Kocks' formalism for analysing steady state deformation data for the case where Cottrell-Stokes law is valid is extended to incorporate possible back stresses from solution and/or precipitation hardening, and dependence of pre-exponential factor on the applied stress. A simple graphical procedure for exploiting these equations is demonstrated by analyzing tensile steady state data for a type 316 austentic stainless steel for the temperature range 1023 to 1223 K. In this instance, the computed back stress values turned out to be negative, a physically meaningless result. This shows that for SS 316, deformation in this temperature regime can not be interpreted in terms of a mechanism that obeys Cottrell-Stokes law.

The Generalized Distributive Law (GDL) is a message passing algorithm which can efficiently solve a certain class of computational problems, and includes as special cases the Viterbi's algorithm, the BCJR algorithm, the Fast-Fourier Transform, Turbo and LDPC decoding algorithms. In this paper GDL based maximum-likelihood (ML) decoding of Space-Time Block Codes (STBCs) is introduced and a sufficient condition for an STBC to admit low GDL decoding complexity is given. Fast-decoding and multigroup decoding are the two algorithms used in the literature to ML decode STBCs with low complexity. An algorithm which exploits the advantages of both these two is called Conditional ML (CML) decoding. It is shown in this paper that the GDL decoding complexity of any STBC is upper bounded by its CML decoding complexity, and that there exist codes for which the GDL complexity is strictly less than the CML complexity. Explicit examples of two such families of STBCs is given in this paper. Thus the CML is in general suboptimal in reducing the ML decoding complexity of a code, and one should design codes with low GDL complexity rather than low CML complexity.

In lean premixed pre-vaporized (LPP) combustion, controlled atomization, dispersion and vaporization of different types of liquid fuel in the premixer are the key factors required to stabilize the combustion process and improve the efficiency. The dispersion and vaporization process for biofuels and conventional fuels sprayed into a crossflow pre-mixer have been simulated and analyzed with respect to vaporization rate, degree of mixedness and homogeneity. Two major biofuels under investigation are Ethanol and Rapeseed Methyl Esters (RME), while conventional fuels are gasoline and jet-A. First, the numerical code is validated by comparing with the experimental data of single n-heptane and decane droplet evaporating under both moderate and high temperature convective air now. Next, the spray simulations were conducted with monodispersed droplets with an initial diameter of 80 mu m injected into a turbulent crossflow of air with a typical velocity of 10 m/s and temperature of around 800K. Vaporization time scales of different fuels are found to be very different. The droplet diameter reduction and surface temperature rise were found to be strongly dependent on the fuel properties. Gasoline droplet exhibited a much faster vaporization due a combination of higher vapor pressure and smaller latent heat of vaporization compared to other fuels. Mono-dispersed spray was adopted with the expectation of achieving more homogeneous fuel droplet size than poly-dispersed spray. However, the diameter histogram in the zone near the pre-mixer exit shows a large range of droplet diameter distributions for all the fuels. In order to improve the vaporization performance, fuels were pre-heated before injection. Results show that the Sauter mean diameter of ethanol improved from 52.8% of the initial injection size to 48.2%, while jet-A improved from 48.4% to 18.6% and RME improved from 63.5% to 31.3%. The overall rate equation for a reaction sequence consisting of a pre-equilibrium and rate-determining steps should not be derived on the basis of the concentration of the intermediate product (X). This is apparently indicated by transition state theory (as the path followed to reach the highest energy transition state is irrelevant), but also proved by a straight-forward mathematical approach. The thesis is further supported by the equations of concurrent reactions as applied to the partitioning of X between the two competing routes (reversal of the pre-equilibrium and formation of product). The rate equation may only be derived rigorously on the basis of the law of mass action. It is proposed that the reactants acquire the overall activation energy prior to the pre-equilibrium, thus forming X in a high-energy state en route to the rate-determining transition state. (It is argued that conventional energy profile diagrams are misleading and need to be reinterpreted.) Also, these arguments invalidate the Michaelis-Menten equation of enzyme kinetics, and necessitate a fundamental revision of our present understanding of enzyme catalysis. (The observed ``saturation kinetics'' possibly arises from weak binding of a second molecule of substrate at the active site; analogous conclusions apply to reactions at surfaces).

