In his Answer to the Question: What is Enlightenment (1784), Kant puts forward his belief that the vocation to think freely, which humankind is endowed with, is bound to make sure that “the public use of reason” will at last act “even on the fundamental principles of government and the state [will] find it agreeable to treat man – who is now more than a machine – in accord with his dignity”. The critical reference to La Mettrie (1747), by opposing the machine to human dignity, will echo, in the dawn of the 20th century, in Bergson’s attempt to explain humor. Besides being exclusive to humans, humor is also a social phenomenon. Freud (1905) assures that pleasure originated by humor is collective, it results from a “social process”: jokes need an audience, a “third party”, in order to work and have fun. Assuming humor as a social and cultural phenomenon, this paper intends to sustain that it played a role in the framing of the public sphere and of public opinion in Portugal during the transition from Absolute Monarchy to Liberalism. The search for the conditions which made possible the critical exercise of sociability is at the root of the creation of the public sphere in the sense developed by Habermas (1962), whose perspective, however, has been questioned by those who point 2 out the alleged idealism of the concept – as opposed, for example, to Bakhtin (1970), whose work stresses diversity and pluralism. This notwithstanding, the concept of public sphere is crucial to the building of public opinion, which is, in turn, indissoluble from the principle of publicity, as demonstrated by Bobbio (1985). This paper discusses the historical evolution of the concept of public opinion from Ancient Greece doxa, through Machiavelli’s “humors” (1532), the origin of the expression in Montaigne (1580) and the contributions of Hobbes (1651), Locke (1690), Swift (1729), Rousseau (1762) or Hume (1777), up to the reflection of Lippman (1922) and Bourdieu’s critique (1984). It maintains that humor, as it appears in Portuguese printed periodicals from 1797 (when Almocreve de Petas was published for the first time) to the end of the civil war (1834) – especially in those edited by José Daniel Rodrigues da Costa but also in O Piolho Viajante, by António Manuel Policarpo da Silva, or in the ones written by José Agostinho de Macedo, as well as in a political “elite minded” periodical such as Correio Braziliense –, contributed to the framing of the public sphere and of public opinion in Portugal.

The project of writing to a fictional Portuguese-speaking Queen on the crises proceeding since 2008 builds on Letters to Queen Elizabeth written by the British Academy and was first published in 2013. This expanded edition signals greater awareness of the complementarity between economic potential and cultural legacy in the Community of Portuguese-speaking Countries (CPLP) insofar as its members, observers and their areas of economic integration encompass the globe. The edition is dedicated to the memory of Manuel Jacinto Nunes, who supported the project as dean of the economics section at the Lisbon Academy of Science. The cover shows a Crown with nine CPLP flags as jewels in the shape of a 7 rising from the waves. The waves of lusophonia appear far gentler than Poe’s maelstrom, reproduced in the back flap. This material, inserted in the proceedings published on IICT’s 130th anniversary, is used at NOVASBE through its Center for Globalization and Governance (CG&G).

No Inverno de 1979, um temporal provocou um aluimento de terras no adro da Igreja de Santa Maria do Castelo, na alcáçova de Castelo Branco, colocando à vista diversos vestígios de Época Medieval e Moderna. Com o objectivo de investigar a História e evolução deste monumento, organizou-se uma intervenção arqueológica, que se desenvolveu ao longo de seis campanhas entre 1979 e 1984. Apesar dos resultados relativamente modestos do ponto de vista estrutural, recolheu-se numeroso espólio elaborado nos mais diversos materiais. Além das habituais cerâmicas, recuperaram-se várias peças metálicas, em vidro, osso, azeviche e cabedal, um conjunto de estelas funerárias e restos arqueozoológicos. Pretende-se com este estudo dar a conhecer os resultados obtidos à 30 anos, assim como numa sondagem arqueolólogica levada a efeito em 2000.

INTRODUCTION: While the incidence of HIV infection and AIDS is increasing in small Brazilian cities, epidemiological studies are often conducted in large urban centers. METHODS: Our group conducted a retrospective analysis of survival determinants among 358 patients who attended a reference unit in a small city. RESULTS: Death risk was lower among men that had sex with men, patients with an HIV-seropositive partner, and those admitted after highly active antiretroviral therapy (HAART) was available. CONCLUSIONS: The study documents the striking beneficial effect of HAART. The finding of other groups with improved survival may aid in the development of programmatic strategies.

