This document is the DMC Section of Iowa’s 2009 federal Juvenile Justice and Delinquency Prevention Act (JJDP Act) formula grant three year plan update. The Division of Criminal and Juvenile Justice Planning (CJJP) wrote this update. CJJP is the state agency responsible for administering the JJDP Act in Iowa. Federal officials refer to state administering agencies as the state planning agency (SPA). The Plan was developed and approved by Iowa’s Juvenile Justice Advisory Council. That Council assists with administration of the JJDP Act, and also provides guidance and direction to the SPA, the Governor and the legislature regarding juvenile justice issues in Iowa. Federal officials refer to such state level groups as state advisory groups (SAG’s). The acronyms SPA and SAG are used through this report.

The federal government mandated that all non-federal public safety license holders on the frequencies ranging from 150 to 512 megahertz reduce their operating bandwidth from 25 kilohertz to 12.5 kilohertz. Narrowband channels must update their operating licenses by January 1, 2013. Failure to do so will result in the loss of communication capabilities and fines. This issue review analyzes the impact to state agencies of the federal mandate requiring all two-way radio systems and some paging networks, including those used by public-safety agencies, to meet the new narrowband requirements by January 1, 2013. This issue review does not address the impact to local communications systems.

This paper highlights the role of non-functional information when reusing from a component library. We describe a method for selecting appropriate implementations of Ada packages taking non-functional constraints into account; these constraints model the context of reuse. Constraints take the form of queries using an interface description language called NoFun, which is also used to state non-functional information in Ada packages; query results are trees of implementations, following the import relationships between components. We define two different situations when reusing components, depending whether we take the library being searched as closed or extendible. The resulting tree of implementations can be manipulated by the user to solve ambiguities, to state default behaviours, and by the like. As part of the proposal, we face the problem of computing from code the non-functional information that determines the selection process.

Työn tavoitteena oli painelaitteiden hitsaustuotannon kehittäminen. Keinoina olivat käytössä olevien hitsausprosessienkehittäminen tai niiden käytön tehostaminen ja mahdollisesti muiden hitsausprosessien, kuten plasma-, laser- tai hybridihitsauksen, käyttöönotto. Työn teoriaosassa käsiteltiin painelaitteiden valmistuksessa käytettävät hitsausprosessit ja niiden kehittämiskeinot, hitsauskustannuksen muodostuminen sekä miten näihin kustannuksiin voidaan vaikuttaa. Lisäksi tarkasteltiin painelaitteiden valmistuksessa käytettävien materiaalien hitsattavuutta ja laadunvarmistusta. Tutkimusosuudessa käytiin läpi valmistuksen nykytila ja tehtiin tuotannon analysointi kehittämiskohteeksi valitulle lämmönsiirtimelle. Kehitysehdotuksenatuotannon tehostamiseksi ehdotettiin MAG-täytelanka- ja jauhekaarihitsauksen käytön lisäämistä. Lisäksi ehdotettiin juurituen käyttöä ja hitsauksen mekanisoinnin lisäämistä. Plasma- tai hybridihitsauksen käytöllä todettiin pystyttävän lyhentämään läpimenoaikoja. Ennen laitteistohankintojen tekoa täytyy tehdä lisäselvityksiä soveltuvuuden ja kannattavuuden varmistamiseksi.

Background In an agreement assay, it is of interest to evaluate the degree of agreement between the different methods (devices, instruments or observers) used to measure the same characteristic. We propose in this study a technical simplification for inference about the total deviation index (TDI) estimate to assess agreement between two devices of normally-distributed measurements and describe its utility to evaluate inter- and intra-rater agreement if more than one reading per subject is available for each device. Methods We propose to estimate the TDI by constructing a probability interval of the difference in paired measurements between devices, and thereafter, we derive a tolerance interval (TI) procedure as a natural way to make inferences about probability limit estimates. We also describe how the proposed method can be used to compute bounds of the coverage probability. Results The approach is illustrated in a real case example where the agreement between two instruments, a handle mercury sphygmomanometer device and an OMRON 711 automatic device, is assessed in a sample of 384 subjects where measures of systolic blood pressure were taken twice by each device. A simulation study procedure is implemented to evaluate and compare the accuracy of the approach to two already established methods, showing that the TI approximation produces accurate empirical confidence levels which are reasonably close to the nominal confidence level. Conclusions The method proposed is straightforward since the TDI estimate is derived directly from a probability interval of a normally-distributed variable in its original scale, without further transformations. Thereafter, a natural way of making inferences about this estimate is to derive the appropriate TI. Constructions of TI based on normal populations are implemented in most standard statistical packages, thus making it simpler for any practitioner to implement our proposal to assess agreement.

