This article examines the complex matrix of public, political and policy debates that were brought to bear on Australia's decision to withdraw from Iraq. In analysing the ‘politics of withdrawal’ in Australia, this article identifies four dominant frames that served to polarise the issue along party-political lines and reduce the complexities of Australia's withdrawal to a set of simple polarities (such as ‘stay the course’ versus ‘responsible withdrawal’). Specifically, these frames obfuscated an assessment of the myriad challenges facing post-Saddam Iraq and the prospects for peace, security and development beyond Australia's withdrawal. Understanding the ways in which Australia framed its decision to disengage from Iraq is critical to further analysis of Australia's approach to current (or future) military draw-downs (such as in Afghanistan), as well as those conducted by other liberal democracies, such as the US and the UK.

There is a longstanding debate on whether Muslims can be modern. Some argue that they can only be so if they forsake their traditions and embrace rationalism. In this article I argue that the Gülen Movement, a transnational Turkish Muslim educational activist network has found a middle ground by blending religious traditions with modern day realities. Drawing on interviews from the movement's teachers and graduates of its schools, from Turkey, Central Asia, Afghanistan and Pakistan, I explore, through the prism of al-riḥla fī ṭalab al-ʿilm (travel in search of knowledge), their maintenance of the longstanding Islamic ritual of travel as a means of excelling both professionally and religiously. In turn, I demonstrate how the movement, on a number of levels, effectively reconciles the spiritual and the everyday through updating Islamic practices to better integrate themselves and other Muslims into a globalised world.

Weathering refers to the degradation of wool fibres that occur during growth from exposure of the fleece to sunlight, water and air. Weathering damage to Merino wool reduces quantities of fibre that are harvested, reduces length in both raw and processed wools, reduces spinning performance and dyeing outcomes. This work aimed to aimed to quantify if and to what extent weathering occurred in 38 lots of commercial dehaired white cashmere and cashmere top sourced from traditional and new origins of production and the extent of any association between weathering and tensile strength properties of the dehaired cashmere and cashmere top. The cashmere was tested for physical properties, bundle tenacity and extension, tristimulus values brightness (Y) and yellowness (Y-Z) and reflectance. Dye uptake was used as an index of weathering. Linear models, relating to weathering, bundle tenacity and Y-Z were fitted to origin and other objective measurements. Mean attributes (range) were: mean fibre diameter, 17.0 μm (13.5–21.3 μm); bundle tenacity of tops, 10.3 cN/tex (8.3–12.9 cN/tex), for dehaired fibre, 10.1 cN/tex (9.1–11.4 cN/tex). Stain uptake varied from 0.92 to 6.34 mg/g fibre indicating a six-fold variation in the extent of weathering. Both the extent of weathering and the bundle tenacity of commercial lots of cashmere were affected by the origin of the cashmere. Increased weathering reduced bundle tenacity, bundle extension, increased the yellowness and reduced reflectance of white cashmere. Bundle tenacity of cashmere declined as fibre diameter variability increased from 20 to 22.5%. For the samples tested, the cashmere from China, Mongolia, Afghanistan and Iran showed more weathering than cashmere from Australia, New Zealand and the USA. The differences in the extent of weathering and of bundle tenacity between cashmere from different origins were of commercial significance.

This thesis deals with cooperation between France, Germany and the United Kingdom within the area of foreign and security policy. Two case studies are presented, one of them concerning cooperation between the three states within and outside institutions in 1980 following the Soviet invasion of Afghanistan, and the other dealing with cooperation concerning the crisis in Macedonia in 2001. In accordance with the approach of neoliberal institutionalism the primary hypothesis is that cooperation is primarily determined by the interests of states but it is also limited by norms and affected by the institutions of which the three states are members. The study describes the large variety of forms of cooperation that exist between France, Germany and the United Kingdom, in which the United States also plays an important part, and which also includes their cooperation within a number of international institutions. The study also points to the new forms of interaction between states and institutions that have come about since the Cold War ended, and which give a stronger role to institutions and the cooperation between them. Still, however, states retain a decisive role in cooperation within the field of foreign and security policy.

