The development, assessment, and implementation of a program evaluation instrument was carried out to evaluate the impact and efficacy of the EMPOWER Program. This intervention was created to educate residents at a shelter for abused women with an anticipated outcome of prevention. Participants included the staff and residents at 2 shelters in Southern Ontario. Client pre, post and follow-up measures were obtained and analyzed statistically and using keyword content analysis. A single staff measure was obtained and summarized using keyword content analysis. Qualitative results were suggestive of important change in participants. All women in the post and follow-up measures believed their participation in the EMPOWER Program provided them with the knowledge, skills, and confidence to avoid abusive relationships in the fliture. This transformational impact was repeatedly expressed in both resident and staff feedback. Limitations of this research, as well as suggestions for future study were discussed.

En 1947, après l’obtention de l’indépendance, l’Inde est devenue une république séculière et démocratique proposant ainsi une nouvelle organisation de la société. Sans faire l’unanimité, des lois familiales différenciées selon l’identité religieuse ainsi que des droits socioéconomiques associés à l’appartenance à un groupe ont été reconnus par l’État. Dans le climat politique des années 90, le secularism et les droits de groupe ont été le sujet de débats. À partir d’une considération du contexte sociohistorique, cette recherche porte sur les manières de se représenter la laïcité indienne et sur ses rapports potentiels avec des lois différenciées selon l’appartenance religieuse. À travers la notion d’égalité, cette recherche explore les droits et les devoirs associés à la juste approche de la diversité religieuse en Inde indépendante. Une attention particulière est accordée à la période contemporaine et aux droits des Indiens musulmans. Dans cette recherche, les représentations juridiques qui se dégagent de l’analyse des débats publics et intellectuels sont mises en parallèle avec les points de vue de dix-sept répondants de la classe moyenne de Kolkata (été 2011). À travers cette démarche, cette analyse du discours informe sur les conceptions du secularism débattues en Inde indépendante et dans la période contemporaine. Parallèlement à un accent mis sur l’amour de la diversité, les droits individuels, les devoirs et l’auto régulation, les droits différenciés pour les musulmans sont, pour la majorité des répondants, rejetés. Deux approches de l’État sont soulevées dans les définitions du secularism, une version plus dirigiste et l’autre laissant plus de souveraineté aux groupes.

The 21st century is marked by a paradigm shift in education that has resulted both in threats and opportunities. It has brought new challenges and an opportunity for higher education. Higher education in India is undergoing rapid changes. The challenges ahead are multifaceted and multidimensional. Though the data show a massive growth in the number of students' enrollment in colleges/universities, holistic view reveals that still only a meager of the total population has access to higher education. Globalization and privatization are imposing new challenges but the nations are still entangled in solving the basic problems of accessibility to higher education for all. In the wake of the transition from elitist to mass education, universities worldwide are under pressure to enhance access and equity, on the one hand, and to maintain high standards of quality and excellence, on the other. Today the notion of equity not only implies greater access to higher education, but also opportunities for progress. In recent debates on higher education, the notions of equity and access go beyond minority to diversity. Affirmative action, too, has become raceexclusive and gender-neutral.1

This study examines the notion of permanent object during the first year of life, taking into account the controversy of two approaches about the nature of change: developmental change and cognitive change. Using a longitudinal/cross-sectional design, tasks adapted of the subscale of permanent object and operative causality of the Uzgiris-Hunt Scale (Uzgiris and Hunt, 1975) (Uzgiris & Hunt, 1975) were presented to 110 infants of 0, 3, 6 and 9 months-old, which reside in three cities of Colombia. The results showed three types of strategies: (a) Not resolution; (b) Exploratory and (c) Resolution, which follow different trajectories in children’s performance. This allows affirming that adaptive conquests of the cognitive development stay together with the variety of strategies. Using strategies reveals adjustments and transformations of action programs that consolidate the notion of permanent object not necessarily with age, but with self-regulatory processes. Empirical evidence contributes to the understanding of the relations between the emergence of novelty in the development and performance variability

Moreover, it has involved the emergence of new media and changes in the informative contents. In 2006 Al Jazeera in English was created for covering the underreported regions, inasmuch as new media arise, new contents do so, thus, the research examines the agendas of The Stream, the TV show from Al Jazeera that relies heavily on social networks.

