_____ With the widespread use of the Internet, the need for the rapid development of the digital communication networks has prompted government policy makers also to conceptualize and implement development policy. The advancement of the (information) society and the use of information communication technology as a prerequisite of it are fundamentally determined by the development of broadband infrastructure and whether broadband access to the digital telecommunication network is available. The propensity of the government to play a bigger role in the field of electronical communication has increased significantly from 2011. The setup of MVM NET Zrt. / Hungarian Electricity NET Ltd./, the realignment of NISZ Zrt. / National Info communication Services Company Limited by Shares - NISZ Ltd./, the GOP 3.1.2. tender and the plan to enable a new, i.e. the fourth mobile network operator to enter the market all indicate the robust intention of the government to develop this field. The study shows the tools of government intervention for the incentive of the development of the electronical communication network. Then the author analyses the four main government interventions to examine whether the decision on the role of the state was adequately well-founded.

Freeze events significantly influence landscape structure and community composition along subtropical coastlines. This is particularly true in south Florida, where such disturbances have historically contributed to patch diversity within the mangrove forest, and have played a part in limiting its inland transgression. With projected increases in mean global temperatures, such instances are likely to become much less frequent in the region, contributing to a reduction in heterogeneity within the mangrove forest itself. To understand the process more clearly, we explored the dynamics of a Dwarf mangrove forest following two chilling events that produced freeze-like symptoms, i.e., leaf browning, desiccation, and mortality, and interpreted the resulting changes within the context of current winter temperatures and projected future scenarios. Structural effects from a 1996 chilling event were dramatic, with mortality and tissue damage concentrated among individuals comprising the Dwarf forest's low canopy. This disturbance promoted understory plant development and provided an opportunity for Laguncularia racemosa to share dominance with Rhizophora mangle. Mortality due to the less severe 2001 event was greatest in the understory, probably because recovery of the protective canopy following the earlier freeze was still incomplete. Stand dynamics were static over the same period in nearby unimpacted sites. The probability of reaching temperatures as low as those recorded at a nearby meteorological station (≤3 °C) under several warming scenarios was simulated by applying 1° incremental temperature increases to a model developed from a 42-year temperature record. According to the model, the frequency of similar chilling events decreased from once every 1.9 years at present to once every 3.4 and 32.5 years with 1 and 4 °C warming, respectively. The large decrease in the frequency of these events would eliminate an important mechanism that maintains Dwarf forest structure, and promotes compositional diversity.

Increased broadband penetration (BP) rates around the world have encouraged web designers to include more web content and additional functions on their web sites, thereby enhancing the richness and playfulness of the information. However, it is often very difficult for web surfers who are still using narrowband connections to access such web sites. Many university web sites target international audiences; therefore their download performance should be considered, as it may directly influence the user experience. This exploratory study examined 331 university hospitality and tourism department web sites in 37 countries. The empirical results showed that entry web pages of universities in Asia, with a medium BP rate (mid-BP), have the slowest download speeds, and those in Australia and New Zealand perform the best. The adoption rate of the Cascade Style Sheet (CSS) in Asia is relatively lower than that of other regions.

We study the dynamical properties of the RZ-DPSK encoded sequences, focusing on the instabilities in the soliton train leading to the distortions of the information transmitted. The problem is reformulated within the framework of complex Toda chain model which allows one to carry out the simplified description of the optical soliton dynamics. We elucidate how the bit composition of the pattern affects the initial (linear) stage of the train dynamics and explain the general mechanisms of the appearance of unstable collective soliton modes. Then we discuss the nonlinear regime using asymptotic properties of the pulse stream at large propagation distances and analyze the dynamical behavior of the train classifying different scenarios for the pattern instabilities. Both approaches are based on the machinery of Hermitian and non-Hermitian lattice analysis. © 2010 IEEE.

