RESUMO: Introdução: A integração da saúde mental (SM) na atenção primária (AP) é a principal garantia de acesso da população às boas práticas em SM. Embora amplamente recomendada há décadas, existem poucos modelos de integração efetiva da SM na AP. Em 2008 o Ministério da Saúde do Brasil criou o Núcleo de Apoio à Saúde da Família (NASF), que passou a ser o responsável pela integração da SM na AP. O objetivo deste estudo é conhecer, a partir da ótica dos gerentes da AP, como se dá a integração da SM na AP, suas visões sobre o NASF e sugestões para melhorar este modelo de integração. A partir dos resultados apresentaremos recomendações para aperfeiçoar o modelo vigente de integração da SM na AP. Método: Pesquisa qualitativa, de caráter exploratório, com orientação analítica – descritiva. Foram realizadas 10 entrevistas semi-estruturadas com gerentes da AP, na região metropolitana de São Paulo. Trabalhou-se com o conceito de amostragem intencional, utilizando como critério de escolha os casos extremos ou desviantes. Foi utilizado o método da Análise Estrutural ou Framework Analysis, uma modalidade de análise de conteúdo. Resultados: Os entrevistados consideraram haver mais barreiras do que facilitadores à integração da SM na AP. As barreiras e facilitadores apresentados estavam relacionados ao contexto social, fatores organizacionais, e componentes pessoais das equipes de trabalhadores. Os gerentes mostram não ter clareza sobre como operacionalizar suas ideias sobre integração da SM na AP e sobre o escopo das intervenções da SM na AP. Na visão dos gerentes a atuação do NASF ainda é incapaz de promover o cuidado integrado. Conclusões: A maior dificuldade não é criar a política de integração da SM na AP, mas viabilizar sua implementação. Recomenda-se aperfeiçoamento do processo de trabalho do NASF e investigações sobre a natureza e exequibilidade do apoio matricial no contexto da AP.--------------ABSTRACT: Introduction: The integration of mental health (MH) in primary care (PC) is the main guarantee of access to good practices in MH. Although widely recommended for decades, there are few models of effective integration of MH in PC. In 2008 the Brazilian Ministry of Health created the Core of Support for the Family Health Strategy (NASF), to be the responsible for the integration of MH in PC. This study aims understanding the PC manager’s perspective about the integration of MH in PC, their visions about the NASF and their suggestions to improve this model of integrated care. Based on results we will present recommendations to improve NASF’s model of integration MH in PC. Method: Qualitative research, exploratory and analytical descriptive study. We conducted 10 semi-structured interviews with PC managers, in the metropolitan region of Sao Paulo. We worked with the concept of intentional sampling, using as a criterion for choosing the extreme or deviant cases. We used the Framework Analysis methodological approach, a method of contente analysis. Results: The interviewees considered that there are more barriers than facilitators for the integration of MH in PC. The barriers and facilitators presented were related to the social context,organizational factors, and personal component of the PC staff. Managers’ shows not have clarity about how implement their ideas about integration of MH in PC and about the scope of the interventions of MH in PC. The NASF is still unable to promote the integrated care in managers perception. Conclusions: The biggest difficulty is not to create a policy of integration of MH in PC, but its implementation. It is recommended to improve the NASF work process and to research about the nature and feasibility of matrix support in the context of PC.

Due to the global acceptance of the reality of global warming, ever more countries are in the process of implementing alternative energies such as wind power. In this article, we focus on the transformation of space as a consequence of these newly established alternative energy policies. Landscapes are the level at which political visions and policy decisions endorse (or not) their very materiality. We analyze the deployment of wind power in three European countries, France, Germany and Portugal through the lens of ethnographic landscape studies. We argue that the successful implementation of low carbon futures is highly dependent on the respective national cultures of administration as well as on local practices, initiatives and perceptions of space at the local level. In each of the countries under scrutiny, we analyze the way in which wind power and landscape issues are framed, we point at potential tensions and explore how these are overcome (or not) at the local level so as to give way for the emergence of (new) wind power landscapes. We compare the role played by landscape cultures, institutions or practices in the development and resolution of tensions over the deployment of wind energy.

