The objective of the dissertation was to determine the concept of sustainable development according to current understanding and to analyze the structuration of sustainable daily life and how it varies between different groups. The present dissertation is both a literature-based theoretical study and data-based empirical research. The theoretical framework of the study was a greated model of the Structuration of Sustainability in Everyday Life. The model is based on a synthesis of Giddens Theory of Structuration (1984), Spaargaren JA van Vliet's Theory of Consumption as Social Practices (2000) and principles of sustainable development. According to the model created, sustainable everyday life is generated in a context of internal and external factors compromising the interests of ecosystems, society and business. The literature used in the thesis included international and national statements on sustainable development and research into sustainability and the transition to sustainable societies. The data were collected at Helsinki Metropolia University of Applied Sciences. The discretionary sample consisted of students of social services (n = 210) and were collected using the semantic differential technique. The data were analyzed using quantitative and qualitative methods. The results showed that the value placed on ecological, economic and social sustainability increased with age. Activity in non governmental organizations was associated with the acceptance of sustainable development as a whole and especially with global responsibility. Women's everyday life promoted sustainability more than men´s. People living in Helsinki had more sustainable ways of living than those living in the surrounding municipalities because of greater recycling and the low importance given to ownership. Prefering vegetarian food turned out to be a real opportunity for a more sustainable way of living because there were few barriers identified. Contradictory human behavior occurred when advanced sustainable consumer were ready to risk their health. The importance of communality was high and it was considered an aspect of health. The most significant obstacles to sustainable development in daily life were high costs, lack of knowledge and busyness. Similar attitudes towards sustainable development translate into different people´s behavior, which indicates complexities of the behaviour change in the context of sustainable development. The role of non governmental organizations is significant in increasing global responsibility. Education presents an opportunity to increase sustainability, but there are challenges to face from system thinking and in understanding entities in a state of transition towards sustainable everyday life. The responsibility of policy makers is paramount because high costs create a barrier to a sustainable way of living. The implementation of the concept of sustainable development should be focused on the planetary ethics which cover humans, animals, plants and ecosystems. Conservation and sustainable management of tropical forests needs a holistic approach: in addition to ecological concerns, socio-economic issues including cultural aspects must be taken into consideration. An ability to adapt practices is a key to successful collaborative natural resource management. Achieving this requires local participation and understanding of local conceptions of the environment. This study examined these issues in the context of northern Thailand. Northern uplands are the home of much of the remaining natural forest in Thailand and several ethnic minority groups commonly referred to as hill tribes. The overall purpose of this study was to grasp a regional view of an ethnically diverse forested area and to elicit prospects to develop community forestry for conservation purposes and for securing people s livelihood. Conservation was a central goal of management as the forests in the area were largely designated as protected. The aim was to study local perceptions, objectives, values and practices of forest management, under the umbrella of the concept environmental literacy, as well as the effects of forest policy on community management goals and activities. Environmental literacy refers to holistic understanding of the environment. It was used as a tool to examine people s views, interests, knowledge and motivation associated to forests. The material for this study was gathered in six villages in Chiang Mai Province. Three minority groups were included in the study, the Karen, Hmong and Lawa, and also the Thai. Household and focus group interviews were conducted in the villages. In addition, officials at district, regional and national levels, workers of non-governmental organisations, and academics were interviewed, and some data were gathered from the students of a local school. The results showed that motivation for protecting the forests existed among each ethnic group studied. This was a result of culture and traditions evolved in the forest environment but also of a need to adapt to a changed situation and environment and to outside pressures. The consequences of deforestation were widely agreed on in the villages, and the impact of socio-economic changes on the forests and livelihood was also recognised. The forest was regarded as a source of livelihood providing land, products and services essential to the people inhabiting rural uplands. Traditions, fire control, cooperation, reforestation, separation of protected and utilisable areas, and rules were viewed as central for conservation. For the villagers, however, conservation meant sustainable use, whereas the government has tended to prefer strict restrictions on forest resource use. Thus, conflicts had arisen. Between communities, cooperation was more dominant than conflict. The results indicated that the heterogeneity of forest dwellers, although it has to be recognised, should not be overemphasised: ethnic diversity can be considered as no major obstacle for successful community forestry. Collaborative management is particularly important in protected areas in order to meet the conservation goals while providing opportunities for livelihood. Forest management needs more positive incentives and increased dialogue.