Um conjunto de desenhos da Biblioteca Pública de Évora, da autoria do arquitecto Joaquim de Oliveira, podem ser identificados com projectos para edifícios de Bibliotecas e Museus idealizados por Frei Manuel do Cenáculo para as suas colecções, primeiro em Beja e depois em Évora, as duas cidades onde ocupou a Mitra. São dos primeiros desenhos de arquitectura conhecidos para Museus em Portugal. Cenáculo esteve ligado à criação de algumas das primeiras bibliotecas públicas portuguesas, como a Biblioteca da Academia das Ciências de Lisboa, a Biblioteca da Real Mesa Censória, antecessora da Biblioteca Nacional, e a Biblioteca Pública de Évora. Foi também o fundador do primeiro Museu Público, o Museu Sesinando Cenáculo Pacense, inaugurado em Beja, em 1791. A necessidade de unir a biblioteca e o museu como instrumentos essenciais de base da construção do edifício científico é exposta várias vezes no pensamento de Frei Manuel do Cenáculo que, até à sua morte, tentou por várias vezes dar forma a este projecto, finalmente concretizado na Biblioteca Pública de Évora em 1805, já depois da morte do arquitecto.

Foi realizado o levantamento do pescado comercializado em Porto Velho no período 1984-89, capturado na área de influência doe garimpos de ouro no rio Madeira, entre Guajará-Mirim (Rondônia) e Humaitá (Amazonas). A produção pesqueira é discutida de acordo com os hábitos alimentares e migratórios das espécies comercialmente relevantes. Constatou-se que do total capturado para pesca comercial, entre 39.3% (em 84) e 49.5% (em 89) são frutívoras, sendo que o Tambaqui (Colossoma macropomum) apresenta o maior volume de captura; entre 22.9% (em 09) e 32.5% (em 86) são detritívoras, sendo o Curimatá (Prochilodus nigricans) a mais significativa. Apenas entre 10.7% (em 85) e 15.1% (em 84) são espécies carnívoras (Tucunaré - Cichia sp e Dourada - Brachyplatystoma flavicans). São feitos alguns comentários sobre os fatores ecológicos que possivelmente interferem na acumulação do mercúrio nas cadeias alimentares.

OBJECTIVE: To determine the following parameters in the Brazilian State of São Paulo: 1) the percentage of deaths due to acute myocardial infarction (AMI) occurring in hospitals; 2) the percentage of deaths due to AMI occurring in public health system hospitals as compared with all in-hospital deaths due to AMI between 1979 and 1996; 3) the fatality due to AMI in public health system hospitals from 1984 to 1998. METHODS: Data were available on the Datasus Web site (the health information agency of the Brazilian Department of Health) that provided the following: a) number of deaths resulting from AMI in hospitals; b) number of deaths resulting from AMI in public health system hospitals; c) number of hospital admissions due to AMI in public health system hospitals. RESULTS: The percentage of in-hospital deaths due to AMI increased from 54.9 in 1979 to 68.6 in 1996. The percentage contribution of the public health system to total number of deaths due to AMI occurring in hospitals decreased from 22.9 in 1984 to 13.7 in 1996; fatality due to AMI occurring in public health system hospitals had an irregular evolution from 1984 to 1992 and showed a slight trend for increased frequency from 1993 to 1998. CONCLUSION: The percentage of in-hospital deaths due to AMI has been increasing. Deaths resulting from AMI in public health system hospitals have decreased when compared with the total number of deaths due to AMI in all hospitals. Fatality due to AMI in public health system hospitals did not decrease from 1992 to 1998.

Se analizará la evolución de la estructura en el Universo desde los puntos de vista numérico, estadístico y observacional dando una caracterización de las propiedades globales del Universo en Gran Escala. Para ello se analizarán los mayores catálogos de Galaxias existentes, nuevas observaciones y simulaciones numéricas Cosmológicas de alta resolución. Mediante la aplicación de diferentes métodos capaces de proporcionar información útil acerca de las propiedades del Universo, se pretende aportar significativamente a la comprensión de la dinámica y la características generales de Galaxias y sistemas de Galaxias.
