O presente trabalho parte das concepções morais de Kant sobre o imperativo categórico, sua ideia de punir e a noção de cosmopolitismo, como uma forma de integrar os povos nos mais diversos cantos através de parâmetros racionais, visando alcançar o que o filósofo denomina de Paz Perpétua. O pós kantiano Hoffe é tomado como base para um modelo de Direito Intercultural, no qual, os cidadãos são unidos por valores universais em torno de pretensões comuns. Neste contexto emerge o Direito Penal Intercultural como forma de se consagrar bens comuns, através da tipificação de delitos que representam preceitos éticos globais, os quais merecem ser tutelados por estarem associados a direitos humanos. Nesta sociedade moderna marcada por grandes transformações em diversos setores, como decorrência da globalização, fala-se em uma nova área criminal, qual seja, o Direito Penal Econômico, trazendo crimes existentes em qualquer lugar do mundo, como as infrações tributárias, praticadas por criminosos de colarinho branco. A impunidade destes crimes é um fator notório. Em razão de tal fato e, por questões de justiça e solidariedade defende-se um modelo criminal de punição, que tem uma fundamentação moral e se mostra aplicável em qualquer país, independentemente de suas especificidades locais. Para tal é necessário uma releitura dos paradigmas tradicionais do Direito Penal e uma maior eticização de suas normas, proporcionando o que se chama Direito Penal Intercultural.

In contrast to the wealth of data describing the neural mechanisms underlying classical conditioning, we know remarkably little about the mechanisms involved in acquisition of explicit contingency awareness. Subjects variably acquire contingency awareness in classical conditioning paradigms, in which they are able to describe the temporal relationship between a conditioned cue and its outcome. Previous studies have implicated the hippocampus and prefrontal cortex in the acquisition of explicit knowledge, although their specific roles remain unclear. We used functional magnetic resonance imaging to track the trial-by-trial acquisition of explicit knowledge in a concurrent trace and delay conditioning paradigm. We show that activity in bilateral middle frontal gyrus and parahippocampal gyrus correlates with the accuracy of explicit contingency awareness on each trial. In contrast, amygdala activation correlates with conditioned responses indexed by skin conductance responses (SCRs). These results demonstrate that brain regions known to be involved in other aspects of learning and memory also play a specific role, reflecting on each trial the acquisition and representation of contingency awareness.

This article contributes to the debate on what form of preparation and support can enhance the intercultural student experience during the Year Abroad. It presents a credit-bearing and multi-modal module at a UK university designed to both prepare students prior to departure through a series of workshops and activities on an e-portfolio and help them engage in meta-reflection on intercultural issues during their stay. The presentation of the curricular components of the course and instances extracted from student blogs are contextualised within theoretical considerations on intercultural education and a holistic approach to student development. The longitudinal evolution of the module is presented in the context of an iterative approach leading to a cycle of revisions and amendments. With its pragmatic stance this article aims to address one of the concerns recently expressed about intercultural education, namely that although intercultural theories are suitably incorporated in the latest thinking on communicative competence, there is a lack of evidence-based practice.

“Hacia una educación intercultural: diversidad y convivencia en un centro de Pamplona” es un trabajo que hace un recorrido por la sociedad multicultural actual y pretende acercar la experiencia multicultural vivida en un colegio del barrio de San Jorge de Pamplona. Este trabajo se centra en la interculturalidad como realidad social y la educación intercultural como elementos fundamentales para convivir desde la comunicación y el intercambio cultural. Ante los cambios sociales producidos en España debido a la inmigración, la escuela se ha visto inmersa en un proceso de cambio. La educación intercultural encuentra una respuesta positiva ante esta nueva realidad y, mediante el trabajo, podemos hacernos una idea de cómo se está viviendo este cambio y qué supone para el sistema educativo.

For a given TCP flow, exogenous losses are those occurring on links other than the flow's bottleneck link. Exogenous losses are typically viewed as introducing undesirable "noise" into TCP's feedback control loop, leading to inefficient network utilization and potentially severe global unfairness. This has prompted much research on mechanisms for hiding such losses from end-points. In this paper, we show through analysis and simulations that low levels of exogenous losses are surprisingly beneficial in that they improve stability and convergence, without sacrificing efficiency. Based on this, we argue that exogenous loss awareness should be taken into account in any AQM design that aims to achieve global fairness. To that end, we propose an exogenous-loss aware Queue Management (XQM) that actively accounts for and leverages exogenous losses. We use an equation based approach to derive the quiescent loss rate for a connection based on the connection's profile and its global fair share. In contrast to other queue management techniques, XQM ensures that a connection sees its quiescent loss rate, not only by complementing already existing exogenous losses, but also by actively hiding exogenous losses, if necessary, to achieve global fairness. We establish the advantages of exogenous-loss awareness using extensive simulations in which, we contrast the performance of XQM to that of a host of traditional exogenous-loss unaware AQM techniques.