Background Medication incident reporting (MIR) is a key safety critical care process in residential aged care facilities (RACFs). Retrospective studies of medication incident reports in aged care have identified the inability of existing MIR processes to generate information that can be used to enhance residents’ safety. However, there is little existing research that investigates the limitations of the existing information exchange process that underpins MIR, despite the considerable resources that RACFs’ devote to the MIR process. The aim of this study was to undertake an in-depth exploration of the information exchange process involved in MIR and identify factors that inhibit the collection of meaningful information in RACFs. Methods The study was undertaken in three RACFs (part of a large non-profit organisation) in NSW, Australia. A total of 23 semi-structured interviews and 62 hours of observation sessions were conducted between May to July 2011. The qualitative data was iteratively analysed using a grounded theory approach. Results The findings highlight significant gaps in the design of the MIR artefacts as well as information exchange issues in MIR process execution. Study results emphasized the need to: a) design MIR artefacts that facilitate identification of the root causes of medication incidents, b) integrate the MIR process within existing information systems to overcome key gaps in information exchange execution, and c) support exchange of information that can facilitate a multi-disciplinary approach to medication incident management in RACFs. Conclusions This study highlights the advantages of viewing MIR process holistically rather than as segregated tasks, as a means to identify gaps in information exchange that need to be addressed in practice to improve safety critical processes.

Complaints and disciplinary processes play a significant role in health professional regulation. Many countries are transitioning from models of self-regulation to greater external oversight through systems including meta regulation, responsive (risk–based) regulation, and “networked governance”. Such systems harness, in differing ways, public, private, professional and non-governmental bodies to exert influence over the conduct of health professionals and services. Interesting literature is emerging regarding complainants’ motivations and experiences, the impact of complaints processes on health professionals and identification of features such as complainant and health professional profiles, types of complaints and outcomes. This paper concentrates on studies identifying vulnerable groups and their participation in health care regulatory systems.

Cosmopolitan ideals have been on the philosophical agenda for several millennia but the end of the Cold War started a new discussion on state sovereignty, global democracy, the role of international law and global institutions. The Westphalian state system in practice since the 17th century is transforming and the democracy deficit needs new solutions. An impetus has been the fact that in the present world, an international body representing global citizens does not exist. In this Master’s thesis, the possibility of establishing a world parliament is examined. In a case analysis, 17 models on world parliament from two journals, a volume of essays and two other publications are discussed. Based on general observations, the models are divided into four thematic groups. The models are analyzed with an emphasis on feasible and probable elements. Further, a new scenario with a time frame of thirty years is proposed based on the methodology of normative futures studies, taking special interest in causal relationships and actions leading to change. The scenario presents three gradual steps that each need to be realized before a sustainable world parliament is established. The theoretical framework is based on social constructivism, and changes in international and multi-level governance are examined with the concepts of globalization, democracy and sovereignty. A feasible, desirable and credible world parliament is constituted gradually by implying electoral, democratic and legal measures for members initially from exclusively democratic states, parliamentarians, non-governmental organizations and other groups. The parliament should be located outside the United Nations context, since a new body avoids the problem of inefficiency currently prevailing in the UN. The main objectives of the world parliament are to safeguard peace and international law and to offer legal advice in cases when international law has been violated. A feasible world parliament is advisory in the beginning but it is granted legislative powers in the future. The number of members in the world parliament could also be extended following the example of the EU enlargement process.

