The Seabury Commission, 1930-32, probed allegations of corruption made against, amongst others, the Irish-American Mayor of New York City, James J. ‘Jimmy’ Walker, and the Irish-dominated Tammany Hall, the Democratic political machine that had supported Walker. Taking the Seabury inquiry as its focus, this article explores these allegations from the perspective of Critical Studies in Improvisation (C.S.I.) fused with postcolonial critique. Improvisation, in accordance with C.S.I. principles, is not a lawless or extempore event; it is, instead, lawful, or full of law. The laws of improvisation may appear impenetrable to those unfamiliar with the practice. However, when read through a hibernocentric postcolonial perspective, their meaning and form become more understandable. As will be argued in this article, diasporic communities are inherently improvisatory; that is, they utilise improvisational techniques to help adapt and respond to new situations and social contexts. To be queried is whether the law and politics practiced by Tammany and Walker, taken together, constituted a markedly Irish approach to justice, one that entailed not scripted or planned illegality, as was alleged by Judge Seabury, but improvisations on Anglo-Protestant law as a response to the displacement of and discrimination against the Irish Diaspora in early twentieth century America.

As a consequence of the accelerating technological development and the impact of cultural globalisation, the transnational aspects of the process of adaptation have become increasingly crucial in recent years. To go back to the very beginnings of the twentieth century and research the historical connections between popular literature, theatre, and film can shed greater light on the origins of these phenomena. By focusing on two case studies from turn-of-the-century crime fiction, this paper examines the extent to which practices of serialisation, translation, and adaptation of literary works contributed to the formation of a transnational market for popular culture. Ernest W. Hornung’s A. J. Raffles and Maurice Leblanc’s Arsène Lupin were the heroes of two crime series that were immediately translated, imitated, and adapted into countless theatrical plays and films all over the world. Given the resemblance between the two characters, the two franchises frequently ended by overlapping. Their ability to move from a medium to another as well as from a country to another was the result of the logic of ‘recycling, remaking, retelling’ (Brian Naremore) that guides not only the process of adaptation but also the creation of any work of popular culture.

Dentro do recorte temporal dos anos 1930-1940, esta tese pretende investigar de que forma as características e especificidades da corrente nacionalista e do Nacionalismo musical se espelham na criação artística e musical brasileira em especial no corpus da obra para piano solo para concerto daquele momento. A investigação consiste em dois momentos distintos de pesquisa, sendo o primeiro compreendido de revisão bibliográfica sobre a corrente nacionalista, Nacionalismo e Nacionalismo musical, além de uma contextualização histórica acerca dos anos 1930 no Brasil, Europa e Estados Unidos da América e também biografia de compositores nacionalistas brasileiros do período; seu segundo momento compreende elaboração de dados acerca de programas de concerto de piano relativos ao Nacionalismo musical, análise de peças além de discussões acerca de notícias de periódicos daquele momento. Discussões em torno de problemáticas correlatas ao tema são aqui também proporcionadas.

The Birkbeck Freehold Land and Building Societies were launched in 1851 in the London Mechanics’ Institute, secured its survival, and eventually replaced its premises with the architectural ‘phantasmagoria’ of the Birkbeck Bank. Prior to its collapse in 1911 ‘the Birkbeck’ was a major element in the English property based financial system and contributed significantly to the suburban growth of London. The Institute, Societies and Bank shared a Utilitarian vision of social progress through self-help that was at times hotly contested by the radical champions of the social classes that they were initially formed to assist. Their parallel histories are attested today by ‘Birkbeck’ toponyms (including roads, pubs and a railway station) in the London landscape.

The aim of this article is to examine the composition and patterns of recruitment of the ministries’directors-general, as well as to assess the interconnections between bureaucracy and politics, from the beginnings of Regeneração (1851) until the breakdown of Monarchy (1910). The post of director-general was considered one of “political trust”, that might be filled by individuals from outside the civil service, and the selection and de-selection of officeholders depended exclusively on the ministers’ will. Nonetheless, most directors-general were experienced bureaucrats, boasting a steady career as civil servants, and remained in office for long terms, regardless of ministerial discontinuities. In other words, High Administration became relatively immune to party-driven politics. Due to their professional background and lengthy tenure, directors-general were usually highly skilled specialists, combining technical expertise and practical knowledge of the wheels of state bureaucracy. Hence, they were often influential actors in policy-making, playing an active (and sometimes decisive) part behind the scenes, in both designing and implementing government policies. As regards their social profile, directors-general formed a cohesive and homogeneous elite group: being predominantly drawn from urban middle class milieus, highly educated, and appointed to office in their forties.

O dirigente associativo Manuel Ginestal Machado defendeu numa entrevista publicada no Jornal de Santarém, a 20 de Março de 1958, que “todos têm direito à cultura”. Esta afirmação decorria num projecto mais vasto, dinamizado entre as décadas de 30 e 50, na cidade de Santarém, por membros de um grupo social privilegiado que se empenharam na difusão cultural junto dos mais desfavorecidos da cidade, ao mesmo tempo que pretenderam contribuir para a construção da identidade da região do Ribatejo. Maioritariamente ligados ao associativismo, estes homens definiram um amplo projecto de coordenação cultural que constitui o objecto central do estudo de caso que esta tese realiza e na qual igualmente se abordou a história da importância das associações culturais e recreativas na dinâmica da cidade. Como unidades de observação estudaram-se casos significativos, como a organização do Grupo de Coordenação Cultural no pós Segunda Guerra Mundial, a fundação do Círculo Cultural Scalabitano e a tentativa de construir o “Palácio da Música”. Também se estudou o papel desenvolvido pelas mulheres, especialmente nas colectividades, numa sociedade controlada e controladora. Os interesses da vasta e heterogénea classe operária da cidade também mereceram um estudo específico a partir da análise do trabalho desenvolvido pela Sociedade Recreativa Operária. As cadeias de relacionamento cultural estabelecidas pela cidade com a região ribatejana, Lisboa e além fronteiras através da programação estabelecida com a delegação de Santarém da Alliance Française, também foram alvo de estudo. A tese pretende ser um contributo para alargar o conhecimento da história da cultura numa cidade de província, durante as décadas de 30 a 50.