Tämän työn tavoitteena oli selvittää Kouvolan seudun kuntayhtymän atk palveluyksikön tietotekniikkahankintojen hankintaprosessin parantamismahdollisuuksia sekä laatia niiden pohjalta ratkaisuehdotus hankintaprosessin toimivuuden selkeyttämiseksi sekä tehostamiseksi. Työ voidaan jakaa teoreettiseen ja empiiriseen osaan. Työn teoriaosuudessa tarkastellaan liiketoimintaprosesseja ja hankintoja sekä yleisellä tasolla että julkishallinnon näkökulmasta. Empiirinen osuus sisältää kohdeorganisaation tietotekniikkahankintojen lähtötilanteen kuvauksen, nykytila-analyysin, analyysin pohjalta mallinnetun tavoitetilakuvauksen sekä ratkaisuehdotuksen hankintaprosessin parantamiseksi. Teoriaosuuden tutkimusmenetelmänä on työn aihepiirin kirjallisuustutkimus ja empiirisen osuuden aineistonkeräysmetodeina käytetään osallistuvaa havainnointia, vapaamuotoisia haastatteluja sekä organisaation dokumenttien analysointia. Työn tuloksena syntyi ehdotus Kouvolan seudun kuntayhtymän atk palveluyksikön tietotekniikkahankintojen hankintaprosessin parantamiseksi. Suunnitellun ratkaisuehdotuksen mukaan hankintaprosessia voidaan merkittävästi parantaa prosessin tavoitetilamallin pohjalta suunnitellun sähköisen tietotekniikkahankintajärjestelmän avulla.

Evaluation of image quality (IQ) in Computed Tomography (CT) is important to ensure that diagnostic questions are correctly answered, whilst keeping radiation dose to the patient as low as is reasonably possible. The assessment of individual aspects of IQ is already a key component of routine quality control of medical x-ray devices. These values together with standard dose indicators can be used to give rise to 'figures of merit' (FOM) to characterise the dose efficiency of the CT scanners operating in certain modes. The demand for clinically relevant IQ characterisation has naturally increased with the development of CT technology (detectors efficiency, image reconstruction and processing), resulting in the adaptation and evolution of assessment methods. The purpose of this review is to present the spectrum of various methods that have been used to characterise image quality in CT: from objective measurements of physical parameters to clinically task-based approaches (i.e. model observer (MO) approach) including pure human observer approach. When combined together with a dose indicator, a generalised dose efficiency index can be explored in a framework of system and patient dose optimisation. We will focus on the IQ methodologies that are required for dealing with standard reconstruction, but also for iterative reconstruction algorithms. With this concept the previously used FOM will be presented with a proposal to update them in order to make them relevant and up to date with technological progress. The MO that objectively assesses IQ for clinically relevant tasks represents the most promising method in terms of radiologist sensitivity performance and therefore of most relevance in the clinical environment.