In this paper, we discuss the issues related to word recognition in born-digital word images. We introduce a novel method of power-law transformation on the word image for binarization. We show the improvement in image binarization and the consequent increase in the recognition performance of OCR engine on the word image. The optimal value of gamma for a word image is automatically chosen by our algorithm with fixed stroke width threshold. We have exhaustively experimented our algorithm by varying the gamma and stroke width threshold value. By varying the gamma value, we found that our algorithm performed better than the results reported in the literature. On the ICDAR Robust Reading Systems Challenge-1: Word Recognition Task on born digital dataset, as compared to the recognition rate of 61.5% achieved by TH-OCR after suitable pre-processing by Yang et. al. and 63.4% by ABBYY Fine Reader (used as baseline by the competition organizers without any preprocessing), we achieved 82.9% using Omnipage OCR applied on the images after being processed by our algorithm.

The problem of designing good space-time block codes (STBCs) with low maximum-likelihood (ML) decoding complexity has gathered much attention in the literature. All the known low ML decoding complexity techniques utilize the same approach of exploiting either the multigroup decodable or the fast-decodable (conditionally multigroup decodable) structure of a code. We refer to this well-known technique of decoding STBCs as conditional ML (CML) decoding. In this paper, we introduce a new framework to construct ML decoders for STBCs based on the generalized distributive law (GDL) and the factor-graph-based sum-product algorithm. We say that an STBC is fast GDL decodable if the order of GDL decoding complexity of the code, with respect to the constellation size, is strictly less than M-lambda, where lambda is the number of independent symbols in the STBC. We give sufficient conditions for an STBC to admit fast GDL decoding, and show that both multigroup and conditionally multigroup decodable codes are fast GDL decodable. For any STBC, whether fast GDL decodable or not, we show that the GDL decoding complexity is strictly less than the CML decoding complexity. For instance, for any STBC obtained from cyclic division algebras which is not multigroup or conditionally multigroup decodable, the GDL decoder provides about 12 times reduction in complexity compared to the CML decoder. Similarly, for the Golden code, which is conditionally multigroup decodable, the GDL decoder is only half as complex as the CML decoder.

In [1], we introduced a framework to construct ML decoders for STBCs based on the Generalized Distributive Law (GDL) and the Factor-graph based Sum-Product Algorithm, and showed that for two specific families of STBCs, the Toepltiz codes and the Overlapped Alamouti Codes (OACs), the GDL based ML decoders have strictly less complexity than the CML decoders. In this paper, we introduce a `traceback' step to the GDL decoding algorithm of STBCs, which enables roughly 4 times reduction in the complexity of the GDL decoders proposed in [1]. Utilizing this complexity reduction from `traceback', we then show that for any STBC (not just the Toeplitz and Overlapped Alamouti Codes), the GDL decoding complexity is strictly less than the CML decoding complexity. For instance, for any STBC obtained from Cyclic Division Algebras that is not multigroup or conditionally multigroup decodable, the GDL decoder provides approximately 12 times reduction in complexity compared to the CML decoder. Similarly, for the Golden code, which is conditionally multigroup decodable, the GDL decoder is only about half as complex as the CML decoder.

An asymptotically-exact methodology is presented for obtaining the cross-sectional stiffness matrix of a pre-twisted moderately-thick beam having rectangular cross sections and made of transversely isotropic materials. The anisotropic beam is modeled from 3-D elasticity, without any further assumptions. The beam is allowed to have large displacements and rotations, but small strain is assumed. The strain energy of the beam is computed making use of the constitutive law and the kinematical relations derived with the inclusion of geometrical nonlinearities and initial twist. Large displacements and rotations are allowed, but small strain is assumed. The Variational Asymptotic Method is used to minimize the energy functional, thereby reducing the cross section to a point on the reference line with appropriate properties, yielding a 1-D constitutive law. In this method as applied herein, the 2-D cross-sectional analysis is performed asymptotically by taking advantage of a material small parameter and two geometric small parameters. 3-D strain components are derived using kinematics and arranged as orders of the small parameters. Warping functions are obtained by the minimization of strain energy subject to certain set of constraints that renders the 1-D strain measures well-defined. Closed-form expressions are derived for the 3-D non-linear warping and stress fields. The model is capable of predicting interlaminar and transverse shear stresses accurately up to first order.

