accomplishment of an evaluation on the demographic aspects (degree of urbanization, etária structure, educational level) and economic (income, habitation, vulnerability, human development). For the ambient physical survey the maps of the natural resources had been confectioned (simplified geology, hydrography, geomorphologi, veget covering, ground association, use and occupation), based in comments of field and orbital products of remote sensoriamento (images Spot-HRVIR, Landsat 5-TM and IKONOS - II), using itself of techniques of digital picture processing. The survey of these data and important in the identification of the potentialities and fragilities of found ecosystems, therefore allows an adequate planning of the partner-economic development by means of an efficient management. In contemporary times, the urban mobility is presented as one of the main challenges of large and medium-sized Brazilian cities , it presents signs of unsustainability , above all due to the increase in motorized transport system , especially the individual . Thus , it is clear that mobility is considered of special interest for sustainable urban development , is facing a crisis that is reflected in negative externalities , particularly with regard to congestion , accidents , air pollution , social exclusion , among others. The complexity of these problems requires an integrated analysis based on the principles of sustainability . In this sense , trying to understand this problem and in the attempt to minimize its impacts, Costa (2008 ) proposed the Index of Sustainable Urban Mobility (I_SUM) with the goal of providing a methodology capable to assess relevant aspects of mobility , including social dimensions , political, economic and environmental . Given the above, was elected as the main objective of this study is to analyze urban mobility in Natal / RN from the perspective of sustainability . Like specific objectives will seek to analyze Natal´s urban mobility, using the I_SUM like a tool for both the city as a whole and for each of its four administrative regions; evaluate Natal s urban accessibility conditions and verify to what extent the access to urban services and equipment is facilitated or hindered because of the location and incomes of the population . For this, it was necessary to use bibliographic , documentary and field research . The index , which varies from 0.00 to 1.00, revealed for Natal an Global value of 0,510, and that refers to its administrative regions, it was found that there are very small percentage differences from the overall index calculated for the city . The performance of I_SUM by administrative region showed that although there are differences , the results were very similar , varying between 0,494 and 0,537. Particularly in relation to urban accessibility, it appears that Natal presents as an unequal city and this inequity , which is not only income is reflected in the issues related to accessibility and hence urban mobility

Considering that tourism tends to reproduce itself privatizing the areas where it installs, the secondary residence has been an urban element responsible for the private appropriation of the public spaces of coastal of Nísia Floresta. The private appropriation of these accesses, for secondary residences, constitute in an issue-problem of the research. The principal goal is to analyze the relationship of the consumers/users of secondary residences with the public space; and, specifically, identify how the government has been acting and manifesting itself about the occupation of the coastal of Nísia Floresta; as also to verify how the secondary residence has been appropriating privately of the public access of the coastal. On account of the scarce literature about secondary residences and the importance of the public access to beaches for the inhabitant, the present work aims to contribute to the discussion of this theme. The secondary residences in Rio Grande do Norte began in the late nineteenth century, becoming more common in the 90s, when the coast south of Natal is appropriated from local vacationers. In 2000, foreign investment began to be applied in real state and tourism, producing closed developments, served in leisure infrastructure, trade, and hospitality, mainly to external demands. The methodology included a bibliographic survey, data collection and in lócus observation. Applied questionnaires and interviews were performed with consumers/users of the secondary residences, permanent residents and government, respectively. To the legal grounding, taken as a reference the article. 10, of the law 7.661/88 to establish that the beaches are goods of common use . Considering the conclusive analysis of the research, can be said that the right of free access and use of the beach is committed for the benefit of the consumers/users of secondary residences, due to the negligence and omission of the government