Over the years, many reviews of different aspects of diatom biology, ecology and evolution have appeared. Since 1993 many molecular trees have been produced to infer diatom phylogeny. In 2004, Medlin & Kaczmarska revised the systematics of the diatoms based on more than 20 years of consistent recovery of two major clades of diatoms that did not correspond to a traditional concept of centrics and pennates and established three classes of diatoms: Clade 1 = Coscinodiscophyceae (radial centrics) and Clade 2 = Mediophyceae (polar centrics + radial Thalassiosirales) and Bacillariophyceae (pennates). However, under certain analytical conditions, an alternative view of diatom evolution, a grades of clades, has been recovered that suggests a gradual evolution from centric to pennate symmetry. These two schemes of diatom evolution are evaluated in terms of whether or not the criteria advocated by Medlin & Kaczmarska that should be met to recover monophyletic classes have been used. The monophyly of the three diatom classes can only be achieved if (1) a secondary structure of the small subunit (SSU) rRNA gene was used to construct the alignment and not an alignment based on primary structure and (2) multiple outgroups were used. These requirements have not been met in each study of diatom evolution; hence, the grade of clades, which is useful in reconstructing the sequence of evolution, is not useful for accepting the new classification of the diatoms. Evidence for how these two factors affect the recovery of the three monophyletic classes is reviewed here. The three classes have been defined by clear morphological differences primarily based on gametangia and auxospore ontogeny and envelope structure, the presence or absence of a structure (tube process or sternum) associated with the annulus and the location of the cribrum in those genera with loculate areolae. New evidence supporting the three clades is reviewed. Other features of the cell are examined to determine whether they can also be used to support the monophyly of the three classes.

Spinal cord injury (SCI) is a devastating neurological disorder that affects thousands of people each year. Although in recent decades significant progress has been made in relation to understanding the molecular and cellular events underlying the nervous damage, spinal cord injury is still a highly disabling condition for which there is no curative therapy. People affected by spinal cord injuries manifested dysfunction or loss, temporary or permanent, of motor, sensory and / or autonomic functions depending on the spinal lesion damaged. Currently, the incidence rate of this type of injury is approximately 15-40 cases per million people worldwide. At the origin of these lesions are: road accidents, falls, interpersonal violence and the practice of sports. In this work we placed the hypothesis that HA is one of the component of the scar tissue formed after a compressive SCI, that it is likely synthetised by the perilesional glial cells and that it might support the permeation of the glial scar during the late phase of SCI. Nowadays, much focus is drawn on the recovery of CNS function, made impossible after SCI due to the high content of sulfated proteoglycans in the extracellular matrix. Counterbalancing the ratio between these proteoglycans and hyaluronic acid could be one of the experimental therapy to re-permeate the glial scar tissue formed after SCI, making possible axonal regrowth and functional recovery. Therefore, we established a model of spinal cord compression in mice and studied the glial scar tissue, particularly through the characterization of the expression of enzymes related to the metabolism of HA and the subsequent concentration thereof at different distances of the lesion epicenter. Our results show that the lesion induced in mice shows results similar to those produced in human lesions, in terms of histologic similarities and behavioral results. but these animals demonstrate an impressive spontaneous reorganization mechanism of the spinal cord tissue that occurs after injury and allows for partial recovery of the functions of the CNS. As regards the study of the glial scar, changes were recorded at the level of mRNA expression of enzymes metabolizing HA i.e., after injury there was a decreased expression of HA synthases 1-2 (HAS 1-2) and an increase of the expression HAS3 synthase mRNA, as well as the enzymes responsible for the HA catabolism, HYAL 1-2. But the amount of HA measured through the ELISA test was found unchanged after injury, it is not possible to explain this fact only with the change of expression of enzymes. At two weeks and in response to SCI, we found synthesized HA by reactive astrocytes and probably by others like microglial cells as it was advanced by the HA/GFAP+ and HA/IBA1+ cells co-location.