En este artículo se pretende mostrar cómo la utilización de métodos visuales en la investigación contribuye a potenciar la participación activa de las personas con TMG. Se utiliza como ejemplo un estudio de caso de corte cualitativo que incorpora tres actividades de componente visual (el dibujo “el río de la vida”, las fotografías y el dibujo de proyección de futuro) para favorecer la reflexión narrada que, sobre sus experiencias y vivencias, desarrollan cinco personas con TMG. El uso de las fotografías y dibujos en este estudio permite afirmar que estas estrategias se han mostrado válidas para acceder, en la medida que los participantes han querido, a esferas de vida personales en trayectorias vitales determinadas por la enfermedad mental

In the present chapter some prototype gas and gas-surface processes occurring within the hypersonic flow layer surrounding spacecrafts at planetary entry are discussed. The discussion is based on microscopic dynamical calculations of the detailed cross sections and rate coefficients performed using classical mechanics treatments for atoms, molecules and surfaces. Such treatment allows the evaluation of the efficiency of thermal processes (both at equilibrium and nonequilibrium distributions) based on state-to-state and state specific calculations properly averaged over the population of the initial states. The dependence of the efficiency of the considered processes on the initial partitioning of energy among the various degrees of freedom is discussed.

Les organitzacions afronten una nova era industrial, la era de la Societat del Coneixement. Als recursos clàssics necessaris per mantenir-se competitiu en un mercat cada cop més exigent (RRHH, recursos naturals, recursos financers, etc.), s'hi ha afegit el recurs del coneixement, associat a les persones que tenen la capacitat d'aportar un elevat valor afegit a les organitzacions. Aquestes persones amb aptitud, actitud i sensibilitat per actuar amb intel·ligència són recursos de talent (RRT) i han de considerar-se un factor clau per qualsevol organització. L'estudi dut a terme sobre l'estat de l'art de la gestió de RRT evidencia la manca d'estratègies en aquest sentit. A més a més, s'han detectat alguns aspectes millorables en l'actual percepció entre informació-empresa. Per tots aquests motius, s'ha dut a terme una nova proposta per entendre la relació informacióempresa i s'ha desenvolupat un model de vigilància de RRT, que hauria de quedar integrat en l'estratègia de Gestió del Coneixement de qualsevol organització. L'estudi inclou també la presentació d'algunes eines de vigilància d'informació, fent incís en les eines de cerca d'informació a Internet, per la seva creixent rellevància. Aquesta nova situació industrial presentarà noves oportunitats de negoci relacionades amb la gestió de RRT, així com obrirà possiblement nous debats ètics sobre la conveniència o no, d'entendre les persones com a un recurs més per a les organitzacions.

The proposal to work on this final project came after several discussions held with Dr. Elzbieta Malinowski Gadja, who in 2008 published the book entitled Advanced Data Warehouse Design: From Conventional to Spatial and Temporal Applications (Data-Centric Systems and Applications). The project was carried out under the technical supervision of Dr. Malinowski and the direct beneficiary was the University of Costa Rica (UCR) where Dr. Malinowski is a professor at the Department of Computer Science and Informatics. The purpose of this project was twofold: First, to translate chapter III of said book with the intention of generating educational material for the use of the UCR and, second, to venture in the field of technical translation related to data warehouse. For the first component, the goal was to generate a final product that would eventually serve as an educational tool for the post-graduate courses of the UCR. For the second component, this project allowed me to acquire new skills and put into practice techniques that have helped me not only to perfom better in my current job as an Assistant Translator of the Inter-American BAnk (IDB), but also to use them in similar projects. The process was lenggthy and required torough research and constant communication with the author. The investigation focused on the search of terms and definitions to prepare the glossary, which was the basis to start the translation project. The translation process itself was carried out by phases, so that comments and corrections by the author could be taken into account in subsequent stages. Later, based on the glossary and the translated text, illustrations had been created in the Visio software were translated. In addition to the technical revision by the author, professor Carme Mangiron was in charge of revising the non-technical text. The result was a high-quality document that is currently used as reference and study material by the Department of Computer Science and Informatics of Costa Rica.