The cross-sectional stiffness matrix is derived for a pre-twisted, moderately thick beam made of transversely isotropic materials and having rectangular cross sections. An asymptotically-exact methodology is used to model the anisotropic beam from 3-D elasticity, without any further assumptions. The beam is allowed to have large displacements and rotations, but small strain is assumed. The strain energy is computed making use of the beam constitutive law and kinematical relations derived with the inclusion of geometrical nonlinearities and an initial twist. The energy functional is minimized making use of the Variational Asymptotic Method (VAM), thereby reducing the cross section to a point on the beam reference line with appropriate properties, forming a 1-D constitutive law. VAM is a mathematical technique employed in the current problem to rigorously split the 3-D analysis of beams into two: a 2-D analysis over the beam cross-sectional domain, which provides a compact semi-analytical form of the properties of the cross sections, and a nonlinear 1-D analysis of the beam reference curve. In this method, as applied herein, the cross-sectional analysis is performed asymptotically by taking advantage of a material small parameter and two geometric small parameters. 3-D strain components are derived using kinematics and arranged in orders of the small parameters. Closed-form expressions are derived for the 3-D non-linear warping and stress fields. Warping functions are obtained by the minimization of strain energy subject to certain set of constraints that render the 1-D strain measures well-defined. The zeroth-order 3-D warping field thus yielded is then used to integrate the 3-D strain energy density over the cross section, resulting in the 1-D strain energy density, which in turn helps identify the corresponding cross-sectional stiffness matrix. The model is capable of predicting interlaminar and transverse shear stresses accurately up to first order.

Sugere medidas para o aperfeiçoamento da transparência do sistema orçamentário federal brasileiro. A partir de pesquisa exploratória busca relacionar o instituto do orçamento público aos conceitos de planejamento, participação popular, controle social, cidadania, accountability e democracia - relações que fundamentam a defesa da transparência orçamentária. Examina se são emitidos dez documentos orçamentários e avalia seus conteúdos. São eles: Declaração Pré-Orçamentária, Proposta de Orçamento do Executivo, Orçamento, Relatórios Mensais, Relatório Semestral, Relatório Anual, Relatório do Auditor, Relatório Pré-Eleitoral, Relatório Plurianual e Orçamento-Cidadão.

Dos muitos problemas socioambientais, a geração e destinação de resíduos sólidos é um dos que mais afetam os agrupamentos humanos, principalmente nas grandes cidades. No Brasil, por um lado, políticas públicas vêm sendo implantadas, buscando encontrar soluções para tal problema. Por outro lado, acredita-se que a educação seja instrumento importante e necessário na organização social e na formação da cidadania. Dessa forma, este trabalho faz uma análise das ações necessárias e do processo de gestão para a coleta seletiva solidária em escolas públicas estaduais, pela aplicação do Decreto Estadual n. 40.645/07, o qual estabelece o descarte seletivo de materiais recicláveis nos órgãos públicos estaduais do Rio de Janeiro e sua destinação a grupos de catadores de recicláveis. Para isso, serviu-se da observação de um número pré-determinado de escolas localizadas no Grande Méier, na região metropolitana da cidade do Rio de Janeiro, e de cooperativas de catadores dessa mesma região. Nesse sentido, o presente trabalho parte de uma reflexão acerca da sociedade globalizada de produção e consumo, fazendo uma análise crítica da Política Nacional de Resíduos Sólidos (PNRS), tecendo um diálogo desta com a Política Nacional de Educação Ambiental (PNEA) e com o Código de Defesa do Consumidor (CDC), considerando a atividade de Coleta Seletiva Solidária (CSS) como proposta de política pública de inclusão social e interesse ambiental. Sendo assim, identifica dificuldades, possibilidades e conflitos inerentes à questão dos resíduos sólidos, associadas às questões do consumo.