The 42th meeting of the ICES Working Group on Introductions and Transfers of Marine Organisms (WGITMO) was held in Olbia, Italy, 16–18 March 2016, with Anna Occhipinti-Ambrogi as host and Henn Ojaveer as chairperson. Representatives from 19 countries participated in the meeting. Attendants were from Belgium, Canada, Dennark, Estonia, Finland, France, Germany, Ireland, Israel, Italy, Lithuania, Norway, Poland, Portugal, Russia, Spain, Sweden, United Kingdom and United States. Sweden contributed by cor-respondence. The objectives of the meeting were to update information and discuss several aspects related to the introductions and transfers of non-indigenous aquatic species. Data and information management were two of the discussion topics of the meeting, with special focus on the better exploitation of theInformation system on aquatic non-indigenous and cryptogenic species’ (AquaNIS). The WGITMO also dedicated time for addressing the MSFD D2 issues: indicator on new non-indigenous species introduced by human activities, and opportunities and problems related to cross-regional comparison of non-indigenous species indicators. Preparation of the manuscript of the alert report on sea squirt Didemnum vexillum, which is to be published in ICES CRR series, was discussed and the steps to be taken to finalise the report were agreed. As usual, adequate time was devoted to discuss national reports, to exchange of information on the management of NIS and to review ongoing and planned research activities. The approach taken during the meeting facilitated presentations and discussions on the issues of relevance related to the Terms of References as well as on a few generic and strategically-important issues of general relevance to bioinvasions. The meeting began with a full-day joint meeting with the Working Group on Ballast and Other Ship Vectors (WGBOSV), which provided an opportunity to discuss and address issues of common interest, such as shipping and biofouling as introduction vectors. The proposed ICES demonstration advice on ‘Risk management of non-indigenous species associated with shipping in the Arctic’ was discussed, and edits were suggested for both the orientation of the demonstration advice as well as for the exact questions to be asked. Both working groups agreed that the practice of conducting back-to-back meetings with one joint day is useful and will continue in 2017. All Terms of References to be addressed for 2016 were discussed. For some Terms of Ref-erence, more detailed presentations were given, and a short overview of the information and subsequent discussion is provided herein at the end of each section. This report is structured so that each Term of Reference is dealt with in sequential order. The main body of the report contains summaries of the presentations and discussions with the more detailed documents being contained in the Annexes. WGITMO progressed each of the Terms of Reference by either completing the task or clearly identifying and agreeing on the inter-sessional activities required to still finalise the work in 2016. From 2017, WGITMO will be shifted to multi-annual management.

We report a multi-wavelength Raman spectroscopy study of the structural changes along the thermal annealing pathway of a poly(furfuryl alcohol) (PFA) derived nanoporous carbon (NPC). The Raman spectra were deconvoluted utilizing G, D, D′, A and TPA bands. The appropriateness of these deconvolutions was confirmed via recovery of the correct dispersive behaviours of these bands. It is proposed that the ID/IG ratio is composed of two parts: one associated with the extent of graphitic crystallites (the Tuinstra–Koenig relationship), and a second related to the inter-defect distance. This model was used to successfully determine the variation of the in-plane size and intra-plane defect density along the annealing pathway. It is proposed that the NPC skeleton evolves along the annealing pathway in two stages: below 1600 °C it was dominated by a reduction of in-plane defects with a minor crystallite growth, and above this temperature growth of the crystallites accelerates as the in-plane defect density approaches zero. A significant amount of transpolyacetylene (TPA)-like structures was found to be remaining even at 2400 °C. These may be responsible for resistance to further graphitization of the PFA-based carbon at higher temperatures.

1. Sawfishes currently are among the most threatened elasmobranchs in the world. Only two species inhabit Atlantic waters: the largetooth sawfish (Pristis pristis) and the smalltooth sawfish (Pristis pectinata), both having suffered dramatic declines in their ranges. 2. The goal of this study was to evaluate the status of P. pristis in the Atlantic, and estimate local extinction risk based on historical and recent occurrence records. In order to accomplish these goals, a thorough search for historical and recent records of P. pristis in the Atlantic was conducted, by reviewing scientific and popular literature, museum specimens, and contacting regional scientists from the species’ historical range. 3. In total, 801 P. pristis records (1830–2009) document its occurrence in four major regions in the Atlantic: USA (n =41), Mexico and Central America (n =535), South America (n=162), and West Africa (n =48). Locality data were not available for 15 records. 4. Historical abundance centres were the Colorado-San Juan River system in Nicaragua and Costa Rica (and secondarily Lake Izabal of Guatemala), the Amazon estuary, and coastal Guinea-Bissau. 5. Currently, the species faces drastic depletion throughout its entire former range and centres of abundance. It appears to have been extirpated from several areas. The probability of extinction was highest in the USA, northern South America (Colombia to Guyane), and southern West Africa (Cameroon to Namibia). 6. Currently, the Amazon estuary appears to have the highest remaining abundance of P. pristis in the Atlantic, followed by the Colorado–San Juan River system in Nicaragua and Costa Rica and the Bissagos Archipelago in Guinea Bissau. Therefore the protection of these populations is crucial for the preservation and recovery of the species.