ABSTRACT The present study aims to present the main concepts of the sugarcane straw to energy planning. Throughout the study, the subject is contextualized highlighting broader aspects of sustainability, which is considered the main driver towards agro-energy modernization. Concerning sugarcane straw, we first evaluated its availability regarding technical and economic aspects, and then it summarized the straw production chain for energy supply purposes. As a proposal to support agro-energy planning, it is presented some spatial tools that have been barely used in the Brazilian energy planning context so far. Therefore, working on straw to electricity associated with supply chain basis, we developed a conceptual model to spatially assess this bioenergy system. Using the model proposed, it is described the whole supply chain at state level, which accounted the potential of a single mill to explore straw, as well as main costs associated with straw acquisition, investments on the straw recovery routes and electricity transmission. Bearing these concepts in mind, it is fully believed that spatial analysis can bring important information for agro-energy action plans.

Työn tavoitteena oli selvittää yrityksen tuotekehitysorganisaation tuoteylläpitotoiminnan nykytila ja kartoittaa sen mahdolliset ongelmakohdat sekä kehityskohteet. Lisäksi tavoitteena oli vertailla yrityksen toimintamalleja toisen yrityksen vastaavaan organisaatioon kartoitettujen ongelmakohtien pohjalta, ja laatia kehitysehdotus ongelmien ratkaisemiseksi. Tutkimusmenetelminä käytettiin nykytilaselvityksessä semistrukturoituja asiantuntijahaastatteluja ja vertailututkimusta (engl. benchmarking). Kehitysehdotuksen laatimisen tueksi työhön sisältyi myös kirjallisuuskatsaus, jossa käsiteltiin esimerkiksi tuotteen elinkaarenhallintaa, konfiguraationhallintaa ja prosessijohtamista. Nykytilaselvityksen tuloksena oli kuvaus yrityksen tuoteylläpidontoiminnasta sekä havaituista ongelmakohdista. Vertailututkimuksen tuloksena saatiin kuvaus kohdeyrityksen kartoitettuihin ongelmakohtiin liittyvistä toimintamalleista, sekä joitain ratkaisuvaihtoehtoja. Nykytilaselvityksen ja vertailututkimuksen tulosten sekä kirjallisuuskatsauksen perusteella laadittu kehitysehdotus perustuu konfiguraationhallintasuunnitelman pohjaan, johon on sisällytetty kaikki ratkaisuehdotukset. Kehitysehdotuksessa esitetyt ratkaisuehdotukset vastaavat lähtökohtaisesti kartoitettuihin ongelmakohtiin, mutta ne vaativat vielä jatkokehittelyä. Työn tulokset toimivat pohjana yksityiskohtaisemmalle suunnittelulle ja jatkokehittelylle.

Brock’s Monument is owned by Parks Canada and maintained by the Niagara Parks Commission in collaboration with the Friends of Fort George and Niagara National Historic Sites. It is located in Queenston Heights Park atop the Niagara Escarpment. On March 14, 1815, Parliament passed an act to erect a monument to the memory of General Isaac Brock. A design by engineer Francis Hall was selected. He envisioned a 135 ft. tall Tuscan column, made out of stone with a winding staircase inside. By the spring of 1824, work had begun on the monument. In June of that year, the cornerstone was laid and William Lyon Mackenzie was in attendance at the ceremony. It was on October 13th, 1824 (the anniversary of Brock’s death) that 6000 people traveled to Queenston to inter the remains of Brock and Lieutenant-Colonel Macdonell. This was the second burial for both. After 3 years the tower had reached 135 feet, but there was no inscription at the base, the fence around the observation deck had not been installed and there was no statue of Brock. Hall submitted a plan to finish the statue, but he was turned down and a simple ornament was placed where the Brock statue should have been. A massive blast of gunpowder destroyed the monument in 1840. It is alleged that an American sympathizer with the Upper Canada Rebellion set off the blast. Brock and Macdonell’s bodies were reburied in the Hamilton Family Cemetery in Queenston. The present monument was rebuilt in 1853. William Thomas (designer of St. Michael’s Cathedral in Toronto) was the architect. Brock and Macdonell were once again laid to rest in separate vaults at the statue. In 1968, Brock’s Monument was declared a national historical site. In 2005, it was closed to the public due to safety concerns, but it reopened in 2010.