This thesis studies the basic income grant proposal in Namibia. The proposal suggests a monthly grant of N$100 (approximately 10€) to all those Namibian citizens who do not receive the state pension. This thesis concentrates on the Basic Income Grant (BIG) Coalition and on its work. The formation and transformation of the coalition during the time period between 2003 and 2009 is analyzed with the help of data collected during two field work periods in 2008 and 2009. The data includes interviews, newspaper articles, observations and other background material. The analysis of this material is mainly conducted from organizational viewpoint. The final part of the thesis applies the results to the theory of Mosse, whose propositions about policy and practice will be discussed in relation to the basic income grant pilot project. The thesis argues that social legitimacy has been a vital resource for the work of the BIG Coalition and it has sought for it in various ways. The concept of social legitimacy originates from the resource dependence perspective of Pfeffer and Salancik, who propose that organizations are dependent on their environments, and on the resources provided by the surrounding environment. This thesis studies the concept of social legitimacy in the context of resource dependence theory. Social legitimacy is analyzed in the relations between the coalition and its environment, in the formation of the coalition, in the responses towards criticism, and finally in relation to the propositions concerning policy and practice. The work of the coalition in the pilot project will be analyzed through the propositions of Mosse concerning policy and practice. The results will describe and analyze key events in the formation of the BIG Coalition from the South African proposal until the end of the basic income pilot project. This BIG pilot project conducted in 2008-2009 is one of the most well-known activities of the coalition. The clashes between the coalition and its environment will be analyzed through four case studies. It will be shown that the project has been conducted in order to gain more legitimacy to the basic income grant proposal. The conclusion questions the legitimacy of the BIG Coalition as a research and development organization, and requests for more transparent research on the basic income proposal in Namibia.

This thesis explores the link between South-South remittance and development. It attempts to establish improved understanding about the role of immigrants as agents of constituency growth and development. By doing so, it illuminates the dark corners of the policy implications that the unconventional development agency of immigrants might have for countries in the Organization ft Economic Cooperation and Development (OECD). The thesis problematises the existence of state-centric international cooperation as providing the recipe for failed Aid in the face of global poverty menace. In the last half a century, the relative shi' of focus to non-state actors brought about the proliferation of NGOs. That, intrun, helped improve international access to crisis situations; however, their long-term remedial impacts on poverty and development have been contested. Major misgivings for non-governmental organizations (NGOs) are, on one hand, low level goal-bound expenditures and lack of independence from influence of the state, on the other. Therefore, the thesis enterprises to empirically verify its fundamental question whether remitting immigrants constitute an alternative development agency to the traditional players: the State and NGOs. Its main arguments are: due to state's failures in bringing sustainable development in many countries of the South, the future of poverty reduction and development also rests in immigrants' remittances. Nonetheless, in the last decade, remittance security-nexus dominated its discourse. Because of that remittance was viewed as something requiring global regime and restrictions. These temptations to tightly regulate remittance flows carry the danger of overlooking its trans-boundary nature and its strong link with livelihood of the poor. Therefore, to avoid unintended consequences of interventions, there need to be clear policy that bases itself on a discursive knowledge on the issues of North-South and South-South remittances The study involved both literature based and empirical research. It employed Discourse Analysis (C as main method for the former and snow-balling as its approach for the latter. For the first part the thesis constructed three conceptual models, these are: metrological model, police model and ecological model on remittance development-nexus. Through this modeling, the thesis achieved better deconstruction on the concepts remittance, immigrants and development agency. The protagonists of each model, the values and interests they represent, and their main arguments along various lines of dichotomies have been discussed. For instance, the main treats of meteorological model include: it sees remittance as transitional economic variable which require constant speculations and global management; it acts as meteorological station for following up or predicting the level, direction, flow and movement of global remittance. It focuses on official lines and considers the state as legitimate recipient of advic and positive consequence of remittance. On the other hand, police model views remittance as beir at best, development neutral or as an illicit activity requiring global regulations and tight control. Both immigrants and remittance viewed as subversive to establishments. It gives primacy to state stable agent of development and a partner for international cooperation. The anti-thesis to the police model is supplied by ecological model, which this thesis is a part. Ecological model on remittance and immigrants argues that, tight global regulations alone cannot be a panacea for possible abuse of informal remittance system. Ecological model, not only links remittance to poverty reduction, the main trust of development, but also considers the development agency of immigrants as critical factor for 21st century north-south development intervention. It sees immigrants as development conscious and their remittance instrument as most stable flow of finance to the developing countries. Besides, it sees remittance as effective poverty solutions than Foreign Direct Investment and international AID. This thesis focuses on the significance of South-South remittance and investigates the South Africa - Ethiopia remittance corridor, as case study; and empirically verifies the role of Ethiopian (Kembata and Hadiya) immigrants in South Africa as agents of local development back home. The study involved techniques of interview, group discussions, observations and investigative study. It also looked into the determinants of their migration to South Africa, and their remittance to Ethiopia. The theoretical models in the first part of the thesis have been operationalised throughout the empirical part to verify if the Kembata and Hadiya immigrants played the crucial role in their household poverty and local development in comparison with the Ethiopian state and the NGOs involved in the system. As evidenced by the research the thesis has made three distinct contributions to the discourse of remittance development-nexus. Fist, it systematized the debate about linkages between remittance, immigrants, development agency and policy of international cooperation by creating three conceptual models (school of thoughts); second, it singled out remitting immigrants as new agents of development in the South; third, it deconstructed concept of remittance and established South¬South remittance as additional sphere of academic investigation. In addition to the above contributions, the thesis finds that Kembata and Hadiya immigrants have engaged in various developmental activities in their locality than usually anticipated. Hence, it concludes that Ethiopian immigrants constitute an alternative development agency to the state and other non-state actors in their country, and the lesson can be applied to poverty reduction strategies in most developing countries.