Die Systematik, Phylogenie und Biogeographie der Gattung Cousinia (Asteraceae, Cardueae) als größter Gattung der Tribus Cardueae mit mehr als 600 Arten wurde untersucht. Diese Dissertation umfasst drei Hauptteile: Im ersten Teil wurde die Phylogenie und Evolution des Arctium-Cousinia-Komplexes Untersucht. Dieser Gattungskomplex enthält Arctium, Cousinia, Hypacanthium und Schmalhausenia und zeigt die höchste Diversität in der Irano-Turanischen Region und in den Gebirgen Zentralasiens. Es wurden ITS und rpS4-trnT-trnL-Sequenzen für insgesamt 138 Arten generiert, darunter von 129 (von ca. 600) Arten von Cousinia. Wie in früheren Analysen bereits gefunden, ist Cousinia nicht monophyletisch. Stattdessen sind Cousinia subg. Cynaroides und subg. Hypacanthodes mit insgesamt ca. 30 Arten enger mit Arctium, Hypacanthium und Schmalhausenia (Arctioid Clade) als mit subg. Cousinia (Cousinioid Clade) verwandt. Die Arctioid und Cousiniod clades werden auch durch Pollenmorphologie und Chromosomenzahl unterstützt, wie bereits früher bekannt war. In dem Arctioid Clade entsprechen morphologische Gattungsgrenzen, basierend auf Blattform, Blattbedornung und Morphologie der Involukralblätter, nicht den in der molekularen analyse gefundenen clades. Es kann keine taxonomische Lösung für diesen Konflikt gefunden werden, und die gennanten Merkmale wurden als homoplastisch betrachtet. Obwohl die phylogenetische Auflösung in dem Cousinioid Clade schlecht ist, enthalten die ITS und rpS4-trnT-trnL-Sequenzen phylogenetische Information. So gruppierten z.B. die sechs annuellen Arten in zwei Gruppen. Schlechte phylogenetische Auflösung resultiert wahrscheinlich aus dem Mangel an Merkmalen und der großen Artenzahl in dieser artenreichen und vergleichsweise jungen (ca. 8,7 mya) Linie. Artbildung in dem Cousinioid Clade scheint hauptsächlich allopatrisch zu sein. Der zweite Teil der Dissertation untersucht die Rolle der Hybridisierung in der Evolution von Cousinia s.s. Die in der Vergangenheit publizierteten 28 Hybrid-Kombinationen und 11 Zwischenformen wurden kritisch geprüft, und zwei Hybridindividuen wurden morphologisch und molekular untersucht. Die vermutlichen oder nachgewiesenen Eltern der Hybriden und Zwischenformen wurden auf die aus einer Bayesischen Analyse der ITS-Sequenzen von 216 Arten von Cousinia und verwandten Gattungen resultierenden Phylogenie aufgetragen. Weder Hybriden zwischen dem Cousinioid Clade und anderen Haupt-Claden des Arctium-Cousinia-Komplexes noch zwischen annuellen und perennirenden Arten von Cousinia s.s. wurden beobachtet. Die Ergebnisse zeigen eindeutig, dass Hybridisierung in Cousinia möglich is, und dass ca. 10,7% der Arten an interspezifischer Hybridisierung beteiligt sind. Obwohl Hybridisierung in Cousinia s.s. stattfindet und zu den Schwierigkeiten bei der Rekonstruktion ihrer phylogenetischen Geschichte beitragen könnte, war ihre Rolle für die Entwicklung und Diversität der Gruppe offenbar gering. Im dritten Teil wird eine taxonomische Revision der C. sect. Cynaroideae präsentiert. Cousinia sect. Cynaroideae, die größte Sektion der Gattung mit 110 veröffentlichten Arten, zeichnet sich durch eine Chromosomenzahl von 2n = 24 und durch ± herablaufende Blätter und Hüllblätter mit Anhängseln aus. Sie kommt im Iran, Irak, dem Kaukasus, der Türkei, Turkmenistan, Afghanistan, Pakistan, dem Libanon und Anti-Libanon vor und hat ihre Hauptzentren der Artdiversität im westlichen und nordwestlichen Iran, im Irak und in der südöstlichen Türkei. Die Revision dieser Gruppe, hauptsächlich basierend auf der Untersuchung von ca. 2250 Herbarbögen, führte zu einer Verringerung der Artenzahl auf 31 Arten mit acht Unterarten. Alle Arten werden typifiziert und ausgeschlüsselt, und Beschreibungen, Abbildungen und Verbreitungskarten werden für jede Art angegeben.

