Se explica el origen y desarrollo del 'Proyecto Olympus', creado a iniciativa de la European Space Agency (ESA) y que, en colaboraci??n con la Asociaci??n Europea de Usuarios de Sat??lites para Programas de Formaci??n y Educaci??n (EUROSTEP), en la que participa Espa??a, a trav??s del Ministerio de Educaci??n y Ciencia (MEC), permite la emisi??n de programas educativos de forma gratuita en Europa Occidental, Norte de Europa y parte de Europa Central. Estas actividades docentes han sido posibles gracias al lanzamiento del sat??lite Olympus I en julio de 1989. Tambi??n, se estudian los objetivos del EUROSTEP, tambi??n llamado 'El canal educativo para Europa' , as?? como los del MEC en relaci??n con este proyecto.

Se explican los principales proyectos desarrollados, en la década de los años 80, en la educación vía satélite, tanto en América del Norte como en Europa y promovidas en instituciones públicas y en empresas privadas. Entre los proyectos más importantes se encuentran: la National Technological University (NTU), en Estados Unidos; la Knowledge Network (KN) de la Open Learning Agency en la Columbia Británica, Canadá; la Red Access de la Alberta Educational Communications Corporation en Alberta, también en Canadá. En Europa, se destacan: el EuroPACE (Programme for Advanced Continuing Education) que es el resultado del proyecto COMETT; la asociación de usuarios del Transponder de Difusión Directa (EUROSTEP) creada en el marco del proyecto OLYMPUS; el proyecto Channel-E; y el proyecto RAI-SAT de la Radio-televisione italiana, que utiliza uno de los canales del OLYMPUS y cubre los países mediterráneos. En cuanto al proyecto SHARE (Satellite for Health and Rural Education) utiliza el satélite INTELSAT para actividades de formación a distancia y programas de salud. Respecto a las empresas norteamericanas, estas han creado redes privadas ISEN, CENET, FTN, destinadas a la formación de su personal y-o clientes.

Se analizan las caracter??sticas de la telesecundaria con el objetivo de demostrar en detalle su surgimiento y ??xito de esta opci??n educativa. Se ofrece una visi??n general de los antecedentes de la educaci??n en M??xico y del sistema educativo mexicano, al mismo tiempo que impulsan dos an??lisis: el primero se centra en la particularidad de la importancia que tiene la educaci??n obligatoria en M??xico, mientras que el segundo se enfoca a las caracter??sticas de la planificaci??n de la educaci??n secundaria. El objetivo original de la telesecundaria es el de eliminar el atraso formativo de la educaci??n secundaria en comunidades rurales e ind??genas que cuentan con se??al de televisi??n. Se utilizan instrumentos metodol??gicos hist??ricos y comparativos, estad??sticos y emp??ricos dentro de una orientaci??n total de la telesecundaria. Se realiza una descripci??n del contexto general de M??xico, de la estructura del sistema educativo haciendo hincapi?? en la educaci??n obligatoria y en la educaci??n secundaria. La telesecundaria surge como una experiencia innovadora en la cual se consigue llevar educaci??n de un nivel medio a la comunidades alejadas, aprovechando las ventajas de comunicaci??n de los medios electr??nicos, concretamente la televisi??n, para llevar la educaci??n secundaria a regiones rurales que carecen del servicio. La telesecundaria es una alternativa ideal para ni??os y ni??as y personas adultas para poder recibir una educaci??n secundaria elemental a trav??s de la televisi??n v??a sat??lite de forma gratuita. La expansi??n que ha tenido el sistema de educaci??n a distancia desde su creaci??n, es prueba de que es un sistema que trae amplios beneficios a las comunidades destinatarias de sus servicio. La telesecundaria supone un modelo de soluci??n de problemas, ya que se movilizan recursos sociales y econ??micos. En resumen, la telesecundaria se puede considerar como un sistema de educaci??n a distancia perdurable, con una visi??n de futuro, de entender y practicar la educaci??n rural que ha sido impulsado para reducir la exclusi??n social ya que representa la mejor forma de educar no s??lo a j??venes sino a adultos. La telesecundaria se muestra como de las mejores herramientas para alcanzar el derecho universal que es la educaci??n, contribuyendo a una sociedad m??s justa y equitativa.

This paper explores Dworkin's 'law as a chain novel' analogy and considers the recent work of Dworkin and MacCormick through close scrutiny of two recent judgments of Lord Hoffmann, in Barlow Clowes v Eurotrust International [2005] UKPC 37 and Barker v Corus [2006] UKHL 20. The aim is to examine Dworkin's theory in the context of recent English private law decisions and determine whether Lord Hoffmann's approach to interpretation is consistent with that of Dworkin (as his Lordship has contended in the past). It is argued that Lord Hoffmann's treatment of recent decisions on which he himself sat raises significant questions regarding fidelity, coherence and the institutional structure of the House of Lords.

Onion (Allium cepa) was grown in the field within temperature gradient tunnels (providing about -2.5degreesC to +2.5degreesC from outside temperatures) maintained at either 374 or 532 mumol mol(-1) CO2. Plant leaf area was determined non-destructively at 7 day intervals until the time of bulbing in 12 combinations of temperature and CO2 concentration. Gas exchange was measured in each plot at the time of bulbing, and the carbohydrate content of the leaf (source) and bulb (sink) was determined. Maximum rate of leaf area expansion increased with mean temperature. Leaf area duration and maximum rate of leaf area expansion were not significantly affected by CO2. The light-saturated rates of leaf photosynthesis (A(sat)) were greater in plants grown at normal than at elevated CO2 concentrations at the same measurement CO2 concentration. Acclimation of photosynthesis decreased with an increase in growth temperature, and with an increase in leaf nitrogen content at elevated CO2. The ratio of intercellular to atmospheric CO2 (C-i/C-a ratio) was 7.4% less for plants grown at elevated compared with normal CO2. A(sat) in plants grown at elevated CO2 was less than in plants grown at normal CO2 when compared at the same C-i Hence, acclimation of photosynthesis was due both to stomatal acclimation and to limitations to biochemical CO2 fixation. Carbohydrate content of the onion bulbs was greater at elevated than at normal CO2. In contrast, carbohydrate content was less at elevated compared with normal CO2 in the leaf sections in which CO2 exchange was measured at the same developmental stage. Therefore, acclimation of photosynthesis in fully expanded onion leaves was detected despite the absence of localised carbohydrate accumulation in these field-grown crops.

Serine acetyltransferase (SAT) catalyzes the first step of cysteine synthesis in microorganisms and higher plants. Here we present the 2.2 Angstrom crystal structure of SAT from Escherichia coli, which is a dimer of trimers, in complex with cysteine. The SAT monomer consists of an amino-terminal alpha-helical domain and a carboxyl- terminal left-handed beta-helix. We identify His(158) and Asp(143) as essential residues that form a catalytic triad with the substrate for acetyl transfer. This structure shows the mechanism by which cysteine inhibits SAT activity and thus controls its own synthesis. Cysteine is found to bind at the serine substrate site and not the acetyl-CoA site that had been reported previously. On the basis of the geometry around the cysteine binding site, we are able to suggest a mechanism for the O-acetylation of serine by SAT. We also compare the structure of SAT with other left-handed beta-helical structures.
