The purpose of this research is to investigate the various social, political and economic factors that contributed to Canada’s failure to implement a universal school lunch program during the 1940s. Although Canada developed several other social welfare programs in the post-war period, it remains one of the only industrialized nations that does not provide hot meals to children in elementary or secondary schools. Data from the province of Ontario, a major site of postwar reconstruction and policy-making, has been taken up to inform the broader national discourse on school lunches from the 1940s. National, Ontario provincial and City of Toronto archival records were collected and analyzed according to common themes, in order to identify key barriers that constrained government support of a hot meal program. Archival records were identified using key words, and were limited to materials created between 1930-1952. Analysis suggests that sufficient need for a hot meal program had not been established during the 1940s. Despite misleading nutrition messages, rates of malnutrition and nutrient-related disease were at an all-time low, and many Ontario school boards did not appear to have the necessary infrastructure required to supply all pupils with hot meals. The Canadian government had already employed significant resources to improve existing social security programs by coupling them with health education. This strategy reflected a shift in understanding malnutrition as a knowledge-based problem, as opposed to income-based. This understanding was further reinforced through the moralized dissemination of nutrition information, which placed blame on women for improperly raising their children. Ultimately, the strong uptake of nutrition as a public health issue in Ontario may have limited prospective responses to solutions already utilized in the public health domain, and directed favour away from a universal school lunch program for Canada.

Coinduction is a proof rule. It is the dual of induction. It allows reasoning about non--well--founded structures such as lazy lists or streams and is of particular use for reasoning about equivalences. A central difficulty in the automation of coinductive proof is the choice of a relation (called a bisimulation). We present an automation of coinductive theorem proving. This automation is based on the idea of proof planning. Proof planning constructs the higher level steps in a proof, using knowledge of the general structure of a family of proofs and exploiting this knowledge to control the proof search. Part of proof planning involves the use of failure information to modify the plan by the use of a proof critic which exploits the information gained from the failed proof attempt. Our approach to the problem was to develop a strategy that makes an initial simple guess at a bisimulation and then uses generalisation techniques, motivated by a critic, to refine this guess, so that a larger class of coinductive problems can be automatically verified. The implementation of this strategy has focused on the use of coinduction to prove the equivalence of programs in a small lazy functional language which is similar to Haskell. We have developed a proof plan for coinduction and a critic associated with this proof plan. These have been implemented in CoClam, an extended version of Clam with encouraging results. The planner has been successfully tested on a number of theorems.

The Australian Sweetpotato Growers Association partnered researchers from Agri-Science Queensland (with co-funding from Horticulture Australia Limited) to identify new, high performing sweetpotato cultivars with diverse colours and tastes. The project evaluated a mix of purple, red, orange and white skin and flesh, tailored for Australian growers and consumers. Australia's sweetpotato market currently relies on one gold cultivar for 90% of national production. Major retailers were requesting a reliable supply of quality sweetpotatoes in emerging categories such as red or white skin or purple flesh. To identify suitable cultivars, over 40 new sweetpotato cultivars were virus tested, and extensively evaluated in multiple experiments in Queensland and northern New South Wales. Larger-scale plantings by growers, using standard agronomy, provided additional performance feedback under commercial conditions. In partnership with growers and wholesalers, cultivars were evaluated in field and laboratory for desired characteristics such as shape, size range, skin and flesh colour, estimates of productivity and suitability for commercial production, cooking characteristics and taste. New high performing gold cultivars had better soil insect and nematode tolerance than the current cultivars. The new colours offered diverse health-related opportunities for consumers, more anthocyanins in purple-fleshed cultivars; higher beta carotene content in new gold fleshed cultivars; and potentially lower GI in white-fleshed cultivars. To enhance adoption, the industry/research partnership will tailor agronomic guidelines to maximise on-farm performance and identify niche marketing pathways for each of the cultivars. Increased consumption of this versatile vegetable will drive sweetpotato industry development and expansion into the future.