This study on marine protected areas (MPAs) in Mexico relies on a variety of data sources as well as the authors’ longstanding field experience, particularly in the Yucatan Peninsula, to analyze the design, establishment and operation of protected areas. It discusses two case studies of MPAs in detail and summarizes the findings from four others, focusing primarily on the role played by local communities in managing coastal and marine resources. The study also draws on the perspective of key informants, namely, Mexican experts on coastal and ocean management issues, including government officials, decisionmakers, researchers, members of non governmental organizations (NGOs), and consultants. In the current context of natural resource management, marine protected areas (MPAs) are being widely propagated as an important tool for the conservation of marine and fisheries resources. The International Collective in Support of Fishworkers (ICSF) recently undertook a series of studies on MPAs in India to highlight the various legal, institutional, policy and livelihoods issues that confront fishing and coastal communities. In order to discuss the findings of these case studies and to suggest proposals for livelihood-sensitive conservation and management of coastal and fisheries resources through participatory processes, ICSF organized a two-day workshop on ‘Social Dimensions of Marine Protected Area Implementation in India: Do Fishing Communities Benefit?’ at Chennai on 21-22 January 2009. This publication—the India MPA Workshop Proceedings—contains the prospectus of the workshop, a report of the proceedings and the consensus statement that was reached by organizations and individuals who particapated in the workshop. This publication will be useful for fishworkers, non-governmental organizations, policymakers, trade unions, researchers and others interested in natural resource management and coastal and fishing communities.