The theory of reciprocity is predicated on the assumption that people are willing to reward nice or kind acts and to punish unkind ones. This assumption raises the question as to how to define kindness. In this paper we offer a new definition of kindness that we call “blame-freeness.” Put most simply, blame-freeness states that in judging whether player i has been kind or unkind to player j in a social situation, player j would have to put himself in the strategic position of player i, while retaining his preferences, and ask if he would have acted in a manner that was worse than i did under identical circumstances. If j would have acted in a more unkind manner than i acted, then we say that j does not blame i for his behavior. If, however, j would have been nicer than i was, then we say that “j blames i” for his actions (i’s actions were blameworthy). We consider this notion a natural, intuitive and empirically relevant way to explain the motives of people engaged in reciprocal behavior. After developing the conceptual framework, we then test this concept in a laboratory experiment involving tournaments and find significant support for the theory.

A presente investigação tem como centralidade a mobilidade internacional de estudantes no caso, a dos africanos oriundos de Cabo Verde e da Guiné-Bissau, participantes do Programa Estudantes-Convênio de Graduação na Universidade Federal do Rio Grande do Norte - UFRN, inserida no fenômeno da internacionalização universitária, acentuada na globalização. O objetivo principal foi analisar o processo de inserção social e acadêmica desses estudantes, com ênfase para os dos cursos de Arquitetura e Urbanismo, Ciências da Computação, Engenharia da Computação e Medicina, nessa Instituição de Ensino Superior - IES. A metodologia foi norteada pela conjugação dos aportes teóricos e metodológicos qualiquantitativa, em que, na primeira, utilizou-se da entrevista semiestrutura dirigida para dezesseis sujeitos; sendo, a metade estudantes e a outra docentes, cuja análise optou-se pela Análise de Discurso (AD) da linha francesa, resultando as formações discursivas: motivações da mobilidade, registro nacional de estrangeiro, identidade étnica, relações étnicoraciais e o PEC-G: seu funcionamento nas práticas sociais na UFRN. Já a pesquisa quantitativa, foi constituída pela aplicação do questionário para o universo de 40 estudantes dos dois grupos e de todas as áreas de conhecimento, cuja interpretação dos dados, recorreu-se ao Programa SPSS. Já, para o recorte dos cursos específicos, foi utilizado, o do Google Doc, os quais, estão expressos em tabelas e gráficos. Os resultados revelaram que essa mobilidade estudantil africana está imersa por um misto de semelhanças e diferenças entre o Brasil e dos Países Africanos de Língua Oficial Poruguesa - PALOP; e mais dos contextos das hierarquias entre os países centrais, semiperiféricos e periféricos, provocadas pelas políticas de reajustes estruturais sobre os serviços educacionais, Sousa (Santos 2008; 2010), que se refletem nas trajetórias acadêmicas temporária no país de acolhimento. Aqui, também, enfrenta as fragilidades e os avanços das políticas públicas do Sistema de Ensino Superior, implementadas pelo governo brasileiro nas IES. Em termos quantitativos para os quatros cursos analisados, em diferentes e curtos períodos, quanto a distribuição de vagas (acesso), formas de desligamentos e conclusão apontaram especificidades. E, grosso modo, o curso de Medicina, apresentou os melhores índices de conclusão, seguidos, pelos de Arquitetura e da Engenharia da Computação. A maioria dos estudantes são do sexo masculino, mais da metade está representada pelos oriundos de Cabo Verde, o restante, pelos da Guiné-Bissau. Enquanto, no curso de Ciências da Computação, foi nula a conclusão de curso, e em função deste histórico de baixo desempenho dos estudantes-convênio PEC-G, teria havido o fechamento de vagas. Mas, verificando-se, que os índices de conclusão nesses cursos, apresentou uma média abaixo dos cursos de graduação da UFRN, nos quais, esses estudantes são minoria ao lado dos afrobrasileiros nas universidades do Brasil.

Abstract Managers face hard choices between process and outcome systems of accountability in evaluating employees, but little is known about how managers resolve them. Building on the premise that political ideologies serve as uncertainty-reducing heuristics, two studies of working managers show that: (1) conservatives prefer outcome accountability and liberals prefer process accountability in an unspecified policy domain; (2) this split becomes more pronounced in a controversial domain (public schools) in which the foreground value is educational efficiency but reverses direction in a controversial domain (affirmative action) in which the foreground value is demographic equality; (3) managers who discover employees have subverted their preferred system favor tinkering over switching to an alternative system; (4) but bipartisan consensus arises when managers have clear evidence about employee trustworthiness and the tightness of the causal links between employee effort and success. These findings shed light on ideological and contextual factors that shape preferences for accountability systems.