This study seeks to address a gap in the study of nonviolent action. The gap relates to the question of how nonviolence is performed, as opposed to the meaning or impact of nonviolent politics. The dissertation approaches the history of nonviolent protest in South Asia through the lens of performance studies. Such a shift allows for concepts such as performativity and theatricality to be tested in terms of their applicability and relevance to contemporary political and philosophical questions. It also allows for a different perspective on the historiography of nonviolent protest. Using concepts, modes of analysis and tropes of thinking from the emerging field of performance studies, the dissertation analyses two different cases of nonviolent protest, asking how politics is performatively constituted. The first two sections of this study set out the parameters of the key terms of the dissertation: nonviolence and performativity, by tracing their genealogies and legacies as terms. These histories are then located as an intersection in the founding of the nonviolent. The case studies at the analytical core of the dissertation are: fasting as a method in Gandhi's political arsenal, and the army of nonviolent soldiers in the North-West Frontier Province, known as the Khudai Khidmatgar. The study begins with an overview of current theorisations of nonviolence. The approach to the subject is through an investigation of commonly held misconceptions about nonviolent action, such as its supposed passivity, the absence of violence, its ineffectiveness and its spiritual basis. This section addresses the lacunae within existing theories of nonviolence and points to possible fertile spaces for further exploration. Section 3 offers an overview of the different shades of the concept of performativity, asking how it is used in various contexts and how these different nuances can be viewed in relation to each other. The dissertation explores how a theory of performativity may be correlated to the theorisation of nonviolence. The correlations are established in four boundary areas: action/inaction, violence/absence of violence, the actor/opponent and the body/spirit. These boundary areas allow for a theorising of nonviolent action as a performative process. The first case study is Gandhi's use of the fast as a method of nonviolent protest. Using a close reading of his own writings, speeches and letters, as well as a reading of responses to his fast in British newspapers and within India, the dissertation asks what made fasting into Gandhi's most favoured mode of protest and political action. The study reconstructs his unique praxis of the fast from a performative perspective, demonstrating how display and ostentation are vital to the political economy of the fast. It also unveils the cultural context and historical reservoir of body practices, which Gandhi drew from and adapted into 'weapons' of political action. The relationship of Gandhian nonviolence to the body forms a crucial part of the analysis. The second case study is the nonviolent army of the Pashtuns, Khudai Khidmatgar (KK), literally Servants of God. This anti-imperialist movement in the North-West Frontier Province of what is today the border between Pakistan and Afghanistan existed between 1929 and 1948. The movement adopted the organisational form of an army. It conducted protest activities against colonial rule, as well as social reform activities for the Pashtuns. This group was connected to the Congress party of Gandhi, but the dissertation argues that their conceptualisation and praxis of nonviolence emerged from a very different tradition and worldview. Following a brief introduction to the socio-political background of this Pashtun movement, the dissertation explores the activities that this nonviolent army engaged in, looking at their unique understanding of the militancy of an unarmed force, and their mode of combat and confrontation. Of particular interest to the analysis is the way the KK re-combined and mixed what appear to be contradictory ideologies and acts. In doing so, they reframed cultural and historical stereotypes of the Pashtuns as a martial race, juxtaposing the institutional form of the army with a nonviolent praxis based on Islamic principles and social reform. The example of the Khudai Khidmatgar is used to explore the idea that nonviolence is not the opposite of violent conflict, but in fact a dialectical engagement and response to violence. Section 5, in conclusion, returns to the boundary areas of nonviolence: action, violence, the opponent and the body, and re-visits these areas on a comparative note, bringing together elements from Gandhi's fasts and the practices of the KK. The similarities and differences in the two examples are assessed and contextualised in relation to the guiding question of this study, namely the question of the performativity of nonviolent action.

