From Provincial Institutes to the University. The Academisation Process of the Research and Teaching of Agricultural and Forest Sciences at the University of Helsinki before 1945. This study focuses on the teaching and research conducted in the Faculty of Agriculture and Forestry at the University of Helsinki, as well as in its predecessor, the Section of Agriculture and Economics before 1945. The study falls into the field of university history. Its key research question is the academisation process, an example of which is the academisation process of the teaching and research of agricultural and forest sciences in Finland. From a perspective of university history, the study looks at academisation as the beginning of university-level teaching and research in these fields, or their relocation to a university or another institute of university standing. In addition to the above, the academisation process also includes the establishment of the position of the subjects and their acceptance as part of university activity. Academic closure, on the other hand, prevents the academisation of new subjects. In Finland, the preliminary stage of the academisation of the research and teaching of the agriculture and forestry was the Age of Utility, when questions concerning the subjects became part of clerical and civil service training at the Royal Academy of Turku in the mid-18th century. In the mid-19th century, as a result of social and economic development, agricultural and forestry professionals needed more theoretical professional training. At that time, the Imperial Alexander University was focused on traditional professional training and theoretical education, so, because of this academic closure, practical training for agronomists and foresters was organised at first outside the University at the Mustiala Agricultural Institute and the Evo Forest Institute. In the late 19th century, discussion began on the reform of higher agricultural and forestry education. This led, from the 1890s, to the academisation of higher agricultural and forestry education and research at the Alexander University. Academisation was followed by a transitional stage, during which the work of the Section of Agriculture and Economics, which had begun in 1902, became more established in about 1910. The position of the agricultural and forest sciences was, however, largely temporary, because of the planned Agricultural University. A sign of this establishment and of the rise in scientific status of the subjects was the commencement of operations of the Faculty of Agriculture and Forestry in 1924. Furthermore, as a consequence of the development of the subjects and the collapse of the Agricultural University project, agricultural and forest sciences gradually began to be accepted at the University of Helsinki from the end of the 1920s. This led to the allocation of sites for the faculty buildings and research farms, and to the building of ‘Metsätalo’ before the Second World War. Resumen: Este artículo tiene por objeto analizar si el principio del interés superior del niño es preservado en el Proyecto de Reforma de Código Civil en el contexto homoparental, así como develar la verdadera implicancia del uso de términos tales como “homoparentalidad” y “parentalidad” en lugar de “maternidad/paternidad” y “filiación”.

The impact of the global financial crisis has been particularly severe in Ireland, and the 2008-14 period has been one defined by considerable state retrenchment. It has, however, also given rise to a period of unprecedented public service reform, and particularly following the election of a government with a strong reforming mandate in 2011. In this paper, the context and content of the reforms are examined along institutional, financial and politico-administrative dimensions respectively. A final section discusses the politics of reform in a time of crisis.

La presente investigación reflexiona acerca de los principales problemas derivados de la aplicación del artículo 125 de la constitución política de 1991, y la implementación de la méritocracia como mecanismo para determinar el ingreso a los empleos de la administración pública colombiana.

Cet article a l'objectif de détailler les diverses initiatives du gouvernement Lula (2003-2010) par rapport à la mise en forme d'une politique de ressources humaines et, de cette façon, vérifier s'il y a eu une amélioration des conditions et relations de travail dans le secteur public brésilien. À partir des années 1990, et dans le sens contraire de la grande croissance de l'emploi public dans les six décennies précédentes, l'adhésion des gouvernements brésiliens aux principes du « Consensus de Washington » souligne le fonctionnalisme comme point fondamental dans l'agenda des réformes nécessaires à la reprise de la croissance économique. Ces gouvernements là se sont penchés sur le traitement de l'emploi public comme étant un problème fiscal et ont agi pour restreindre sa dimension. Simultanément, les conditions et relations de travail se sont présentées plus fragilisées (rendues évidentes par l'absence de réajustement de salaire; la croissance de formes variables de rémunération ; l'élargissement du cadre de travailleurs temporaires et externes, e avec l'attitude autoritaire devant la représentation syndicale). Avec une recherche documentaire et bibliographique, on pourra remarquer que la restructuration de nombreuses carrières, la reprise des concours, la création de la « Réunion Nationale de Négotiation Permanente », la réforme de la sécurité sociale et les réajustements selectifs des rémunérations manifestent l'ambiguïté comme une marque fondamentale des politiques de ressources humaines. Cela parce que, au même temps, les progrès des conditions de travail du serviteur public ont toujours été accompagnés par l'entretien d'une partie de l'agenda conservatrice des années 1990, surtout par rapport à la reproduction de limites fiscaux rigoureux.

The 2011 proposal of the European Court of Justice aiming to increase the number of judges of the General Court has mutated after four years into a complete change of the EU judicial system. This long legislative debate was the first implementation of the Lisbon Treaty in the judicial domain. It has revealed different problems – formal and substantial – of the approach of public service reform in the European institutions.