The growing importance of employees’ mentality towards organizations raises the question of what management methods would be better to be applied by leaders. Recently academics and psychologists have found strong positive results from the appliance of purpose inside organizations. These studies have proven that there is a lack of purpose inside organizations and more precisely inside the leader’s visions. This paper aims at outlining what purpose is to academics and how leaders perceive it. Then the goal is to understand how leaders try to channel their view of purpose to employees’ and what are the difficulties facing this process. Results obtained from a group of international leaders in different organizations and industries are compared to the theoretical perspective of academics extracted from a review of the existing literature. The findings suggest that leaders often do not understand the terminology of purpose and do not apply it in their day-to-day activities. It is further highlighted that they use different methods to motivate and direct employees in their teams and organizations.

El treball analitza la historiografia existent sobre les institucions hospitalàries com a espai de medicalització des de la segona meitat del s. XX. La finalitat és estudiar de quina manera diverses tendències historiogràfiques han percebut l’hospital com a espai de creació i difusió de coneixement científic. S'ha atorgat particular interès a les visions sobre el seu rol en la transformació de la medicina occidental i també als factors aliens a la medicina que, segons alguns historiadors, han, valgui la paradoxa, contribuït a transformar l’hospital en una institució mèdica.

The fracture risk assessment tool (FRAX(®)) has been developed for the identification of individuals with high risk of fracture in whom treatment to prevent fractures would be appropriate. FRAX models are not yet available for all countries or ethnicities, but surrogate models can be used within regions with similar fracture risk. The International Society for Clinical Densitometry (ISCD) and International Osteoporosis Foundation (IOF) are nonprofit multidisciplinary international professional organizations. Their visions are to advance the awareness, education, prevention, and treatment of osteoporosis. In November 2010, the IOF/ISCD FRAX initiative was held in Bucharest, bringing together international experts to review and create evidence-based official positions guiding clinicians for the practical use of FRAX. A consensus meeting of the Asia-Pacific (AP) Panel of the ISCD recently reviewed the most current Official Positions of the Joint Official Positions of ISCD and IOF on FRAX in view of the different population characteristics and health standards in the AP regions. The reviewed position statements included not only the key spectrum of positions but also unique concerns in AP regions.

To what extent do and could e-tools contribute to a democracy like Switzerland? This paper puts forward experiences and visions concerning the application of e-tools for the most traditional democratic processes- elections and, of special importance in Switzerland, direct-democratic votes.Having the particular voting behaviour of the Swiss electorate in mind (low voter turnout - especially among the youngest age group, low political knowledge, etc.) we believe that e-tools which provide information in the forefront of elections or direct-democratic votes offer an enormous service to the voter. As soon as e-voting will be possible in Switzerland (as planned by the government), those e-tools for gathering information online will become indispensable and will gain power enormously. Therefore political scientists should not only focus on potential effects of e-voting itself but rather on the combination of (connected)e-tools of the pre-voting and the voting sphere. In the case of Switzerland, we argue in this paper, the offer of VAAs such as smartvote for elections and direct-democratic votes can provide the voter with more balanced and qualitatively higher information and thereby make a valuable contribution to the Swiss democracy.

Una de les novetats que ha comportat l’aprovació del nou Estatut d’Autonomia de Catalunya ha estat la introducció d’un Títol dedicat als drets, deures i principis rectors. Analitzem les diferents visions que sobre aquesta carta de drets s’han donat des de la doctrina i estudiem en quin sentit s’ha pronunciat el Tribunal Constitucional respecte a aquesta qüestió. Analitzem el perquè s’inclou a l’Estatut d’Autonomia una taula de drets i deures i ens qüestionem si, tècnicament, és una declaració de drets completa i sistemàtica. Repassem la veritable voluntas legislatoris del legislador català mitjançant l’extracte de les intervencions dels diferents grups en relació al Títol I de l’Estatut, que fou objecte de votació separada. Ens aturem a analitzar la raó de ser, l’abast i la naturalesa de la Carta de Drets i Deures prevista a l’Estatut d’Autonomia de Catalunya i las seva diferenciació de les lleis que han de desenvolupar els drets estatutaris. També ens centrem en la configuració dels drets que reconeix l’Estatut i la seva diferenciació amb els principis rectors de la política social i econòmica, basada en la seva exigibilitat, tot i que no poques vegades la diferència no és tant clara. Finalment, la tutela dels drets mereix una atenció especial, centrada fonamentalment en el Consell de Garanties Estatutàries que substitueix el Consell Consultiu. Aquest òrgan es configura com quelcom més que un simple òrgan consultiu ja que pot emetre dictàmens vinculants sobre lleis que desenvolupin o afectin els drets estatutaris, juntament amb els dictàmens no vinculants, que poden ser preceptius o facultatius, segons els casos.