Two recent events in Afghanistan and Iraq highlight the current security threats for humanitarian aid workers: Firstly, in July 2004 the humanitarian aid organisation Médecins sans Frontières (MSF) stopped its operations in Afghanistan. This decision followed the targeted killing of five MSF aid workers in Northwestern Afghanistan in June 2004, a brutal act unprecedented in the organisation’s history. Afghanistan has become a dangerous place for aid workers: Since March 2003 more than 30 humanitarian aid workers have been killed. Secondly, in September 2004 the so-called “two Simonas”, staff members of the Italian non-governemental organization (NGO) “Un ponte per” (A Bridge for Bagdad) were abducted in Iraq and, fortunately, released in October 2004. Around 130 foreigners have been seized in Iraq in a wave of abductions that began in April. Most have been released, but around 30 have been killed. Due to the tense security situation in Iraq all the expatriate staff members of Western NGOs have been evacuated in the last months.

Poliomyelitis is one of the worlds remaining vaccine preventable infectious diseases. In 1988 the World Health Assembly in its general assembly resolved to eradicate polio in the year 2000 and the Global Initiative to Eradicate Polio was launched. ^ This initiative sprang from the successful eradication of smallpox from the world in the year 1979, and the World Health Organization sought to eradicate polio from the world's populations by the year 2000. ^ Several years have passed since this objective was launched, and while some advances have been made, the goal of global eradication remains elusive. At this present time (2007), only four countries are considered polio endemic regions (areas in which the transmission of wild poliovirus has never been truncated). These countries are Nigeria, India, Pakistan and Afghanistan. ^ This descriptive study seeks to examine the process and progress of polio eradication worldwide, with particular emphasis on the polio eradication efforts in Nigeria, problems encountered and progress that has been made towards attaining this goal. ^ The methodology of this study is an extensive examination of documentation and data from the Global Initiative to Eradicate Poliomyelitis (GPEI), the World Health Organization through the World Health Organization Library Information Service (WHOLIS), UNICEF, the Centers for Disease Control and related peer reviewed journals. ^

The recent rapprochement between Iran and the United States after Hassan Rouhani was elected president in June 2013 may represent an important geopolitical shift that would alter the politics of the Middle East. The main purpose of this paper is to evaluate this political shift, examine whether the interim nuclear agreement between Iran and the United States would lead to some structural shifts in the Middle East, and analyze to what extent this change can be sustainable for both sides. The main Part of this paper is divided into three sections. The first section examines in detail the process of Iran's Presidential election in June 2013, especially the sudden change of atmosphere which took place just three days before election day. The second section is devoted to analyzing the Obama administration’s shift to diplomacy with Iran. And the third section treats the on-going nuclear negotiations between Iran and P5+1, which is expected to reach a comprehensive solution. The paper argues that the dramatic shift in the US policy toward Iran is not limited to the bilateral relationships between the US and Iran, but it is related to several key issues in the Middle East, in particular to those in Syria, Iraq and Afghanistan. This changing process in Iranian politics and the path to diplomacy is profitable for Japanese national interest, and that Japan should also contribute to Iran's return to the international community.