In an effort to meet its obligations under the Kyoto Protocol, in 2005 the European Union introduced a cap-and-trade scheme where mandated installations are allocated permits to emit CO2. Financial markets have developed that allow companies to trade these carbon permits. For the EU to achieve reductions in CO2 emissions at a minimum cost, it is necessary that companies make appropriate investments and policymakers design optimal policies. In an effort to clarify the workings of the carbon market, several recent papers have attempted to statistically model it. However, the European carbon market (EU ETS) has many institutional features that potentially impact on daily carbon prices (and associated nancial futures). As a consequence, the carbon market has properties that are quite different from conventional financial assets traded in mature markets. In this paper, we use dynamic model averaging (DMA) in order to forecast in this newly-developing market. DMA is a recently-developed statistical method which has three advantages over conventional approaches. First, it allows the coefficients on the predictors in a forecasting model to change over time. Second, it allows for the entire fore- casting model to change over time. Third, it surmounts statistical problems which arise from the large number of potential predictors that can explain carbon prices. Our empirical results indicate that there are both important policy and statistical bene ts with our approach. Statistically, we present strong evidence that there is substantial turbulence and change in the EU ETS market, and that DMA can model these features and forecast accurately compared to conventional approaches. From a policy perspective, we discuss the relative and changing role of different price drivers in the EU ETS. Finally, we document the forecast performance of DMA and discuss how this relates to the efficiency and maturity of this market.

This article describes the development and national trial of a methodology for collecting disability data directly from parents, enabling schools and local authorities to meet their obligations under the Disability Discrimination Act (DDA; 2005) to promote equality of opportunity for all children. It illustrates the complexities around collecting this information and also highlights the dangers of assuming that special educational needs (SENs) equate to disability. The parental survey revealed children with medical and mental health needs, but no SENs, who were unknown to schools. It also revealed children with a recorded SEN whose parents did not consider that they had a disability in line with the DDA definition. It identified a number of children whose disability leads to absences from school, making them vulnerable to underachievement. These findings highlight the importance of having appropriate tools with which to collect these data and developing procedures to support their effective use. We also draw attention to the contextual nature of children’s difficulties and the importance of retaining and respecting the place of subjective information. This is central to adopting a definition of disability that hinges on experience or impact.

Este estudo analisa a parceria público-privada celebrada entre a Prefeitura Municipal de Santarém – PA e o Instituto Ayrton Senna, que por meio da “Rede Vencer” tem implantado programas de gerenciamento na área educacional nesse município. Dentre estes programas enfocamos o “Programa Gestão Nota 10” (PGN10), por causa do nosso interesse em estudar as alterações que ocorreram com a implantação dessa ferramenta de gestão na Secretaria de Educação, com rebatimento nas escolas da rede municipal de ensino. Para tanto desenvolvemos uma ampla pesquisa em que analisamos documentos sobre a legislação educacional, relatórios de gestão, relatórios sobre a organização da rede municipal de ensino, documentos da parceria público-privada, etc. e também fizemos pesquisa in loco durante a pesquisa onde tivemos a oportunidade de realizar 21 (vinte e um) entrevistas semiestruturadas com professores, membros de conselho de controle social, pedagogos, diretores e coordenadores que atuam no setor educacional do município. Os dados encontrados na pesquisa foram tratados utilizando a análise de conteúdo, pois ela oferece a possibilidade de depreensão da fala dos entrevistados nas formas de comunicação oral e escrita, isso não a descarta, porém, como ferramenta para a análise de outros meios de comunicação – como o escrito nos documentos oficiais da parceria IAS-PMS. Isto porque entendemos que toda comunicação que traga consigo um conjunto de significações, de um emissor para um receptor, pode, em princípio, ser traduzida pelas técnicas de análise de conteúdo, interpretadas à luz do método materialista dialético. A análise desses dados, não nos permitiu classificar a ocorrência da gestão democrática, como demonstra a discussão empreendida no corpo do trabalho. Já em relação à implantação do modelo gerencial, percebemos que ela não pode ser completada, pois ainda existem elementos de gestão tradicional no município, além do mais o modelo da “nucleação”, onde a maioria das escolas sequer possui corpo administrativo, contribui para delongar o êxito na implantação da gestão gerencial. Percebemos também que, além de introduzir conceitos de mercado no setor público educacional, estimulando a concorrência entre turmas e escolas, essa parceria serve também para alimentar esses setores privados com dinheiro público em troca da aplicação de algumas técnicas de gestão gerencial no setor educacional. Ademais, há uma intensificação em cima do trabalho do professor que passa a ser responsabilizado pelos resultados a serem alcançados, o que cria uma situação em que não é permitido o descumprimento das metas sob a pecha da incompetência ou, mesmo que velada, sob a advertência de passar por alguma medida administrativa, caso verificado que o “problema foi o professor”. Isso ocasiona uma prática de “alteamento” dos indicadores que nem sempre expressam a situação real em que se encontra a educação. Por fim, nosso estudo demonstrou que, enquanto permanecer essa prática, a possibilidade de uma formação para a cidadania nas escolas fica diminuída, pois parece haver mais espaço para o amestramento de um espírito competitivo do que espaço para o desenvolvimento crítico visando favorecer a criação de um ambiente capaz de proporcionar a percepção de toda essa problemática que se encontra envolta pela ideologia de mercado no setor educacional.