This paper examines the experiences of black Africans in South Africa who became Chartered Accountants in the 1990s. Building on previous work on marginalized groups within the accounting profession, the study relies on interviews with 22 of those who overcame steep educational, economic, racial, cultural, and political obstacles to join a profession that had fewer than 1% black Africans as members. The interviews indicate that those black Africans who did manage to become CAs in the 1990s shared many common characteristics and experiences. They and their families placed a high value on education and made tremendous sacrifices to meet the requirements to earn the CA certification. Many overcame extreme poverty in their childhoods and attended poorly equipped schools. All were exceptionally accomplished academically, most qualifying for scholarships offered only to the very top black African students in the country. Most faced educational disruptions due to boycotts and political protests that shut down schools and many black universities in the years immediately prior to the bringing down of the apartheid regime. All faced racial discrimination in housing and education. Few had ever met a chartered accountant before enrolling in university; many had never heard of the certification until that point. In the 1990s when they entered some of the major firms to meet their training requirements, they were typically not given the same opportunities as their white peers. Now that they have become Chartered Accountants, and the government has changed and instituted affirmative action policies, most find that they are often offered jobs outside of public accounting. Still only composing about one percent of all chartered accountants, in a country that is 75% black African, most believed that the main road towards overcoming this disparity is through radical efforts to equalize educational opportunities in South Africa across racial lines. Most make professional decisions based at least in part on the opportunities a given position offers towards contributing to the black community.

This article reports on research funded by the Australian Research Council to investigate school responses to gender equity. It addresses the efforts of a disadvantaged school to tackle what they perceived to be gender inequalities, but in the process of constructing a top-set and bottom-set/ stream class they are developing new forms of old inequalities and new forms of inequalities. This research indicates that despite popular assertions that girls’ education has become the priority of schools and education systems, girls are being further disadvantaged through attempts to implement market strategies coupled with gender reform agendas grounded in liberal notions of equity and relying on unsophisticated notions of affirmative action. In addition, this study highlights the extent to which a media-driven debate about boys’ education has influenced the constitution of boys as the ‘new disadvantaged’ with the capacity to determine the nature of gender reform agendas and programmes in schools.

Recent research into the lives of early career teachers’ in Victoria and Queensland suggest that gender remains a significant factor in shaping the careers of those teaching in rural and regional schools. The cohort of nearly 5,000 teachers involved in the ARC-funded research project, ‘Studying the Effectiveness of Teacher Education’ (SETE) has a high proportion of females (78%). This composition is consistent with other large-scale datasets and across four rounds of SETE surveys between 2010-2014, and reflected in Case Studies of a selection of Victorian rural and regional schools. Continued perceptions of teaching as an ‘appropriate’ career for women remains - that is, it is reasonably well paid, with holidays and hours that allow a combination of responsibilities in work and family contexts (Acker, 1994). Yet, the analysis of SETE career progression data shows that employment and career chances of female and male graduate teachers diverge. Male graduates were more likely to be employed in full time positions and saw themselves in a leadership role in three years’ time, while female graduates were more likely to be employed in part-time positions and saw themselves teaching or in other education related occupations in the future. Interestingly, there was also significant difference in the perceptions of preparedness and effectiveness scores for males and females, with female teachers consistently reporting higher scores for both scales. In this paper, we examine the research data with regards to gender differences in rural and regional primary schools and ask the question: thirty years after the first Affirmative Action Plan for Women in the Victorian Teaching Service (1986), why do these gender differences in teaching careers still hold true—and does it matter in rural education?

Esse trabalho objetiva avaliar as consequências da adoção de cotas para acesso às universidades públicas sobre o aprendizado em idade escolar. A literatura sobre o tema é controversa; há autores que argumentam teórica e empiricamente que os incentivos ao acumulo de capital humano diminuem com esse tipo de ação afirmativa, mas há também aqueles que sustentam o oposto. No Brasil, há poucos estudos, especialmente teóricos. As evidências empíricas são normalmente restritas a um ou dois estados e esse pode ser um dos motivos que levam a essa divergência. O modelo teórico apresentado neste trabalho explicita condições para que as duas situações (aumento ou diminuição do esforço) ocorram, mostrando ainda que as consequências das cotas podem ser heterogêneas, dependendo das características dos indivíduos afetados. As evidências empíricas apresentadas parecem comprovar essa possibilidade, pois mostram que o desempenho tanto dos negros quanto dos brancos pode melhorar ou piorar.