Executive Summary: For over three decades, scientists have been documenting the decline of coral reef ecosystems, amid increasing recognition of their value in supporting high biological diversity and their many benefits to human society. Coral reef ecosystems are recognized for their benefits on many levels, such as supporting economies by nurturing fisheries and providing for recreational and tourism opportunities, providing substances useful for medical purposes, performing essential ecosystem services that protect against coastal erosion, and provid-ing a diversity of other, more intangible contributions to many cultures. In the past decade, the increased awareness regarding coral reefs has prompted action by governmental and non-governmental organizations, including increased funding from the U.S. Congress for conservation of these important ecosystems and creation of the U.S. Coral Reef Task Force (USCRTF) to coordinate activities and implement conservation measures [Presidential Executive Order 13089]. Numerous partnerships forged among Federal agencies and state, local, non-governmental, academic and private partners support activities that range from basic science to systematic monitoring of ecosystem com-ponents and are conducted by government agencies, non-governmental organizations, universities, and the private sector. This report shares the results of many of these efforts in the framework of a broad assessment of the condition of coral reef ecosystems across 14 U.S. jurisdictions and Pacific Freely Associated States. This report relies heavily on quantitative, spatially-explicit data that has been collected in the recent past and comparisons with historical data, where possible. The success of this effort can be attributed to the dedication of over 160 report contributors who comprised the expert writing teams for each jurisdiction. The content of the report chapters are the result of their considerable collaborative efforts. The writing teams, which were organized by jurisdiction and comprised of experts from numerous research and management institutions, were provided a basic chapter outline and a length limit, but the content of each chapter was left entirely to their discretion. Each jurisdictional chapter in the report is structured to: 1) describe how each of the primary threats identified in the National Coral Reef Action Strategy (NCRAS) has manifested in the jurisdiction; 2) introduce ongoing monitoring and assessment activities relative to three major categories of inquiry – water quality, benthic habitats, and associated biological communities – and provide summary results in a data-rich format; and 3) highlight recent management activities that promote conservation of coral reef ecosystems.

These Guidelines have been produced to support the implementation of Article 7 of the Code of Conduct for Responsible Fisheries, with some reference to Article 12. They are addressed primarily to the decision-makers within fisheries management authorities and other interest groups, including fishing companies, fishers' organizations, concerned non-governmental organizations and others. The Guidelines provide a background to the need for fisheries management and an introduction to the activities encompassed by fisheries management. They introduce the major constraints experienced in fisheries and fisheries management and some of the fundamental concepts related to these. Biological, environmental, technological, socio-cultural and economic constraints and concepts are examined. Information is fundamental to responsible fisheries management and these Guidelines put emphasis on the range of data required for informed decisionmaking and examine aspects of the collection and interpretation of these data. Data are discussed in terms of three suggested scales in fisheries management: fisheries policy and development planning, formulation of management plans and implementation of management action. The range of possible management actions is outlined. This includes technical measures, such as gear restrictions, and more direct approaches in the form of direct catch limitation or effort limitation. The problems associated with open access fisheries are explained and comments made on the means to limit access and obstacles which may be encountered in this process. Finally, the Guidelines examine the management process. This section covers the process of agreeing on a management plan for a fishery, including the need for consultation and, where appropriate, cooperative decision-making. The need for periodic review of management plans is stressed. The importance of an effective legal framework, institutional and administrative structures and monitoring control and surveillance are described. (PDF contains 91 pages)

The attributes of responsible fisheries in enhancing Poverty Alleviation of fishing Communities of Lake Kainji were appraised. After impoundment in 1968, the catch per unit effort of fish continued on a downward trend, which suggested a decline in the fish population as a result of improper fishing methods such as the use of small mesh size nets, fish poisoning, destructive fishing gears like beach seine nets. The Nigerian-German (GTZ) Kainji Lake Fisheries Promotion Project intervention brought an increase in yields for the lake in 1996. The estimated annual yield was put at 38.244 metric tones in 1996, an increase of 18 % from the yield recorded in 1995 due to improvement in fishing and conservation methods. The result of catch assessment study carried out in 2003 as a follow up to GTZ intervention is presented. This reveals 15 family and 40 species of fish recorded. Which shows that Lake Kainji still has very high diversity and abundance of fish species. The paper suggests ways to encourage fishing communities to adopt new innovation or strategies by the government and non-governmental organization, which will go a long way in alleviation poverty among the fisher folks