Áreas de Preservação Permanente (APPs) configuram áreas protegidas, cobertas ou não por vegetação nativa, legalmente estabelecidas em lei. Estas possuem funções ambientais que se integram entre si e se associam às suas diferentes categorias. O trabalho objetivou a adaptação do sistema de indicadores PEIR (pressão, estado, impacto, resposta) para avaliação ambiental integrada de APPs, com aplicação na sub-bacia do rio Saracuruna, RJ. Especificamente visou: a) Levantamento da legislação pertinente às APPs inseridas no contexto do uso e ocupação do solo e gestão ambiental integrada; b) Delimitação das faixas de APP, segundo os parâmetros definidos pelo Código Florestal para cada categoria existente na área; c) Seleção de indicadores ambientais relacionados às APPs delimitadas considerando suas diversas categorias e funções ambientais associadas; d) Avaliação do potencial e limitações da aplicação de indicadores de avaliação integrada em APPs, envolvendo a espacialização das informações com suporte de geotecnologias, com enfoque para a legitimação/intervenções nas faixas inseridas na sub-bacia em estudo. Metodologicamente envolveu a pesquisa bibliográfica, compreendendo o levantamento de todo o arcabouço jurídico ambiental pertinente às APPs e das referências de cartas de indicadores; a caracterização física e humana da sub-bacia, subsidiando a delimitação e pré-avaliação de APPs; a seleção de indicadores ambientais voltados à avaliação integrada de APPs, a aplicação, com o suporte de geotecnologias, de parte destes indicadores estruturados em ciclos PEIR frente à hierarquização, exemplificativa, das funções ambientais por grupo de categorias de APPs; e, por fim, a elaboração de mapas-síntese da situação das faixas de APP ligadas à drenagem e ao relevo de altitude, com enfoque na legitimação das mesmas. A revisão das políticas específicas e transversais às APPs e de seus planos incidentes atestou uma ampla base para a gestão local ou compartilhada destas faixas, no entanto, a delimitação de APPs em função da realidade local ainda não ocorre. A Carta-síntese de indicadores de avaliação integrada de APPs na sub-bacia contemplou um conjunto de quarenta indicadores, dentre os quais vinte e seis compuseram dois ciclos aplicados e seis ciclos parcialmente aplicados. Para as APPs ligadas à drenagem e ao relevo de altitude foram aplicados, respectivamente, os indicadores de: a) pressão: Alteração de áreas naturais por áreas antrópicas e Evolução da área urbana em encostas; b) estado: Impermeabilização do solo e Qualidade ambiental das terras; c) impacto: Áreas críticas de inundação e Áreas de risco de escorregamentos ou desmoronamentos; e d) resposta: Plano de bacia hidrográfica e Áreas de risco recuperadas. Tais ciclos atestaram a precisão dos indicadores de pressão e estado quando da avaliação sobre a preservação em APPs, porém não foram capazes de explicar isoladamente a causa de impactos, os quais não ocorrem de maneira exclusiva nestas faixas. Demonstraram ainda um nível maior de antropização em APPs localizadas na porção de baixada da sub-bacia, principalmente em margens de rios. Sendo assim, cabem ações voltadas à fiscalização de APPs legitimadas, à recuperação de faixas com baixa interferência humana, e às intervenções urbanísticas ou prioritárias em áreas degradadas ou impactadas

Propõe-se estudo teórico com o objetivo de examinar a extensão e os limites da proteção jurídica concedida aos nascituros no ordenamento jurídico brasileiro. Há décadas a doutrina nacional se debruça acerca da exegese mais adequada do art. 4 do Código Civil de 1916, que, atualmente, corresponde ao art. 2 do Código Civil, com pequenas modificações textuais, mas sem alterar substancialmente o dispositivo. O Código Civil aparentemente optou pela atribuição da personalidade civil somente após o nascimento com vida, assegurando, contudo, os direitos do nascituro desde a concepção. O próprio Código Civil prevê expressamente direitos ao nascituro, como o direito a se beneficiar de doação e herança, o direito ao reconhecimento de paternidade e o direito à curatela. Nas últimas décadas outras leis infraconstitucionais reforçaram a proteção do nascituro, para resguardar direitos próprios do nascituro, entre eles o direito à assistência pré-natal, o direito à saúde e à integridade física e o direito aos alimentos. Não obstante, é costumeira a consciência de que o reconhecimento desses direitos pressupõe a concessão da personalidade civil desde a concepção, visto que a titularidade deles dependeria do gozo pleno da personalidade. Embora, pelo perfil do interesse, não haja óbice ao reconhecimento de situações patrimoniais, existenciais e dúplices, que podem ser titularizadas pelo nascituro, a preocupação do legislador nacional sempre se centrou nos aspectos patrimoniais. Diante da existência de situações jurídicas subjetivas merecedoras de proteção por parte do ordenamento jurídico titularizáveis pelos nascituros, pretende-se identificar e revelar os direitos extrapatrimoniais do ente por nascer como merecedores de tutela no direito brasileiro. Mediante pesquisa bibliográfica, observada a metodologia do direito civil constitucional, serão examinados os conceitos de nascituro, bem como as teorias existentes sobre os direitos que lhe são assegurados, com vista à possibilidade de proteção de seus direitos existenciais

Traces the development of the law relating to the enforceability of pre-nuptial agreements, given the potential conflict between such an agreement and the jurisdiction of the court to determine financial provision on divorce. Sets out the 16 point checklist laid down by K v K (Ancillary Relief: Prenuptial Agreement) against which the enforceability of an agreement should be judged. Comments on the significance given to the pre-nuptial agreement in ancillary relief proceedings in Crossley (Susan) v Crossley (Stuart), where the parties were required to show why the agreement should, or should not, determine the outcome of the proceedings.