With the growth of settlements and the consequent rise in civilian buildings, there was a need to allocate appropriately the waste arising from construction and demolition. Failure to meet the standards set about building waste generate social, economic and environmental impacts of remediation difficult. This study aimed to attend the importance of holding management programs involving the waste of construction and demolition at the University by the resulting environmental, economic and social benefits, and analysis of the main stages of Waste Management of Construction and Demolition, whose based on the National Solid Waste Policy, as well as verification of the importance of implementing these steps in the design of works, assisting in future studies of this type of waste and the problems accompanying the University

ABSTRACT: Under Western Australian legislation, landholders have an obligation to control rabbits on their properties; local authorities the responsibility to supervise their work whilst the Agriculture Protection Board has a Statewide supervisory and co-ordination role. Prior to 1950 (when the Agriculture Protection Board was formed) the central role was in the hands of a Government department which, through lack of staff and money was unable to provide adequate supervision, and rabbits were in plague proportions. Since 1950, the Board has actively engaged in a vigorous policy aimed at tighter control and supervision. To enable this, the Board has entered into a voluntary scheme with local authorities whereby the role of local supervision of landholders is passed to staff employed by the Board, but jointly financed by the local authority and the Board. A contract poisoning service is also pro¬vided by the Agriculture Protection Board to any landholder who is unable or unwilling, to meet his obligations in this area. Both services are subsidised. Two of the major reasons for the poor level of control existing before 1950, have thereby been minimised. Soon after its formation, the Board set up a research section which has devoted nearly all of its activities to applied research on control of the State's many vertebrate pest problems. In the rabbit control area, poisoning has received most attention. The "One-Shot" method of poisoning was developed after years of research. Fumigation is at present being closely studied as is the economics of complete eradication from some areas of the State. Greatest needs in the applied rabbit research field at present are: (1) a selective poison, or poisoning regime, which will not harm stock, and (2) a more complete understanding of the economics of control and eradication. The serious rabbit problem which existed in 1950 has been reduced to very small proportions, by organisational development using local research findings. These organisational developments have been implemented by circumvention rather than confrontation.

The initial curing of concrete specimens for quality assurance is addressed in different ways in testing standards, which often specify requirements that are difficult to meet in practice unless very costly initial curing chambers are available. The failure to meet these requirements in many areas of the world does not appear to result in adverse consequences. This study analyzed six initial curing temperature schemes, all with cycles similar to natural conditions to avoid the simplifications inherent in constant temperature curing. Three strengths of concrete and two initial curing times (24 and 72 hours) were used in this study. The findings showed that initial curing time had no effect on 28-day strength. The 28-day strength also proved to be resilient to maximum and minimum initial curing temperatures outside the limits stated in the standards considered in this study