This article investigates the history of land and water transformations in Matadepera, a wealthy suburb of metropolitan Barcelona. Analysis is informed by theories of political ecology and methods of environmental history; although very relevant, these have received relatively little attention within ecological economics. Empirical material includes communications from the City Archives of Matadepera (1919-1979), 17 interviews with locals born between 1913 and 1958, and an exhaustive review of grey historical literature. Existing water histories of Barcelona and its outskirts portray a battle against natural water scarcity, hard won by heroic engineers and politicians acting for the good of the community. Our research in Matadepera tells a very different story. We reveal the production of a highly uneven landscape and waterscape through fierce political and power struggles. The evolution of Matadepera from a small rural village to an elite suburb was anything but spontaneous or peaceful. It was a socio-environmental project well intended by landowning elites and heavily fought by others. The struggle for the control of water went hand in hand with the land and political struggles that culminated – and were violently resolved - in the Spanish Civil War. The displacement of the economic and environmental costs of water use from few to many continues to this day and is constitutive of Matadepera’s uneven and unsustainable landscape. By unravelling the relations of power that are inscribed in the urbanization of nature (Swyngedouw, 2004), we question the perceived wisdoms of contemporary water policy debates, particularly the notion of a natural scarcity that merits a technical or economic response. We argue that the water question is fundamentally a political question of environmental justice; it is about negotiating alternative visions of the future and deciding whose visions will be produced.

(Résumé du numéro) Prophéties et visions du futur Notre époque se méfie des prophètes, mais fait confiance aux astrologues, devins et autres voyantes... Y compris dans les plus hautes sphères du pouvoir! Ce surgissement de l'irrationnel dans une société fière de sa "science" laisse perplexe. De telles croyances, dont le caractère païen est parfois souligné, entretiennent dans l'esprit du public une confusion fâcheuse entre prophétie et prédiction. Le prophétisme s'en trouve dévalorisé, alors qu'il a joué à certains moments un rôle décisif dans l'histoire de l'humanité. "L'avez-vous remarqué?", écrivait il y a quelques années Bruno Chenu, "À l'heure actuelle, le thème du prophétisme semble s'être évanoui du paysage, tant social qu'ecclésial. Il n'y a plus grand monde pour se risquer à une interpellation forte, à une mise en cause radicale, à une proposition dérangeante. [...] Nous sommes à l'âge des croyances molles. N'est-il pas grand temps de retrouver, collectivement et personnellement, l'inspiration prophétique?" (1). Le prophète est une figure centrale des religions monothéistes. Il porte la sagesse du message divin que les hommes ne savent pas discerner. Donc, il dérange. Et si sa parole est écoutée, voire sollicitée, dans les périodes d'incertitudes, il devient gênant dès lors que le pouvoir - religieux ou politique - pense avoir repris en main les destinées de la communauté. "L'avenir n'est à personne, sire, l'avenir est à Dieu" rappelle, trop tard!, Victor Hugo à Napoléon 1er. Il est vrai que la condamnation des prophètes est souvent consécutive à une catastrophe déclenchée par de "faux" prophètes. La difficulté à identifier la véritable prophétie a entraîné à plusieurs reprises l'annonce de l'extinction du prophétisme, par les sages juifs au deuxième siècle avant notre ère, ou lorsque le christianisme devient la religion officielle de l'Empire romain. À chaque fois, le prophétisme est réapparu, comme si la religion ne pouvait en faire l'économie. C'est l'une des leçons qui ressort le plus clairement du dossier que nous consacrons au couple tumultueux que constituent prophètes et visions du futur. Le prophète porte aussi les espoirs de l'humanité. Un monde sans prophètes serait-il un monde sans espérance?

Aquest treball analitza el creixement econòmic de la República Popular de la Xina entre 1978 i 2008, a manera d'esbrinar els fenòmens econòmics que li han permès a l'economia xinesa el creixement via exportacions. Una vegada descobert les variables independents amb significació que han influït altament en el ràpid creixement viscut pel país en aquest període, aquest treball tracta d'analitzar les causes d'aquesta variable. Un cop realitzat aquesta panoràmica econòmica, aquest treball exposa diferents visions sobre les transformacions necessàries en el país per un creixement sostenible.