Este trabalho apresenta uma análise sobre as singularidades das políticas urbanas atuais e os reflexos dos novos modelos de planejamento urbano na manutenção e reprodução dos espaços de segregação da elite e da classe média alta na cidade de Niterói - RJ. Para isso, discutiremos a produção do espaço urbano em tempos de globalização, sobretudo no que tange ao advento de políticas públicas pautadas no modelo de empreendedorismo urbano e no consequente aprofundamento da fragmentação socioespacial. Demonstramos assim, o estabelecimento de uma multiplicidade de pólos de iniciativa e decisão nas cidades, envolvendo atores públicos, semi-públicos, não-governamentais e privados. Através do estudo de caso de Camboinhas no município de Niterói RJ e da associação que realiza a gestão deste espaço, a Sociedade Pró-Preservação Urbanística e Ecológica de Camboinhas SOPRECAM, buscamos compreender a formação de um território, e a territorialização dos agentes envolvidos como estratégia que reflete a nova dinâmica de produção do espaço urbano e dos enclaves territoriais denominados espaços de auto-segregação. A premissa apresentada é que, em tempos de globalização, com o advento da governança urbana, a cidade torna-se uma arena onde novos e diferentes atores exercem diferentes e divergentes apropriações/domínios, acentuando os conflitos/tensões no espaço urbano. Nesta perspectiva, os conceitos de território e territorialidade são fundamentais para compreensão das estratégias de apropriação dos espaços da cidade e defesa dos interesses privados desses novos atores, refletindo e ampliando a dualização/fragmentação urbana.

A epidemia de HIV/AIDS, pelo seu histórico, é de natureza mutável em vários contextos sociais em todo o mundo. Desde a notificação dos primeiros casos até hoje, observa-se um curso diferenciado no decorrer do tempo, tanto no campo social como na biomedicina, o que a torna um problema passível de controle a longo prazo. Essas mudanças, entretanto, não são percebidas de igual maneira em todos os países ou regiões. Devido a vários fatores, a epidemia persiste como uma das dez primeiras causas de morte no mundo, sendo a primeira delas na África. No Brasil, o perfil da epidemia assemelha-se ao global, tendendo a diminuir/estabilizar a velocidade do surgimento de novos casos. Essa contenção deve-se ao impacto de ações preventivas desenvolvidas por iniciativas governamentais e não governamentais no sentido de promover práticas sexuais mais seguras. Neste mesmo contexto, algumas análises espaciais revelam transições demográficas da epidemia de HIV/AIDS nos anos mais recentes. Há mudanças e desigualdades na razão de sexo em diferentes condições sociodemográficas e do ponto de vista geracional. Em razão disso, este trabalho justifica-se pela necessidade de analisar as mudanças na razão de sexo, fornecendo informações importantes para o planejamento e política de prevenção no tratamento da AIDS, tendo em vista a vulnerabilidade da população feminina. O objetivo principal desta pesquisa é analisar diferenças históricas, espaciais e sociais da razão de sexo e idade na população internada pelo SUS em consequência da infecção pelo HIV no período de 1998 a 2009. Trata-se de um estudo descritivo e ecológico das diferenças históricas, espaciais e por grupos de idade na Razão de Sexo abrangendo também uma análise da Regressão Linear Múltipla das variáveis. Foram utilizados os dados do Sistema de Informações Hospitalares do SUS-SIH/SUS - DATASUS/MS, como fonte de informação para os casos de AIDS internados no período de 1998 a 2009. Foram considerados casos com idade compreendida entre 15 e 49 anos, bem como estratificados e analisados dados gerados nas microrregiões, a fim de homogeneizar as informações dentro de cada estrato com dados do censo de 2000. As variáveis independentes foram representadas pelos seguintes indicadores (fatores de vulnerabilidade): a) percentagem da população rural residente na região; b) tamanho da população da microrregião, para testar se o tamanho da população está associado à razão de sexo por HIV e c) percentagem da população de 15 a 49 anos de idade não alfabetizada. Nos resultados é possível notar que em quase todas as regiões há um aumento considerável do número de mulheres infectadas pelo HIV, o que leva à dedução da presença de um processo de feminização, atrelado à heterossexualização da epidemia. Os resultados do estudo apontam que a epidemia de HIV/AIDS tende a atingir indiscriminadamente as regiões Nordeste, Sul e Sudeste, especialmente as duas últimas.