This paper presents our efforts to bridge the gap between mobile context awareness, and mobile cloud services, using the Cloud Personal Assistant (CPA). The CPA is a part of the Context Aware Mobile Cloud Services (CAMCS) middleware, which we continue to develop. Specifically, we discuss the development and evaluation of the Context Processor component of this middleware. This component collects context data from the mobile devices of users, which is then provided to the CPA of each user, for use with mobile cloud services. We discuss the architecture and implementation of the Context Processor, followed by the evaluation. We introduce context profiles for the CPA, which influence its operation by using different context types. As part of the evaluation, we present two experimental context-aware mobile cloud services to illustrate how the CPA works with user context, and related context profiles, to complete tasks for the user.

With the swamping and timeliness of data in the organizational context, the decision maker’s choice of an appropriate decision alternative in a given situation is defied. In particular, operational actors are facing the challenge to meet business-critical decisions in a short time and at high frequency. The construct of Situation Awareness (SA) has been established in cognitive psychology as a valid basis for understanding the behavior and decision making of human beings in complex and dynamic systems. SA gives decision makers the possibility to make informed, time-critical decisions and thereby improve the performance of the respective business process. This research paper leverages SA as starting point for a design science project for Operational Business Intelligence and Analytics systems and suggests a first version of design principles.

Nowadays, the idea of a reciprocal influence of physiological and psychological processes seems to be widely accepted. For instance, current theories of embodied emotion suggest that knowledge about an emotion concept involves simulations of bodily experienced emotional states relevant to the concept. In line with this framework, the present study investigated whether actual levels of physiological arousal interact with the processing of emotional words. Participants performed 2 blocks of an attentional blink task, once after a cycling session (increased arousal) and once after a relaxation session (reduced arousal). Concretely, participants were instructed to detect and report 2 target words (T1 and T2) presented among a series of nonword distractors. T1 and T2 were either neutral, high arousal, or low arousal words. Results revealed that increased physiological arousal led to improved reports of high arousal T2 words, whereas reduced physiological arousal led to improved reports of low arousal T2 words. Neutral T2 remained unaffected by the arousing conditions. These findings emphasize that actual levels of physiological arousal modulate the cognitive access to arousal (in-)congruent emotional concepts and suggest a direct grounding of emotion knowledge in our bodily systems of arousal.

Dr. Alexander Tille (1866–1912) was one of the key-figures in Anglo-German intercultural transfer towards the end of the 19th century. As a lecturer in German at Glasgow University he was the first to translate and edit Nietzsche’s work into English. Writers such as W. B. Yeats were influenced by Nietzsche and used Tille’s translations. Tille’s social Darwinist reading of the philosopher’s oeuvre, however, had a narrowing impact on the reception of Nietzsche in the Anglo-Saxon world for decades. Through numerous publications Tille disseminated knowledge about British authors (e.g., Robert Louis Stevenson, William Wordsworth) in Germany and about German authors (e.g., Johann Wolfgang von Goethe) in Britain. His role as mediator also extended into areas such as history, religion, and industry. During the Boer war, however, Tille’s outspoken pro-German nationalism brought him in conflict with his British host society. After being physically attacked by his students he returned to Germany and published a highly anglophobic monograph. Tille personifies the paradox of Anglo-German relations in the pre-war years, which deteriorated despite an increase in intercultural transfer and knowledge about the respective Other. This article takes a multidimensional or biopsychosocial conception of drug dependency as its starting point. Within this analytical framework, we advocate making the intercultural dimension more visible, since it is essential for the design and implementation of integral intervention processes. We propose intercultural competence as a working model that can increase the capacities of institutions and professionals —a particularly important consideration in the case of social work— in order to effectively address the aforementioned cultural dimension. After an extensive review of the scientific literature, we have defined five processes that can contribute to strengthening an institution’s intercultural competence and four processes that can do the same for a professional’s intercultural competence. Though selected for application in the area of drug dependencies, all these processes can also prove useful in improving attention to any other kind of culturally diverse group or person.