A consolidação do regime democrático exige a efetiva vigência de direitos na sociedade. No Brasil, esse processo, iniciado com a promulgação da Constituição Federal de 1988, alcançou a organização do Poder Judiciário pela Reforma da Justiça ocorrida por meio da Emenda Constitucional no 45, de 8 de dezembro de 2004. No entanto, cabe questionar se essa reforma tem provocado o surgimento de uma cultura democrática, no âmbito das políticas judiciais. Observarei esse problema a partir de um recorte específico: a incorporação da perspectiva de gênero no novo desenho institucional da administração judiciária brasileira. Ao analisar os Atos Legislativos e a “Ação Estratégica do Poder Judiciário” produzidos pelo Conselho Nacional de Justiça – CNJ, órgão responsável pelo desenvolvimento de política judicial no Brasil, pretendo demonstrar que a perspectiva de gênero não foi incorporada, quer por insuficiência de matriz administrativa de efeito vinculante, quer por ausência de programas de ação institucional, voltados para o acesso à justiça e para os direitos das mulheres. Nesse sentido, a conclusão do trabalho sugere a persistência de obstáculos ao processo de transição democrática no que se refere às políticas de igualdade de gênero.

Este artigo estimou os efeitos de grupo no desempenho de alunos concluintes dos cursos das instituições de ensino superior que implantaram, de forma voluntária ou compulsória, políticas de ação afirmativa em seus processos de admissão. Os resultados sugeriram um impacto negativo e modesto no desempenho dos concluintes expostos a implementação dessas políticas.

Esta pesquisa busca verificar se a política de cotas, incluída na legislação federal brasileira por meio da Lei nº 12.771 de 2012, ao tornar obrigatória a reserva de vagas no ensino superior numa combinação de cor/raça, renda e origem em rede pública de ensino médio, tem caminhado para alcançar seu objetivo de forma a minimizar as dívidas racial e social brasileiras, causadas, entre outras, pela escravidão que por décadas se perpetuou no país. Para isso a pesquisa focou na escolha das carreiras dos estudantes cotistas e não cotistas de uma forma geral, além de por sexo e turno. Buscará evidenciar a hipótese de que o público-alvo da política de cotas ao escolher carreiras menos prestigiadas ou com menor retorno financeiro, finda por minimizar o impacto da mesma e sugere que política complementar seria necessária. Para classificar e agrupar as carreiras, o trabalho utilizou a base de dados do Instituto Brasileiro de Geografia e Estatística - IBGE que lista as carreiras pela remuneração média percebida. Após contextualização da desigualdade racial e social, da educação como promotora do desenvolvimento econômico e social, das experiências americana e brasileira com ações afirmativas, da exposição da legislação que dispõe sobre o tema e de estudos já realizados, e da importância da avaliação das políticas públicas, são analisados os dados do Censo Escolar do Ensino Superior, do ano de 2013, do Instituto Nacional de Estudos e Pesquisas Anísio Teixeira – Inep, no que tange a escolha de carreira dos cotistas e não cotistas, além de por sexo e turno. A abrangência da pesquisa se restringiu às universidades, centros e institutos públicos situados no estado do Rio de Janeiro que, em diferentes graus e épocas já adotaram a política de cotas, a fim de verificar a hipótese. Ao final a pesquisa demonstra que o modelo de regressão que inclui as IES e o tempo de vigência da política se mostrou estatisticamente significativo sinalizando a forte influência das IES e do tempo sobre a razão de cotista e que, ao contrário do que se pensava, os cotistas escolhem as carreiras mais bem remuneradas ou de mais prestígio. Além disso, demonstra que o sexo feminino, da mesma forma que os estudantes de turno noturno, de uma forma geral, cotistas e não cotistas, optam por carreiras menos remuneradas indicando a necessidade de política complementar que: fomente a participação do sexo feminino nessas carreiras, avalie as carreiras e vagas oferecidas no turno noturno e corrija distorções que ampliem o leque de possibilidades para os alunos de ensino superior.
